Wednesday's Political Agenda: Tusk's Moldova Visit Begins, Lithuania's President in Poland, Błaszczak's Morning Press Conference

Prime Minister Donald Tusk begins today a visit to Moldova. As he stated at a press conference on Tuesday, Moldova is absolutely crucial for regional security, and the future of Ukraine and Poland, among others, depends on its fate. The head of government announced that during the visit he will strive to support pro-European aspirations.

The President of Lithuania, Gitanas Nausėda, accompanied by his spouse, will pay an official visit to Poland, where after 11:00 AM he will meet with President Andrzej Duda. Plenary talks will begin at 12:00 PM, and a meeting of the presidents with media representatives is scheduled for 12:50 PM.

The President of Lithuania will also lay wreaths before the Tomb of the Unknown Soldier, and before the monuments to the Victims of the Smolensk Tragedy of 2010 and Lech Kaczyński, and at 4:00 PM he will meet with the Marshal of the Sejm. The final item on the agenda is an official dinner at 7:00 PM.

Today, investigative committees will continue their hearings – at 10:00 AM for the Pegasus inquiry and for the visa scandal, and at 3:00 PM for the Pegasus inquiry in a closed session.

At 9:00 AM in the Sejm, a press conference will be held by the chairman of the PiS parliamentary club, Mariusz Błaszczak, and MP Zbigniew Kuźmiuk.

Sejm Concludes Work on Constitutional Tribunal Changes: Deadline Set for Senate Amendments Review

On Tuesday, September 10th, the Sejm's Justice and Human Rights Committee is scheduled to review the Senate's amendments to the Constitutional Tribunal Act, along with its implementing provisions. This is a necessary step for the Sejm to vote on the upper chamber's amendments during its plenary session.

The plenary session - the first after the summer recess - begins a day later, on Wednesday, September 11th. Information on the Sejm's website indicates that the agenda "may be supplemented" with the aforementioned review of the Senate's amendments.

The review of amendments, if it takes place, will conclude the parliamentary process, and the acts will then be sent to the President's desk.

The provisions stipulate a so-called personnel reset within the Constitutional Tribunal. Upon their entry into force, the so-called substitutes would have to step down, and the remaining judges would have one month to retire. From the day the act comes into effect, the duties of the Tribunal's president would be performed by the judge with the longest judicial tenure - until a new president is elected.

The proposal includes, among other things, the election of judges for a 9-year term by a 3/5 majority. The act does not contain a safeguard allowing for the election of judges by an ordinary majority in the second round. Rulings issued by the so-called substitutes are to be annulled and have no legal effect.
