- First, we need to ask whether the action currently being taken, which is obviously contrary to the Constitution, will create any obligations on the Polish side at all? Will any bank fall for this kind of abuse? I think not, that there simply will be no guarantee that any decent Polish government will recognize and want to pay, so it's a long way off from settling this matter in this way - stated Jarosław Kaczyński in an interview with journalists in the Sejm.

- Up until now, I thought that despite all the political controversies, we had national agreement between the government and the opposition on four issues: on the issue of deterring Putin, on the issue of supporting Ukraine, on the issue of the alliance with the United States, and on the issue of the need to rearm the Polish Army - said Radosław Sikorski in an interview with journalists.

- There isn't a single day to be lost in launching a major armament program for Poland within the Polish defense industry. This program was conceived by the Polish Army, it's a success of our presidency, and Prime Minister Donald Tusk personally championed it. We simply need to implement it, not obstruct it out of political spite - Radosław Sikorski told journalists in the Sejm.

- Today I participated in a Council of Ministers meeting, as the extraordinary session concerned state security and defense matters. As the President's representative and by the President's order, I took part in this meeting - stated Zbigniew Bogucki at a press conference.

- The Council of Ministers, as indeed it announced, adopted a resolution concerning the de facto circumventing of the law, because that is what it must be called, due to the President's veto. The Council of Ministers wants to implement the SAFE program this time by resolution. In my assessment, this is unacceptable, and of course, it will be thoroughly analyzed from a constitutional perspective - he continued.

- Undoubtedly, this resolution contains norms of an abstract and general nature, and therefore norms of a normative character, and as such, it should be examined by the Constitutional Tribunal. Ultimately, it is the President's decision, but after this initial familiarization with the resolution, I can state that it essentially repeats all those errors and all the constitutional objections that were addressed towards the SAFE act can be leveled against it, and even strengthened - emphasized the Head of the Chancellery of the President.

- I see no merit in a bill that would particularly divide the NBP's profit, because there is no profit, it's a shadow of the wind, and secondly, if there is, it's clear how it will be divided. Therefore, I absolutely see no basis for this bill to function and to be processed at this time - stated Włodzimierz Czarzasty at a press briefing in the Sejm.

- The most important thing to do is to save the money from SAFE, 185 billion, and all actions that will be taken will be directed towards this. The issue of dividing the wind shadow, which the president proposed, meaning money that doesn't exist, is a secondary matter because I informed yesterday about the following: the president, in the bill he proposes, proposes the division of NBP profits. The problem is, as everyone knows, that the NBP has an accumulated loss of 100 billion - stated Włodzimierz Czarzasty at a press briefing in the Sejm.

- There's no coincidence that today everywhere in Europe people are wondering what happened, how this is possible - full understanding for the president's veto is only found in Russian newspapers - Prime Minister Donald Tusk stated during a government session.

- I won't insinuate anything here, but the facts are absolutely cruel to the reputation of the Polish president, and there's nothing to be happy about - he stated.

- With the best will in the world, I listened to the information from the President and President Glapiński about their idea for obtaining funds from the National Bank of Poland. Nothing in that information was credible or true. [...] In this particular case, a very dangerous hoax was invented solely to provide an alibi for this veto - Prime Minister Donald Tusk said during a government session.

- They came with the idea that by touching some strange magic wand, they would turn a 100 billion loss, which Mr. Glapiński wrote to me about in an official letter [...] he wrote in that official letter that they expect another loss in this year, 2026 as well - he continued.

- To my question, "so where did the profit suddenly come from?" I received a truly shocking answer: because the President came and said that it would be good to have a profit, so we would do it in such a way that we wouldn't have to take that European money. That was the idea - he went on to say.

- Even during that meeting, I suggested to the President: sign what is realistically on the table, and we [...] will sit down very diligently and consider what can really be done to obtain additional funds - he added.

- I told the President: if any profit appears, we will take that profit with a smile on our faces and allocate it to the security and health of Poles, and nothing else. Everything turned out to be solely a pretext for the President to be able to veto what is real money for the Polish army - he emphasized.

- I want to say to all those who are waiting for this money [from SAFE]. The president's veto will not stop us, and it hasn't. We will adopt a resolution thanks to which this money will reach you one way or another - stated Prime Minister Donald Tusk during a government meeting.

- Our response must be and is constructive. That is why we will soon begin a government session where we will adopt a resolution based on which we will implement the 'Armored Poland' program - stated Prime Minister Donald Tusk during the government session.

