At 9:00 AM, the extraordinary parliamentary committee for flood prevention measures and remediation of the 2024 flood’s effects will convene. The agenda includes two draft acts – one from the government and another authored by PiS MPs.

The government session will commence at 10:00 AM. The agenda features a "report on the flood situation, including information on support mechanisms for affected individuals and entities," and the draft budget act for 2025.

Ministers will also address the draft Public Finance Sector Debt Management Strategy for 2025–2028 and the Three-Year Civil Service Officer Appointment Limit Plan for 2025–2027.

At 11:15 AM, Law and Justice (PiS) will begin expert consultations in the Sejm under the title "Flood 2024 – Causes and Consequences."

- We have disbursed benefits to 36,974 families, as of yesterday evening. PLN 135 million has been allocated for this purpose. In total, funds released by the Minister of Finance and the Minister of Interior and Administration to address the effects of the floods amount to PLN 622 million and 800 thousand to date – stated Tomasz Siemoniak during the public session of the Council of Ministers.

- We know that information about the approaching danger was known and available to the government center at least by September 11th, but in reality, it should have been at least by the 10th, because the information reached Poland then. It arrived in a form that left no doubt – there is a danger of very serious events, floods. Why wasn't this information used appropriately? I don't know. That is still a matter, a question we must answer. It's an extremely important question. We also know what the reaction of the authorities was at the moment when it was no longer possible to acknowledge, to pretend not to see what was happening - stated Jarosław Kaczyński during a press conference in the Sejm.

- This reaction had the character of, on the one hand, theatricalizing public life, and precisely at a time when this theatricality is least needed, at a moment of a very severe crisis, which requires a swift, energetic response. The consequence of this theatricality, with Donald Tusk as its main protagonist, was a certain paralysis of decision-making. This theatricality referred to a very old socio-technical technique – the good Tsar and the bad boyars, and this socio-technique paralyzed lower-level public officials in making various decisions. Because if, for example, the Tsar says it will be fine, it's hard to say it will be bad.” If the Tsar says the dam won't break, won't collapse, there won't be another disaster, then again, it's hard to protest - he continued.

- The assessment of damage and calculations regarding the facilities affected during this terrible flood are ongoing. We are currently aware of over 17,000 residential buildings, nearly 8,500 utility buildings, almost 1150 public utility buildings in a broad sense, including 141 schools, 41 bridges, 45 pumping stations, 121 damaged roads, 31 sports facilities, 25 sewage treatment plants, 67 nurseries and kindergartens. This illustrates the magnitude of the challenge that lies ahead of us – stated Marcin Kierwiński during the public session of the Council of Ministers.

- Officially, the number of 9 fatalities has been released, but there is ample information, true or not, I am not deciding on that at this moment, that there were more victims. And there are apparently mechanisms that cause this information not to be conveyed, at least officially - stated Jarosław Kaczyński during a press conference in the Sejm.

- The army has been fulfilling all the tasks we set from the very beginning. From receiving the first information and putting them on alert, to forming Military Task Forces in flooded areas, in areas at risk of flooding, and where rainfall occurred, as well as engineering groups, all of this has been happening since September 11th. Now, the task set by the Prime Minister will also be carried out urgently concerning the Podkarpacie Voivodeship – stated Władysław Kosiniak-Kamysz during the public part of the Council of Ministers session.

- I have already mentioned the reasons for these decisions, but it's also known that the news that, in essence, the primary premise was to save larger cities in this region, particularly Wrocław, but also Opole, from flooding. This premise has social aspects, but also political and electoral ones, as the presidential elections are approaching, and there are significantly more voters there than in the areas that were flooded. I don't want to suggest that this was the guiding factor, I'm not certain about that, but it is definitely a matter for consideration - stated Jarosław Kaczyński during a press conference in the Sejm.

- From the very first hours, we have been cooperating within the crisis management team with the police and prosecution regarding incidents that directly impact the safety of people living in flood-affected areas. Every such act, whether it's a fake fundraiser, other online crimes, or deliberate disinformation, is something good that the Prime Minister mentioned once again – stated Prime Minister Donald Tusk in the public part of the Council of Ministers' session.

Tusk: Where There Is a Flood, Every Crime and Misdemeanor Takes on a Particularly Vile Dimension

- Where there is a flood, every crime, every misdemeanor, takes on a particularly vile dimension. Therefore, I thank the police, and here I look at Minister Myrcha, and I also ask you to once again convey words of recognition to the Prosecutor General for their very swift actions, which enable the courts to also quickly identify individuals who decide to engage in theft, fraud, or false alarms – he continued.

- The West Pomeranian Governor has now, during this flood, requested the possibility of shelling in a situation where it is determined that a levee is threatened by the work of beavers. No beaver was harmed, this possibility was opened, but not to be abused – stated Prime Minister Donald Tusk in the public part of the Council of Ministers meeting.

- I have also made a decision, in agreement with Minister Klimczak, that all levees that will be rebuilt or new levees will be secured with appropriate installations, nets. These structures will be different so that beavers cannot cause damage to these levees, and then there will be no need to neutralize beavers during floods there on the levees, so in short, it will be fine, Mr. Beaver – he added.

- 2 billion zlotys have been secured in the budget for 2024. We see within the ministry at this moment the potential for a certain increase of this amount. We are in constant contact with the Minister of the Interior and Administration and with the plenipotentiary for reconstruction. A decision regarding a potential amendment to the 2024 budget has not yet been made; we are currently analyzing information on losses, simultaneously on the revenue and expenditure side of the budget, but it must be said openly that the probability of such an amendment has significantly increased – stated Andrzej Domański during the public part of the Council of Ministers meeting.

- Regarding the 2025 budget, we are increasing the reserve for preventing and removing the effects of natural disasters to 3 billion 191 million zlotys. This reserve, of course, may also be increased in the future – he added.

- It never occurred to me [during the crisis management meeting] to use these teams in the way that happened during the last flood, when Prime Minister Tusk reprimanded, berated officials, which even a journalist of a known political orientation, Jacek Żakowski, called a 'Putinade'. Because indeed, the Tsar spoke, and fear gripped his subordinates; they were afraid to react, and this should be directly attributed to the delayed reaction and lack of appropriate responses - stated Mateusz Morawiecki during a PiS press conference in the Sejm.

- Emergency aid in the form of flood relief benefits and social assistance benefits, i.e., 2+8, 8+2, has already reached approximately 40,000 families in the Lower Silesian Voivodeship, which is over 22,000 families; in the Lubusz Voivodeship, it is over 100 families; in the Silesian Voivodeship, this number has already exceeded 3,000 families; and in the Opole Voivodeship, nearly 12,000 families have received such support – stated Agnieszka Dziemianowicz-Bąk during the public part of the Council of Ministers meeting.
