Wednesday's Political Agenda: Sejm Debates Excise Tax Hike and Sugar Tax, Nawrocki in Slovakia, Monetary Policy Council Meeting Begins

At 11:00 AM, at the Polish Army Museum in the Warsaw Citadel, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, along with the leadership of the Ministry of National Defence, will present medals and awards to soldiers and employees of the Ministry of National Defence. The Minister of National Defence is scheduled to give a speech.

At 11:30 AM, a press conference will be held in the Sejm by Law and Justice (PiS), with the participation of club leader Mariusz Błaszczak, MEPs Patryk Jaki and Jacek Ozdoba, and MPs Andrzej Śliwka and Sebastian Kaleta.

A press conference by Rafał Komarewicz, MP for Poland 2050, is scheduled for 1:00 PM in the Sejm.

Wednesday also marks the beginning of a two-day meeting of the Monetary Policy Council.

Sejm Debates Excise Tax Hike and Sugar Tax

Wednesday marks the start of a three-day Sejm session. The proceedings will commence at 10:00 AM with votes, including those on government draft bills concerning an excise tax increase on alcohol in 2026 and 2027, and the adaptation of corporate income tax (CIT) regulations to CJEU rulings (first readings).

Later in the proceedings, MPs will engage in, among other things, the second reading of a government draft bill on specific solutions for the implementation of the 2026 budget law. This item will be considered at 1:00 PM.

At 2:15 PM, the first reading of a government draft amendment to the public health act and the personal income tax act is scheduled. In practice, this concerns an increase in the sugar tax, which applies to sweetened beverages.

At 4:45 PM, a second reading of a government draft bill introducing changes, among others, to the Penal Code is planned. The aim is to strengthen the protection of public officials, such as firefighters and paramedics, as well as ordinary citizens who respond to violence or rescue accident victims. The maximum penalties for assaulting these individuals are set to increase from 3 to 5 years of imprisonment.

At 8:30 PM, MPs will proceed to the first readings of three deregulation draft bills. These concern, among other things, the protection of heirs from losing tax exemptions and the increase of the revenue limit determining the cash basis for personal income tax (PIT) selection.

Nawrocki in Slovakia

On Wednesday, President Karol Nawrocki will pay a visit to the Slovak Republic.

At 10:00 AM in Bratislava, a welcome ceremony for the President of the Republic of Poland by the President of the Slovak Republic is scheduled. At 10:15 AM, a one-on-one meeting between the two leaders is planned, and at 10:40 AM, plenary talks between the delegations, chaired by the presidents, are set to begin.

At 11:20 AM, a meeting between the presidents of Poland and Slovakia with media representatives is scheduled. At 12:00 PM, a breakfast hosted by the President of Slovakia on the occasion of the Polish President's visit will commence.

At 1:45 PM, Karol Nawrocki will meet with the Speaker of the National Council of the Slovak Republic, and at 2:30 PM, with the Prime Minister of that country.

At 3:40 PM, a ceremony of laying wreaths by the presidents of Poland and Slovakia at the Gate of Freedom Monument is scheduled.
