Wednesday's Political Agenda: Duda in South Korea, Glapiński's TS Hearing, PiS Conference in Gdańsk

At 9:00 AM, the extraordinary parliamentary subcommittee for the consideration of the government's draft law on civil protection and defence will address the said draft law.

At 9:30 AM, the parliamentary constitutional accountability committee will, in a closed session, consider, among other things, the request of Maciej Świrski's defence for access to evidence material in the case of the preliminary motion to bring the head of the National Broadcasting Council before the State Tribunal.

At 10:00 AM, the same constitutional accountability committee will, in a closed session, hear witnesses regarding the preliminary motion to bring the President of the National Bank of Poland, Adam Glapiński, before the State Tribunal.

On Wednesday, President Andrzej Duda will be in the Republic of Korea. At 9:15 AM Polish time, the President will meet with Woo Won–shik, the Speaker of the National Assembly of the Republic of Korea. At 11:00 AM, Andrzej Duda will participate in a ceremony awarding decorations to individuals distinguished for their contributions to the development of bilateral cooperation.

At 1:00 PM, a press conference hosted by Jacek Kurski will be held at the intersection of President Lech Kaczyński Street and Obrońców Wybrzeża Street in Gdańsk's Przymorze district. The topic will be "legal and political actions taken by Civic Coalition aimed at renaming a Gdańsk street currently named after President Lech Kaczyński." The conference will be attended by, among others, individuals associated with Solidarity and the Institute of National Remembrance, as well as local PiS politicians.

Kotula on Civil Partnerships:

This is a Government Project.

- This is a government project, and both the Chairman of the Government Legislation Council and Minister Grabiec, to whom I am also grateful for his support as Head of the Chancellery of the Prime Minister, have spoken on this matter. Yesterday, Minister Berek, who is also a member of the government and is probably the most appropriate person for this as he is responsible for this legislative process, also spoke," stated Katarzyna Kotula in an interview with Bogdan Rymanowski on Radio Zet.

08:16

Kotula:

PSL Received a Draft from Us. We've Taken Three Steps Back

- I am a bit surprised by the [Peasants'] opinions, because at the turn of May and June, I handed over to MP Pasławska that first government draft of the law on registered partnerships. Because there are two laws, the second large draft is the implementing act, and this is not the entirety yet, and the PSL received a draft from us. As an exception, we handed over this draft, but considering where we can step back, we have taken three steps back - stated Katarzyna Kotula on Radio Zet.

08:25

Kotula on partner unions:

There are MPs in the PSL who will vote for it.

- I know there are voices of reason. I already know that there are MPs in the PSL who will vote for this project. I think 3, 4. We have the vote of MP Agnieszka Kłopotek, who clearly and decisively stated that she will vote for this project. This is a very conservative project - stated Katarzyna Kotula on Radio Zet.

08:33

Kotula on registered partnerships:

If the Confederation is truly a libertarian party, it should support this project.

- I am waiting for these voices from within. I think that if the Confederation is truly a libertarian party, it should support this project - stated Katarzyna Kotula on Radio Zet.

08:37

Kotula Gives a Date for Lewica's Announcement:

I Think It Will Be a Candidate.
On December 8th, Lewica will announce its presidential candidate. I think it will be a female candidate, and not due to her gender - stated Katarzyna Kotula on Radio Zet.

08:45

Kotula:

Razem Party Made a Mistake

- This is not my party, but I would like to say that the Razem Party made a mistake. They should have entered the government; these problems started precisely at the moment when Razem, despite promising their voters during the election campaign - stated Katarzyna Kotula on Radio Zet.

- Because after all, we ran on joint lists, and the understanding was that we would co-create the government if we won this election; then they backed away from that decision. If today the Razem Party were in the government, then MP Matysiak would probably be the Deputy Minister of Infrastructure, because she is undeniably an expert when it comes to railway matters - she continued.

"Very Good" and "PR Stance": Błaszczak Ambiguously Comments on Disclosure of Sabotage Acts and Closure of Russian Consulate
- If the sabotage acts have been revealed, then that's very good. I will remind you that during the Law and Justice government, the Internal Security Agency uncovered an entire network of Russian spies, indeed saboteurs, who were preparing to organize acts of sabotage in our country - Mariusz Błaszczak said in an interview with Grzegorz Osiecki on "Sygnały Dnia" PR1, when asked about Radosław Sikorski's decision to close the Russian consulate. - Everything depends on the extent to which this matter was uncovered and what the Russian sabotage and espionage entailed. In Radosław Sikorski's case, we are dealing with a PR stance; he always [...] talked more than he did, and if he is being considered as a candidate for the office of the President of the Republic of Poland, I would tend to lean towards that - he continued.

