-- ON THE ANNIVERSARY OF KORNEL MORAWIECKI'S DEATH, THE PRIME MINISTER REMEMBERS HIS FATHER: “Today I remember my Father. It has been a year since he departed to a better world, as we believe. What was my, our Father like? The more I remember him today, the more I appreciate everything he did for me, for us, for Poland. Along with paternal love, he passed on to me the values that allowed me to become the person I am. He taught me respect for another person, along with their differences, culture, and values.”

-- WHAT IS EMERGING FROM THE RULE OF LAW NEGOTIATIONS IS MUCH BETTER FOR THE GOVERNMENT THAN WHAT BRUSSELS WAS THREATENING WITH - ANNA SŁOJEWSKA IN RZ: “For many months, the Polish government's diplomatic efforts at the EU level have focused on weakening the proposed 'money for the rule of law' mechanism. The negotiations have now entered their final phase, but what is emerging from them so far is much better for the government than what Brussels was threatening with just a few months ago. This is a consequence of the pandemic. – When a house is on fire, it's not the time to complain about poorly painted rooms – a diplomat from one of the countries most generously endowed with money in the projected post-pandemic economic recovery fund told me. This is now the core of the rule of law debate.”

-- THIS IS A RED LINE WE CANNOT CROSS, REGARDLESS OF THE PRICE - JACEK KARNOWSKI: “Now the plan is different. Now the government is to be overthrown or forced to capitulate, mainly through foreign pressure. The actions aimed at Poland are unprecedented. For example, the attempt to link funds to the so-called 'rule of law,' if successful, will mean a sharp reduction in our sovereignty. We will be reduced to the status of a province, because the definition of the so-called 'rule of law' is so broad and so left-wing that the government in Warsaw, even if it wanted to, would not be able to satisfy the Brussels headquarters. This is a red line we cannot cross, regardless of how high the price might be.”
-- DON'T BE AFRAID, IF THEY SENSE FEAR, THEY WON'T LET GO - KARNOWSKI CONTINUES: “We need to see the forest for the trees. The growing foreign pressure is not accidental, but a result of a strategic shift by circles that find an assertive government in Warsaw very inconvenient. Importantly, this is no longer pressure intended to frighten the public, but pressure aimed at structurally, almost formally, breaking our independence. The stakes are therefore enormous. We must be prepared for significant fluctuations. And most importantly: do not be afraid. If they sense fear, they won't let go.”

-- ANDRUSZKIEWICZ IS OUT - WRITES SE: “After the government reconstruction, the Ministry of Digital Affairs will disappear, and its tasks will be taken over by the Chancellery of the Prime Minister. There will be no place for Deputy Minister Andruszkiewicz there. Especially since he has recently further angered the party leader. It was about hiring his wife as the president of the Industrial Development Agency Foundation. – Kaczyński was not satisfied with the appointment – claimed associates of the ruling camp's leader. Ultimately, Kamila Andruszkiewicz (30 years old) resigned, but the whole situation became the final nail in the deputy minister's political coffin.”

-- KRUPKA TO SUPERVISE SPORT UNDER GLIŃSKI - ONET: “Anna Krupka, once considered one of Jarosław Kaczyński's 'angels,' is to supervise sport after the government's reconstruction – Onet has learned. Formally, she will be the deputy to Deputy Prime Minister Piotr Gliński in an expanded Ministry of Culture. The current Minister of Sport, Danuta Dmowska-Andrzejuk, will likely receive a completely new position. From sources in PiS, we learned that Danuta Dmowska-Andrzejuk has been offered the position of president of the Office of Physical Culture and Sport. The problem is that such an office does not yet exist. This does not mean that the UKFiS is a completely new entity. A similar body existed from the early 1990s until 2002. What role will it play now? It is uncertain. It is possible that Anna Krupka, who is currently still Deputy to Dmowska-Andrzejuk, and who became minister less than a year ago, will be responsible for its supervision. Their roles would suddenly be reversed.”

-- GRZEGORZ OSIECKI ON THE BEHIND-THE-SCENES OF THE NEW NOWAK CASE - writes DGP: “Three more people have been detained in connection with the investigation into Sławomir N. According to the Central Anticorruption Bureau (CBA), these are the former president of a Polish fuel and energy concern, Dariusz Jacek K., and a former board member of energy companies, Wojciech T. The third detained person is one of the former directors at the fuel concern, Leszek K. The charges against the detained individuals concern active bribery and are related to suspicions of Sławomir N. receiving financial benefits totaling several hundred thousand zlotys in exchange for assistance in matters related to their obtaining lucrative positions. The total amount involved is PLN 280,000. According to sources close to the investigation, Sławomir N. allegedly received several thousand zlotys per month from one of the detained individuals for arranging a position in a state-owned company.”

