Warsaw will host commemorations of the 16th anniversary of the Smolensk Catastrophe, with the participation of PiS leader Jarosław Kaczyński. A Roll Call of Remembrance is scheduled for 8:41 AM, followed by the laying of wreaths at Piłsudski Square.
Around 8:00 PM, the March of Remembrance will begin, proceeding from the Archcathedral Basilica to the Presidential Palace. At approximately 9:00 PM, a speech by PiS leader Jarosław Kaczyński is planned in front of the Presidential Palace.
President Karol Nawrocki will also participate in the commemorations, specifically in the aforementioned Roll Call of Remembrance. At 9:00 AM, he will lay wreaths before the monument of the late President Lech Kaczyński, and at 9:15 AM, before the monument commemorating the Victims of the 2010 Smolensk Tragedy. The final event will be a holy mass at 7:00 PM.

Domański:
For now, tax thresholds remain unchanged
- This all costs money, of course, and I am responsible for state finances. This proposal would mean a deficit of about PLN 11 billion. That's twice as much as we spend, for example, on medical rescue services, so I believe that tax proposals must be responsible ones. For 2026, our thresholds remain unchanged - stated Andrzej Domański on RMF FM.
- And for 2027 – discussions will certainly take place, but defense spending will also certainly be high; the situation in the Middle East shows that security must be our priority, so for now, the thresholds remain unchanged - he continued.

Kierwiński on the Sejm’s Oath-Taking of Constitutional Tribunal Judges:
A Big Step Forward in Restoring the Rule of Law
- I have the impression of taking a big step – I mean Poland and the entire Polish legal system – forward, when it comes to restoring the rule of law. The fact that the last 10 years have been a period of chaos in the Constitutional Tribunal – I would even put forward this thesis: the absence of a Constitutional Tribunal – is a fact, but specific individuals are responsible for it – Mr. Kaczyński, Mr. Ziobro, as well as President Duda, and now President Nawrocki – said Marcin Kierwiński in an interview with Grzegorz Kępka on Polsat News’s “Graffiti”.
08:13
Domański:
The Risk of Crisis in Poland is Very, Very Low
- I encourage calm, planning for holidays, home renovation expenses if someone needs them. My role is to consider all scenarios and analyze possible consequences. At this moment, considering the situation in the Middle East and recent events, I believe the risk of a crisis in Poland is very, very low. We have the fastest-growing economy in the EU, and the latest World Bank forecasts also confirm that we will grow very quickly, at a rate of over 3% GDP - stated Andrzej Domański on RMF FM.
08:17
Kierwiński on Bogucki:
He Thinks He Can Replace the Sejm and Senate. It's Time for Him to Come Back Down to Earth.
- Please excuse me from commenting on this stew of nonsense that the President's officials are spouting. I listen to Minister Bogucki. He really… It's time for him to come back down to earth, because he's levitating in some kind of cosmos, to put it plainly - said Marcin Kierwiński on Polsat News' "Graffiti".
- He seems to think he is not only more important than the President himself, but he primarily thinks he can interpret the constitution, that he can replace the Sejm, the Senate, the executive branch. A dangerous process - he stated.
08:24
Kierwiński:
Bogucki Has a Technical Role as Head of the Chancellery – Not Someone Who Interprets the Constitution and Judges Parliament's Decisions
- Who is Mr. Bogucki to judge the decisions of the Polish parliament? I mean, who is he? He is a state official and as a state official, he should abide by Polish law, not go to press conferences and share his thoughts – Marcin Kierwiński stated on Polsat News' "Graffiti".
- It is unserious for a state official to engage in judging the decisions of the Polish parliament. The Polish parliament has decided: six individuals out of six judges have been elected as judges of the Constitutional Tribunal, in accordance with the Polish constitution. The constitution speaks of the Sejm and the judges of the Constitutional Tribunal. With all due respect – it says not a word about Mr. Bogucki – he pointed out.
- Mr. Bogucki seems to be overstepping his role. He has the technical role of the President's Chancellery chief – nothing more. Not someone who interprets the constitution or judges the Polish parliament – he emphasized.
08:32
Kierwiński:
The President is Not the King of Poland. The Constitution Says Nothing About Him Hesitating or Contemplating
- They are not even able to name what they are doing. […] Let them say that the President is sabotaging the election of these Constitutional Tribunal judges because he is the President of PiS, not the President of all Poles. Let them say that, instead of resorting to such vague phrases – said Marcin Kierwiński in "Graffiti" on Polsat News.
- The President is not the King of Poland. He was elected President of Poland, but this means he must act within the framework of the constitution and abide by that constitution – he pointed out.
- The constitution very clearly states who is responsible for the election of Constitutional Tribunal judges. There is not a single word about the President being able to hesitate, contemplate, or interpret [the law] – he continued.