08:54

Błaszczak on the Lack of Positions for Soldiers:

I Have Many Complaints in This Area.
- Recruitment to the Polish Army is on hold in the sense that soldiers finishing voluntary basic military service are not receiving professional soldier positions. I have many complaints in this area, Mariusz Błaszczak said on PR1. - The Polish Army should have at least 300,000 soldiers, he continued.

08:59

Sikorski and Tusk's Defeat and Humiliation: Błaszczak on Poland's Absence at Ukraine Meeting
- Sikorski and Tusk have suffered a defeat, a humiliation, because they were absent from the meeting of the United States, Great Britain, Germany, and France, the political leaders of these states. Władysław Kosiniak-Kamysz was also absent from the meeting of defense ministers of these states concerning Ukraine, concerning the future of Ukraine last week - Mariusz Błaszczak stated on PR1. - This is undoubtedly a defeat. It proves that the political line adopted by Donald Tusk, namely one of subservience to Germany, ends precisely in this way, with such results - he continued.

09:05

Błaszczak on the Timing of PiS's Presidential Candidate Announcement:

We Are Not Hostages to Dates.
- In the autumn of this year, the candidate [for president] will be presented. We believe that this candidate should be one with a chance of winning. We don't want to lose with honor; we want to win - Mariusz Błaszczak said on PR1. - We are not hostages to dates [...]. It is not predetermined [that PiS will wait until PO announces its candidate], because presumably, if I were to specify a later date during our conversation now, the other side would probably also postpone the date of presenting their candidate - he continued.

09:27

Zawisza on Leaving the Left Club:

I'm Not Hiding It.

- I'm not hiding it, meaning I am in favour of leaving the [Left] club due to the difficult situation we are currently in. I believe it will be healthy for us as an organisation, and it will also be good from the perspective of further cooperation with Nowa Lewica. In the sense that this situation, where we criticise the government's actions while they are in power and we are simultaneously in the same club, is simply deeply unhealthy – stated Marcelina Zawisza on the program "Graffiti" on Polsat News.

"I'd Rather the Club Disband Than Take Responsibility." Zawisza on the Healthcare System Crisis

- In its current form, with this budget as it is today, we are unable to support it. I would rather the Left club disband than take responsibility for a healthcare system that is about to collapse – she added.

09:27

Zawisza:

We Need a Health Tax

- What we need, and here we agree with our parliamentary coalition partners, is a health tax. We have large corporations that do not contribute to the healthcare system. This means, for example, that large retail stores should pay a health tax, and then we will be able to allocate more funds to the healthcare system — stated Marcelina Zawisza on Polsat News.

- ⁣Furthermore, the bank tax could be increased, a digital tax could be introduced on large digital giants like Google or Facebook. We truly have sources to draw from, we just need to want to do it, which requires a certain political will — she added.

09:27

Zawisza Responds to Hennig-Kloska:

I Would Like the Minister to Look at the Data More Broadly.

- I would like the minister to look at the data more broadly. That is, we have a report that says poverty is increasing in Poland, extreme poverty, where we truly have a serious problem that we as a state must face. Other statistics also reflect this, meaning sales are falling, people are buying less because they are simply afraid — Marcelina Zawisza said on Polsat News.

- Winter is coming, and because of that, they are afraid they will have to pay truly horrendous heating bills. They are afraid of how much they will pay for food in the coming months. Therefore, it's not that people are saving because of the climate, but because they simply can no longer afford it — she continued.

09:57

We Discussed Issues Related to North Korea's Disturbing Actions. Siewiera on the Details of the Meeting in South Korea.
All aspects related to the deeply disturbing information concerning North Korea's involvement in supporting and its relations with the Russian Federation, as well as information regarding the potential involvement of North Korean soldiers, their possible presence on the territory of the Russian Federation, were addressed – stated Jacek Siewiera at a press briefing. We also discussed potential opportunities for support that Poland can provide in these actions and the threats associated with the activities of the Russian Federation within the framework of the war it is waging against independent Ukraine – he continued.

11:09

Tusk on KO's Presidential Candidate and the Specific Date of Announcement:

It Really Won't Be Me.
- Who will be our candidate in the presidential election? We will announce this decision on December 7th, in Silesia. It will be someone who, firstly, is best suited for this office, secondly - has the greatest chance of winning, and thirdly - it won't be me. Really! - wrote Prime Minister Donald Tusk on Twitter.

13:51

Morawiecki to Leszczyna: We Left 14 Billion in the National Health Fund - Where Are They?