-- KACZYŃSKI BETS ON PIX FAITHFUL TO MORAWIECKI, BUT HAS SO FAR CONCEDED TO THOSE HOSTILE TO HIM - ANDRZEJ STANKIEWICZ IN TYGODNIK POWSZECHNY: “The conflict in the coalition has shown that there are two PiS factions. One believes in Mateusz Morawiecki as a future leader. But the other, larger faction, is hostile to him. The leader is betting on the former, but has so far conceded to the latter.”
-- KACZYŃSKI HAS BEEN CLEARLY STRENGTHENING MORAWIECKI'S POSITION FOR YEARS - STANKIEWICZ CONTINUES: “It is no secret that Kaczyński has been clearly strengthening Morawiecki's position for years, sending unambiguous signals that he is grooming him as the future leader of the Polish right. This is why the leader of Solidarna Polska is grinding his teeth, as he himself harbors ambitions to take over power after the 71-year-old leader. Even before the presidential elections, Ziobro sounded out Kaczyński about returning to PiS as vice-chairman. This was the case a decade ago, before they parted ways in an atmosphere of war in 2011. Returning today had one political sense: Ziobro wanted to increase his chances of taking over the PiS banner. Kaczyński did not agree, which many people in the party interpreted unambiguously: that their leader had decided to hand over the reins of power to Morawiecki.”
-- 60 PIX MPS FOR MORAWIECKI, OPPONENTS IN A PREDICAMENT AS THEY HAVE NO ONE ELSE EXCEPT ZIOBRO - STANKIEWICZ CONTINUES: “What influence does Morawiecki currently have in PiS? His opponents estimate that in the parliamentary club, which has nearly 200 MPs, about 60 MPs position themselves with him. However, he does not control the regional structures, which Brudziński holds sway over – and this is key power. At the same time, Morawiecki's opponents are in a bind: there is no prominent leader among them that everyone would rally behind. In this sense, Zbigniew Ziobro has become their ally, as he has an identical interest – to sink the current prime minister and halt the succession.”

-- PIS A VICTIM OF ITS OWN SUCCESS, FULFILLED GREAT SOCIAL PROMISES AND IS UNSURE WHAT TO DO NEXT - MICHAŁ SZUŁDRZYŃSKI IN RZ: “Paradoxically, PiS has become a victim of its own success today. It has fulfilled great social promises and is largely unsure what to do next. As long as the economic climate was favorable, it was possible to drift. But today, when a serious crisis looms, and a colossal deficit is knocking on the budget, this cannot simply be waited out. It will no longer be possible to play with substitute topics and hope that it will somehow work out. No, difficult times are coming. Jarosław Kaczyński, by entering the government, takes on great responsibility and sooner or later will have to decide what to do with the immense power he has accumulated. Public relations maneuvers like the autumn program offensive will not be enough to fill the remaining three years of PiS's rule with substance. If this does not change, this government will be – as in Kaczmarski's song – an anti-litany for transitional times.”
-- ANOTHER TRANSITIONAL GOVERNMENT, IMMENSE TENSION BETWEEN THE FACTIONS - SZUŁDRZYŃSKI CONTINUES: “If the circulating information about the shape of Mateusz Morawiecki's new government is confirmed, it will mean that another transitional government has been formed. The tension between the radical and pragmatic wings will be immense. The former are represented by Zbigniew Ziobro, but also by Przemysław Czarnek, tipped for the Minister of Education and Higher Education, who became known for stating that homosexuals are not equal to normal people, or Michał Woś, tipped for the Minister of Ideological Warfare. The latter are represented by Mateusz Morawiecki or Jarosław Gowin, who is to take over the Ministry of Development. The government will again be full of factions and conflicts, and will once again be standing in a straddle. And the only one to hold it all together will be Jarosław Kaczyński, who this time will ensure a balance of power not from the outside, but from within the government.”

