Sejm on Mining and Mandatory Medical Examinations for Hunters

The Sejm will resume its proceedings at 9:00 AM with procedural votes, followed by a series of current affairs questions. At 11:15 AM, at the request of the PiS parliamentary club, it will hear a briefing on the "progressive collapse of the healthcare system, the looming bankruptcy of the National Health Fund (NFZ), and the government coalition's ignorance and denial of the dramatic reality in Polish hospitals".

At 12:45 PM, the Sejm will proceed to the second reading of the government bill on mine restructuring. As the proponents state, it concerns "enabling mining companies to gradually liquidate mines with state financial support" and stipulates that "a package of support benefits for sector employees is foreseen, such as mining leave or one-time severance pay".

At 2:15 PM, the second reading of the government bill amending the act on housing cooperatives will commence. Meanwhile, at 3:30 PM, the second reading of a bill submitted by Poland 2050 will take place, addressing so-called "pseudo-meters," i.e., the practice of including the area under partition walls in the usable area of apartments.

At 4:30 PM, the second reading of a government bill aimed at improving support mechanisms for electricity and heat consumers is scheduled. "Micro, small, and medium-sized enterprises will have more time to provide electricity suppliers with information about the aid received related to the application of the maximum energy price in the second half of 2024. This will allow entrepreneurs who have not managed to submit the required forms to avoid the risk of returning the support," the proponents write.

From 5:30 PM to 6:30 PM, the second readings of two draft resolutions are planned. Subsequently, at 6:30 PM, the second reading of the bill on the ratification of the Investment Protection Agreement between the European Union and its Member States, of the one part, and the Republic of Singapore, of the other part, done at Brussels on 19 October 2018, will take place.

At 7:00 PM, a one-and-a-half-hour block of voting will begin, during which Senate amendments to five government bills will be considered. Furthermore, MPs will make a decision regarding information on Poland's presidency of the Council of the EU, a motion to reject at first reading the Poland 2050 bill on mandatory medical examinations for hunters, and changes in the composition of committees.

At 8:30 PM, the first reading of the government bill amending the act on the national cybersecurity system, implementing EU law, will commence. At 10:15 PM, MPs will address two further draft resolutions.

Sikorski in Vienna

Minister of Foreign Affairs Radosław Sikorski will participate in the 32nd OSCE Ministerial Council. The head of Polish diplomacy will speak during the first session of the Council and will also hold discussions with his Swiss counterpart, who will hold the OSCE chairmanship in 2026.

Government Medical Summit

At 12:00 PM, the "Safe Patient" Medical Summit will begin, attended by Minister of Health Jolanta Sobierańska-Grenda, the leadership of the Ministry of Health, the Ministry of Finance, representatives from the Ministry of Interior and Administration and the Ministry of National Defence, representatives of the National Health Fund, local government officials, hospital directors, and representatives of medical self-governments.

As the organizers inform, "summit participants will discuss the situation in the healthcare system in recent years and the government's ideas for the development and reform of healthcare, as well as for improving patient safety."

Kosiniak-Kamysz on Borsuk IFVs

At 12:00 PM in Stalowa Wola, Minister of National Defence Władysław Kosiniak-Kamysz will attend the ceremony of handing over the first 15 serial units of BORSUK Infantry Fighting Vehicles to the army.

Glapiński's Conference

At 3:00 PM, a press conference by NBP President Adam Glapiński will be held, focusing on the assessment of the current economic situation in Poland.

- He [President Duda] did not meet with the heads of services. He met with me, he met with the Prime Minister. If there was a need, the heads of services met with his people. There were no problems here - said Tomasz Siemoniak in “Rozmowa Piaseckiego” on TVN24.

- There were no actions by the services against that presidential candidate then, the current president [during the campaign]. This is an aberration. We saw what was happening on PiS television, they showed a dormitory where there were ABW guest rooms and claimed that a staff of colonels was operating there, working against President Nawrocki. Absurd, shameful accusations. This should have been reported to the National Electoral Commission (PKW), to the prosecutor's office, and the matter would have been investigated - said Tomasz Siemoniak in “Rozmowa Piaseckiego” on TVN24.

- The President should rein in his officials who are attacking prematurely, in a rush. One only needs to look online to see what is happening. It is some kind of a bad race among these officials, who will attack the government more, who will write more, who will attack the services more. I believe that this matter is in the President’s hands, they are 100% responsible for this conflict at this moment and they should end it, as you said, in Poland’s interest - said Tomasz Siemoniak in “Rozmowa Piaseckiego” on TVN24.

- We are [hitting a wall] due to insufficient health contributions, and we have been saying this for some time. Next year, despite projected revenues being 11 billion higher, there will still be a shortfall to cover all needs - said Jolanta Sobierańska-Grenda in an interview with Marcin Fijołek on Polsat News' "Graffiti."

- That amount, which was stated in August, i.e., 14 billion, was a projected amount. We actually close the year at the National Health Fund (NFZ) in mid-February, and this is not new data; we will only truly know then how many services were performed in healthcare facilities and how much needs to be paid for, so these are certainly amounts that are not yet definitively known to us - she continued.

- I think that if the law on changes to the medical fund is still signed by the President this year, then we will indeed be able to secure funds for the system's operation this year, but as for next year, of course, we are in discussion - she added.

- I believe that the worst-case scenario was factored into all of this. That is, they were professionals in the worst sense of the word; these were not low-level operatives hired to set fire to trains carrying paint, which we've been battling for two years. Therefore, the possibility of a major train disaster was calculated into this undertaking - said Tomasz Siemoniak in "Rozmowa Piaseckiego" on TVN24.