- We left 14 billion zlotys in the National Health Fund - WHERE ARE THEY?! - wrote Mateusz Morawiecki on social media, addressing Minister Izabela Leszczyna.

14:33

Hołownia on PiS:

They Don't Have a Candidate and They Have a Problem.

- The mechanism is simple for me. They are taking up our time by making us focus on the fact that they don't have a candidate, because they don't have a candidate today, and they probably have a serious problem selecting one, as a natural candidate isn't presenting themselves in any way - stated Szymon Hołownia in a conversation with journalists.

- I am waiting for them to select a real candidate and for us to learn how this field will shape up in the presidential elections. I think we have enough patience. It will take a few weeks at most - he continued.

14:40

Sikorski on the closure of the Russian consulate in Poznań:

We hope this decision will give Russian authorities something to think about.

- Russia has no grounds to respond to our closure of the consulate, because we did it due to Russian diversionary activities in Poland and allied countries, and we do not conduct such activities in Russia. A number of EU countries no longer have Russian ambassadors in their territories, nor do they have ambassadors in Russia. We do not want to make such a decision yet, because we hope that yesterday's decision will give Russian authorities something to think about, and that they will stop paying these hired saboteurs, diversionists for kinetic, hostile actions – stated Radosław Sikorski at a press conference.

14:41

Hołownia on Running in the Elections and Qualitative Research:

I'm Seriously Considering It.

- I won't prolong this much, as I have no reason to. That's why I'm not building suspense for you by saying that in Third Way we're not discussing whether it might be Paulina Hennig-Kloska, Marek Sawicki, Katarzyna Pełczyńska-Nałęcz, or Szymon Hołownia. Instead, I'm openly telling you that I'm seriously considering it. I probably still need to go through a few, so to speak, mental processes, my own personal ones - Szymon Hołownia stated in a conversation with journalists.

- We are in the process of research that will show us where we stand today. We've conducted extensive quantitative research, and shortly we'll be doing extensive qualitative research. I'm travelling, listening, talking to people, and trying to be with them, because it's quite difficult to trust opinion polls in Poland during such a heated period. I'm curious to see how it all unfolds, but I won't delay it further. It's a matter of a few weeks - he continued.

14:43

Hołownia on the Presidential Election:

The Situation in Civic Platform Seems Quite Clear to Me.

- The situation within Civic Platform seems quite clear to me, however. The situation in Law and Justice is unclear; we will see if any dark horses emerge, though I haven't heard of any yet. Candidate Mentzen, who announced his candidacy first, even before I announced the election, was running a campaign that doesn't exist; he seems to have disappeared a bit - stated Szymon Hołownia in a conversation with journalists.

14:44

Sikorski on North Korean Soldiers:

From My Information, They Are in the Far East.
As for those North Korean soldiers, the majority of them have not yet reached the front lines. From my information, they are currently in the Far East, and I hope that South Korea will draw conclusions from this and will want to increase its aid to Ukraine – stated Radosław Sikorski at a press conference.

14:44

Sikorski:

We Expect an Intensification of the Hybrid Attack on the Polish-Belarusian Border

- Prime Minister Tusk, the Minister of Interior, and I have all spoken about expecting an intensification of the hybrid attack on our border, and it is among other reasons why we published the migration strategy with those tougher regulations that you are aware of. Unfortunately, Belarus and Russia continue to want to break up the European Union from within with the help of pseudo-migrants, as well as criminals recruited in the Middle East – said Radosław Sikorski at a press conference.

15:42

Macierewicz:

Team Appointed by Tomczyk and Kosiniak-Kamysz Lacks Access to Aviation Commission Materials
- I wanted to convey a few fundamental matters related to the Smolensk crime and these accusations, or rather announced accusations, against the Smolensk sub-commission and all those who acted in favor of Poland's national interest, not in favor of Mr. Putin's interest - Antoni Macierewicz said at a press conference. - First of all, one must say, or more precisely ask Mr. Tomczyk and Mr. Kosiniak-Kamysz, whether the team they appointed, which is not a team investigating the Smolensk catastrophe [...] has the right to access the materials of this commission. Such rights would only be granted to this team if it submitted a request to the military court in Poznań, and it is the military court in Poznań that decides on the possibility of accessing the aviation commission's materials - he continued.

15:54

Macierewicz:

The Essence of the Problem is Tusk's Attempt to Save Putin
- It is obvious that the essence of the problem we are now facing is Donald Tusk's attempt to save Mr. Putin, and this is the actual function of this operation, [which] the public will [be] acquainted with to some extent tomorrow - Antoni Macierewicz said at a press conference, most likely referring to Paweł Zalewski's announcement that on Thursday there will be concrete information regarding the motions filed with the prosecutor's office as a result of the work of the team assessing the functioning of the so-called Smolensk sub-committee.