-- IN PRACTICE, ZIOBRO'S SUPERVISOR - ŁUKASZ ROGOJSZ IN GAZETA.PL: “To avoid further political turmoil, the leader of the United Right decided that it would be safest to supervise the situation closely and, despite his reluctance, agreed to join the government as Deputy Prime Minister and head of the Security Committee. In practice, this means the position of Ziobro's supervisor – although the Ministry of National Defence and the Ministry of the Interior and Administration will also be part of the Committee, Solidarna Polska still sees this as a success, as Kaczyński in the government means marginalization of Morawiecki in their eyes. It is well known who all the ministers will be oriented towards.”
-- CZARNEK, PIX'S ANTIDOTE TO ZIOBRO - ROGOJSZ CONTINUES: “Why, then, should such a politician be given oversight of the entire Polish education system – from kindergartens to universities? There are two reasons. Both related to Zbigniew Ziobro and Solidarna Polska. Firstly, at Nowogrodzka [PiS headquarters], it has been heard for some time that President Kaczyński wants to build a radical, but fully controlled, right-wing wing within PiS. Thanks to this, Solidarna Polska will not be necessary for him in the future as a lure for the hardest right-wing electorate. Its potential departure (or expulsion) from the ruling coalition, or even a possible alliance with Konfederacja, would therefore have far less significance for PiS than it does now. Secondly, the PiS leader realizes that although it is in the interest of the United Right to return to the center, it cannot give up the culture war demanded by Solidarna Polska. This is what the hardest right-wing electorate wants, and even if it does not become the guiding theme of the next three years of 'good change' rule, the accelerator will be pressed from time to time. MP Czarnek is to be the leader of this ultra-right faction in PiS and the pioneer in the culture war with the left. Of course, under the full control of President Kaczyński.”

-- CONGRATULATIONS ON THE FLAIR - IRENEUSZ KRZEMIŃSKI ON BUDKA - writes in RZ: “Of course, it's even embarrassing to write this, but I feel compelled to remind people of the basics, because the situation demands it. How could this time not have been used to prepare one's own proposals? It's true that the guru of the opposition in exile, Donald Tusk, advised his colleagues to wait intelligently to see what would come out of the internal quarrel in the ruling camp. But even his quite wise speech ended with a surprise appeal to citizens that it depends on them whether Kaczyński's plan to attack democracy succeeds or not… Meanwhile, the chairman of PO, i.e., KO, appeared just before the subordination of Ziobro to the leader with a magnificent idea: a motion to dismiss the Minister of Justice! Congratulations on the flair in political ingenuity! It looks like the opposition is putting its head under PiS's axe!”
-- A NEW KOD? - KRZEMIŃSKI CONTINUES: “I think it's worth telling people now that we are a diverse but united group of politicians who want to defend democracy with and for the citizens. We can immediately propose a social discussion – involve people in initiatives like the excellent and completely wasted idea of Civic Committees and truly gather social debates, draw conclusions from them, and propose new political actions. Unfortunately, it seems that if things continue like this, Kaczyński's axe will easily cut off the political heads of the opposition… And woe betide us! Unless we start organizing some new KOD, which cannot be broken by former party members or civilian services, because they certainly contributed to the downfall of the previous one…”

-- IN THE CONTEST OF CIVIC-MINDEDNESS AND ACTIVITY, HOŁOWNIA LEFT TRZASKOWSKI FAR BEHIND - ŁUKASZ ROGOJSZ IN GAZETA.PL: “For now, the optimistic note for Hołownia and his people can certainly be the fact that in the contest of activity and civic-mindedness with Civic Platform and Rafał Trzaskowski, they have left their competitors far behind. Today, either no one talks about the 'New Solidarity' of the Mayor of Warsaw anymore, or they talk about it like 'one of the PO leaders' in today's 'Rzeczpospolita' article: “Rafał has a lot of work in the capital, and his problems reflect on PO. 'New Solidarity' is no longer our problem. Launching the movement in October is not possible. The time for the movement has passed, and few are waiting for it anymore.”

