Friday's Political Agenda: Duda's Korea Visit Continues, Nitras Conference on Olympic Games Bid for Warsaw

At 7:00 AM, a press briefing for Polish media will be held by the President of the Republic of Poland at Hanwha Aerospace facilities in South Korea. This marks the final day of the President's visit to South Korea.

At 10:30 AM, in the Chancellery of the Prime Minister, Minister of Sport Sławomir Nitras will present the draft assumptions of the "Sports Development Strategy - Warsaw Olympics 2040".

07:54

Pełczyńska-Nałęcz on the BRICS Summit:

Fear is a bad advisor, but understanding the gravity of the situation is very appropriate.
- BRICS currently officially comprises 10 states, but these are super important and super populous countries like China and India. The presence of other states, as well as the presence of the UN Secretary-General, is very crucial. He, from within a totalitarian state, calls for peace, standing next to a murderer - said Katarzyna Pełczyńska-Nałęcz in an interview with Jacek Żakowski on "Poranek TOK FM," when asked about the BRICS summit chaired by Putin. - These are already realities where the West is no longer the main player in the world, and we, as part of the West, simply have to understand this, acknowledge it, and shape our policies accordingly - she continued. - Fear is a bad advisor, but understanding the gravity of the situation is absolutely very appropriate today. Illusions that this will not affect us, that Poland is somewhere else, are misguided. Poland is not somewhere else; a war is raging in Europe at our borders, and all of this has geopolitical and economic consequences for us. Of course, we must draw internal conclusions that certain things are not done in such a situation, that certain quarrels are not worth having - she went on to say.

08:03

Disagreements About What Isn't in the Coalition Agreement Are Treated Differently Than Those About What Is. Pełczyńska-Nałęcz on Civil Partnerships
- It is permissible to have different opinions within a coalition government. Poles wanted a coalition government, and that is important. Now, responsibility does not mean that everyone must have identical views, but rather that, despite holding different opinions, the coalition is capable of reaching a good agreement and moving forward - said Katarzyna Pełczyńska-Nałęcz on TOK FM, when asked about civil partnerships. - Polska 2050 is in favour of civil partnerships, however, civil partnerships, I honestly admit [...], are not in the coalition agreement. So, disagreements about what is not in the agreement are treated differently than those about what is. If what is present in the agreement begins to be contested by one of the coalition parties, then that is irresponsible - she continued.

08:05

Tomczyk:

Macierewicz Had Full Knowledge, Yet Deceived Polish Society for Years

- In my opinion, no, in my opinion, it must go in this direction. Because I would like us to touch upon this most important thing, which, due to the multitude of interesting threads, sometimes escapes us today - stated Cezary Tomczyk in conversation with Marcin Fijołek on Polsat News' "Graffiti".

- Antoni Macierewicz had a synthetic summary of the experts' findings on his desk; step by step, it indicated that the plane hit a tree, turned on its left side, lost part of its wing, and all passengers died as a result of the plane hitting the ground. And he knew all of this; all the expert reports were with him, both in his desk and in the subcommittee's resources - the Deputy Minister of National Defence continued.

- So, Antoni Macierewicz cynically and quite clearly had access to everything and full knowledge, and yet he deceived Polish society for years - he added.

08:09

Pełczyńska-Nałęcz on partnership unions and negotiations with the PSL:

Even if it's not an ideal solution, let's move the matter forward.
- It is very important how we conduct the conversation with the PSL regarding these partnership unions. Do we corner them [...] escalating differences and trying to gain support from these differences, or, and I strongly prefer the latter approach, do we try to move the matter forward as much as possible, even if it's not an ideal solution - said Katarzyna Pełczyńska-Nałęcz in TOK FM. - Polska 2050 is in favor of partnership unions, but even if it's not an ideal solution, let's move this matter forward, let's solve something for people who need such unions [...]. Let's not corner the PSL, let's talk, let's respect mutual sensitivities - she continued.

08:16

Tomczyk:

Criminal liability up to 10 years in prison, and there are 24 notifications against Macierewicz

- For Antoni Macierewicz, regarding the points or articles of the Penal Code, the criminal liability is at the level of 10 years in prison for the maximum range, but there are 24 notifications against Macierewicz - stated Cezary Tomczyk on Polsat News' "Graffiti".

