Sejm to Discuss Health Contribution and Free Christmas Eve

Wednesday marks the final day of the Sejm's session, which began last week. At 9:00 AM, procedural votes will take place. MPs will decide, among other things, whether to proceed to the second reading of the government's draft amendment to the Labour Code concerning the introduction of supplementary maternity leave without referring this draft to a committee.

At 10:00 AM, the second reading of the government's draft act on healthcare benefits financed from public funds is scheduled. This concerns a project to abolish the obligation to pay the health contribution from so-called fixed assets. At 11:45 AM, the second reading of the government's draft act on ensuring funding for activities aimed at increasing ammunition production capacity will begin.

At 1:00 PM, the second reading of the government's draft act – the Environmental Protection Law – is scheduled. At 2:30 PM, procedural votes are planned. At 2:35 PM, the second reading of the government's draft act on extraordinary measures to limit electricity prices, and a citizen's bill extending protective measures against rising electricity bills into 2025, will commence.

At 4:45 PM, the second reading of a parliamentary draft act on days off work is scheduled. This concerns a project establishing December 24th (Christmas Eve) as a day off work. At 7:00 PM, the second reading of the government's draft act on promoting electricity generation from offshore wind farms will begin.

At 8:00 PM, a break is scheduled, and at 9:00 PM, voting will commence, including on a motion to reject a citizen's bill obliging public authorities to implement the CPK investment at the first reading.

At 10:30 AM, the Sejm's Committee on Rules of Procedure, MP Affairs, and Immunities will convene. It will consider, among other matters, a prosecutor's request for consent to bring MP Łukasz Mejza to criminal responsibility. At 1:00 PM, the extraordinary committee on anti-flood measures will receive information on the liquidation of damages from the September 2024 flood and the implementation of solutions to protect flood-affected areas in the future.

At 4:00 PM, the Pegasus investigative committee will convene. In a closed session, its members will address the consideration of evidence requests.

Tusk in Sweden, Constitutional Tribunal on Religious Education

Also on Wednesday, Prime Minister Donald Tusk will begin a two-day visit to the Kingdom of Sweden. At 12:30 PM in Harpsund, a working session is planned as part of the meeting of Nordic and Baltic prime ministers. A "family photo" is scheduled for 2:00 PM, and at 2:15 PM, another working session will commence. A press conference following the meeting of the Nordic and Baltic prime ministers is scheduled for 4:40 PM.

Also on Wednesday, a hearing will take place before the Constitutional Tribunal regarding the Minister of Education's regulation amending the regulation on the conditions and manner of organizing religious education. The start is scheduled for 12:00 PM.

- The state should do absolutely everything to help our small and medium-sized enterprises. PiS changed taxes so many times, introduced new burdens, that it was difficult to keep track. Unfortunately, this had a very negative impact on entrepreneurs, and today the most important thing is to talk about the economy, about what builds our economic growth – stated Rafał Trzaskowski at a bakery in Jawczyce.

- How to stimulate it [our economy] for development, what are the most important pains of our entrepreneurs. We discussed this with Ms. Zuzanna and Mr. Grzegorz, about issues concerning the lack of labor and how to conduct sensible migration policy, which is, of course, tough towards illegal immigration, but takes into account the needs of our entrepreneurs – said the Mayor of Warsaw.

- Here our entrepreneurs have specific demands regarding tax policy, which should above all be clear and unambiguous. Taxes shouldn't change constantly and there should be a clear interpretation of their application. We also talked about this, about the speed of issuing environmental decisions and many other issues concerning entrepreneurs – he continued.

- Of course, we all wish these [electoral] promises were fulfilled faster, which is why an active president is needed, one who will cooperate with the government, stimulate, and inspire the government to act - stated Rafał Trzaskowski at a bakery in Jawczyce.

- Generally speaking, I assess this year very positively, but we are all a bit impatient with the pace of change. This also stems from the fact that we have a coalition government, and a coalition government governs by its own rules. Not everything always goes as smoothly as it should - he continued.