- It will be harder, it will sometimes be slower, it will require much more effort to convince everyone involved in this process, because there will be no appropriate regulations, we will have to rely on our own strength, our own energy, our own determination, but we will do it and this resolution will allow us to launch the 'Armored Poland' program - he continued.

- The President's lack of signature is a serious hindrance for all of us who prepared this grand program for an armed, secure, and wealthier Poland. And that is why I have focused on providing Poland, and also the President, with the proper governmental response to the lack of this signature as quickly as possible - said Prime Minister Donald Tusk during a government meeting.

- History will judge the President's decision, and it will do so very quickly, in a way that is dramatically bad for him. Since this morning, I have been receiving calls and texts from European leaders who truly don't understand what's going on, who are unable to grasp how this is possible - he continued.

- Since yesterday, Poles have been sad, angry, Poland is in shock. We were prepared for this eventuality; more and more signals indicated that for reasons that are still incomprehensible, the president would decide to veto the program that we wanted to launch together with the president - said Prime Minister Donald Tusk during a government meeting.

- On the 27th anniversary of Poland's accession to NATO, it was the perfect moment for all of Poland to see that, just as then [...] we are capable of transcending divisions, regardless of political views, to stand shoulder to shoulder with the president, by his signature on the bill, to adopt the large "Armed Poland" program worth hundreds of billions of zlotys - he continued.

- Can you imagine government meetings where we have a Prime Minister who is not Kaczyński, who cannot make any decision because he doesn't know what Kaczyński thinks about it? I could come to an agreement with him on any matter, and then it would turn out that Kaczyński thinks differently about it, and our agreements would be void, as has already happened - said Sławomir Mentzen on Polsat News' "Graffiti".

- Kaczyński is not fit to be Prime Minister himself, and besides, he doesn't want to be. Therefore, he must retire, leave the party to the younger generation, and then there will be something to talk about - he emphasized.

- I have a simple message for these MPs [from PiS who criticize me]: in two years you will desperately need my votes, so watch what you write - said Sławomir Mentzen on Polsat News's "Graffiti".

- These are offers that involve the President not fulfilling his constitutional duties, but blackmailing me. "I won't sign any ambassador for you if you don't consider my candidates," that's blackmail, because he wants to conduct the HR policy of the Ministry of Foreign Affairs - said Radosław Sikorski in Trójka, when asked about the President's offer regarding ambassadors.

- I am responsible for the Ministry of Foreign Affairs personnel before the Sejm. It cannot be the case that I have imposed people for whom someone else is not responsible - he continued.

- Of course, that's true - he added, when asked if it was true that the President wants to have his own ambassador in Washington.

- I will not speculate - he added, when pressed on who the candidate might be.

- Meaning, for the Senate, we have a single-member constituency system, and therefore, elementary logic dictates that pacts must be formed. Already in the autumn, I proposed such a Senate pact under the auspices of President Karol Nawrocki, and I have great hope that this will happen - Sławomir Mentzen said in “Graffiti” on Polsat News.

- He [the president] is very positively disposed towards it - he indicated.

- It is too early at the moment. Already now, if we look at the polls for our Korona [party], we often have more than PiS. In a year, it might be different. Let’s wait until next spring. I think then this matter will become clear - he stressed.

- Przemysław Czarnek comes out and says KSeF is an attack on Polish entrepreneurs and is a great stupidity. Then we look at the votes – Przemysław Czarnek voted for the compulsory KSeF, because it's an idea from Mateusz Morawiecki's government altogether – Sławomir Mentzen said on Polsat News's "Graffiti".

- Przemysław Czarnek says the deposit system is bad. Then we look – Przemysław Czarnek voted for the deposit system, as well as for many other bad things – he continued.

- So yes, for me, a political opponent is someone who introduces KSeF, the deposit system, the Green Deal, the Five for Animals, the COVID acts. My opponents are there. And unfortunately, they are also in PiS, as well as in Civic Platform – he pointed out.

"I would like to hear at least one rational argument against strengthening Polish defense capabilities," said Radosław Sikorski on Trójka, when asked about the purpose of Zbigniew Bogucki's attendance at the government session.

"Of course he will be admitted. I hope he is proud that the Russian press praises them," he continued, when pressed on whether Zbigniew Bogucki would be allowed into the government session.

- They [PiS] say the enemy is elsewhere. That we should unite now and the enemy is elsewhere. Where is the enemy? The enemy is where KSeF, the deposit system, the Five for Animals, the Green Deal, the New Deal, and these other ideas that are PiS's ideas are being implemented - said Sławomir Mentzen in “Graffiti” Polsat News.

- Karol Nawrocki swore an oath to the Constitution, not to loyalty to Kaczyński - said Radosław Sikorski on Trójka.

