No NATO Member Should Attack or Threaten Another Member of the Pact.

- It is beyond doubt that the issue of Greenland will also be a topic that was not foreseen or planned by us. It has generated a great deal of emotion throughout, throughout Europe and for Poland. Two things are clear and very difficult to reconcile, let's not fool ourselves. But they are obviously clear and unambiguous. No member of the North Atlantic Treaty Organization should attack or threaten another member of the North Atlantic Treaty Organization. Otherwise, NATO would lose its meaning if conflicts or mutual aggressive actions were to occur within this pact - stated Prime Minister Donald Tusk at a press briefing.

- We are very keen for all potential disputes or discussions to be resolved, of course, through friendly dialogue between NATO members. European solidarity and respect for the integrity of European states are elementary issues. Therefore, of course, Denmark can count on the solidarity of all of Europe here - he continued.

As the head of government said: - I have no doubts about this, but at the same time, Poland is one of the best examples here. Everything must be done to ensure that European-American ties, these transatlantic ties, which are the very foundation of NATO and the foundation of our security, do not suffer in the coming days and months as a result of certain announcements, decisions, or misunderstandings. It will be a difficult task requiring goodwill from all sides.

- But I would like it to be clear in Washington for everyone that any attempts to break up or undermine the essence of NATO, the North Atlantic Treaty Organization, will not meet with acceptance in perhaps any European country. At least, that is my hope - he added.

Tusk Before Departing for Paris:

A Chance, Not a Guarantee, for Peace in Ukraine.

- As you know, we are about to depart with the Polish delegation for Paris for final talks regarding support for Ukraine and potential security guarantees, which have already been declared by European states, the United States, and Canada. Perhaps other countries will also join after certain conditions for peace, or at least a ceasefire, are achieved - stated Prime Minister Donald Tusk at a press briefing.

- As I said a few weeks ago, these talks and the efforts of European, American, and Ukrainian diplomacy offer a chance, a bit more than a shadow of a chance, but certainly not a guarantee, they offer a chance for peace in Ukraine. I don't need to explain how important that would be from our perspective, the Polish perspective, if these efforts and these talks actually led to a ceasefire and peace. We will discuss the details of the Paris Declaration - an understandable name. This final meeting will take place in Paris - he continued.

- This declaration will not yet be commitments that would require specific logistical or financial decisions from this group of states, but it will be a confirmation of will. I believe that everyone will accept this declaration. The will for full European-American cooperation for security guarantees, support for Ukraine, the reconstruction of Ukraine after the war, and above all, achieving fair and safe conditions for peace or at least an armistice from the perspective of Ukraine and Europe - the Prime Minister emphasized.

- I know that we would all prefer something more concrete. Not just declarations, but decisions. But this, of course, requires goodwill, also from the aggressor's side. So far, there are no signals from Russia. The aim of this Parisian meeting is to strengthen and unify the European and American position. Because it is this pressure, and only this pressure, that has a chance to force the Russians to seriously consider the issue of a ceasefire, and then peace - stated Prime Minister Donald Tusk at a press briefing.

- As you know, and no one is hiding this, we will also discuss certain elements of the future documents of the 20-point peace plan. Until now, this document has been kept in considerable secrecy. We based our knowledge on leaks and speculation. At the moment, it is known what the starting point is, i.e., these 20 points, as well as documents that will describe the cooperation of European countries and the United States in rebuilding Ukraine after the war - he continued.

- But no final decisions should be expected in Paris. It is possible that documents approving the final joint American-European position will be signed in the coming days, perhaps in Washington. This issue is still open - he noted.

Tusk on European-American Ties:

A Guarantee of Security for Our Entire Civilization, in a Sense.

- In conclusion, we live in very strange times. This year 2026 has truly started with an exceptional flourish. But let us look at Poland's security issue in a strategic dimension, from a perspective beyond the last few hours and looking a bit further than the next 3 weeks. Consequently, various storms, various winds, various misunderstandings and anxieties have shaken and will continue to shake the Western world - stated Prime Minister Donald Tusk at a press briefing.

- But Poland must be one of those states that will constantly care about maintaining this strategic European-American bond. Not for the next year, not for the next three years, but for decades. Because this is a guarantee of security for our entire civilization, in a sense, not just for Poland. And in this spirit, I will also persuade our partners to be solidary, firm, but at the same time not to make any mistakes. Thank you very much, and until we hear from each other and see each other in Paris later today - he continued.

The security of the Arctic remains one of Europe's key priorities and is of fundamental importance for international and transatlantic security.

NATO has unequivocally emphasized the crucial significance of the Arctic region, and European allies are increasing their engagement in this area. We, the undersigned, along with many other allies, have strengthened our presence, activities, and investments to maintain Arctic security and effectively deter our adversaries. The Kingdom of Denmark – including Greenland – is a member of NATO.

Therefore, Arctic security must be the result of joint actions conducted in cooperation with NATO allies, including the United States, respecting the principles contained in the United Nations Charter, such as the principles of sovereignty, territorial integrity, and inviolability of borders. These are universal principles, and we will always stand in their defense.

The United States is a key partner in these efforts – as an ally within NATO and by virtue of the defense agreement concluded in 1951 between the Kingdom of Denmark and the United States.

Greenland belongs to its people. The right to make decisions on matters concerning Denmark and Greenland belongs solely and exclusively to Denmark and Greenland.

There are no expectations from our partners.