- As usual, Mr. Karol Nawrocki is once again straying from the truth, because I said that this decision was made for the future. I wonder if Mr. Karol would want to finance businessmen like Father Rydzyk with hundreds of millions of zlotys from the state budget? Let's leave the malice aside, let's focus on what's most important - stated Rafał Trzaskowski at a bakery in Jawczyce.

- I do not intend to engage in polemics with every piece of malice from Karol Nawrocki; I intend to focus on talking with Poles, because today the most important thing is to set the tone for this campaign. This campaign will be about what Polish families are discussing, not about what PiS campaign strategists come up with - said the Mayor of Warsaw.

- This campaign will probably be the most brutal campaign in the history of the Republic, because we know that PiS and its candidate will unleash all their guns in their propaganda war and lies. I assume it will be very, very close in the second round, every vote will count, and we will have to fight until the very end. Nothing is decided yet. This campaign will certainly be difficult – stated Rafał Trzaskowski at a bakery in Jawczyce.

- The most important political task, but also in a sense a psychological one for all of Europe today, where Poland can and will play a key role, is to awaken European ambitions. There is no reason why Europe as a whole, the EU, the European part of NATO, should have complexes towards anyone. Today, we are unable to predict, no one is able to predict, how American policy will evolve in the coming months – stated Prime Minister Donald Tusk during a press statement.

- Our task is to nurture relations with the USA, but Europe, one way or another, must become independent, stand on its own feet, and the era of fear and uncertainty towards Russia must truly end. If Europe is united, then Russia is a technological, financial, and economic dwarf compared to Europe. If Europe is divided, Russia poses a threat to every European country individually, and this awareness must finally reach the minds of leaders across Europe – PDT continued speaking.

- There is no reason for us to think about the challenge that Russian policy represents in a timid, fearful way, and I am glad that my interlocutors today share, all indications suggest, this point of view, and we must also awaken economically – emphasized the head of government.

- One sentence was spoken in Aleksandrów Łódzki. There was a question regarding conservatism, regarding his views, and Rafał Trzaskowski said something to the effect that he was taught in life, his parents taught him, that he must stand by the weaker. - I will not be the head of the campaign, because I need to concentrate on my work. – I believe that many people in PiS are dissatisfied with this candidacy today, that it was not consulted with the Presidential Palace, that it arose from a conflict and will affect the campaign. – Let's remember that Nawrocki has two competitors, Mr. Bocheński and Mr. Czarnek, and that in the coming weeks they will be observing what is happening very closely, because they will be thinking about possibly stepping into that position and becoming the PiS candidate – he added.

- Today we have a new Minister of Foreign Affairs of Ukraine, who is currently discussing with the government of the Republic of Poland, with Donald Tusk's government, with Radek Sikorski, a matter that is one of the foundations for our hearts and minds, for our national dignity, and which would certainly allow for building Polish-Ukrainian relations on a completely different level – said Cezary Tomczyk on Radio Zet.

- Well, no. We have the first round, and it's truly pointless to ask such questions here [about supporting Rafał Trzaskowski]. No self-respecting candidate should even answer a question posed in this way - stated Anna-Maria Żukowska in an interview with Łukasz A. Jankowski on Radio Wnet.

- I don't know, we'll probably talk to The Left (Razem) about what they intend to do. Adrian's time, I think, was five years ago. He didn't decide to do it then. Robert Biedroń decided, simply took on that responsibility. So I have full respect for Robert because he knew it probably wouldn't end with a spectacular result, but he did it anyway. He took responsibility like a leader behaves. No, Robert will definitely not be running now. For sure, that's certain - she continued.

- I don't know yet, we haven't made that decision. As I said, we will be analyzing these surveys today. It's possible that The Left (Razem) or we and The Left (Razem) will support a joint candidate. We are not ruling that out - she emphasized.