16:07

"One of Tomczyk's Lies": Macierewicz Rejects Accusations of Destroying TU-154M Aircraft No. 102
- One of the lies that Mr. Tomczyk has been bringing up for a long time is the accusation that the sub-committee I led led to the destruction of aircraft No. 102, meaning the "twin aircraft" [...], which was examined by the sub-committee [...] due to the fact that, with the consent and approval of Mr. Donald Tusk, we still do not have what was destroyed over Smolensk, we do not have the wreckage of the aircraft or parts of the aircraft wreckage - said Antoni Macierewicz at a press conference. - Only the examination of aircraft No. 102 provided the opportunity to gather evidence. This examination was also undertaken because the catastrophe of this aircraft, the destruction of its flight capability, occurred in 2012. [...] It was determined that there was a failure, a destruction of the rear part of the aircraft [...] which could lead to an ongoing catastrophe - he continued. "We decided to examine the aircraft after four years, when it was not in use" - It was decided that it would not fly under any circumstances, this decision was made by the Ministry of National Defence in January 2013, and since then this aircraft has not flown. It could not be used for flights because [...] there was a failure that threatened the possibility of the aircraft being destroyed during flight - Macierewicz went on to say. - We made the decision to examine it in 2016, after four years, when it had not been used in any way. None of the decisions we made, none of the examinations we undertook, permanently destroyed this aircraft - he added.

16:12

Macierewicz Claims the Prosecution Wanted to Destroy the Plane:

We Replied That It Is Impossible Under Any Circumstances.
- There was an attempt at such destruction and of course we have evidentiary material on this matter, namely in January 2023 the prosecution approached the subcommittee, stating that its experts proposed to blow up the plane, to blow up the left wing of the plane - Antoni Macierewicz said at a press conference. - We replied that such action is impossible under any circumstances. Our document refusing to blow up the plane, i.e., destroy the plane, was handed over to the prosecution and of course Mr. Tomczyk, if he were honest [...] could have had this document - he continued.

16:18

An Assassination Aimed at Eliminating the Polish Political Elite to Enable a Russian-German Alliance for Putin. Macierewicz on Smolensk
- The decisions and analyses of the Smolensk catastrophe by the subcommittee, involving the reconstruction of the aircraft by our colleagues, leading to an analysis of the murdered individuals, an analysis of explosives [...] as well as the aircraft's flight, and the matter of the so-called tree, the Smolensk birch - Antoni Macierewicz stated at a press conference. - All of this leads to one unequivocal conclusion: we were dealing with an assassination aimed at eliminating the Polish political elite in order to enable Putin to realize a Russian-German alliance - he continued.

16:22

Again:

So That the Deceptions Are Finally Eliminated." Macierewicz Announces He Will Present the "Smolensk Tragedy
- In the near future, I will also present the drama of the Smolensk tragedy once more, so that you can see the destruction associated with the action of explosives, the disintegration of the aircraft, the flight of the aircraft, how the issue of the destruction of that tree, the birch tree, really looked like [...] so that these false information, these lies and deceptions are finally eliminated - said Antoni Macierewicz at a press conference.

17:09

Petru on Healthcare Contribution Changes:

A Good, Compromise Bill is on the Table.
A good, compromise bill to lower the healthcare contribution is on the table - Ryszard Petru wrote on social media.

19:47

Trzaskowski on the announcement of the KO presidential candidate:

We are preparing a very big event in Gliwice
- We are preparing a very big event – there is a very large hall in Gliwice – because we want this event to have its proper dimension, regardless of who will ultimately be the [KO presidential] candidate. That's why we chose this location – said Rafał Trzaskowski in a conversation with Grzegorz Kajdanowicz on TVN24's „Fakty po Faktach”.

19:51

Trzaskowski:

No decision yet on primaries
- The decision [regarding the Civic Coalition's presidential candidate] will be made by the Board. Later, of course, there will be the National Council, a convention that will confirm this choice. However, at this moment, there is no decision on whether we will hold primaries or not. The board will also make a decision on this matter – said Rafał Trzaskowski in "Fakty po Faktach" on TVN24. - It is natural that different politicians have ambitions – and that's good. It is natural that they present themselves and are active, because this also benefits the Civic Coalition. However, in the end, the most important thing is not to harm whoever the candidate will be, because any competition that takes place in the spotlight could later be used by the opposition – he continued. - I think none of us are afraid of this type of competition. It is absolutely clear that we have many politicians, both male and female, in the Civic Coalition who have the competence to hold high office – he added.