- He proved a coward before Kaczyński, just like his predecessor - he continued, when asked if the president was afraid that PiS would not help him in his election campaign in 5 years.

- That's nonsense, meaning the NBP [National Bank of Poland] only has losses, it might have some hypothetical profit in a few years, and what, will Putin wait a few years until we start rebuilding Poland's defense industry? - said Radosław Sikorski on Trójka [Polish Radio Program 3], when asked about the presidential alternative to SAFE, the processing of which in the Sejm [Polish Parliament] is desired by Karol Nawrocki.

- I remind you that Italy's Prime Minister, Giorgia Meloni, is also drawing from SAFE. So, does she also want to live under Germany's thumb, is she some kind of leftist too? That's utter nonsense - said Radosław Sikorski on Trójka.

- I am astonished and outraged, and frankly, I still cannot recover, because I thought we had national consensus despite the political noise when it comes to our stance on Putin, on the war in Ukraine, on the United States, and the need to strengthen Polish defense capabilities – said Radosław Sikorski in an interview with Renata Grochal on "Bez uników" (No Evasions) on Trójka.

- It turns out that political self-interest, hatred for Tusk, is more important to Mr. President than the Polish Army – he continued.

- I understand that we're talking in the context of a high risk of war. All politicians say that a veto for the European SAFE is treason because there's a high risk of war. So, if that risk is indeed high, I have another question. We have an army mobilized for wartime, meaning we have some soldiers, but if war comes, we'll need to mobilize more. [...] So why don't we conduct a trial mobilization of at least one brigade? - said Sławomir Mentzen in "Graffiti" on Polsat News.

- What would happen if one of our brigades now sent out mobilization orders to our reservists? How many would report for duty? How many would find their commander, get equipment? What would happen if a trial mobilization occurred? Do you know what? Catastrophe and chaos, because we haven't practiced this for decades. Do we have to wait until two days before the outbreak of war for the first mobilization and then see if it works? - he questioned.

Mentzen Compares the Polish Army to the Ukrainian Army

When it was pointed out that this issue doesn't concern defense spending, he replied: - Contrary to appearances, it does, because my thesis is that we are already spending truly astronomical amounts of money on the military. If the army wants even more money, it should demonstrate that it's doing something sensible with that money.

- We're spending a fortune, 200 billion alone this year, besides SAFE, 200 billion, and the results are poor. Do you know how much Ukraine spent on conducting the war in 2025? 200 billion zlotys. For that, they maintained a million-strong army that fought the Russians all year. They produced 4.5 million drones, 2.5 million artillery shells. And what have we done with those 200 billion? [...] We're spending hundreds of billions of zlotys without building our own arms industry - he continued.

"Mr. Czarzasty, today is Friday, we are all in Warsaw. We demand the immediate commencement of work on the presidential bill regarding the use of the funds we have on the table today, Polish funds, without any conditions, without any interest. We are ready to stay until Sunday too, to finish this work quickly. If we do not do this, I have already stated what the consequences will be," stated Przemysław Czarnek at a press conference.

"This is an extremely dangerous proposal [regarding SAFE 0%]. I am very afraid of it. The first politician who proposed something like this was Andrzej Lepper over 20 years ago, and back then the Polish political class laughed at him: 'Well, we certainly won't be stealing the NBP's foreign exchange reserves. They serve a completely different purpose'" - said Sławomir Mentzen on Polsat News's "Graffiti".

"Unfortunately, 20 years have passed, and we are at a stage where a significant part of the Polish political class has concluded: 'Great idea, excellent - Adam Glapiński has found 200 billion zlotys in his treasury. Let's spend it on some needs.' This is a very dangerous precedent. If politicians once decide they can take foreign exchange reserves and spend them on any matters, they will then do so in subsequent cases" - he assessed.

He continued: "There is some gold in the vaults, right? It has much greater value than before. He [Adam Glapiński] wants to sell it and immediately buy it back. It will be the same gold, in exactly the same vaults. This is an accounting entry. To disburse this profit to the state budget, it will be necessary to print about 200 billion zlotys. This is exactly what we had during COVID, when the NBP was printing money through the issuance and buyback of these bonds, and then it ended with almost 20% inflation."

- I appeal to Mr. Czarzasty, to Mr. Tusk, and to all those who are today attempting to manage Poland ineptly. If we do not take this up now, if we do not start working today on the president's draft law to utilize these funds that are ours today, for Poland, without conditionality, without interest, without any dependence on anyone, then from this moment on, if anything crosses the eastern border, if anything threatens the lives of the citizens of the Polish state, then the full responsibility will lie with Mr. Czarzasty, Mr. Tusk, and the entire December 13 coalition. There's no soft play here - stated Przemysław Czarnek at a press conference.