- And this is looking really promising and increasingly concrete, as I have stressed many times. Poland is ready and will certainly carry out all tasks related to logistics. There are no expectations from our partners for the presence of Polish troops in Ukraine in any variant, and we have spoken about this many times. However, Poland's participation in securing the actions of all states that will support Ukraine – well, this participation will be significant, and I will commit a slight indiscretion. Poland will be a leading country when it comes to these logistical and organizational matters – stated Prime Minister Donald Tusk at a press conference in Paris.

- Each task has its national leader, and among the four countries that will decide and determine how to act after the war ends, Poland is one of the leading countries. However, this is, of course, a more serious task and a serious challenge, not something to boast about. I emphasize, however, that our presence in the entire peace process must be crucial and fundamental, and so it will be - he continued.

- At the same time, and I want to emphasize this again, it will not be connected with the presence of Polish troops outside the country's borders, meaning in this case, in Ukraine. We also discussed how to jointly work towards the reconstruction of Ukraine once peace is established - he said.

- And it was pleasant for me to hear when the American side added, I would say, courage and faith in their own strength to Ukraine and everyone gathered, saying that Poland is precisely such a model example that one can rise from a state of economic collapse, carry out ambitious reforms, and pursue good economic policy for years, and that Ukraine has a chance, and here I quote Mr. Kushner, Ukraine has a chance to follow the Polish path and achieve the successes that Poland has achieved. It reminds me a bit of the message that I conveyed in such an informal New Year's address to Europeans: "Be like Poland." And more or less the same was repeated today by the Americans - stated Prime Minister Donald Tusk at a press conference in Paris.

- A minor matter, but it's always a reason for satisfaction that it's not only us who see how far and positively Poland has come. Certainly, still this week, I have already arranged this, I will talk with the President about what role the President has, what role the government has in this process. In the coming days, also certainly this week, our meeting will take place. We will arrange the details, but just a moment ago we decided that this meeting will happen this week - he said.

Tusk on the Need to Pressure Russia:

Ukraine is Ready for Compromise.

- This process will of course require further meetings, and as I said, which was in fact the main goal of my speech, but also of several other colleagues gathered at this table who supported this position, to achieve the results we are talking about, we must constantly exert strong pressure on Russia. Therefore, we welcomed President Trump's declaration with great hope, and I accepted with satisfaction the readiness, actually expressed by all participants of today's meeting, to exert this pressure on Russia, including sanctions if necessary, to compel Russia to seriously consider these efforts for peace - stated Prime Minister Donald Tusk at a press conference in Paris.

- I emphasized that Poland is not naively optimistic here regarding Russia's stance. I remain very skeptical about the goodwill of the Russians. Meaning, it won't exist, and this was actually agreed upon. However, pressure on the one hand is this double pressure, i.e., an extensive, international, and united system of support for Ukraine, now during the war and real security guarantees for the post-war period, and simultaneously pressure, including sanctions against Russia, on Russia. This is where it will go - he continued.

As the head of government stated: - We all want to use this moment, when both Ukraine and all the countries that participated in this meeting today are showing goodwill in a sense. Let's call a spade a spade – Ukraine is ready for compromise, or at least is seriously and earnestly discussing compromise. And these peace conditions would not be particularly humiliating for anyone. Therefore, we, as the international community, must force Russia, or persuade it.

- I don't want to use strong words, and it's understood that it would have to be the action of all countries in the coalition of the willing, without exception. But to force or persuade it to finally sit down seriously at the table and discuss the terms of peace? Will it succeed? We'll see. Poland is doing good work here, and everything that depends on us will be done - he added.

- We will, of course, also be present in these coordinating activities in the future. As I also mentioned here, regardless of domestic political emotions, regarding security, I will be urging the President to best utilize his relations with the American administration and President Trump, as best as he can. And that is why I will propose that we build synergy and full coordination here. What I am able to arrange for Poland, for Ukraine, for its security and our security with the Europeans, I am doing. I hope that this, this dual approach will be continued, and I think the President understands this well - stated Prime Minister Donald Tusk at a press conference in Paris.

- I will certainly present a few more arguments during our meeting as well. No, I will not pretend before you that this process has ended today and that you are asking about the 'dotting the i's'. - So, regarding the finalization of details, and in reality, the intention to conclude, not to achieve peace, because I say that Russia is needed for that, but to conclude the details that will constitute the commitments and concrete declarations of all coalition states, those willing, and the American side, seems quite probable. Just don't hold me to my word, because it doesn't depend on us. Poland only has its adequate share there, but much indicates that by the end of January, this common position should be ready - he emphasized.

Tusk on Changes Regarding the State Labour Inspectorate:

The Matter is Closed for Me.

- Yes, I have already read the legends and also heard about the course of the Council of Ministers regarding these special powers of the State Labour Inspectorate and my negative opinion on this matter and the halting of this process. Regarding this issue, I don't know if all of you are aware of what we discussed then at the government meeting – stated Prime Minister Donald Tusk at a press conference in Paris.

- But one of the ideas that emerged in the Ministry of Labour was to equip the State Labour Inspectorate with much greater competences, so that a state official could decide what kind of contract should exist between an employer and an employee. The conditions of such an extreme version, without asking for the consent and acceptance of both the employer and the employee. I believe, and here my views differ on this matter, that excessive power for officials who will decide how someone gets employed would be very destructive for many companies and could also mean job losses for many people. This is according to my analysis. And so, it is for this reason that I spoke about it very firmly and with justified emotions, explaining to the ministers why I saw risks associated with it – he continued.

- I have decided not to continue working on this type of reform. Therefore, from my point of view, the matter is closed – he emphasized.
