At 11:00 AM, at the Polish Army Museum in the Warsaw Citadel, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, along with the leadership of the Ministry of National Defence, will present medals and awards to soldiers and employees of the Ministry of National Defence. The Minister of National Defence is scheduled to give a speech.

At 11:30 AM, a press conference will be held in the Sejm by Law and Justice (PiS), with the participation of club leader Mariusz Błaszczak, MEPs Patryk Jaki and Jacek Ozdoba, and MPs Andrzej Śliwka and Sebastian Kaleta.

Sejm Debates Excise Tax Hike and Sugar Tax

Wednesday marks the start of a three-day Sejm session. The proceedings will commence at 10:00 AM with votes, including those on government draft bills concerning an excise tax increase on alcohol in 2026 and 2027, and the adaptation of corporate income tax (CIT) regulations to CJEU rulings (first readings).

Later in the proceedings, MPs will engage in, among other things, the second reading of a government draft bill on specific solutions for the implementation of the 2026 budget law. This item will be considered at 1:00 PM.

At 2:15 PM, the first reading of a government draft amendment to the public health act and the personal income tax act is scheduled. In practice, this concerns an increase in the sugar tax, which applies to sweetened beverages.

At 4:45 PM, a second reading of a government draft bill introducing changes, among others, to the Penal Code is planned. The aim is to strengthen the protection of public officials, such as firefighters and paramedics, as well as ordinary citizens who respond to violence or rescue accident victims. The maximum penalties for assaulting these individuals are set to increase from 3 to 5 years of imprisonment.

At 8:30 PM, MPs will proceed to the first readings of three deregulation draft bills. These concern, among other things, the protection of heirs from losing tax exemptions and the increase of the revenue limit determining the cash basis for personal income tax (PIT) selection.

Nawrocki in Slovakia

On Wednesday, President Karol Nawrocki will pay a visit to the Slovak Republic.

At 10:00 AM in Bratislava, a welcome ceremony for the President of the Republic of Poland by the President of the Slovak Republic is scheduled. At 10:15 AM, a one-on-one meeting between the two leaders is planned, and at 10:40 AM, plenary talks between the delegations, chaired by the presidents, are set to begin.

At 11:20 AM, a meeting between the presidents of Poland and Slovakia with media representatives is scheduled. At 12:00 PM, a breakfast hosted by the President of Slovakia on the occasion of the Polish President's visit will commence.

At 1:45 PM, Karol Nawrocki will meet with the Speaker of the National Council of the Slovak Republic, and at 2:30 PM, with the Prime Minister of that country.

At 3:40 PM, a ceremony of laying wreaths by the presidents of Poland and Slovakia at the Gate of Freedom Monument is scheduled.

- Minister Zbigniew Ziobro has already been convicted. He has been convicted by Donald Tusk – Mariusz Błaszczak stated on "Poranny Ring" (Morning Ring).

- In the District Court in Warsaw, the so-called neo-judges, which is already a great abuse, because there are no neo-judges or paleo-judges, have been relegated to some department on the side, they don't deal with anything, while these cases, political cases, will be entrusted to judges not chosen by lot, but designated – he continued.

- I don’t know. I’m unable to put myself in Minister Ziobro's or his family's shoes; these are their decisions. Nor am I able to advise them on this – stated Przemysław Czarnek in the "Graffiti" program on Polsat News, when asked if he would return from Hungary if he were in his place.

- However, I am advising the MPs of Poland 2050 and PSL: remove parliamentary immunity, Minister Ziobro will appear at any summons from the prosecution or other law enforcement agencies. You don’t have to put him in jail [detention – ed.] just because Tusk or Żurek have gone mad – he appealed.

"Do you know why we are being destroyed like this? Because we are the only, the last barrier against forcing Poland into a centralized European Union, meaning into a German state," Mariusz Błaszczak said in "Poranny Ring" (Morning Ring).

"Donald Tusk is destroying the opposition precisely because [...] we oppose it. And the political plan is for Poles to be suppliers of cheap labor in a centralized European state controlled by Germany," he continued.

"In the Western world [...] there lies a better offer, Pax Americana. The offer from President Trump, which concerns building military strength, allocating 5% of GDP to defense. Americans do not want to take our sovereignty and independence; Germans do, they want to take our independence," he went on to say.