19:59

Trzaskowski:

The President Will Influence Whether Democracy in Poland is Fully Defended
- We must [regarding the presidential candidate] make a wise decision, because the most important thing is that we enter this campaign very strongly. The President will have an influence on whether democracy is fully defended in Poland or not - said Rafał Trzaskowski in "Fakty po Faktach" on TVN24. - [The presidential elections] will tell us whether the strengthening of democracy in Poland is going in the right direction or not. Especially since we know well that to fulfill a large part of our promises, a president is needed who will not veto the majority of government decisions - he indicated.

20:06

Trzaskowski on Sikorski's decision:

The less Russia in public space, the better.
- It is difficult to contest what the Minister of Foreign Affairs is doing [regarding the closure of the Russian consulate in Poznań], especially since he certainly has more information than us. I also agree that the less Russia in public space in Poland, the better. I remind you that we took over "Szpiegowo" and the Russian school on Kielecka, which will serve Polish students - said Rafał Trzaskowski in "Fakty po Faktach" on TVN24. - This is indeed a nuclear option [expulsion of the Russian ambassador], a very serious one. This must be a calm decision by the government. […] One cannot be guided solely by emotions here. […] Decisions of this type concerning an embassy are truly final decisions, and let the Prime Minister decide on this - he assessed.

20:36

Trzaskowski on the Independence March:

We will be watching very closely what happens.
- Everyone has the right to demonstrate if they adhere to the law. I opposed the nationalists having a monopoly on this day, when PiS funded them the possibility of such a monopoly through cyclical events - said Rafał Trzaskowski in "Fakty po Faktach" on TVN24. - I opposed it when I received 6 applications where nationalists wanted to block the entire city and march for two weeks. The court, in both instances, confirmed all these concerns about the safety of Warsaw residents - he noted. - However, if there is one march, I have no grounds to refuse it [...] - but there will be no preferences for nationalists, and we will be watching very closely what happens - he emphasized. - We will be watching, the police will also be watching, because we remember the riots from years ago, we also remember what was shouted during these marches, [...] sometimes banners that should never have been there. We always, when the law is broken, request and will request the demonstration to be stopped - he said.

20:43

Trzaskowski on partnership unions:

Kotula went for a compromise, I would urge the PSL to do the same
- I would really like this project [on partnership unions] to finally be voted through. I want to say that Minister [Katarzyna Kotula] has made a compromise regarding the project itself, and here she is demonstrating a really great ability to reach such a compromise - said Rafał Trzaskowski in TVN24's "Fakty po Faktach". - I would urge my colleagues from the PSL to also show their ability to compromise here, because for us, Civic Coalition and the Left, this project simply has great significance - he continued.

21:06

Bosak on the Civil Partnerships Bill:

It's Simply a Same-Sex Marriage Act.
It's worth emphasizing that this is not a bill about civil partnerships at all. It is simply a bill about same-sex marriages. That is to say, they simply took, rewrote most of the provisions from the family code concerning marriage and family, considered them civil partnerships, and pretend it's a different legal entity, you know – stated Krzysztof Bosak on the program 'Kropka nad i' on TVN24.

21:06

Bosak on the Closure of the Russian Consulate in Poznań:

A Decision of a Symbolic-Political Nature.

- I think it's probably justified, given that such a decision has been made. However, what should be emphasized is that this is a gesture rather of a symbolic-political nature. By admitting hundreds of thousands of people with foreign passports into our country without any control, even during the previous government's term, we created a recruitment base for foreign services, and it's worth noting that those who have so far been detained for involvement in Russian intelligence networks and sabotage activities often had Ukrainian passports, and we have a serious problem – said Krzysztof Bosak on TVN24.

- The services are neither sufficiently staffed nor funded to currently guard all elements of essential infrastructure. Not to mention all the foreigners who were admitted here without any control – he added.

21:07

Another EU Debt Issuance Program. Bosak on Loan for Ukraine from Frozen Russian Assets

“The main drawback of this program, as far as I understand it, is that it is another debt issuance program by the European Union in order to distribute money to someone. I see no reason for Poland to participate in it,” stated Krzysztof Bosak on TVN24.

“Every state should help proportionally to its capabilities and the will of its citizens. Doing this through the European Union certainly prevents diversification of the level of aid. Poland, for example, has already helped very significantly. It has the most generous programs for Ukrainians in all of Europe, if not the entire world, and involving us further in debt at the EU level seems absurd to me,” he continued.
