European Council Summit

Today marks the first day of the European Council meeting. The agenda includes, among other things, EU competitiveness, the ETS system, the situation in Ukraine and the Middle East, the new EU budget, and European security and defense.

At 9:15 AM, Prime Minister Donald Tusk is scheduled to participate in an informal meeting on migration, at the invitation of the Prime Ministers of Italy, Denmark, and the Netherlands. At 9:45 AM, the Northern Nine meeting will begin, and at 10:00 AM – a meeting of the European Council members with the President of the European Parliament Roberta Metsola. At 4:30 PM, a European Council working session will take place.

Czarzasty on Presidential Bills

At 10:05 AM, a press conference by the Marshal of the Sejm, Włodzimierz Czarzasty, titled “SAFE 0 zł and other presidential bills in the Sejm” will be held.

Later, at 12:00 PM, the Marshal of the Sejm will participate in workshops on building bird nesting boxes, with the participation of students from Primary School No. 5 in Grodzisk Mazowiecki.

Bosak on Demographic Policy

Earlier, at 9:30 AM, a conference titled “Demographic Policy Today and Tomorrow,” organized by Deputy Marshal Krzysztof Bosak, will take place in the Sejm.

Kosiniak-Kamysz on Establishing a New Center

At 10:30 AM in Warsaw, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz, along with Deputy Minister of National Defence Cezary Tomczyk, will participate in signing an agreement establishing the Autonomous Systems Center (OSA). Around 10:45 AM, statements to the media are planned.

Hennig-Kloska on ETS

At 11:00 AM, a conference will begin featuring the Minister of Climate and Environment, Paulina Hennig-Kloska, and the President of the National Fund for Environmental Protection and Water Management, Dorota Zawadzka-Stępniak. The topic: directions of changes in the ETS system and new thermal modernization programs from the Modernization Fund.

At 1:30 PM, a press conference is scheduled with the Minister of Funds and Regional Policy, Katarzyna Pełczyńska-Nałęcz, with the participation of the Ambassador of Switzerland to Poland, in connection with the signing of agreements with Jarosław, Jasło, and Krosno for co-financing under the Polish-Swiss Urban Development Program.

PiS Conference

At 9:30 AM, a press conference and parliamentary inspection by PiS MPs Bartosz Kownacki and Marcin Porzucek are planned in front of the Chancellery of the Prime Minister.

- We have foreign exchange reserves at a quite high level, and at the same time, let's remember that Poland is a country bordering Ukraine, and there is a war happening beyond our border. Volatility in financial markets is significantly elevated again, and I believe that a country like Poland should have a high level of reserves, as it's a kind of cushion for hard times - stated Andrzej Domański in the "Piasecki's Conversation" program on TVN24.

- If this profit exists, then we already have ready-made solutions for what to do with this profit. Namely, it can be paid into the state budget, for all Poles, from which we finance the vast majority of our expenses, and President Glapiński, if he has such a profit, can simply successfully pay this profit into the budget. Unfortunately, this has not happened in the last 3 years - stated Andrzej Domański in the "Piasecki Interview" on TVN24.

- I was at the Rosomak plant in Silesia yesterday. We are building new production capacities there. It would be good if Mr. President Nawrocki did not hinder the government's actions aimed at modernizing the Polish army - stated Andrzej Domański on TVN24's "Piasecki's Conversation".

- Yesterday, I spoke with both Minister Sobkowiak and Minister Kierwiński. I will also meet with Minister Kierwiński today, in order to find such solutions… I believe that we [will find them]. We will spend €43.7 billion on key tasks - stated Andrzej Domański in “Rozmowa Piaseckiego” on TVN24.

- We are constantly analyzing the market situation, both for oil and fuels, because these are closely linked markets, but their dynamics are often different. Orlen has taken concrete actions, which were then followed by other networks and petrol stations in Poland - stated Andrzej Domański in "Rozmowa Piaseckiego" on TVN24.

- Yes, we will be taking action. The first steps have already been taken. Prime Minister Tusk also spoke about this. We will analyze the situation at the stations. We also cannot allow a situation where Polish fuel, especially in border regions, is bought up to some extent by drivers or wholesalers, semi-wholesalers from other countries - he continued.