Leśkiewicz on Notarial Documents from Constitutional Tribunal Judges:
They've Reached the Presidential Chancellery, They Hold No Legal Power.
- These notarial documents have reached the Presidential Chancellery, and they hold no legal power - said Rafał Leśkiewicz in a conversation with Marcin Zaborski on the program "Gość Radia ZET," when asked if documents from the new Constitutional Tribunal judges had arrived on the president's desk.
08:37
Leśkiewicz on the Four TC Judges:
Until the Constitutional Tribunal Resolves Doubts, This Matter is Not Concluded.
"Yesterday, Minister Zbigniew Bogucki clearly stated that the President [...] will ask the Constitutional Tribunal to resolve the jurisdictional dispute, and only at the moment when this jurisdictional dispute is resolved and a decision is made by the Constitutional Tribunal, will the President, as the guardian of the Constitution, abide by the Tribunal's decision. Therefore, this procedure is not concluded," Rafał Leśkiewicz said on Radio ZET.
"Regarding these four judges, there are formal and legal doubts. Therefore, until the Constitutional Tribunal resolves these doubts in accordance with Article 189 of the Constitution, this matter is not concluded," he continued.
08:40
- Of course, we will take further steps [if Bogdan Święczkowski bars new judges from ruling]. There's the issue of labor courts, there's the issue of the prosecutor's office's functioning - stated Marcin Kierwiński in "Graffiti" on Polsat News.
08:44
- Minister Bogucki did not negate anything [...] he said it could be treated as a resignation from office, because they did not appear before the President of the Republic of Poland and did not take the oath before the president; they participated in a farce - said Rafał Leśkiewicz on Radio ZET, when asked if Zbigniew Bogucki had gone too far in negating the judges by speaking of their resignation from their judicial positions.
- The act of swearing-in did not occur, the competence dispute will be resolved at the level of the Constitutional Tribunal [...] only then, after resolution by the Constitutional Tribunal, will we take further action - he continued, when asked if the president considers this swearing-in to mean that the judges have resigned their positions.
08:45
Kierwiński:
Six Judges Ahead, Fighting for Order, Rule, and Law to Return to the Constitutional Tribunal
- We know the deadlock we've lived in for 10 years under PiS concerning the Constitutional Tribunal. I don't want to create the impression that the world has suddenly changed today as if by a magic wand. No, this is a long process - said Marcin Kierwiński on Polsat News' "Graffiti".
- Yesterday, a gigantic step forward was taken to restore the rule of law. However, a fight still lies ahead of us, the fight of these six judges to ensure that order, rule, and law finally return to the Constitutional Tribunal - he emphasized.
08:51
Leśkiewicz on the President's Involvement in Forming a Right-Wing Senate Pact:
Discussions Are Ongoing.
- These discussions have been going on for several months now, the President is meeting with representatives of various political groups, so the talks are ongoing - said Rafał Leśkiewicz on Radio ZET, when asked if President Karol Nawrocki would help the right-wing build a Senate pact.
08:57
Leśkiewicz:
It's Obvious the KNF Should Supervise the Cryptocurrency Market
- It is obvious that the Polish Financial Supervision Authority (KNF) should supervise the cryptocurrency market in Poland, because it involves the circulation of financial means. However, the legal solution that was proposed contained a number of excessive, over-regulatory measures, as pointed out by specialists involved in the cryptocurrency market, which is why these regulations did not come into effect - said Rafał Leśkiewicz on Radio ZET.
- The ruling party, wanting to fight with the President, once again prepared the same draft bill, which, of course, did not gain the President's acceptance - he continued.
09:00
Kierwiński:
I get the impression Minister Pełczyńska-Nałęcz would like to be in coalition on some matters and in opposition on others
- Minister Pełczyńska-Nałęcz should remember that she is a member of this government and if she has any doubts about the actions of another minister, she should talk to that minister first. I often get the impression that the minister would like to be in coalition on some matters and in opposition on others - said Marcin Kierwiński in "Graffiti" on Polsat News.
He was referring to the post by the leader of Poland 2050 from yesterday.
- However, in this matter - because frankly, I also don't understand this post by the minister, I read it for a very long time - but ultimately, Barbara Nowacka is doing what the minister considers right - he stated.
09:08
- First and foremost, we are awaiting a legislative solution, a good legislative solution from the government [...] we are primarily waiting to see what the government will do with the cryptocurrency bill that President Karol Nawrocki vetoed - Rafał Leśkiewicz said on Radio ZET, when asked when the Presidential Chancellery would present a draft cryptocurrency bill.

