Tuesday's Political Agenda: Sejm on the Constitutional Tribunal and the Russian Influence Commission, Government on Car Confiscations and NBP Report, Błaszczak's Morning Press Conference

At 8:45, a press conference will be held by the chairman of the PiS parliamentary club, Mariusz Błaszczak, PiS MP Zbigniew Bogucki, and Dariusz Lasocki.

At 10:00, the Sejm session begins. Immediately after the swearing-in of MPs Rafał Romanowski and Henryk Smolarz, the MPs will address – as part of the second reading – the draft law on the Constitutional Tribunal, along with its implementing provisions.

At 11:00, the government session will commence. The ministers will discuss, among other things, a proposal to abolish the mandatory confiscation of vehicles driven by intoxicated drivers, as well as a draft submitted by the Ministry of Interior and Administration facilitating the return of former officers to the police and Border Guard. The annual financial report of the National Bank of Poland for 2023 has also been added to the agenda for approval.

At 14:15, the second reading of the draft law repealing the act on the State Commission for the Examination of Russian Influence on the Internal Security of the Republic of Poland in the years 2007-2022 will take place. Today, the Sejm will also address, among other things, information on the implementation of the act on special economic zones and draft laws on monetary benefits for fulfilling the role of a village head (sołtys).

At 11:00, a press conference of PiS MPs Marek Gróbarczyk and Jarosław Krajewski will be held in the Sejm.

Expert Opinions Are Widely Divergent.
If we accept that the immunity of the Parliamentary Assembly of the Council of Europe (PACE) is valid, then detention, arrest, and criminal proceedings are inadmissible. Expert opinions, please note, are widely divergent. The greatest authorities in the field of international and public law hold a different stance on this matter. To be honest, a week ago, when I analyzed the documents on which this immunity is based, it was a conglomerate of over a dozen legal documents of very different ranks, international agreements, treaties, and additionally, various resolutions, recommendations, and guidelines – stated Marcin Wiącek in the program "Jeden na jeden" on TVN24. - My opinion was that this immunity applies within the scope necessary for the performance of the mandate of a PACE deputy, meaning in relation to activities connected with the performance of that mandate, while indeed there are procedures that serve to clarify this. There is a procedure enabling the President of PACE to express their position. This has happened, and the court stands guard over the respect for all these standards. The court acted in such a way that it resolved the doubt in favor of the individual, meaning information regarding this immunity reached the court – the Commissioner for Human Rights continued.

- The issue of immunity was not new to the prosecutor; we investigated this matter even before the suspect's detention. The prosecutor conducted a legal analysis in this regard, but also obtained two opinions from the Ministry of Justice.