- If we're talking about the deficit after the first two months, I would like to reassure. In the first months, we allocate significantly more funds to local governments than proportionally. In the first two months, we had higher tax revenues, real ones, cleared of those, for example, from VAT in the first two months, compared to the first two months of 2025 - stated Andrzej Domański in "Piasecki's Conversation" on TVN24.

- Not me, but Minister Siwiec, because it's the Chancellery asking the Chancellery. I treat all these games around the Constitutional Tribunal as a desire to delay the swearing-in of these judges and a very strong intention not to fix the situation that was created over several years of PiS rule and under President Duda - said Włodzimierz Czarzasty in an interview with Karolina Lewicka on "Poranek TOK FM," when asked what he would reply to Zbigniew Bogucki regarding his questions about the selection of new Constitutional Tribunal judges.

- This is not a problem at all [the lack of election of Constitutional Tribunal judges sooner after vacancies arose], because the Marshal of the Sejm, I'm talking about Szymon Hołownia here, in accordance with the law, at the moment when these seats became vacant, announced competitions [...]. PiS nominated candidates, they were not elected, and the other side did not nominate candidates, therefore they were also not elected. But there is no procedural error here - Włodzimierz Czarzasty said in TOK FM.

- The procedure was followed, there were no nominations for this procedure - he continued.

- Mr. Bogucki, there are probably 4 days left to submit these 20 questions [...] it turned out that they make no sense at all. Incidentally, a statement on all these matters has been posted on the Sejm website for two days [...] so we will copy that statement - said Włodzimierz Czarzasty on TOK FM.

"These solutions must be combined," said Włodzimierz Czarzasty on TOK FM, when asked about the announcement of a bill aimed at hindering Polexit and why this discussion didn't start when Poland 2050 submitted a project with a similar solution to the Sejm.

"And it's very good, it means that many more people are thinking about securing what is for Poland..." he continued, when pressed on the fact that it's the same solution, namely a referendum.

- I have individually approached the services [...] I said: please check me in all aspects [...] I was informed by the services: you have no contact with anyone who threatens Poland - Włodzimierz Czarzasty said on TOK FM.

- I am sure that in this information that the President received [...] there is nothing. Therefore, now the President should say: oh, I received a report which shows that Mr. Czarzasty, as he said, is completely clean, excuse me, Mr. Marshal - he continued.

- That will speak volumes about him - he went on, asked what if the President doesn't apologize.

- No [I will not demand an apology], I am of a certain age, I have my experiences, my emotions, I do not expect Mr. Nawrocki to apologize to me for anything - he added.

- I have advice for the President [...] Mr. President, be brave, do the same. Ask the services to investigate the acquisition of your apartment, whether it was legal or not, because we both know that at one point you did not get access [...] and an intervention from the head of the ABW was needed, because an employee recommended that you not be given access - he emphasized.

- From all sources, including open ones, it is evident that Russia is preparing for a confrontation with the West, or at least in the dimension of NATO's eastern flank. Russia is essentially not hiding this. In all its media operational plans or in what is communicated during subsequent Zapad exercises, which are large, offensive drills against the West, including Poland, it's as if all of this is embedded or can even be said to be revealed - stated Sławomir Cenckiewicz in an interview with Jacek Prusinowski on Channel Zero.

"We are at the very end. Regarding the National Security Bureau's work, we are truly at the final stage, which can be measured in hours, tens of hours, or days. We will hand over the processed material to the President, and the decision thereafter is the President's sovereign decision," stated Sławomir Cenckiewicz on Kanał Zero.

- Recently, a narrative has emerged, promoted by the Presidential Palace, suggesting that the Marshal of the Sejm is blocking all bills and freezing all presidential bills - Włodzimierz Czarzasty said at a press conference.

- The President submitted 17 bills. 1 bill has been passed by the Sejm [...] 1 bill has been rejected by the Sejm in the first reading, 7 bills are undergoing committee work, 2 are awaiting their first reading [...] 4 bills have been returned to the President with a request for supplementation, 1 bill is in social consultations, and 1 bill has been sent for an opinion by the Sejm's Office of Expertise and Regulatory Impact Assessment - he continued.

