Tuesday's Political Agenda: Government Tackles the 'Żurek Judicial Package', Tusk and Kierwiński at the Border

Prime Minister Donald Tusk and Minister of the Interior and Administration Marcin Kierwiński will visit the Border Guard post in Bobrowniki. At 8:00 AM, they are scheduled to participate in a briefing with uniformed services, followed by a media statement at 8:45 AM.

At 10:00 AM, a press briefing titled "Christmas Eve Free From Work for the First Time and Further Breakthrough Changes from January 1st" will take place, with the participation of the Minister of Family, Labour, and Social Policy, Agnieszka Dziemianowicz-Bąk, and Deputy Minister Sebastian Gajewski.

At 12:00 PM, a session of the Council of Ministers will commence. As reported by 300POLITYCE, ministers will address three projects proposed by the ministry of Waldemar Żurek.

This is a clear acceleration – the legislative work schedule indicates that the first proposal was not expected to be adopted until the first quarter of 2026.

The matter concerns a draft bill to restore the right to an independent and impartial court established by law, by regulating the effects of resolutions adopted by the National Council of the Judiciary between 2018 and 2025.

The second important project is an amendment to the act on the National Council of the Judiciary and the Electoral Code, as well as a draft amendment to the act on land and mortgage registers and the act on the National Court Register.

"For the judiciary, for Polish citizens, this is truly a good day. The announced acts were adopted today at a government session. I am very pleased about this. - This first act, the rule of law act, is intended to restore the citizen's faith that an independent, impartial judge sits at the judge's bench, but not only faith, but also a legal assessment of the judge's appointment. The aim is that we should have no doubt that the person who steps up to the judge's bench has been appointed correctly - said Waldemar Żurek at a press conference.

- It [the act] defines three categories of judges in common courts. The first category is the young judges; they are confirmed in a certain way ex lege. The second category comprises individuals who have been legally appointed judges at least once but have been promoted to higher positions. - This act also addresses issues related to the Chamber of Extraordinary Control and Public Affairs, which it abolishes; the extraordinary appeal is also eliminated by this act - he went on to say.

- All these political fears that rulings issued in common courts by neo-judges will be thrown in the bin are untrue. This act stipulates that these rulings remain in force. However, regarding some competitions, this does not apply to the group of over a thousand young judges, but the competitions for these two remaining groups will have to be repeated before a legal body - he added.

Our Greatest Challenge is for Young People to Dream of Being Teachers, Not Influencers

- We are paying better than before, because for teachers entering the profession, meaning beginner teachers, the raise, the first one in 2024, was 33%, to allow them to earn a little better than they did before, to encourage them to join the profession. But it is also a matter of working conditions, it is a matter of education - said Barbara Nowacka in "Gość Wydarzeń" Polsat News.

- This is truly, I believe, a challenge for all of us – to show that the teaching profession is the best profession in the world, and an effort not only financial, but concerning working conditions. That is why we amended the Teachers' Charter, which came into effect on September 1, 2025, to also improve working conditions, to encourage, so that experienced individuals do not leave the profession, to support them, but also to attract new ones - she continued.

- Yes, it is an effort, and all ministers in European Union countries, with whom I regularly meet, talk about this. This is our greatest challenge: for a young person not to dream of being an influencer, an Instagrammer, but to dream of being a teacher - she pointed out.

- There are support programs, and we have such initiatives ahead of us too. Financially - of course, teachers simply have to earn more - she added.

- Mr. President, I fear he did not read the bill and did not bother to understand its spirit. Schools must be ambitious, and this was a bill that allowed for ambitious changes adapted to the 21st century, preparing the ground for the “Compass of Tomorrow” reform. We will implement the reform anyway, because it is needed in schools - said Barbara Nowacka in “Gość Wydarzeń” on Polsat News.

Nowacka Criticizes the President’s Advisors

- The President prefers teaching content over learning outcomes. If he doesn’t like that and considers it ideology, it means his advisors have failed their most basic duty: understanding what the bill is about. They have not engaged with it at any step. They were not present at parliamentary committees, they did not discuss it, they did not listen to the debate in parliament, they were spouting nonsense - she pointed out.

- Do you know what he vetoed? Among other things, he vetoed a higher textbook subsidy, meaning schools could buy more textbooks. […] This was in the bill, not core curricula, as they seem to think, or health education. All of that is within the scope of regulations, and those regulations will apply anyway - she indicated.

She assessed: - There was truly no dumber veto, because this veto has nothing to do with the provisions of the bill. […] Mr. President has made it his goal to throw a spanner in the works for the government. This reform is one of our priorities.

“The President Knows His Veto Will Only Cause Chaos”

- What is more interesting, in my opinion, the President knows perfectly well that his veto will only cause chaos and politicize education, because the reform will be continued anyway - she stated.