- This now depends on the prosecution, on the court, but they destroyed state property, lied in state documents, lied to the public, exceeded their powers, and failed to fulfill their duties - he continued.

08:18

Tomczyk on Notifications to the Prosecutor's Office:

I've Already Signed the Documents.

- I think it's very important. This report, along with notifications to the prosecutor's office, will be sent to the prosecutor's office today. I have already signed these documents; by 12 o'clock the entire matter will be at the prosecutor's office today. The team worked for 10 months to comprehensively examine each of these cases - stated Cezary Tomczyk on Polsat News's "Graffiti".

08:31

Dziemianowicz-Bąk on the Split in the Together Party:

No Reason to Laugh.
- I am refraining from any jokes, because there is nothing to laugh about here. I am not pleased by the turmoil occurring within the Together party – said Agnieszka Dziemianowicz-Bąk in an interview with Jacek Żakowski on “Poranek TOK FM”. - However, what certainly pleases me is the opportunity to continue working with excellent parliamentarians: Magdalena Biejat, Anka Górska, Dorota Olko, Joanna Wicha, Daria Gosek-Popiołek, who have decided – and this is how I primarily interpret this decision – to remain in the Left club, to continue fighting for the implementation of the leftist agenda within the ruling camp – she continued. - I naturally wish the Together party fruitful congress deliberations and wise, responsible decisions – she added.

08:38

Dziemianowicz-Bąk:

Razem Can't Decide What It Wants to Do. There's No Room for Straddling the Fence
- The problem affecting the Razem party is that it cannot decide whether it is in opposition or in the governing camp. It cannot decide whether it wants to criticize or whether it wants to act. Each of these choices is fine; there is room for both opposition and for being part of a governing coalition. [...] There is no room for straddling the fence - said Agnieszka Dziemianowicz-Bąk on "Poranek TOK FM". - I know where the government benches are in parliament. I know where the opposition benches are. I have no idea where the reserve benches are - she assessed.

08:46

Dziemianowicz-Bąk:

The Fight to Implement the Left's Program is Going Quite Well
- As a left-wing coalition partner within the October 15th Coalition, we naturally often have a dissenting opinion, we hold different beliefs, and our coalition partners sometimes look unfavorably upon the demands we wish to realize. But for me, the essence of politics is struggle – said Agnieszka Dziemianowicz-Bąk on "Poranek TOK FM". She continued: - It's not simply about laying one's programs on the table, but about fighting and persuading others to realize as much of them as possible. And this fight, in my assessment after this past year, is going quite well for us.

08:53

Dziemianowicz-Bąk on Former Razem Members Joining the Government:

It’s a Premature Discussion.
- This is definitely a premature discussion. Yesterday, my colleagues made the decision to leave the Razem party, remain in the Lewica parliamentary club, and continue their cooperation. Of course, they will be beneficial in every respect when it comes to substantive cooperation, and, of course, the doors of the Ministry of Family, Labour and Social Policy are and will always be open to them – said Agnieszka Dziemianowicz-Bąk on “Poranek TOK FM”. - What the future will bring regarding formalizing the positions where the former Razem parliamentarians will find themselves – there will be time for that – she stated.

09:11

Lewica Pushes for Christmas Eve to Be a Public Holiday, Minister Announces Bill
- A Christmas Eve free for everyone. [...] We have such places, such industries, such workplaces where for a long time it has been a custom to release employees earlier, to shorten the workday - said Agnieszka Dziemianowicz-Bąk on "Poranek TOK FM". Minister Appeals: Let's Make the Law Realistic. Families, both believing and non-believing, will be happy - Now, the law should finally catch up with this reality and allow people, whether women or men, to prepare Christmas Eve supper, to prepare for the holidays, to travel to see their families. [...] Let's make this law realistic, let's introduce a Christmas Eve free from work by statute. Families, both believing and non-believing, will be happy - she said. What about retail? - On how retail would function on Christmas Eve, what restrictions would be in place instead of a complete closure, we will discuss, I hope, during parliamentary work. [...] Primarily women work in retail, they should also have the chance to prepare this Christmas Eve supper and these holidays with their families - emphasized the head of the Ministry of Family, Labour and Social Policy. Will this year's Christmas Eve be a public holiday? As she indicated: - I would like it to be this year, but how quickly the parliamentary bill will be processed by parliament is no longer my decision. [...] This is a parliamentary bill, so I would not want to get ahead of myself. These are discussions awaiting the club's representatives. - We are putting the bill on the table and sending a clear signal: Lewica wants Christmas Eve to be free from work - she stated.