Further in the press conference, Włodzimierz Czarzasty detailed, with dates, what exactly happened with each of the President's bills.

- Mr. President, no bill is in the freezer. Therefore, I have a request for you. Please explain to your people, because I believe you probably know this, but you don't notice it, please explain to your people not to lie, because it makes no sense - the Marshal of the Sejm continued.

- I am not blocking any bills. I am acting in accordance with the law, and I repeat once again: the Sejm will not process populist bills. [...] If a bill does not have financial security and will cost 100 billion zlotys annually, there will not be a situation where the financial justification of the bill states "the government should find the money for it" - he stressed.

- The draft bill on restoring the right to a trial and the examination of cases without undue delay has also been sent back to the President at this very moment, it concerns the formal requirements of the draft [...] and I have sent this draft [...] to the Venice Commission, and good news, the Venice Commission yesterday set a deadline for considering this draft for June 12-13 this year - stated Włodzimierz Czarzasty at a press conference.

- Returning to the bill on the Polish Defence Investment Fund, as this is the hottest topic. Ladies and gentlemen, we have submitted this bill for preliminary analysis to the legislative office and the Office of Expertise and Regulatory Impact - said Włodzimierz Czarzasty at a press conference.

- Based on the information I received, I will not assign a printing number to this bill. [...] There are very serious doubts regarding the constitutionality of this act - he continued.

- Article 221 of the Constitution states: legislative initiative regarding the budget law, the provisional budget law, amendments to the budget law, the public debt borrowing law, and, and this is a very important part, the law on granting financial guarantees by the state, shall solely rest with the Council of Ministers - he went on to say.

- In the presidential bill that you sent, Article 21 contains the following proposal: financial obligations of Bank Gospodarstwa Krajowego arising from the granting of a loan referred to in paragraph 4, are covered by the guarantee of the State Treasury represented by the minister responsible for public finance - he added.

- According to our lawyers, the presidential bill contradicts Article 221 of the Constitution, which grants the exclusive right to legislative initiative in the matter of granting financial guarantees by the state to the government. The President has no right to introduce a bill on this matter - he pointed out.

- The ultimate safeguard for this [SAFE 0%] project is the profit from the National Bank of Poland. [...] This profit will appear and can be distributed in May of next year, if it appears. [...] Only in May will the Monetary Policy Council approve the National Bank of Poland's financial statement, including the profit, if it appears - said Włodzimierz Czarzasty at a press conference.

- If this profit appears in May of next year, the law automatically comes into effect, stating that this profit will be distributed: 95% to the state budget, 5% remains with the bank - he continued.

- What will happen if we use this law until that point? We can use it by taking loans, borrowings, and issuing bonds [...]. These debt instruments, if used this year, will be repaid from the bank's profit, which may or may not come in May of next year - he went on to say.

- What will happen if the bank does not show a profit, but the obligations [...] are incurred this year [...]? The State Treasury is supposed to secure all these funds. Therefore, in the project of this law, the situation is as follows: spend the money, says this law, if there is a situation where the bank has a profit, you will take this money from the profit; if not, you must cover it from the State Treasury. This means indebting the state - he added.

- I will be submitting requests today for very extensive analyses, both regarding the compliance of this act with the Constitution, and the real financial security, and the consequences of a situation where the National Bank of Poland has no profit and if the state is indebted, for example, by PLN 200 billion, because this act mentions PLN 200 billion in its justification - said Włodzimierz Czarzasty at a press conference.

- Politically, KO is responsible for Mr. Giertych. Mr. Giertych is not a member of my party. If Mr. Giertych has done anything that is against the law, there are appropriate services for that - stated Włodzimierz Czarzasty at a press briefing.

- Marek Siwiec received this letter [from the Chancellery of the President] because the chancellery wrote to the chancellery. The answer will come today. Incidentally, this answer has been on the Sejm's website for 2 or 3 days. Director Lech Sołtys ordered that all matters related to questions about the procedure for electing Constitutional Tribunal judges be informed. There are no shortcomings in this matter - stated Włodzimierz Czarzasty at a press briefing.

