European Council Summit

Today marks the first day of the European Council meeting. The agenda includes, among other things, EU competitiveness, the ETS system, the situation in Ukraine and the Middle East, the new EU budget, and European security and defense.

At 9:15 AM, Prime Minister Donald Tusk is scheduled to participate in an informal meeting on migration, at the invitation of the Prime Ministers of Italy, Denmark, and the Netherlands. At 9:45 AM, the Northern Nine meeting will begin, and at 10:00 AM – a meeting of the European Council members with the President of the European Parliament Roberta Metsola. At 4:30 PM, a European Council working session will take place.

Further in the press conference, Włodzimierz Czarzasty detailed, with dates, what exactly happened with each of the President's bills.

- Mr. President, no bill is in the freezer. Therefore, I have a request for you. Please explain to your people, because I believe you probably know this, but you don't notice it, please explain to your people not to lie, because it makes no sense - the Marshal of the Sejm continued.

- I am not blocking any bills. I am acting in accordance with the law, and I repeat once again: the Sejm will not process populist bills. [...] If a bill does not have financial security and will cost 100 billion zlotys annually, there will not be a situation where the financial justification of the bill states "the government should find the money for it" - he stressed.

I Will Not Assign a Printing Number to This Bill.

- Returning to the bill on the Polish Defence Investment Fund, as this is the hottest topic. Ladies and gentlemen, we have submitted this bill for preliminary analysis to the legislative office and the Office of Expertise and Regulatory Impact - said Włodzimierz Czarzasty at a press conference.

- Based on the information I received, I will not assign a printing number to this bill. [...] There are very serious doubts regarding the constitutionality of this act - he continued.

- Article 221 of the Constitution states: legislative initiative regarding the budget law, the provisional budget law, amendments to the budget law, the public debt borrowing law, and, and this is a very important part, the law on granting financial guarantees by the state, shall solely rest with the Council of Ministers - he went on to say.

- In the presidential bill that you sent, Article 21 contains the following proposal: financial obligations of Bank Gospodarstwa Krajowego arising from the granting of a loan referred to in paragraph 4, are covered by the guarantee of the State Treasury represented by the minister responsible for public finance - he added.

- According to our lawyers, the presidential bill contradicts Article 221 of the Constitution, which grants the exclusive right to legislative initiative in the matter of granting financial guarantees by the state to the government. The President has no right to introduce a bill on this matter - he pointed out.

- The ultimate safeguard for this [SAFE 0%] project is the profit from the National Bank of Poland. [...] This profit will appear and can be distributed in May of next year, if it appears. [...] Only in May will the Monetary Policy Council approve the National Bank of Poland's financial statement, including the profit, if it appears - said Włodzimierz Czarzasty at a press conference.

- If this profit appears in May of next year, the law automatically comes into effect, stating that this profit will be distributed: 95% to the state budget, 5% remains with the bank - he continued.

- What will happen if we use this law until that point? We can use it by taking loans, borrowings, and issuing bonds [...]. These debt instruments, if used this year, will be repaid from the bank's profit, which may or may not come in May of next year - he went on to say.

- What will happen if the bank does not show a profit, but the obligations [...] are incurred this year [...]? The State Treasury is supposed to secure all these funds. Therefore, in the project of this law, the situation is as follows: spend the money, says this law, if there is a situation where the bank has a profit, you will take this money from the profit; if not, you must cover it from the State Treasury. This means indebting the state - he added.

- OSA's task is to test all ongoing research in institutes, all discoveries made by small companies, scientists, and enthusiasts as quickly as possible, to give them to the military for testing, and to implement them into mass production if they meet our needs and expectations. [...] OSA unites the forces of all military institutes with the Ideas Institute and the Polish Armaments Group. - The Chancellery of the President of the Republic of Poland has received a letter from the head of ABW [Internal Security Agency] concerning the Marshal of the Sejm, Włodzimierz Czarzasty, and his questionable personal and business relationships with citizens of the Russian Federation. Unfortunately, the document offers no explanations – on the contrary, it poses further questions – Rafał Leśkiewicz wrote on the X portal.

- And yet, there is a simple way to answer them: a vetting procedure conducted by the Internal Security Agency. […] The President of the Republic of Poland, Karol Nawrocki, underwent such a vetting procedure three times: in 2009, 2014, and 2021, gaining access to classified information, and the services never had doubts about the truthfulness of the information provided in the questionnaires – we read further.

- So why does the second highest-ranking person in the state not decide to take the same step? Are the security standards different in the case of Marshal Czarzasty? A person holding such a high office must be like Caesar's wife – above all suspicion. In a state governed by law, there can be no room for any doubt – the president's spokesman pointed out.