- Regarding oncological procedures, they are being performed and are in no way limited. I have a firm assurance from the Minister of Health that oncological patients are being treated normally and according to schedule. If there are specific reports from hospitals, then such information is needed, and we will investigate them. However, I know from the Minister that oncological patients are being treated normally; these are unlimited services, just like all services that save life and health - said Adam Szłapka on "Gość Radia Zet".

"As a wimp or a softie, Mr. Tusk will go down in history. Instead of dealing with the lack of funds for determining disability degrees, for lowering energy prices for people, for saving JSW, for reducing the budget deficit, public debt, he occupies himself at the Council of Ministers with a terminally ill man and furthermore calls him a wimp or a softie. This has never happened in the history of this country," Przemysław Czarnek said on Polsat News's "Graffiti."

"These are facts, this is not political malice. I did not start it. It is the Prime Minister who, instead of dealing with Poland, which is falling into ruin, occupies himself with insulting a man who is fighting for his life," he stated.

- Yes, yes, this team is working. [...] A team of several people [...] is gathering documents - said Mariusz Błaszczak on "Poranny Ring" (Morning Ring).

- Presumably so - he continued, when asked if the PiS team set up to investigate the plot of land for CPK would speak with suspended politicians ("whether they will be questioned").

- We do not have such a right - he went on, when asked about talks with the head of the Dawtona company.

- Yes, it will be public - he added, when asked about the transparency of the report that will be produced.

- We are in a position where we can only ask. We can ask state institutions - he emphasized, when asked how long the team's work might take.

- Last week, the European Council's conclusions explicitly stated that the issue related to ETS 2 will be subject to revision, meaning changes. What has been achieved in the last 12-13 hours is a firm assurance from the [European] Commission that there will be a deep revision of the ETS 2 issue and that it will not lead to price increases. - said Adam Szłapka on "Gość Radia Zet".

- Minister Ziobro is suffering from a rare type of cancer. [...] He miraculously avoided death thanks to complex oncological treatments performed in Poland and abroad, and these treatments are still ongoing. Can you imagine Minister Ziobro, who is arrested and imprisoned for 2 months solely out of revenge, possibly in handcuffs, led separately to the toilet, like Ms. Urszula, Karolina - these examples are from now, not from the PRL, not from Stalinism - or like Father Olszewski, or like Darek Matecki, and has a chance to survive these 2 months? No. - said Przemysław Czarnek in “Graffiti” on Polsat News.

- Minister Ziobro’s situation is of great importance. Minister Ziobro is capable of appearing before any prosecutor’s office and court, just as he did even before the illegal commission. [...] But pushing someone into prison simply because Tusk and Żurek are thirsting for revenge, or Mr. Czarzasty, is simply bestiality unknown, unrecorded in civilized states. - he assessed.

- I don't have the conviction [that today people in the system earn a lot, too much]. Doctors, nurses, paramedics, they must earn a lot. You asked me this question before and thunderbolts from the heavens fell upon me because I said that yes, indeed I saw a very high invoice, which was true, I never lie, so I told the truth - stated Izabela Leszczyna in "Rozmowa Piaseckiego" on TVN24.

Przemysław Czarnek was asked in Polsat News' "Graffiti" program who was right in the dispute between Mateusz Morawiecki and Krzysztof Bosak, who clashed on Twitter over the PiS government's decisions regarding EU policy.

- Do you realize that if we lift MP Ziobro's immunity, it will be 27 votes. Because each accusation will be voted on separately, and the Sejm will make a decision on each + detention separately. So it will be a block of votes that will take some time - stated Szymon Hołownia at a press conference.

- Housing prices are sick, every young person who wants to move out from their parents knows this. Unfortunately, I have the feeling that not everyone still understands why they are so sick in this chamber. Prices are largely responsible for speculation, largely for the greed of the wealthiest, which is why a few months ago I proposed a simple solution - an anti-speculation tax on the third and subsequent properties - stated Adrian Zandberg in the Sejm.

Minister Lasek says he learned in April that this plot was private, and for half a year, consciously, by his own decision, he presented a new strategy for developing the surroundings, locating the warehouse center on this private plot, thus increasing its value - stated Marcin Horała in the Sejm.