- I believe that the president should do it immediately. If the word ‘should’ offends the president, then I apologize. I sent a letter to Mr. President yesterday regarding this matter, politely reminding him of his duties - stated Włodzimierz Czarzasty at a press briefing.

- Indebted gambler Tusk is depriving patients of their right to treatment! We are just learning that the National Health Fund (NFZ) will limit the number of gastroscopies, colonoscopies, CT scans, and MRI scans. This is a government of social insensitivity! - wrote Przemysław Czarnek on social media.

- If he does not do so, judging by the questions asked, the answers to which are available on the Sejm's websites, or by the Constitutional Tribunal's decision from yesterday or the day before yesterday, if this is a game of waiting it out, aiming not to accept the swearing-in of these judges for 2 or 3 months, then I kindly inform you that there is no agreement for this - stated Włodzimierz Czarzasty at a press briefing.

"I've heard that a bill from The Left is to be submitted to the Sejm to hinder a potential Polexit. Włodek, my dear friend, just make sure you equip it with a warm undershirt and a scarf. Our bill on this matter, submitted by me with MPs from Poland 2050 and the PSL, HAS BEEN GATHERING DUST IN THE FREEZER of the Chairman of the Sejm's Foreign Affairs Committee FOR EXACTLY A YEAR. "Since we were asked in a referendum if we wanted to join the Union, we also want to be asked our opinion in a referendum if some political madmen get the idea to leave it (especially now). - OSA is launching. OSA, meaning the Autonomous Systems Center, which combines the skills and capabilities of military institutes, research institutes, the army, and our armaments industry, the Polish Armaments Group. This is an incredible moment when great discoveries will be combined with practice and production - said Władysław Kosiniak-Kamysz at a press conference on the occasion of the establishment of the Autonomous Systems Center.

- OSA's task is to test all ongoing research in institutes, all discoveries made by small companies, scientists, and enthusiasts as quickly as possible, to give them to the military for testing, and to implement them into mass production if they meet our needs and expectations. [...] OSA unites the forces of all military institutes with the Ideas Institute and the Polish Armaments Group. ITWL, an institute dealing with aviation, will play a key and leading role here - he continued.

- What are we counting on, and what is the task [...] for the entire OSA? These are activities particularly in the area of drones. Unmanned systems, flying, ground, surface, underwater, in all domains, all branches of the military. They must be present everywhere, and they already are, but their presence needs to be multiplied - he indicated.

As the head of the Ministry of National Defence stated: - At the final stage of work, and I would like to inform you with pride, there is the Polish Shahed in the PLargonia program. It is being implemented, but this name, translated into the language of the equipment used today in Ukraine, or even in the Middle East, perhaps better illustrates what kind of capabilities and possibilities this drone can have. This is already the final stage of work, and it is the first task for OSA to bring this project to usability as quickly as possible.

- The second issue concerns the bill that was proposed by the President [regarding SAFE 0%]. I am in favor of working on it, despite the constitutional flaws of this bill. I would like them to be rectified. I also have my own idea on how to do it - said Władysław Kosiniak-Kamysz at a press conference on the occasion of the establishment of the Center for Autonomous Systems.

Therefore, we will implement this - said Władysław Kosiniak-Kamysz at a press conference on the occasion of the establishment of the Centre for Autonomous Systems.

- We take responsibility for this. Despite the stones that are being thrown and the obstacles that are being put in our way – we will implement the SAFE program. The 'Polska Zbrojna' (Armed Poland) program is gaining momentum, and we will pursue it with determination. Because it builds the strength of the Polish defence industry and good equipment for the army. The money stays in Poland, the projects are ready, written by the military - he continued.

- Had there been no SAFE program, there would have been no money from the National Bank of Poland. It's already crystal clear that this idea was proposed to find a pretext for the President not to sign the bill. Without this pretext, the bill would probably have been signed today - said Władysław Kosiniak-Kamysz at a press conference on the occasion of the establishment of the Center for Autonomous Systems.

- But the Presidential Palace presenting the alternative: "either SAFE or NBP money" is irresponsible. It does not build the strength and potential of the Polish Army and the security of the Polish state - he assessed.