- There will be [a Christmas Eve war]. We are fighting for it to happen this year, at the commission meeting. If there were truly political will from everyone, it is still realistic, but this free Christmas Eve will definitely happen - stated Anna-Maria Żukowska on Radio Wnet.

- PiS made the decision that it would support this candidacy. It was also a bit like Karol Nawrocki was the person who wanted to run for president, but he wanted to run for president precisely in this formula. He is not a politician, he is not a PiS activist, he is a person who has never engaged in politics, although as the president of the IPN, one can say he is within the broadly understood political environment or the state's environment, but he is not a politician. He is, moreover, outside the core of political dispute – stated Jacek Sasin in the program ,,Sedno sprawy” on Radio Plus.

- A modest, very modest [amount, PLN 3.5 billion allocated for CPK], because the plan for this year, prepared by our government, foresaw an amount of PLN 9.5 billion which was to be spent on the implementation of this investment this year – stated Jacek Sasin on Radio Plus.

- This shows how they operate. This is happening because they know that the majority of Poles want the CPK built, so they are faking the construction. This is faking it, because at this pace, the construction will take 60 years – he continued.

- There are a lot of shortenings of procedural deadlines in this Sejm. I am allowing such a situation for the last time. I also want to say very clearly that, of course, I am happy that we are dealing with such a, one could say, legislative offensive by the government, that within two months or a month and a bit, we receive almost 50 draft laws, but it cannot look like this in the future - stated Szymon Hołownia at a press briefing in the Sejm.

- Therefore, I have already spoken with Minister Berek, who is responsible for legislation in the government, and I informed him that from January, I will allow one shortening of deadlines in important matters - he continued.

- We must be faithful to what we ourselves have said. The law-making process in Poland must look different than during the PiS government. The Sejm is not a meat grinder, a government service point. It is a place where law is forged, where discussion takes place. We deliberately extended the procedures, not to shorten them - emphasized the Marshal of the Sejm.

- I am waiting here in the Sejm, of course, for the legislation that has been announced but has not yet arrived. These are laws concerning the rule of law, the law on the separation of the functions of the Minister of Justice and the Prosecutor General. There are still many of these matters that will have an impact – stated Szymon Hołownia at a press briefing in the Sejm.

- It seems there is an emerging consensus that this bill will be passed today, and we will be able to enjoy a free Christmas Eve starting from next year. There is an amendment stating that one more trading Sunday in December will be introduced, in order to allow for necessary shopping to be done, not on Christmas Eve itself, but appropriately earlier - stated Szymon Hołownia at a press briefing in the Sejm.

- You know that the terms of 3 judges of the Constitutional Tribunal will expire shortly, at the beginning of December. Mrs. Przyłębska, Mr. Muszyński, and Mr. Pszczółkowski. As you know, in the first nomination period, no one applied. Consequently, I have set a second, additional period, December 11th, and I am waiting to see if there will be any applications. From our side, there will be no applications, because we believe that the Constitutional Tribunal in its current form has no right to exist, and we should not prolong its agony by admitting new people to work - stated Szymon Hołownia at a press briefing in the Sejm.


- Even PiS did not nominate its candidate for the Constitutional Tribunal, a position they fought for and defended so fiercely as the last bastion of the rule of law. We shall see, perhaps they will nominate someone by December 11th - he continued.

- I recently discussed this with Minister Domański, Minister Berek. We had an opportunity to exchange a few words on this topic with Prime Minister Tusk. I want to state with full conviction, very clearly, and without raising any doubts - stated Szymon Hołownia at a press briefing in the Sejm.

- I expect the government to send a bill regarding assistance for people with disabilities to the Sejm. This is our electoral commitment, one of the guarantees of Trzecia Droga, and one of PO's 100 concrete actions. I believe there is truly nothing more to wait for - he continued.

- I am appealing to the government one last time - truly, from the bottom of my heart, I appeal for this bill to be placed in the Marshal's desk as soon as possible - said the Marshal of the Sejm.

