Wednesday's Political Agenda: Extra Sejm Session, Senate Votes on 500+ for Disabled, and Warsaw Uprising Anniversary Observances

An additional, one-day session of the Sejm will commence at 12:00 with the acclamation of a resolution commemorating the 75th anniversary of the outbreak of the Warsaw Uprising. Subsequently, MPs will address a contentious point: the draft amendments to the Electoral Code, under discussion since 12:45. The proposal is most likely to be voted on today. According to PiS, the draft concerns regulations aimed at introducing corrections to the rules regarding the composition of the Supreme Court adjudicating cases within the scope of electoral law. In practice, this means the Supreme Court, composed of the entire Chamber of Extraordinary Control and Public Affairs, will decide on the validity of elections, including presidential and Sejm elections. The second block of voting is scheduled for 16:15.

At 9:00, the Sejm's State Audit Committee will provide an opinion on the nominations for the position of President of the Supreme Audit Office (NIK). The candidate nominated by PiS is Finance Minister Marian Banaś, while the candidate from the Civic Platform – Civic Coalition (PO-KO) club is Borys Budka. A vote on the selection will take place in one of today's voting blocks. Following this, and within this week, the Senate will grant consent for the appointment of the President of NIK.

Also today, the Senate will convene, primarily to address the so-called '500+' benefit for people with disabilities. Yesterday, the committee recommended an amendment to the act that increases the income threshold for the benefit from 1100 to 1600 PLN. The act is expected to be fast-tracked to the Sejm, where it will be passed in the afternoon. The Senate's proceedings will begin at 10:00, followed by Marshal Karczewski's briefing at 11:15. A meeting of the Sejm's Social Policy and Family Committee to consider the Senate's resolution on the aforementioned act is scheduled for 14:00.

In the capital, the observances of the anniversary of the Warsaw Uprising continue. At 12:30, President Andrzej Duda, Minister of National Defence Mariusz Błaszczak, and Deputy Prime Minister Piotr Gliński will participate in the funeral of the Warsaw Uprising participant Ryszard Białous, codenamed 'Jerzy.' At 10:00, the Capital City Council will convene for a commemorative session at the Royal Castle. At 18:00, a mass will be celebrated at Krasiński Square, followed by the Roll Call of Remembrance at 19:00, with the participation of President Rafał Trzaskowski.

Vote on Motion to Dismiss Sejm Marshal This Friday or Next Tuesday

Next Tuesday, MPs will have to come to Wiejska Street once again – 300POLITYKA has learned unofficially. The chamber's leadership plans to continue the session that began today next week.

MPs must consider the motion to dismiss the Sejm Marshal, which Civic Platform submitted after revelations about Marshal Marek Kuchciński's flights with his family on government planes. According to the Sejm's Rules of Procedure, such a motion is put to a vote at the nearest session – no earlier than 7 days after its submission and no later than 45 days.

Since Civic Platform sent the documents at the end of last week, the Sejm had no opportunity to address the marshal's resignation at today's session. Nor could it have done so at the first post-recess session (September 11-13), as it would have already been past the regulatory deadline.

The Senior Council will discuss the extension of the session until next Tuesday today.

UPDATE: This coming Friday is also emerging as a possible date for considering the opposition's motion to dismiss the Sejm Marshal. Civic Platform's motion was received last Friday, making this coming Friday the earliest possible date.

Sejm to Resume Sessions Next Friday

The Sejm will continue its deliberations next Friday, August 9th, according to information obtained by 300POLITYKI. Earlier, other potential dates were suggested, such as this coming Friday or Tuesday or Wednesday. According to unofficial reports, a recess will be announced today, and next week the Sejm will address the motion to dismiss Marek Kuchciński from the position of Marshal of the Sejm.

The Sejm may also consider the election of the President of NIK (Supreme Audit Office). This was originally planned for this week, but the morning committee meeting on the matter was canceled, and a new session was not convened. In such a case, an additional session of the Senate will also be necessary. The upper house was supposed to have an item concerning NIK on its agenda this week, but it ultimately disappeared from the schedule.

In turn, today's, Wednesday's deliberations will be extended because the bill regarding the "500+" benefit for people with disabilities has not yet returned from the Senate. A committee meeting to consider the amendments introduced by the upper house is tentatively scheduled for 5:00 PM.

At 8:30 PM, a one-hour block of votes will commence, during which MPs will vote on, among other things, Senate amendments to the act concerning the 500+ benefit for the disabled, as well as changes to the Electoral Code. However, a vote on the election of the President of the Supreme Audit Office (NIK) is not on the list of votes. A Sejm committee meeting was scheduled for this morning regarding the matter, but it was cancelled. In turn, the point concerning the consent to appoint the NIK President has been removed from the Senate's agenda.

The Sejm will continue its session next week, on Friday, August 9th, so the election could take place then. However, Marian Banaś's candidacy will still need to be approved by the Senate, which concludes its deliberations this coming Friday. It will most likely be necessary to convene an additional session of the upper house, as the next regular session will only take place at the end of September – the last time this term.
