- You cannot register something that doesn't exist. Marriage is a union of a woman and a man, and only as such is it subject to the care and protection of the Republic of Poland. This is stipulated by Article 18 of the Constitution - stated Przemysław Czarnek at a press conference in Lublin.

- If the Supreme Administrative Court does not understand the provisions of the Constitution, that is its business. This is lawlessness, it is a violation of the rule of law, and also an assault on reason, because marriage is a union of a woman and a man. There is no such thing as same-sex marriage - he declared.

- The President of the Republic of Poland, Supreme Commander of the Armed Forces, Karol Nawrocki, at the request of the Minister of National Defence, has agreed to the appointment to the first officer rank (second lieutenant) of 78 soldiers and officers of the SKW - informed the National Security Bureau.

- The President of the Republic of Poland will issue the appropriate decree after countersignature by the Prime Minister - added the statement.

- It's impossible to leave the ETS? President Karol Nawrocki clearly wrote: 'We are leaving the ETS, we must do it.' Our resolution, which is also pending in the Sejm, calls on Tusk to take immediate action to relieve Poles, so that entrepreneurs have cheap energy, so they can be competitive, and they say it's impossible - Przemysław Czarnek said at a press conference in Lublin.

- Tusk should tell von der Leyen: we are leaving the ETS, Mrs. von der Leyen, because this is madness. This is not even about saving ecology, not saving the environment, but it is madness. A simple tax that robs Poles. He had the mandate for this, he didn't do it. We will do it. As soon as we gain power, we will go and say: 'We are leaving the ETS' - he stated.

- It's a simple matter, because we want a normal Poland and a Poland for Poles, who will be able to look at their bills normally, which will not be bills of horror - he added.

- This is one big disgrace. Tusk, who flexed his muscles before heading to the European Council, tucked his tail upon seeing Madam Frau Kanzlerin Ursula von der Leyen and came back with nothing for Poles. And Poles need an immediate reaction - said Przemysław Czarnek at a press conference in Lublin.

- Mr. Tusk said something about a breakthrough – so I will read to you what the breakthrough of this Brussels European Council consists of. On page 12 of the conclusions, we read: "The Council calls on the Commission to present a review of the ETS emissions trading system by July 2026 at the latest, while maintaining the fundamental role of the ETS." Is that a breakthrough? – said Przemysław Czarnek at a press conference in Lublin.

- Conclusions from the plenum of the Central Committee of the Polish United Workers' Party were more concrete than what is happening at the European Council – he assessed.

- The next point: "The European Council notes the importance of establishing targeted and proportionate European preference in strategic sectors and technologies and in this regard calls on co-legislators to agree by the end of 2026 on an Act on Accelerating Industrial Development." This is a scandal and one big embarrassment – he continued.

- European industry is declining [...] and they are merely calling for an Act on Industrial Development to be passed by the end of the year, while freezing the ETS as an excellent achievement – he stated.

- Donald Tusk landed from Brussels. He flexed his muscles, said there would be a breakthrough, that something must be done about this ETS. […] Mr. Halicki said: there will be a revision, a halt to ETS 2. And after all this flexing of muscles, it turned out as usual. He came back with absolutely nothing and with a total disgrace, a complete disgrace - said Przemysław Czarnek at a press conference in Lublin.

- He talks about some breakthrough, but Poles who need lower prices for energy, electricity, heating, and also lower prices for fuel, have no concrete outcome from this summit in Brussels - he stated.

- In reality, Marshal Czarzasty made a rational decision, because so far we have not been able to extract information from anyone on that side about the source of funding for this project, as if authorized by Messrs. Nawrocki and Glapiński. There are words there, not money, and we are talking about nearly PLN 200 billion - stated Prime Minister Donald Tusk at a press conference.

- So it is difficult to seriously consider a draft law that is intended to decide on renouncing European funds in favor of Mr. Glapiński's money, which does not exist. If credible information about the NBP's profit appears, I can repeat this 20 more times, then we already have laws that say what can be done in such a situation, so this money from NBP profits goes to the budget - he continued.

- Sometimes parties forming the October 15 coalition have their own ideas or projects, I have to live with that, and the leaders of these parties warn me that sometimes an idea will appear which will certainly not be the idea of the government as a whole - Prime Minister Donald Tusk said at a press conference, when asked about the proposal regarding property tax, which The Left intends to submit.

- So I don't treat this as an act of disloyalty, after all, everyone has the right to articulate their ideas, their views, but it will certainly not be a government project - he continued.

- I [haven't spoken to Roman Giertych], I have serious matters on my mind, as you've noticed. I'm not concerned with Roman Giertych's legal practice; let him explain himself regarding his professional achievements or various circumstances. That doesn't interest me; I'm interested in Roman Giertych's involvement as a Member of Parliament - stated Prime Minister Donald Tusk at a press conference.

- I don't know where this rumor came from. I mean, I know that some media have started writing about my ambitious plans for another government reshuffle, but no, I don't have such plans at the moment - stated Prime Minister Donald Tusk at a press conference.

- We also discussed the situation on various fronts. The Ukrainian issue, European aid, the blockade by Prime Minister Orbán, we failed to convince Prime Minister Orbán and he continues, using certain procedural or formal tricks, to be determined to block aid for Ukraine - Prime Minister Donald Tusk said at a press conference.

- Officials in Brussels will be looking for other ways, but it's not easy, meaning, here indeed unanimity is needed to change the financial framework, and therefore Europe has a growing problem, a growing trouble with Orbán - he continued.

- I'm hearing reports that PiS or the President are indeed considering Poland taking part in the war in the Middle East in some way - stated Prime Minister Donald Tusk at a press conference.