09:24

Presidential Candidate:

We Need a More Composed Person." Nitras on Trzaskowski as Civic Coalition's "Better

- Observing discussions of recent days, one might get the impression that we have two serious candidates. This is somewhat surprising, and I won't hide it, for me as well, and I think for the public opinion too, because everyone has probably seen and sees that Rafał Trzaskowski has been consistently building this policy, this strategy for 5 years, while Radosław Sikorski jumped on this bandwagon at the last moment, but he has the right to do so – stated Sławomir Nitras on RMF24.

- I think Minister Sikorski's temperament, he wasn't born yesterday, we all know him from a long time ago. Mr. Rafał Trzaskowski is perhaps a bit different in this regard, and this is a matter of public opinion's assessment. He is certainly a bit less impulsive, I would say, and it's really a bit of a choice in these difficult times – we talk a lot about security – whether in these times when temperament, in the negative sense of the word, is so prevalent among world leaders, we need someone with more temperament, or rather a more composed person who, when they say something, means it 100% – he continued.

09:27

Nitras on the Olympic Games in Poland:

This is a Real Project.
Yes, it seems that [organizing the Olympic Games in Poland] is a real project, provided that we approach it responsibly, seriously, and prepare responsibly. Today, during this presentation, I will present the amounts we spend directly on sport – stated Sławomir Nitras in RMF24. - If we look at the amounts we will spend by 2040 – we know we will spend them, and these amounts can only increase, because if Poland's GDP grows, then spending on sport will increase proportionally – I think you yourself will see, and those who watch this presentation will see, that these are such large sums that spending them according to the plan, spending them according to the established strategy, the set goals that we want to achieve, truly allow for the realization of great [sporting] projects – he continued. - We have 30 years of very dynamic development in Poland, good social changes, economic changes, we have advanced to the ranks of the most developed countries in Europe, and therefore in the world. [The Olympic Games] could be a summation of this leap we have made, but at the same time a certain goal – he went on to say.

09:28

Nitras on the Polish Olympic Committee President's Lawsuit:

This is Not a Serious Matter.

- This is not a serious matter [the lawsuit]. It's an attempt to deflect trouble, and it seems to me that the noose is tightening around President Piesiewicz, and he will simply be forced to reveal the full financial truth about how he has managed the Polish Olympic Committee for 1.5 years – Sławomir Nitras told RMF24.

- One cannot assess effectiveness without absolute financial transparency. Global standards, including the IOC's standards on this matter, are stringent, while the standards in place at the Polish Olympic Committee are like from the PRL era. This simply must change – he added.

09:31

Nitras on Changes in Sports Associations: No Public Funding Without Transparency

- Business needs transparency; nobody will spend their money on who knows what, on privileges for the president or someone else. Business must see that there is efficiency, that it is well-managed, that there are results, that the surrounding atmosphere is good, and above all, that there is transparency – stated Sławomir Nitras on RMF24.

- This absolutely must change, and I promise such a change from this perspective starting January 1, 2025, when entirely different transparency rules for Polish sports associations, including the Polish Olympic Committee, will be in effect. Because anyone who doesn't show all their expenses, contracts they enter into, and financial flows simply will not receive public funds. In this regard, we are introducing the exact same rules in sports associations as those that apply to state administration – he announced.

09:34

Nitras:

I Wish for the Razem Party to Be a Different Kind of Opposition Than PiS

- On this new path in life, for those who have remained in the Razem party, or are leaving us, I would wish that they try to be a different kind of opposition than the PiS opposition, because I observe, for example, MP Matysiak or sometimes MP Zandberg, and I sometimes get the impression that the criticism is exactly the same, the rhetoric is similar, the criticism is the same. There is little responsibility in this, and a lot of the acrimony characteristic of Mr. Kaczyński – said Sławomir Nitras on RMF24.

