Tuesday's Political Agenda: Government Receives Flood Situation Report, Bejda and Wrzosek Face Pegasus Committee

At 10:00 AM, the Pegasus investigative committee will interrogate former head of CBA, Ernest Bejda, and prosecutor Ewa Wrzosek. Subsequently, at 4:00 PM, the hearings will continue in a closed session.

The government session will commence at 12:00 PM. The agenda will primarily feature a report on the flood situation, as well as, among other items, the medium-term budgetary and structural plan for the years 2025-2028. Ministers will also address a draft bill concerning aid for farmers affected by natural disasters.

At 9:30 AM, the Marshal of the Senate, Małgorzata Kidawa-Błońska, will participate in the inauguration of the "Childhood Without Violence" campaign.

At 11:00 AM, a press conference will be held in the Sejm by PiS MPs Zbigniew Kuźmiuk and Włodzimierz Tomaszewski.

We hope senators will understand it's beneficial.
- Despite the Ministry of Finance's declarations that as a result of this act, local government unit revenues will increase by nearly PLN 25 billion next year, this increase is quite illusory, as the act imposes a kind of financial corset on local governments. [...] The wealthier local governments will benefit more from this, while the less wealthy ones will be held back in their development - said Zbigniew Kuźmiuk at a press conference. - The act [on local government unit revenues], which has been sent to the Senate, reinstates the original sin of acts that have been created since the very beginning of local government revival regarding local government revenues, namely the lack of funds for investments. [...] This act essentially eliminates, and drastically so, investment funds, and in a long-term perspective [...]. Our investment subsidy is precisely this proposal to supplement this act so that there is also a motivational factor for investing - said Włodzimierz Tomaszewski. "A mechanism beneficial not only for local governments but also for the state budget" - On average, local governments received an additional PLN 20 billion annually for investments, and this is roughly how we estimate this investment subsidy mechanism. It is very simple; it is calculated based on investment outlays in each local government in a base year. This means that if a local government invested a certain amount, then each local government, within this subsidy, would receive 14% of the value of these investments, plus an additional 10% for the smallest local governments with up to 20,000 inhabitants, I am referring here to municipalities - continued Tomaszewski. - We hope that in the Senate, perhaps the senators will understand that this mechanism [investment subsidy] is beneficial not only for local governments but also for the state budget, and it will simply pay off for all of us - added Zbigniew Kuźmiuk.

The Sejm – “in response to voices appearing in the public sphere” – stated that the resolutions concerning the lifting of immunities for Michał Woś and Marcin Romanowski – and in the latter's case, also the resolution on consent to detention and temporary arrest – remain in force.

As informed by the Chancellery of the Sejm, Marshal Szymon Hołownia has two legal opinions on this matter. They have been published on the Sejm's website.