"European funds can and will be implemented. If, finally, after four years of no profit and record losses, the National Bank of Poland is ready to transfer money, it would be best if it did so within the existing laws today," said Władysław Kosiniak-Kamysz at a press conference on the occasion of the establishment of the Center for Autonomous Systems.

"If they don't want to do it, I honestly won't let go of these funds. If a declaration was made that these funds exist, they must go towards security here and now, not be put aside somewhere and used for political or partisan activities," he stated.

"They should go to the budget as quickly as possible. I will do everything to ensure these funds reach the budget and are used for security," he added.

- He broke free from the narrative of lies and spoke the truth [Jacek Włosowicz], because this narrative, repeated by the opposition and adopted by the Presidential Palace, is a narrative of lies. We debunked all these lies in the parliamentary debate. Especially in the Senate, Minister Tomczyk, Minister Sobkowiak-Czarnecka, and I spent many hours explaining the situation with SAFE - said Władysław Kosiniak-Kamysz at a press conference on the occasion of the establishment of the Centre for Autonomous Systems.

- We debunked all these lies, and these lies continue to be repeated. So, Senator Włosowicz spoke the truth, which is why he was kicked out of PiS. He already spoke it in the Senate, because after that debate, he voted, he made the decision that it convinced him - he continued.

- The fact that he ended up on our list was a mistake. He chose the path with Donald Tusk - Stanisław Karczewski told journalists.

- The reason being that he criticizes in an unjustified, very aggressive manner, similar to politicians of Civic Platform, Law and Justice, his place is in Civic Platform - he continued.

- The issue with Senator Włosowicz has been ongoing practically since the beginning of his political activity [...] he changed his views, so if he has changed them, there is no place for him in our club, and as for the party, he excluded himself in 2011 - he went on to say.

- I think it was our mistake, I admit to the mistake, it was partly my mistake that I supported him, backed him [...] in his electoral district there were many opposing candidates, I bet on him, I can beat my chest that I was wrong - he added.

- The Chancellery of the President of the Republic of Poland has received a letter from the head of ABW [Internal Security Agency] concerning the Marshal of the Sejm, Włodzimierz Czarzasty, and his questionable personal and business relationships with citizens of the Russian Federation. Unfortunately, the document offers no explanations – on the contrary, it poses further questions – Rafał Leśkiewicz wrote on the X portal.

- And yet, there is a simple way to answer them: a vetting procedure conducted by the Internal Security Agency. […] The President of the Republic of Poland, Karol Nawrocki, underwent such a vetting procedure three times: in 2009, 2014, and 2021, gaining access to classified information, and the services never had doubts about the truthfulness of the information provided in the questionnaires – we read further.

- So why does the second highest-ranking person in the state not decide to take the same step? Are the security standards different in the case of Marshal Czarzasty? A person holding such a high office must be like Caesar's wife – above all suspicion. In a state governed by law, there can be no room for any doubt – the president's spokesman pointed out.

- Even if we come to power soon, the earliest possible nuclear power plant can be built in over a decade - he continued.

- Even if nuclear power plants are built in Poland in 15 years, assuming we take power immediately, they still won't meet the full energy demand in Poland. We need a base, and the base is what we have in the ground, and in the ground we have coal - he went on to say.

- Energy from coal is the cheapest. Today, even energy from gas is 35% more expensive than that produced from coal. It would be much cheaper if not for CO2 emission allowances - he added.

- Today I expect from Prime Minister Tusk, who will likely return from the European Council tomorrow, that we will have a decision on ending the ETS chapter in Europe - said Przemysław Czarnek in Polsat News.

- Europe's SAFE, this dishonest, German one, is only needed by Tusk for one thing. To plug a gigantic budget hole, close to 49 billion zlotys - said Przemysław Czarnek in Polsat News.

- They need this money immediately, in order to plug, this budget hole, to liquidate the Armed Forces Support Fund - he continued.

- We proposed two amendments to this SAFE law. There were more, but these two were key. The first, that we are not liquidating what we have, but adding this loan to further rearm. They rejected this amendment, because they want to liquidate the Armed Forces Support Fund - he further stated.

- The second amendment stipulated the following: 89% of these funds each year will be spent solely in the Polish defense industry. What did [...] the entire December 13 coalition do? They rejected this amendment - he added.