Kosiniak-Kamysz on the 16th Anniversary of the Smolensk Catastrophe:
Those Who Seek to Misuse This in Any Way Will Ultimately Lose.
- This day changed Poland. One would want to say that the sacrifice made by President Lech Kaczyński and his wife, President Kaczorowski, the most important commanders, led by the Chief of Staff, General Gągor, clergy, parliamentarians from all formations of the then parliament, employees and those who served, such as pilots, crew, security guards, everyone involved, BOR officers, everyone involved in securing this visit, families of Katyn victims, those who carried the memory, representatives of various social organizations, we will remember them all shortly - stated Władysław Kosiniak-Kamysz on the anniversary of the Smolensk catastrophe.
- One would want to say that such moments should encourage reflection, unite, and so it was in the first days, hours, I remember it well - he continued.
- Today, remembering, commemorating, and perhaps with a sense of unified pride and reflection, we also cannot remain silent about the fact that over these 16 years, there have also been those who wanted to destroy this community, to poison it in some way, to sow discord - the Deputy Prime Minister noted.
- This is our tragedy, meaning the tragedy at Smolensk has unfortunately also become a tragedy for us here, the contemporary ones, over these 16 years, for the families, an often unhealed wound, being picked at by every sound, every word - he said.
- I want to tell you that you should not lose hope. Especially on a day like this, you should not lose hope, because if we have been able to meet here for 16 years, to come together here, to remember what is good, especially what Wiesław Woda did in this place, but all those 96 people who gave their lives then and died in the accident, it means there is hope. That those who seek to misuse this in any way will ultimately lose, because good triumphs over evil, because love is stronger than hate - he added.

Kierwiński on the Implementation of the Entry/Exit System:
Today is an Important Day for EU Border Security.
- Today is an important day regarding the security and integrity of the European Union's borders. The Entry/Exit system, a pan-European system for registering all individuals entering the European Union, is now fully operational. This system enhances security and creates another layer of protection for the entire European Union and our borders. Poland is a leader in implementing this system - said Marcin Kierwiński at a press conference.
- This system began its operation in October at some border crossings, and today it has been launched, it has been launched at all Polish border crossings, at all European Union border crossings - he continued.
- This system allows [...] the scanning and registration of individuals entering the European Union. It allows for the identification of those who are banned from entering the European Union, but most importantly, it also allows for the elimination of all abuses that occur when crossing the European Union border - he added.
11:40
Kierwiński:
Święczkowski is poorly informed; the entire of Poland probably saw the oath of the Constitutional Tribunal judges
- Mr. Święczkowski is poorly informed; the entire of Poland probably saw that the judges of the Constitutional Tribunal took their oath, and it's good that they have reported for work - said Marcin Kierwiński at a press conference.
- What scenarios do I see? I see them doing everything now to start issuing rulings. If a Labour Court is needed for this, or possibly reports to the prosecutor's office, that will be an individual matter for those judges - he continued.
11:52
Kierwiński on a Situation Where Judges Might Be Denied Entry to the Constitutional Tribunal:
Prosecutor's Office and Police Will Act.
- The Police will enforce the law in every aspect when it comes to the Constitutional Tribunal, please be assured of that, regardless of who, I hope not, regardless of who commits this breach of law - said Marcin Kierwiński at a press conference.
- If any constitutional body or member of a constitutional body is prevented from functioning normally, if their mandated work is sabotaged, then both the prosecutor's office and the Police, on the prosecutor's orders, will take action - he stated further during the conference, when asked about a situation where some judges might be denied entry to the Constitutional Tribunal, whether the Police would help them gain access.
14:30
Four Judges Return to the Constitutional Tribunal:
We Filed a Letter to the President.
- We were at the Constitutional Tribunal today. It is our duty, after the oath taken yesterday at the filing office of the Chancellery of the President of the Republic of Poland, to immediately begin performing our duties as judges – Krystian Markiewicz told reporters in front of the Constitutional Tribunal headquarters.
“We Entered the Building Without Problems”
- We were there yesterday, and we are here today. We managed to enter the Constitutional Tribunal building without any significant issues. We were provided with decent conditions. For now, we have a shared room. Naturally, the situation is different for Judge Bentkowska and Judge Szostek, who have been allocated their own rooms. We do not have separate rooms, but we have been assured that entering the Constitutional Tribunal building is entirely possible – he continued.
“We Filed a Letter to the President”
- But it's not just about entering the Constitutional Tribunal building, but about performing our fundamental judicial functions, which involve making rulings. Therefore, we have submitted a letter to the President, which is a response to our conversation yesterday, requesting that we be allowed to perform our official duties as judges of the Constitutional Tribunal – he stated.
- We also submitted documentation […], we submitted the signed oath along with a document, proof that it was taken before the President, in the presence of the President, also with the protocol from yesterday's oath. And we request that the President fulfill the obligation that stems from the law – he continued.
Markiewicz stated that he and the other three judges expect to be assigned offices, issued building access cards, granted access to information systems, and assigned cases.
- Given that the President spoke yesterday about the need for communication with the Chancellery of the President, we have also requested clarification of the legal basis for such an expectation. In our opinion, there is none – he added.
14:33
Czarzasty to Ziobro and Romanowski:
Sooner or Later, You Will Be Subject to Polish Justice.
- Regarding Mr. Ziobro and Mr. Romanowski, I can say one thing that I repeat incessantly. Polish justice – sooner or later, you will be subject to this justice. If, as your leader, President Kaczyński, stated that you are innocent, then return to Poland and stand before a Polish court - stated Włodzimierz Czarzasty at a press briefing.
- We will see how it goes, the elections are on Sunday, but regardless of who wins these elections, for potential criminals and people who have been charged, there is no country where they will hide for the rest of their lives, so I wouldn't be in a good mood regarding Mr. Ziobro - he continued.
14:35
Czarzasty on Glapiński:
We'll Call His Bluff Sooner or Later.
- Returning to the money from the NBP, I think we will, at some point, 'call his bluff' and see whether the words Mr. Glapiński uttered while standing next to Mr. Nawrocki are true or not. How will we do this? I believe you will see in the near future - stated Włodzimierz Czarzasty at a press briefing.
14:40
- We intend to report for duty because it is our obligation, and we hope that these further steps will be taken soon. Not only will we be able to enter the Constitutional Tribunal building, but we will be able to perform our judicial duties - said Krystian Markiewicz at a press briefing in front of the Constitutional Tribunal headquarters.
As Maciej Taborowski added: - A list has been prepared for us. We will report our readiness to work daily. There is a list prepared, which we are signing. So, we signed it today as well. Therefore, we will report for work every day.
14:43
Czarzasty Asked About the Constitutional Tribunal:
This Matter Was Definitely Closed Yesterday.
- I have ended the discussion on this matter. Yesterday, the oath was taken before the President, we have 6 new members of the Constitutional Tribunal, and the President would dream of us discussing this for another 200, 500, 600 days, because the President dreams of placing his hand on lawlessness and directing that lawlessness. That will not happen, Mr. President, it simply will not happen. If you thought that Poland looks the way you want it to be, unlawful, there is no such Poland. This coalition of October 15th does not allow for that. Yesterday, this matter was definitively closed, and everything is now in the hands of the judges, and politicians should stay away from judges - stated Włodzimierz Czarzasty at a press briefing.