10:13

Duda comments on the Smolensk sub-commission report and attacks Tusk:

We were dealing with fawning over Russia.

- I hope that if anyone directs conclusions to the prosecutor's office concerning the actions of the Smolensk sub-commission, the prosecutor's office will finally also deal with what the Smolensk sub-commission dealt with, i.e., the issue related to the investigation into the causes of the Smolensk catastrophe. That the prosecutor's office will check whether these investigations were justified or not justified - stated President Andrzej Duda during a press conference in South Korea.

“Tusk decided that this case would not be handled based on the Polish-Russian agreement”

- Unfortunately, recall that in 2010, it was none other than Prime Minister Donald Tusk who decided that this case would not be handled based on the Polish-Russian agreement, we are talking about the investigation, it would not be conducted based on the Polish-Russian agreement on military aircraft, but for unknown reasons on the convention on civil aircraft, even though it was undoubtedly a military plane, piloted by military pilots, belonging to the Polish army - PAD continued.

“The government led by Tusk agreed that Russia could de facto conduct this investigation itself”

- Meanwhile, for unknown reasons, the then-government led by Donald Tusk agreed that Russia could de facto conduct this investigation itself. That is how we would have participated in this investigation - Duda emphasized.

“We were dealing with Tusk hugging Putin then”

- What’s there to hide? We were dealing with Prime Minister Tusk hugging Vladimir Putin then. We were dealing with evident fawning over Russia by the Polish authorities – Prime Minister Tusk and ministers. Such was the reality then. Please recall - the president said.

10:15

Duda on Tusk and the Smolensk Catastrophe:

I Wish He Would Stop Shifting Responsibility.
"I would like Prime Minister Tusk to answer, on whose orders he agreed that the investigation would be conducted based on the Chicago Convention, and not on the agreement between Poland and Russia. I would like to know, on whose orders the then Prime Minister of the Republic of Poland, Donald Tusk, did this. Because we have never received an answer to this question," stated President Andrzej Duda during a press conference in South Korea. "I would like Prime Minister Tusk to first stop shifting responsibility and pretending that the matter of the Smolensk catastrophe and his involvement in such a dramatically compromising course of investigative actions in this matter did not happen. Because it did. We all remember perfectly well and he has never answered the questions that were put to him in the Polish parliament," he continued.

PiS Makes Decision on Primaries

After considering all the "pros" and "cons," and also in light of the tight schedule of the coming weeks, the PiS leadership has decided that primaries – due to organizational issues, among other factors – would not be a good solution – informed Rafał Bochenek.

Wieczorek on Recordings: Manipulation. Claims of University Liquidation are Untrue
- The prosecutor's office will investigate [whether the recordings published by the media are true]. However, this is an absolute scandal and a complete misunderstanding, because the truth is that I don't have to talk to anyone if there are reservations about the functioning of the university - said Dariusz Wieczorek in an interview with Jacek Prusinowski on Radio Plus's "Sedno Sprawy" (The Core of the Matter). - This is a university [Public Vocational University] founded on November 1, 2023. Nothing was happening at the university, the only actions taken were the purchase of two apartments and a company car, not the development of the university by the then-rector - he continued, adding: - I could have dismissed the rector, which I did in March, without even talking to him, without discussing it. So this is manipulation, a scandal by right-wing media. But let the prosecutor clarify that. Wieczorek: What kind of blackmail are we talking about, when I could have dismissed the rector without any problem and I did? Asked whether his words about the liquidation of the university, which was supposed to happen if the rector did not resign, were spoken and are true, he replied: - Of course not true, because the liquidation of the university will happen when public funds are spent not in accordance with their intended purpose. - What kind of blackmail are we talking about, when I could have dismissed the rector [of the Public Vocational University in Grudziądz] without any problem, and in fact I did? - he asked. - However, I know that the rector reached an agreement with the mayor of Grudziądz and submitted his resignation. Because the mayor was very keen - and rightly so, authorities are keen on this - for this school to function. Thanks to these decisions, the school is functioning and has admitted its first students - he explained. When asked if the revealed recordings were manipulated or genuine, he replied: - I don't know.