- Mateusz Morawiecki is an extremely experienced politician whose competencies will be utilized on various fronts. We will see which ones after our victory - said Przemysław Czarnek on Polsat News.

- The discussion here is being conducted on two tracks. On the one hand, of course, it is very important, crucial today at the European summit, and we are awaiting the reports that will emerge after the discussion of the heads of government of the member states. On the other hand, for many months we have been conducting negotiations and talks with other member states, with my counterparts, the environment ministers from France and Germany, recently within the framework of the Weimar Triangle, but also with a part of Central and Eastern Europe, on the need for changes and reforms of both ETS1 and ETS2 - said Paulina Hennig-Kloska in a conversation with Piotr Marciniak in "Fakty po Faktach" on TVN24.

- I am very pleased, but I do not intend to be the successor to President Jarosław Kaczyński – said Przemysław Czarnek in Polsat News, when asked about a poll that appeared in Super Express and indicated that "Mateusz Morawiecki is tipped as Jarosław Kaczyński's successor, he has twice as much support in this poll as you do".

- Today, we are not choosing a successor to President Jarosław Kaczyński; instead, we are going for Law and Justice's victory. Very meticulous and detailed calculations have shown that I am to be the engineer of this train – he continued.

- Yes, we are working on this very intensively [circumventing the SAFE veto]. Today I met with both Prime Minister Kosiniak-Kamysz and Minister Domański. We are refining these alternative scenarios, and I trust that we will manage to recover a very significant portion of these funds - stated Marcin Kierwiński on TVP Info.

- Leaving the ETS altogether is impossible. These are EU rules, concerning the common energy market, where we sell energy, export, import, and where immense chaos would arise, because there are uniform rules binding everyone. If someone suddenly wanted to withdraw from the prevailing rules there, essentially one could say they couldn't be a player on that market. Therefore, we wouldn't be able to export surplus energy or import energy from neighboring countries - said Paulina Hennig-Kloska on TVN24's "Fakty po Faktach" program.

- We are against raising any taxes. In this budgetary, financial situation of Polish families, who are getting poorer [...] raising any taxes for Poles is absurd - said Przemysław Czarnek on Polsat News, when asked if he was in favour of a cadastral tax.

- And if a pensioner has one flat, are they supposed to pay the cadastral tax too? And if they have, for example, two or three flats, and someone is to inherit from them, are they supposed to pay too? - he continued, when pressed on whether he was sure that it was precisely those who have three flats who were getting poorer, as that is what the Left's project would target.

- Today, raising any taxes on anyone, including those who have three flats, is absolutely unreasonable. Today, all Poles are getting poorer, today all Poles have had enough of these gigantic, terrifying bills. Today, Poles need to be helped, not burdened with further taxes - he went on to say.

- This is another tax that is meant to supplement what is the result of the dramatic financial policy of the Polish state - he added.

- No one is backing down [regarding the matter of putting Adam Glapiński before the State Tribunal]. However, the procedure for bringing someone before or filing a motion for the State Tribunal is quite a complicated procedure, surrounded by various deadlines. As far as I know, such a motion is already with the relevant committee and will be processed - stated Marcin Kierwiński on TVP Info.

- If we look at the technical cost, setting aside all fees, all expenses, the technical, pure cost of producing energy, a kilowatt-hour of energy from coal, is still more expensive than for renewable sources. - I believe that Jarosław Kaczyński knows perfectly well that in this election race, Czarnek, in his role as a candidate for Prime Minister, will not last until the end. - Today we have a situation where President Glapiński, once again engaging in a typical political discussion, is dragging the National Bank of Poland into politics, thereby breaking, violating its independence from the needs and demands of politicians. And this is a very dangerous situation. It is evident that the National Bank of Poland is once again being used in a political game. We never dreamed of this happening. - Generally, I have no knowledge that such a reconstruction is to take place. […] I have spoken with the Prime Minister, of course, in recent days about my ministry. He has entrusted me with its further management. However, shaping the government is of course the Prime Minister's prerogative - she continued.

When asked if the reconstruction would also affect her, she replied: - I don't know anything. […] After the changes in parliament, the Prime Minister decided that he assesses my work positively and wants me to continue leading this ministry.