-- JULIA PRZYŁĘBSKA IN DIE WELT - JUDICIAL ACTIVISM BEYOND THE ROLE OF THE JUDICIARY: “Democracy consists in the fact that the source of public authority is the sovereign, i.e., the Nation. Power is divided into legislative, i.e., Parliament, executive – the government, and judicial. Each of these powers has defined competencies. The increasingly frequent judicial activism goes beyond the traditional role of the judiciary by creating legal norms. According to European treaties, the organization of the judiciary falls under the exclusive competence of the Member States.”
-- RZEPLIŃSKI HOMOPHOBICALLY ATTACKED A FORMER TC EMPLOYEE - PRZYŁĘBSKA CONTINUES IN DIE WELT: “I read about it in the media and know that it was denied, so you should ask the Polish authorities about it. However, in my circle, I do not observe a problem of discrimination based on sexual orientation. I'll go further, when the former President of the Constitutional Tribunal, Andrzej Rzepliński, publicly attacked a former TC employee using personal arguments, I issued a statement in defense of that person's dignity.”
-- PRELIMINARY JUDGMENTS LOSE VALIDITY WHEN I WEAR MY ROBE, I AM A JUDGE - JULIA PRZYŁĘBSKA IN RESPONSE TO DIE WELT'S QUESTION ABOUT HER RELATIONSHIP WITH THE PIS LEADER: “The Constitutional Tribunal is not subject to any influences. I have known many politicians for many years. Everyone functions in some public and social space. However, when I wear my robe, I am a judge and nothing else. Preliminary judgments lose their validity.”
-- I DO NOT DISCUSS TK MATTERS WITH POLITICIANS: “Everyone has a right to private life. As for matters pending before the Tribunal, I do not discuss them with politicians.”
-- JULIA PRZYŁĘBSKA ON WHAT SHE DISCUSSES WITH FRIENDS: “Mr. Budka never shook my hand, so I haven't had the opportunity to meet him personally. With friends and acquaintances, I talk about literature, often about the work of our friends, about music, art, architecture, about children, grandchildren, travel, about philosophy and history.”
-- IT IS NOT POLAND THAT DOES NOT ACCEPT THE CJEU'S DECISIONS, BUT GERMANY - PRZYŁĘBSKA CONTINUES: “It is not Poland that does not accept the CJEU's decisions, but Germany. The Federal Constitutional Court recently ruled that it is a court of last resort.”
-- RADOSŁAW SIKORSKI IN FAVOR OF THE RULE OF LAW MECHANISM FOR FUND DISBURSEMENT - AS HE TELLS JACEK NIZINKIEWICZ IN RZ: “It should be for two reasons. According to a recent report by the European anti-fraud agency, Hungary is not only a country where the rule of law is violated. It is also a country with several hundred percent more challenged transactions in the disbursement of European funds. They are significantly more corrupt than other member states. Violating the rule of law always leads to this. PiS is trying to give itself impunity with an impunity law in the case of respirators from friends or envelope elections. The rule of law must be a condition so that they do not steal EU money. Furthermore, the wealthier part of Europe does not want the introduction of tyranny, because this is not what we agreed to in the accession treaties. By accepting the conditions for joining the EU, Poland accepted the rule of law. This is the threat, because we certainly need this money. PiS is a threat to Poland's modernization.”
-- LIKE IRAN AND SAUDI ARABIA - SIKORSKI ON THE RULE OF LAW INSTITUTES OF POLAND AND HUNGARY: “Iran and Saudi Arabia could just as well establish an institute studying the separation of state and religion.”
-- SIKORSKI COMPARES KACZYŃSKI TO SCHWEIK: “I would have doubts about the Ministry of National Defence. Jarosław Kaczyński reminds me more of a regimental bumbler than Alexander the Great or General Władysław Anders. He's closer to Schweik. This is just a cover, because in reality, it's about the special services, i.e., who we tap, and the Ministry of Justice, i.e., who we look for dirt on. These are post-Soviet vibes, not European ones. When governments change in Western Europe, it doesn't occur to anyone to speculate about who has dirt on whom.”

-- GRZEGORZ WSZOŁEK ON ANTI-MASKERS SPREADING THE PANDEMIC - writes in GPC: “When the most stringent restrictions were introduced in March, which made life difficult for everyone, mobilization and solidarity were visible to the naked eye. Over time, we have learned to live with the virus, but there are still irresponsible individuals, conspiracy theories, and anti-mask movements around. If even several hundred thousand people do not believe doctors' assurances and treat COVID-19 as fiction, the significant increase in infections even before the autumn wave should not be surprising.”

-- PERHAPS A PUBLIC HEARING IN THE MARKET SQUARE IN KRAŚNIK - DOMINIKA WIELOWIEYSKA ON THE OCCASION OF A PAST MEETING WITH KRAUZE AND DYMNA ON THE ROMA COMMUNITY, BASED ON THE FILM PAPUSZA: “Perhaps it would be worth organizing a meeting in Kraśnik like the one in Andrychów? Let everyone sit in the market square and show a minimum of willingness to listen to the other side. All fears should be voiced: the sexualization of children, attacks on religion on one side, and the humiliation of LGBT people and denial of their rights on the other, etc. And break them down piece by piece. I emphasize: this is not about symmetry, I do not subscribe to it. It's about disarming cynical politicians. Let these councilors see living people in front of them. Let the activists of the LGBT movement tell the councilor in that market square and at that meeting: 'Ms. Kasia, we do not want to come to your procession and disrupt your ceremony. We promise you this. We want no one to humiliate us, we want our rights to be respected, so that young people do not commit suicide, ostracized by their environments because of their otherness.' If a councilor from Kraśnik hears the story of a young boy persecuted by his peers for his appearance and style of being that is not quite right, when she listens to the reasons for depression in such people, perhaps something will stir in her heart.