- I want to emphasize again, and I count on the full understanding of our full allies here, we also discussed this on the sidelines of the European Council [...] we Poles are carrying a significant burden, a serious responsibility, which is the protection of Poland's, Europe's, and NATO's eastern border, and we shouldn't be looking for new activities - he continued.

- We have just concluded a very demanding European Council meeting, one that required a lot of effort and diplomatic action, I wouldn't call it intrigues, as that would be too strong a word, but discreet cooperation, primarily between Poland and Italy. For many, many days, together with Prime Minister Meloni, we were preparing a course of action intended to persuade the most pro-climate states and the European Commission to adopt a flexible approach regarding the ETS - stated Prime Minister Donald Tusk at a press conference.

- This conclusion is important to me, and it clearly states that, firstly, Poland will be among the group of states that will receive assistance made possible by utilizing the mechanism related to allowances. This means, firstly, that funds obtainable from the release of certain emission allowances will be converted into financial aid for those less affluent states for whom the ETS is a significant burden in terms of energy prices. This group of states has been defined precisely so that Poland is 100% included in it - he continued.

- I can say that a very strong group of states was formed, and we managed to persuade even the most pro-climate ones, such as some Scandinavian countries and Germany, not to question the need for a specific approach for certain states - he emphasized.

- As you know, our biggest problem was that everyone was to be subjected to the same climate regime. A real breakthrough has been achieved; it's a political revolution in the EU, in a sense, that institutions and all states have practically started speaking our language, meaning they are acknowledging the need for an individual approach to each state, taking into account their interests, difficulties, and circumstances - added the head of government.

- I did not sign this motion [to the Constitutional Tribunal] because I believe it is not the best solution. Questioning laws one has passed oneself is not something I consider a good idea - said Krzysztof Szczucki on Radio ZET, when asked about the fact that a few years ago PiS politicians prepared and voted on regulations based on which they "furnished" the Constitutional Tribunal, and now they themselves are challenging them before the Tribunal.

- We do not envisage cooperation with Korona Polska, and as I understand it, if we do not envisage cooperation in government, it is also difficult to form a Senate pact with them - said Krzysztof Szczucki on Radio ZET.

- No, absolutely not, I want to put an end to that as well - said Krzysztof Szczucki on Radio ZET, when asked about the price of being in the EU for not participating in the ETS system.

- Most likely, the consequence will be that we won't be paid funds, but then we will already be a net contributor, paying more into the budget than we receive from it - he continued, when asked about the consequence of Poland withdrawing from ETS participation.

- We'll see, I don't have a crystal ball [...] there could be, we have to reckon with that - he added, when pressed on whether penalties would be imposed by the CJEU.

- I believe it is in the interest of the state and all political forces to seek solutions that will ensure the state's system is not only maintained within the bounds of the law, but also regains a certain credibility, because unfortunately, this credibility has been destroyed by those who did not respect the constitutional body that is the Constitutional Tribunal - stated Szymon Szynkowski vel Sęk on PR1.

- First, for months they failed to elect judges, despite this obligation, and now they have elected judges and are demanding, despite regulatory doubts, the immediate swearing-in by the president. This is blackmail, which the President undoubtedly has no intention of yielding to - he continued.

- We haven't managed to do everything [...] we declare today [...] that when the Law and Justice party (PiS) returns to power, it will ensure that the ECHR will not apply in Poland. And I would add, it will ensure that the ECHR will not apply across the entire European Union - said Krzysztof Szczucki on Radio ZET, when asked why PiS had not led Poland out of the ECHR.

"I don't even want to imagine such scenarios," said Krzysztof Szczucki on Radio ZET, when asked if the President of the Constitutional Tribunal should slam the door on the newly elected judges if they take their oath without the president's presence.

"They must take the oath before the president. In the presence of the President of the Republic," he continued, when asked if the President of the Constitutional Tribunal should admit these judges.

"They cannot assume office," he went on to say, when pressed about a scenario where the newly elected Constitutional Tribunal judges do not take their oath in the president's presence.

- These are intermediate solutions, not solving the core of the problem. One could say it’s a slight braking of the accelerating, harmful ETS system, but we are not talking about halting these harmful tendencies, and even less about any step back that we would expect, which is greatly needed by the Polish economy, but also the European one - stated Szymon Szynkowski vel Sęk on PR1.

- Every politician has their time. Mateusz Morawiecki was a great prime minister, I am convinced he will hold the highest state offices in the future, this time the party has decided that at this moment the candidate should be Przemysław Czarnek - said Krzysztof Szczucki in an interview with Marcin Zaborski on the program "Gość Radia ZET".

- No, I would absolutely not frame it that way - he continued, when asked if Czarnek is better than Morawiecki as a candidate for prime minister.

- I would like it to be the case that we don't avoid services, but only reduce the cost of these services. But I don't think that will happen. Because in addition to this change [800 million in savings] [...] there is another one, which involves us settling overperformances in areas that are unlimited, not quarterly as it is currently, but after the end of the financial year. Which will actually increase the waiting time for payment... - said Jakub Szulc in "Poranek TOK FM".

- But it will also primarily increase the waiting time for the service - commented Jacek Żakowski.

- What we are trying to secure, and what we are certainly ensuring and will continue to ensure, is that absolutely urgent services continue to be performed without limits, with 100% reimbursement - replied the NFZ Vice-President.

"We are in a situation where we truly need all hands on deck, meaning not just the government, not just the National Health Fund, but also trade unions, doctors, nurses, and hospitals. We really must face the situation that our expenses are growing significantly faster than the revenues to this system, and we must try to balance it somehow," said Jakub Szulc on "Poranek TOK FM".

Prime Minister Donald Tusk continues his visit to Brussels, where the European Council summit is taking place. The Prime Minister's exact schedule for today is not currently known.