- As far as I'm concerned, it's difficult for me to imagine being the head of the IPN and a presidential candidate at the same time. If the law on this matter says what it says. But let's give ourselves a moment, a moment for reflection. I was once in a similar situation to him, I ran and completely transitioned, one might say, from partisan politics - stated Szymon Hołownia at a press briefing in the Sejm.

- I know these are moments when decisions are just being made, directions are being set. I believe that President Nawrocki will make the right decision. In my opinion, he should not combine these two roles - he continued.

- This is a declaration that evokes great emotions among those who are experiencing this personally, because the Volhynia genocide is a part of our national consciousness and a wound that has not yet healed in modern times – stated Karol Nawrocki at a press conference.


- The Institute of National Remembrance, since 2017, has been consistently pursuing and striving for all exhumation requests and exhumations in Volhynia to become a reality and for them to become an opportunity for us to fulfill our obligations towards historical truth and the past – he continued.

- Today's public declaration, ladies and gentlemen, must have its second phase, and that phase, which we at the Institute of National Remembrance are awaiting, is the 'checking' phase. This means that if the public declarations of today's politicians are not just political declarations, then we at the IPN, the only institution ready to undertake exhumation work in Volhynia, are awaiting formal confirmation and a response to our requests, sent since 2017 – said Karol Nawrocki at a press conference.

- I want to clearly emphasize that the Institute of National Remembrance, our Bureau for Search and Identification, is ready to undertake real searches in Volhynia within 24 hours. We are therefore waiting with deep hope for formal confirmation of this information – he added.

- This is essential from the perspective of the Polish state's memory policy or the activities of the Institute of National Remembrance, but I also want to convince all of you that it will prove essential for the Ukrainian state, which, without reckoning with the Volhynia genocide crime, most certainly – may God grant Ukraine victory in the war with Russia. If this happens, the failure to resolve this problem with such an important partner as Poland will be a problem in all potential accession negotiations – stated Karol Nawrocki at a press conference.

- Today we are in a situation where we have several dozen reports to the prosecutor's office, with audits still ongoing fragmentarily in certain companies, because it turned out that the scale of these irregularities exceeded our greatest expectations. Unfortunately, it was worse than it seemed, so we are continuing to work – stated Jakub Jaworski, Minister of State Assets, at a press conference.

- Today we can say that the main part of the audits has been completed. We have 50 reports to the prosecutor's office and a number of other irregularities of less significant weight – he added.

- Today we know that the losses caused by these irregularities amount to several billion zlotys, so it was mainly incompetence and megalomania that led to these losses – he emphasized.

- Today's vote marks the end of an era where European institutions primarily occupied themselves, and that's good news. We have an escalation of the war in Ukraine, we soon have a new administration in Washington, we have a weakening European economy. And therefore, those who voted "yes" have today given Europe, the EU, a chance to address these problems. It is a pity that there were those who voted "no," because that would deepen the chaos and lead to decision-making paralysis - stated Piotr Serafin in an interview with journalists.

The new EU commissioner commented in this way on the approval of the new European Commission by the EP.

- Firstly, this is a matter I have been dealing with from the very beginning. I am pleased that in the government we managed to build understanding among all political circles. The PSL was the first circle that clearly spoke about this [about exhumations in Volhynia] – stated Władysław Kosiniak-Kamysz in an interview with journalists.

Kosiniak-Kamysz: I was the first politician to clearly raise the issue of exhumations

- I was the first politician who said there would be no accession and no agreement from the PSL in this case on Ukraine's accession to the EU, if the matter of exhumations and commemoration of the victims of the Volhynian massacre is not resolved and honor is not granted to those who suffered so much, who were so brutally murdered in the genocide – he continued.

- We clearly stated our position, we defended it firmly, I thank the Prime Minister and Minister Sikorski for supporting this direction, which is so close and significant to the PSL – he emphasized.