- You wanted to increase the value of this plot of land twentyfold; someone from PiS would have probably pocketed that money. But too bad, there will be no money for PiS activists, we will get that money back - he continued.

- As we promised, so we did. Two weeks ago I said we would disarm ETS2, meaning the fees for heating and transport, which Morawiecki agreed to. Today it has happened. ETS2 has been postponed, and the European Commission must prepare its revision in the near future. We do, we don't just talk - Prime Minister Donald Tusk wrote on social media.

- The ruling coalition, or to put it bluntly, Donald Tusk is in a great hurry, which is why, despite the committee meeting taking place tomorrow, the report of the committee regarding the request from the head of the investigative team of the National Public Prosecutor's Office for consent to prosecute, detain, and temporarily arrest MP Zbigniew Ziobro has already been included in the evening, indeed, night agenda - said Mariusz Błaszczak at a press conference.

- This is the agenda, already on Thursday at 11:30 PM. There were not supposed to be night sittings, but 11:30 PM, this point has already been inscribed, regardless of what the rules committee decides, this point has already been entered into the agenda - he continued.

- Aid to Ukraine, a clear stance on who we support in this conflict following the Russian Federation's attack on Ukraine, does not exempt me as the President of Poland from demanding Polish interests on the international stage in our relations with Ukraine. If you are asking whether certain actions by President Zelensky or Ukraine towards Poland, signaled over many years by a lack of gratitude towards the Polish nation, towards Polish society, unresolved Polish-Ukrainian issues regarding exhumations in Volhynia, or a certain crisis with agricultural produce flooding Poland, then I must say that these are not indifferent to me - said Karol Nawrocki during a meeting of the Presidents of Poland and Slovakia with the media.

- I recognize that one can support Ukraine, clearly state one's own positions with regard to Vladimir Putin and the Russian Federation, and at the same time stand on the side of Polish raison d'état and pursue the interests of the Polish state - Karol Nawrocki continued.

- During our parliamentary oversight inspections, we requested a complete set of documentation. We received part of the documentation. At least when I was in the Ministry of Agriculture together with Mr. Kowalski, and from that documentation it was clear, I even gained access to EZD, which is the electronic document workflow system, Mr. Minister Telus, for example, was not in that document workflow - said Andrzej Śliwka at a press conference.

- In view of the above, we must also clearly state that his initial declaration, which he spoke about at the very beginning, that he did not participate in this process, is consistent with the declaration that is in the Ministry of Agriculture - he continued.

- We are dealing with facts, with decisions that are happening right now, one might say, within European institutions, at the European Council, which in a huge way, in a powerful way, harm the interests of Poland and Poles - said Jacek Sasin at a press conference.

- In reality, I think it is justified to say that there has been a betrayal of Poland's interests, the Polish economy, Polish agriculture, and every Polish citizen who will be burdened with giant fees that the ETS2 system entails - he continued.

- If Law and Justice wins the election, there is no question that we will adopt these solutions, which are meant to cause us to participate in this suicidal rush of Europe. We will not commit collective suicide along with the whole of Europe. If Europe wants to commit this suicide, well, one can say, every nation has its will - said Jacek Sasin at a press conference.

- We will reject ETS2 [...] we are counting, of course, on building a broad coalition in Europe [...] we are counting on the formation of a coalition of common sense, which will remove from power in Europe people who are crazy, people who want to sink Europe, want to destroy Europe - he continued.

The Monetary Policy Council (RPP) has lowered interest rates by 25 basis points. The reference rate will stand at 4.25% as of November 6th.

- They came for two weeks, pulled a swindle, and then tried to pin it on Henryk Smolarz, who recovered the plot, and it is not true what they said, that the plot could have been resold at every stage - he continued.

- The General Prosecutor's Office stated in its submission: there was no possibility of automatically repurchasing the plot. The buyer had to agree, and at the request of Henryk Smolarz and the KOWR management, this plot was recovered - he went on to say.

- I want to honestly say that neither Włodek Czarzasty nor my colleagues from The Left have, even for a moment, conditioned our support on them returning the favour by supporting the bill abolishing term limits; nothing like that ever happened - Piotr Zgorzelski stated on TVP Info.

- Regarding the parliamentary club of the Polish People's Party [...] I can assure you that we are people of honor and we believe that pacta sunt servanda, meaning agreements must be kept - he continued.
