STATE OF PLAY: Śmiłowicz: Coalition agreement on Tuesday, Karnowski: If the president immediately entrusts the prime ministerial mission to Tusk, he will break a rule in place for over 30 years
-- MASTALEREK ANNOUNCES PRESIDENT WILL ANNOUNCE DECISION IN ADDRESS, KIERWIŃSKI ON ROTATIONAL POSITIONS: MARSHALS OF THE SEJM AND SENATE YES, EXECUTIVE FUNCTIONS NO - 300LIVE: https://300polityka.pl/live/2023/11/06/
-- THE COALITION AGREEMENT WILL MOST LIKELY BE ANNOUNCED ON TUESDAY - PIOTR ŚMIŁOWICZ IN GAZETA.PL: “In the coming week, the last before the inauguration of the X term Sejm and XI term Senate, the KO-Trzecia Droga-Lewica coalition is to present its key programmatic and personnel arrangements. The positions of Marshal of the Sejm and Senate will most likely be rotational, and the protocol of disagreements in the coalition agreement will include the issue of abortion law. The announcement will most likely take place on Tuesday, although as early as Monday, during a meeting with residents of the Wrocław district of Jagodno, Donald Tusk will likely reveal a hint about the shape and intentions of the new coalition.”
-- ROTATION IN THE SEJM AND SENATE - CONTINUES ŚMIŁOWICZ IN GAZETA.PL: “In personnel matters, everything indicates that the coalition of three will opt for a rotational Marshal of the Sejm. According to unofficial information, there would be two Marshals of the Sejm – each serving half of the term. The first would be the leader of Poland 2050, Szymon Hołownia, and in the second half of the term, Włodzimierz Czarzasty from Lewica. The rotation would also cover the position of Marshal of the Senate – in the first half of the term, it would be Małgorzata Kidawa-Błońska, and in the second, most likely someone from Trzecia Droga or again from KO.”
-- PSL HAS AN IDEA HOW TO INVALIDATE THE RULING - WRITES ŚMIŁOWICZ: “Urszula Pasławska from PSL has an original idea on how to return to the state of the 1993 'abortion compromise' being in effect, i.e., to the state before the ruling of the Constitutional Tribunal of Julia Przyłębska from October 2020. - I will encourage my colleagues to use PiS's inspiration when PiS invalidated a resolution on the election of five judges of the Constitutional Tribunal by resolution. The idea is to adopt a resolution now declaring the election of three substitute judges in 2015 invalid. In this way, the Tribunal's verdict from 2020 will become invalid, and the legal status prior to that verdict will be restored – Pasławska says in an interview with jedennewsdziennie.pl.”

-- DEPRIVING PIS OF THE RIGHT TO ATTEMPT TO BUILD A MAJORITY, TRADITIONALLY ACCORDED TO THE WINNING PARTY, WOULD BE DISCRIMINATION AGAINST ITS VOTERS - MICHAŁ KARNOWSKI: “Depriving this formation of the right to attempt to build a majority in the new parliament, traditionally accorded to the winning party, would unfortunately seal this discrimination. Are these votes worse? Would anyone discuss the sensible continuation of an important parliamentary custom if any other formation had won? It is right that the president highly values the right to make decisions granted to him by the Constitution. But he is also bound by democratic custom. If he immediately entrusts the prime ministerial mission to Donald Tusk, he will break a rule that has been in place for over 30 years. He will break it for the first time. He will break it to the detriment of Law and Justice, suggesting that the voters of this formation count less, that they can be broken by some media-announced 'cordon sanitaire'.”
-- THERE IS NO HASTE AT ALL. THE STATE AND ECONOMY ARE IN A BETTER CONDITION THAN EVER BEFORE AFTER 1989 - CONTINUES KARNOWSKI: “All the more so as there is no haste at all. The state and economy are in a better condition than ever before after 1989, key investments are underway, the budget is secured, and the army is being expanded. Every month of maintaining this direction is of great value. For people stand at the gates who can dismantle and sell off Poland in no time. President Andrzej Duda will surely remember this too. If this is to happen, God forbid, then let it happen as late as possible.”

-- PRESIDENT TO THE DISAPPOINTMENT OF HIS OWN MILIEU? - MICHAŁ SZUŁDRZYŃSKI IN RZ: “The President will have to choose. Either he will entrust a mission impossible to Mateusz Morawiecki, who has just announced that he was against destroying the abortion compromise by the Constitutional Tribunal from the beginning and that he would gladly cooperate with PSL, or he will immediately entrust the mission of forming a new government to Donald Tusk, to the disappointment of his own milieu. There is no other way.”