- If, however, Mr. Czarzasty and Mr. Tusk want to circumvent the law vetoed by the president and illegally, based on a resolution of the Council of Ministers which has no legal effect, still take out this unfair German-Brussels payday loan and burden Poles for many years with hundreds of billions of zlotys, they will bear responsibility for it before the State Tribunal - stated Przemysław Czarnek at a press conference.

- There is no time to lose, we can no longer legally, fortunately, take out that German payday loan under unknown conditions, on completely absurd terms, but we must immediately take advantage of the money prepared by the NBP, thanks to Poland's monetary sovereignty and the fact that we are not in the Eurozone. PLN 185 billion, which must be immediately used to purchase equipment for our security - stated Przemysław Czarnek at a press conference.

- There is no time to lose, there is money available without conditionality, without interest, without the need for repayment, for the immediate purchase of what is currently available globally for our security - he continued.

- Last night, President Nawrocki blocked the possibility of legally taking out this completely dishonest German payday loan, this German-Brussels payday loan - stated Przemysław Czarnek at a press conference.

- But there are funds on the table that are immediately available and necessary for us, these are enormous billions, PLN 185 billion, which are needed so that we can immediately purchase, wherever it is in the world, the equipment that is necessary to deter the Russian aggressor and ensure our own security, that of our children, our grandchildren, and everyone who comes after us - he continued.

- I support this decision [the President's veto]. I do not support the European SAFE, mainly for political reasons, meaning the expansion of the European Union's powers to include armaments, which should not be the case - said Sławomir Mentzen in an interview with Marcin Fijołek on Polsat News' "Graffiti".

- However, let us remember that this law did not mention consent to adopt SAFE. This means there was a tacit agreement that the government would adopt SAFE, and this law was only meant to implement it. There are some accounting provisions there - he noted.

- Consequently, this veto does not stop the government from taking SAFE in any way, because the government illegally usurped the right to take this money anyway - he pointed out.

- We have Article 89 of the Constitution, which states that international agreements must be ratified by the Sejm if they concern a significant burden on the state's finances. If a loan of 200 billion is not a significant burden on the state's finances, then I don't know what is. In the Sejm, when we vote on the budget, there are various expenditures of 5-10 million and everything must go through the Sejm - after which the government takes a loan in euros for 200 billion zlotys on the side, and the Sejm has nothing to say on this matter. It seems to me that this should not look like this - he continued.

- The President will be informing about the steps he is taking. This is also a new rule in the Chancellery that is being implemented – the President informs about the steps he is taking, and they will certainly not be passed on by his colleagues beforehand - stated Paweł Szefernaker on TV Republika.

- We will not agree to lawlessness – that's all I can say. This means that the President is the guardian of the Constitution, and the President will stand guard over the Constitution, because that is his constitutional duty – he continued.

- I think that today the government must get used to the fact that in order to co-govern, it must co-govern with the President. That is the system we have in Poland. Prime Minister Tusk has said from the very beginning that he can govern without the President. It is impossible to govern without the President in Poland. We have a plan for every situation - stated Paweł Szefernaker on TV Republika.

- First and foremost, [Zbigniew Bogucki] wants to present the President's stance. If the government today says it has some plan B or further extralegal plans to indebt Poland, bypassing the veto, then it must be presented that these are unlawful - stated Paweł Szefernaker on TV Republika.

- We need to know the details, but extralegal actions, contrary to the law, indebting Poland for further years until 2070, another debt solely because they are incompetent today, and they still want to do it outside the law – this must be emphasized, it must be pointed out, and it must be pointed out that there is a presidential law - he continued.

- Nobody will be blackmailed. Every step of the Presidential Chancellery is very thoroughly planned, and a very small circle knew that this decision would be made this week. Of course not [the decision of the Speaker of the Sejm had no influence] - stated Paweł Szefernaker on TV Republika.

- They’re using such grand words only to distract public opinion from their incompetence, from their frauds, from all of it. Perhaps let’s start with this – why is this loan necessary in the first place? The loan exists because of our poor public finances. They began when PO took power. 300 billion debt annually, and we’re talking about a debt of 200 billion + another 180 billion in interest until 2070 – stated Paweł Szefernaker on TV Republika.

At 9:00 AM, the Sejm will resume its session. At this time, MPs will consider the Council of Ministers' motion to approve the extension of the temporary restriction on the right to apply for international protection at the state border with Belarus.
