As announced by the Prime Minister, the Council of Ministers is set to adopt a draft bill lowering the personal income tax (PIT) from 18% to 17% at its Tuesday session. The government will thus fulfill the last commitment from the so-called Kaczyński's 'Five Points', although the proposal will still need to go through parliamentary works. However, it is difficult to consider the implementation of the 'Five Points' as having proceeded 100% according to plan – the execution of the costly proposals has diverged from the initial assumptions.
At the beginning of March, the government presented a so-called roadmap, a precise scenario for the implementation of Kaczyński's 'Five Points'. According to this plan, the aforementioned draft bill on PIT reduction, along with an increase in income-generating costs, was supposed to be announced by the end of March. Consultations were scheduled for April, and the government was to adopt it in May. Parliamentary works were planned for June, and presidential signing – by mid-June.
Today, it is evident that this plan did not pan out. The draft only appeared in the Government Legislation Centre (RCL) today, though the government will address it on Tuesday thanks to a special, expedited internal government procedure. The Sejm can theoretically take up the draft at its session commencing on Wednesday and adopt it. However, according to the description in the legislative works register, the lowered tax rate (17%) will apply to income earned from January 1, 2020. Similarly, the new (increased) amount of income-generating costs will enter into force on January 1, 2020, and will apply to income earned from that date.
The conclusion is clear: the most spectacular and costly proposals, such as extending the 500+ child benefit to the first child or the so-called 'Jarkowe', i.e., the 13th pension, were a priority for the Prime Minister's Chancellery and were efficiently implemented. As we wrote on 300POLITYCE, announcing the Prime Minister's Chancellery's offensive, in the spring, even the Marshal of the Sejm was asked to convene one or two additional Sejm sessions.
Things went worse with the other proposals – the restoration of bus connections also experienced a slight delay, and the Senate only a few days ago adopted the draft concerning 0% PIT for young people. Although, according to the roadmap, as with the PIT reduction, parliamentary works were planned for May, and presidential signing – for the period up to mid-June. The roadmap prepared by the Prime Minister's Chancellery was too optimistic, and therefore practically unrealistic, which is best illustrated by the pace of tax legislation implementation.
