Polish Politics Weekly Outlook: Extra Sejm Session, New NIK Head Election, Electoral Code Changes, 500+ Amendments for the Disabled, and Civic Platform vs. PiS on Electoral Lists

The upcoming week in Polish politics is dominated by an additional, one-day Sejm session – combined with a three-day Senate session – which will include, among other things, the election of a new President of the Supreme Audit Office (NIK).

Members of Parliament will also address changes to the Electoral Code and amendments to the 500+ program for the disabled, which were previously introduced by the upper house. Last week, a bill to lower the personal income tax (PIT) to 17% was submitted to the Sejm, but this item is not on the preliminary schedule.

On Tuesday, the authorities of the two largest parties will convene to debate electoral lists for the autumn elections to the Polish parliament. PiS intends to approve the entire lists – the lead candidates have already been presented.

Civic Platform Board Meeting. A meeting of the Civic Platform's board is scheduled for Tuesday, where proposals for candidates to the Sejm and Senate will be discussed. According to unofficial media reports, it is possible that the lead candidates for the Civic Coalition lists will be presented on Tuesday, although Grzegorz Schetyna recently announced that the lists would be presented on the last Friday, which ultimately did not happen.

In its last session, the Sejm voted on an amendment by the Civic Platform-KO club excluding pensions and annuities from the Pension and Disability Benefit Fund (FUS) from the income limit for benefits. Statements from PiS politicians suggest that changes will be prepared in the Senate that will “expand the number of beneficiaries.”

Sejm to Debate Electoral Code Changes. On Wednesday at 12:45 PM, the second reading of the bill amending the Electoral Code, submitted by PiS, will take place. This is a contentious issue, and therefore a vote on it will be held shortly after 12:00 PM. It is most likely that the proposal will be voted on the same day. According to PiS, the project concerns regulations aimed at introducing corrections to the rules regarding the composition of the Supreme Court that hears cases in the field of electoral law. In practice, this means that the Supreme Court, composed of the entire Chamber for Extraordinary Control and Public Affairs, will decide on the validity of elections, including presidential and Sejm elections.

Nitras Appeals to Sejm Presidium to Convert His Fines into a Donation to Charity by Kuchciński

Sławomir Nitras announced on Twitter that he has appealed to the Sejm Presidium to convert the last three financial penalties imposed on him by the presidium into a donation to a charitable organization. Nitras points out that the sum of the recent fines is equivalent to what the Marshal of the Sejm declared he would pay as compensation for one family member's flight on a government Gulfstream aircraft on the Warsaw-Rzeszów route.

According to Nitras, the 12,000 PLN fine is equivalent to the amount Marshal Kuchciński valued 21 flights by his family members on a special HEAD-status aircraft on the Warsaw-Rzeszów route.