-- TUSK IS ALREADY COMING, TIME TO GO - WOJCIECH CZUCHNOWSKI IN GAZETA WYBORCZA’S FRONT PAGE: “The heads of special services and police have until the first Sejm session on November 13 to decide if they want to continue working. This was communicated to them by the head of the Ministry of Interior and Administration, Mariusz Kamiński – with the emphasis that President Andrzej Duda will entrust the mission of forming the government to Donald Tusk. – Everyone sat as if at a wake, as if someone had died. They hyped each other up that they had to run – a high-ranking officer of one of the uniformed services reports to 'Wyborcza'. Our informant was not at the briefing with Minister Kamiński, but his superior told him what the meeting was like.”

-- POLL: POLES DO NOT WANT THE LIQUIDATION OF CBA AND IPN. THEY SUPPORT SPENDING ON THE ARMY AND THE CONSTRUCTION OF CPK - UNITED SURVEYS FOR RMF FM AND "DZIENNIK GAZETA PRAWNA": “51.3% of respondents want the construction of the Central Communication Port to be continued after the change of government. 39.7% of respondents are of the opposite opinion, and 9% have no opinion on the matter. The postulate to close the Institute of National Remembrance also does not generate enthusiasm – 64.7% of respondents are against it, and 23% of participants in the poll for RMF FM and "DGP" support it. The project to build nuclear power plants in Poland also has very strong support. 85.3% of respondents want the continuation of activities in this area, and 9.3% are of the opposite opinion. -- FAKT ON THE FRONT PAGE ABOUT TUSK'S MEETINGS ON UL. WIEJSKA: “On Saturday, November 4, after 5 PM, Adam Bodnar left the building at ul. Wiejska 12a. An hour later, Marshal of the Senate Tomasz Grodzki followed in his footsteps, and after 7 PM, PO leader Donald Tusk also went home.”

-- THE NEW GOVERNMENT MUST CHOOSE: WHETHER TO RELY ON THE ANALYSIS OF EXPERTS FROM THE PUBLIC FINANCE INSTITUTE PREDICTING A LARGE DEFICIT, OR ON THE WORD OF HONOR OF LEFT-WING ECONOMISTS AND INTELLECTUALS ASSURING THAT "MONEY IS AND WILL BE" - WITOLD GADOMSKI IN GW: “Donald Tusk and other politicians of the emerging coalition must choose: whether, when constructing economic policy for the coming years, they will rely on the analysis of experts from the Public Finance Institute, each of whom has qualifications allowing them to immediately take the position of Minister of Finance, or on the word of honor of left-wing economists from Sieć, supported by dozens of more or less well-known intellectuals, who lack economic knowledge, let alone experience in managing state finances and public debt.”

-- KACZYŃSKI WANTS TO ESTABLISH A NEW MEDIA CONGLOMERATE. THE BASIS IS TO BE PART OF ORLEN'S MEDIA - WOJCIECH CZUCHNOWSKI IN GW: “According to this and one other source, this 'base' is to be the online portal Naszemiasto.pl. - Today, divesting the entire Polska Press is politically impossible. Besides, why? Newspapers are basically a bankrupt mass, they brought 25 million PLN in losses, circulation is plummeting, and no editorial office has managed to build a platform for selling paid content. Only Naszemiasto.pl makes money. It is the pearl in the crown and the only real value of Polska Press – explains another interlocutor, according to whom the idea of transferring Naszemiasto.pl to the PL24 company is still 'in play'.”

-- UNFORTUNATELY, POLISH INSTITUTIONS LACK THEIR OWN INITIATIVES IN DEVELOPMENT AID THAT WOULD GO BEYOND WESTERN FINANCIAL STREAMS - SAYS BOGDAN ZAWADEWICZ, ONE OF THE MAIN AUTHORS OF BANK GospodARSTWA KRAJOWEGO'S STRATEGY TOWARDS UKRAINE, DIRECTOR OF BGK'S GEOPOLITICAL RISK ANALYSIS OFFICE, IN AN INTERVIEW WITH WNP.PL: “In an optimal scenario, Polish institutions should be involved in development aid initiatives. It is important to allocate a certain pool of funds for development aid projects. We should invest these funds in Ukraine and use them to introduce Polish companies to the local market.”