11:05

Wieczorek on the Razem Party:

You Can't Sit on the Fence, We're All a Bit Tired of This.
- Of course, regarding membership in the party [of former Razem members in New Left], the door is open, but they will make personal decisions. […] I would very much [want] this, because they are very sensible, wise people – Dariusz Wieczorek said on "Sedno Sprawy" (The Core of the Matter) on Radio Plus. - However, the truth is that this is a very difficult situation for the entire Razem party environment, because the congress begins today and will last through the weekend, so we will see what final decisions are made – he continued. - I am absolutely in favor of making a decision. You can't sit on the fence. I think we have all seen that we are already a bit tired of this situation – he pointed out.

11:07

Wieczorek:

Razem Must Decide Whether It's in the Coalition or in Opposition with PiS and Konfederacja
- The Razem party must make a decision whether it wants to be in the ruling arrangement or whether it wants to be in opposition. There is no other possibility - said Dariusz Wieczorek in "The Core of the Matter" on Radio Plus. - It must determine whether it is in the October 15th Coalition or in opposition together with PiS and Konfederacja. That's how it has to be played out - he emphasized.

15:17

Nitras on Organizing the Olympic Games:

I Have No Doubt That Poland Will Show Its Best.
The Games won't be organized by a general levy; the Games will be organized by a very detailed, consistently implemented plan, built on strategy and consistent execution. Regarding ambassadors, thank you ladies and gentlemen for being here and for supporting this idea. I am not worried about the ambassadors for this project - stated Sławomir Nitras at a press briefing. Please note that President Duda, in a way, initiated this project. In August, Prime Minister Donald Tusk formally supported this project on behalf of the government - the Minister of Sport continued. We will certainly be using our diplomats, our athletes, and people of culture for this. I am deeply convinced, we are at the beginning of this journey, and just look at the names, the figures standing here with me. I have no doubt that we will show everything that Poland has best to offer - he added.

15:28

Petru:

If Christmas Eve were to be a public holiday, it would be at the expense of another holiday in the year

- Every additional day off work costs the economy PLN 6 billion. If Christmas Eve were to be a public holiday, it would be at the expense of another holiday in the year, so that the number of days off – which we have 13 – would not change – wrote Ryszard Petru on social media.

Partial Abortion Decriminalization Back on the Parliamentary Agenda: Debate Over KO and Left Alliance Bill Expected

During the first November session, the Sejm will, in its first reading, consider a draft amendment to the Penal Code submitted by the Left Alliance and Civic Coalition (KO). According to its justification, the bill concerns "partial decriminalization of terminating a woman's pregnancy with her consent in violation of the provisions of the act on family planning, protection of the human fetus, and the conditions for the admissibility of abortion, as well as the decriminalization of assistance in self-induced abortion."

It can be assumed that during the debate, a motion to reject the bill in its first reading will be put forward. This would practically mean that it could be put to a vote as early as the session of November 6-8.

Parliamentarians submitted the proposal at the end of July, shortly after the Sejm rejected a bill on abortion depenalization prepared by the Left Alliance. At that time, the majority of the Polish People's Party (PSL) voted in the same way as Law and Justice (PiS) and Confederation.

The proposal is co-signed by Anna-Maria Żukowska from the Left Alliance and Dorota Łoboda from Civic Coalition (KO).

19:45

Mucha:

For 30 Years, a Spy Has Been Operating in Poland, and We've Handled This Person Like a Fragile Egg

- Excuse me, but to put it bluntly. For over 30 years, a spy has been operating in Poland, and for over 30 years, we've been handling this person like a fragile egg. Perhaps this is finally the moment to start stating certain matters absolutely unequivocally. This is the Macierewicz list, the WSI report, the Smoleńsk lie, the destruction of our Ministry of National Defence or our Armed Forces - stated Joanna Mucha on TVN24's "Fakty po faktach" (Facts After Facts).