– We have long spoken about Szymon Hołownia [PSL also considering him as their candidate]. We were also looking for a way for him to be a joint candidate. I understand that other political circles, forming today's coalition, are not interested in this, but we submitted this proposal so that someone wouldn't say in the future that such a possibility existed but no one put it forward. We are putting it forward, and it remains – said Władysław Kosiniak-Kamysz in a conversation with journalists.

- Today, there are no discussions on this topic. Please do not give in to any comments or inspirations that something has been adopted and that someone will be sending troops soon. Poland is currently training Ukrainian soldiers, and this is happening here and now, here in Poland, not sending soldiers to Ukraine – stated Władysław Kosiniak-Kamysz in an interview with journalists.

- We are catching up on enormous delays because we found a state without civil defense. Our predecessors, through the Act on the Defense of the Homeland, eliminated civil defense in Poland. They did nothing in this regard to build social resilience. Fortunately, we have already taken action, not only by adopting the act, but education with the military is a project that we have been carrying out since last school year - said Władysław Kosiniak-Kamysz in a conversation with journalists.

- As President of the Republic of Poland, I, a citizen, must assure you that I will approach the promises made with deep sensitivity and great responsibility. Let's agree on the "Nawrocki contract" here in Racibórz. That once I say and promise something, I will fulfill it, and I have such principles because I am committed to them - stated Karol Nawrocki in Racibórz.

- We are a nation with our own aspirations, we need stubborn visionaries who will represent the Polish state, thinking of Poland as the subject of its tasks. Regardless of whether we look east or west, or to the past or the future. When we want to perform public functions, Poland must be in our hearts. Love for Poland should be the primary category of public life - stated Karol Nawrocki in Racibórz.

- The largest airport in this part of Europe should be in Poland, in Warsaw. Regardless of what other candidates say, there is a large airport in Berlin - stated Karol Nawrocki in Racibórz.

- Today, suddenly, the Volhynian Genocide is becoming a topic for politicians who have avoided this subject for years out of political pragmatism; it is only starting to become interesting for political reasons. Poles like history, are interested in history, and what's more, Poles in the western voivodeships are connected to the issue of the Volhynian Genocide through family ties, family tragedies - stated Karol Nawrocki in Racibórz.

- 'I'm testing you,' and I'm saying this to you as a candidate, not as the President of the IPN. Because in recent years, and especially in the last year, so few people have been calling for the commencement of exhumations in Volhynia. Prime Minister Morawiecki consistently called for it, while part of the political class pretended that the issue of 120,000 Poles murdered by Ukrainian nationalists did not exist - stated Karol Nawrocki in Racibórz.

In the evening voting session, MPs passed the government's draft amendments to the rules for calculating the health contribution. The proposals – after the legislative process is completed – will enter into force on January 1, 2025. Among the changes are a modification to paying the health contribution on the sale of fixed assets and a change to the basis for the minimum contribution.

248 MPs voted 'for' the project, 6 voted against, and 171 abstained – including the PiS parliamentary club.

403 MPs supported changes to the act on days off from work – in practice, this means establishing Christmas Eve as a day off. However, the proposal includes a vacatio legis, meaning the changes will come into effect from 2025.

The proposal was supported by most parliamentary clubs, although several MPs from PiS and Konfederacja broke ranks.

- I did not study at the Collegium Humanum university, I am not a graduate of CH, I do not hold a diploma. I did not begin studies at this university, I have never made any payment to this university's account related to tuition fees, I have not participated in any classes conducted by this university, I have not participated in any ceremonies - stated Szymon Hołownia in a conversation with journalists in the Sejm.

- I have never had any conversations with anyone from the university's management, particularly with its currently suspected rector, regarding the conditions of study - he continued.

- I applied to several universities with a request for admission to studies, in order to finish those studies. One of them was Collegium Humanum; I submitted such an application and completed the initial, preliminary formalities required for admission to studies. When I learned about the reputation this university has, I abandoned the idea and did not begin those studies - the Marshal of the Sejm emphasized.