Morawiecki Attacks Tusk, Recalling His Photo with Putin:
He Didn't Write a Single Word.
- On the 16th anniversary of the Smolensk disaster, Donald Tusk didn't write a single word about the Victims. He remained silent about the death of the President of the Republic of Poland, the First Lady, and the highest state officials. On such an important day – complete, eloquent silence. Shame - Mateusz Morawiecki wrote on social media.
16. Rocznica Katastrofy Smoleńskiej, a Donald Tusk nie napisał ani jednego słowa o Ofiarach. Przemilczał śmierć Prezydenta RP, Pierwszej Damy i najwyższych urzędników państwa. W tak ważnym dniu - kompletna, wymowna cisza. Wstyd. pic.twitter.com/wXM4g62G28

Kaczyński:
The Country is Experiencing a Very Severe Crisis. Not Only the Rule of Law, But Even the Law Itself is Gone
- Today we have a country that is truly experiencing a very severe crisis. One could say – we must say – that we have a country that is the opposite of those expectations. Although at one point we were on the right path, it was halted in 2023, and today, almost every day, some new bad news arrives. Not only is the rule of law gone, but even the law itself is gone, Polish interests are not being realized, they are not being defended, nor is everything that constitutes the good fortune and good future of Poles being defended - stated Jarosław Kaczyński in Warsaw.
21:12
Kaczyński:
I Want to Urge All Who Are Not Cowards to Speak the Truth, to Speak of the Smolensk Attack
- The Smolensk lie is at the heart of this lie, today's lie. It continues, it constantly intervenes, it enters our public life, it enters our language, it enters to such an extent that the word 'Smolensk attack' is rarely used. And we just heard these beautiful words in the cathedral that a Pole cannot be a coward, and therefore I would like to use this moment to urge all who are not cowards to speak the truth, to speak of the Smolensk attack - stated Jarosław Kaczyński in Warsaw.
21:14
Kaczyński:
We Must Uncover the Truth About Smolensk
- We must get to the truth about Smolensk, but not in such a way that we ourselves know how it happened, that there are a lot of documents, that there is a huge body of work by Antoni Macierewicz and all that he has done. But it must be officially stated by the Polish authorities, the Polish parliament, by Polish diplomacy, which will then convey this information officially to other states. This must remain our constant goal - stated Jarosław Kaczyński in Warsaw.