- Perhaps it is truly time to speak absolutely unequivocally about Antoni Macierewicz and to truly demand that the state's bodies act in such a way that all these actions carried out over 30 years are summarized in one place - she continued.

20:26

Macierewicz Will Answer for His Actions, But There's Something More Important.' Kierwiński Lists 'Key Questions'
- In the case of Mr. Macierewicz, the evidence is very, very strong. [...] One issue is Mr. Macierewicz's criminal liability, and sooner or later he will answer for what he did, but there is something that, in my opinion, is much more important. That is the answer to the question why someone like that was the Minister of National Defence - said Marcin Kierwiński in an interview with Justyna Dobrosz-Oracz on TVP Info's "Question of the Day". - Why is someone who has such strange contacts, who meets, somehow hiding from Polish services with some strange Russian envoys, the vice-chairman of a party that not so long ago governed Poland? These are the key questions to which we must sooner or later get an answer - he continued.

20:35

Kierwiński to Duda:

At the very end of these 10 years, you could start behaving like a serious politician.
- President Duda is embarrassing himself almost every day. I am generally surprised that President Duda, who not so long ago, just four years ago, spoke of Macierewicz using secret police methods in the Polish Army, is now so blindly defending Macierewicz - said Marcin Kierwiński on TVP Info. - It is evident that Andrzej Duda does not see his political future outside of PiS. It is evident he has some plans connected with PiS, perhaps he has no idea for himself after his presidency. [...] Mr. President, truly, at the very end of these 10 years, you could start behaving like a serious politician - he continued.

20:40

Kierwiński on Duda's Behavior:

Little Andrzej from the Mushroom Group, but no longer the older kids' group.
- What kind of language is this from the head of state? [...] Something is really wrong with the President, I said two months ago that President Duda is behaving like little Andrzej from the Mushroom Group, but it's getting worse, it's no longer the older kids' group, it's now the level of someone in their first year of kindergarten - said Marcin Kierwiński on TVP Info, when asked about President Andrzej Duda's words about Tusk "hugging" Putin and "kowtowing to Russia." - It's truly shameful that the President of Poland can behave like this - he continued.

20:45

Kierwiński on Actions Against Macierewicz:

Social Exclusion from the Ranks of Those Who Are Greeted with a Handshake.
- If the President wants to settle anything [...] then I would rather suggest that the President consider who pressured him into awarding Mr. Macierewicz the Order of the White Eagle. Because it is a disgrace for Poland - said Marcin Kierwiński on TVP Info. - He has merits as an opposition member, but these merits were long ago erased by what he did in Poland. [...] Macierewicz is a man who, on the Smolensk catastrophe [...] engaged in vile politics, this must be condemned - he continued. - One issue is criminal charges [...] but another matter is such exclusion, the social exclusion of Mr. Macierewicz from the ranks of people who are greeted with a handshake - he went on to say.

20:48

Kierwiński on Father Michał O:

PiS MPs Would Most Eagerly Enshrine Him as a Saint in Life.
- I see that PiS MPs would most eagerly take this gentleman [Father Michał O.], carry him to the altars even during his lifetime, but this gentleman faces very serious charges, charges related to the Justice Fund, to the misappropriation of public money – said Marcin Kierwiński on TVP Info.

20:55

Kierwiński on Flood-Damaged Homes and the Coming Winter:

No One Will Be Left Homeless.
- No one will be left without a roof over their head, but these are also numbers that are changing, changing in the sense that some people have accelerated their efforts, have already started renovations, and are collecting invoices even before the money reaches them – said Marcin Kierwiński on TVP Info when asked how many people would need replacement housing due to the flood before winter. - Several hundred people, and we are monitoring this process on an ongoing basis – he continued.

20:58

Kierwiński on the arrested Vice-Marshal of the Silesian Voivodeship:

If these allegations are confirmed, he will be expelled from PO.
- I have no doubt that if these allegations are confirmed, he will be expelled from the Civic Platform, and he will also cease to be the Vice-Marshal of the Silesian Voivodeship. [...] There is no place in the Civic Platform for such people - said Marcin Kierwiński on TVP Info when asked about Bartłomiej Sabat, the Vice-Marshal of the Silesian Voivodeship, who was arrested for three months.