- A politician's responsibility, a minister's responsibility, is not just about the prosecutor's office, the court, but precisely the State Tribunal, which has been underutilized over its decades of operation. I believe this is a significant decision showing that this is not just a matter of responsibility like Ziobro's 26 charges, but also a form of political responsibility for political actions, and that is what the State Tribunal is for. - said Tomasz Siemoniak in “Rozmowa Piaseckiego” on TVN24.

- From the perspective of the Minister of Health, I would always prefer it to be maintained at the current level - stated Jolanta Sobierańska-Grenda on Polsat News, when asked about the working opinion she would convey to the Prime Minister regarding whether the health contribution should be lowered or if it would be better to raise it,

- The government has its back to the wall and will lie on various matters; we will witness disinformation, and in fact, we already have. In my opinion, this is an attempt to shift responsibility onto hospitals and to say: here you go, we gave them a chance to maintain this quality, but the hospitals failed to deliver - stated Krzysztof Bosak on RMF FM.

- I think the government should stop spending money on various foolish things that it does. We criticize this all the time. There isn't a day that goes by without them coming up with some new expenditure, some new type of policy, some new government program. In my opinion, there is nothing more important than the functioning of hospital departments - stated Krzysztof Bosak on RMF FM.

- We are not taking away meals [...] it was a pilot program. A pilot program that proved successful in hospitals, but we probably don't want hospitals that are only in a pilot program and have "Good Meals," while others do not have this good meal - said Jolanta Sobierańska-Grenda on Polsat News.

- I think it has already been stated in our communications that we are introducing this as a standard for hospitals, also increasing funding within the National Health Fund (NFZ) for this service, so there are certainly no situations here where we are reducing funds for hospital meals - she continued.

- There was no [decision in the Confederation to not criticize President Nawrocki for signing the bank tax increase]. Primarily, we in the Confederation value our freedom of speech. Each of us has the right to speak on proposed legislation, signed by the president, or vetoed, according to their own convictions - stated Krzysztof Bosak on RMF FM.

- What Prime Minister Tusk said in Berlin, for me personally, is an expression of either extreme naivety or simply a scandal. [The theory about German blackmail] assumes a very high level of emotional sensitivity among Germans towards the Polish direction, which, to be honest, I don't think we are experiencing – stated Krzysztof Bosak on RMF FM.

- I don't perceive it as a capitulation. Many ideas for various regulations have come to us, including from the medical profession itself, but also from healthcare providers. We must not forget that, in reality, the volume of remuneration, especially for those on B2B contracts, burdens healthcare providers primarily - Jolanta Sobierańska-Grenda told Polsat News when asked if the Ministry of Health's withdrawal from regulating contract remuneration signifies capitulation to doctors.

- We allocate funds, of course, from the National Health Fund (NFZ) for the activities of healthcare providers, but it is the director who decides on the amount, particularly when it comes to B2B payments - she continued.

- We are currently in discussions with healthcare providers. One of the ideas is, for example, to establish a percentage scale of possible funds to be allocated for remuneration - she further stated.

- I don't know if we are ready for it yet, I think that in some healthcare facilities, such non-compete clauses are already appearing in contracts, so I would prefer to leave such a decision to the regional hospital directors - said Jolanta Sobierańska-Grenda on Polsat News, when asked if she is in favour of separating doctors' private and public work.

- As the Ministry of Health, we would like this ban, in line with WHO recommendations, however, such broad access to alcohol leads to more addicted individuals, but a compromise is certainly needed here - said Jolanta Sobierańska-Grenda on Polsat News, when asked about the ban on alcohol sales at petrol stations and the opposition from Minister Miłosz Motyka from PSL.

- Patients can certainly feel secure, because there won't be a shortage of funds in the National Health Fund... - said Adam Szłapka in the 'Sedno Sprawy' (The Core of the Matter) program on Radio Plus.

- ...just as there was such a discussion this year, and in the last quarter nearly 10 billion zlotys were added. We are still awaiting the President's signature to transfer funds from the Medical Fund to finance procedures related to those financed by the National Health Fund - the government spokesperson continued.

- Regarding the issue for next year, the Ministry of Finance and the Ministry of Health will certainly propose solutions to ensure there are no shortages of funds - said Adam Szłapka on 'The Heart of the Matter' on Radio Plus.

As he indicated: - I am unable to understand this. Truly, only someone devoid of empathy could make such a decision. Or, as in the case of the veto concerning the wind energy act, someone devoid of imagination, because in the long term this act was intended to serve Poland's energy security and lower energy prices.

"Prosecutor General Waldemar Żurek has today provided the Marshal of the Sejm of the Republic of Poland with information regarding the presentation of charges for committing crimes related to their positions to former Council of Ministers members - Mateusz M., Mariusz B., and Krzysztof A.," informs the National Prosecutor's Office in a statement.

As we read: "The Sejm of the Republic of Poland, in recognizing the prosecutor's requests for the lifting of immunity for Mateusz M., Mariusz B., and Krzysztof A., has spoken solely on the matter of granting consent to bring these individuals to criminal responsibility, without taking a stance on their potential constitutional responsibility."

It was further indicated: "This information may form the basis for the Sejm to consider whether the potential violations of law described in the decisions to present charges, committed in connection with their positions in the Council of Ministers, may constitute elements of a constitutional offense, and thus whether the premises exist to bring Mateusz M., Mariusz B., and Krzysztof A. to constitutional responsibility before the State Tribunal."

- Mentzen says various things. I really don't have the obligation, and certainly not the desire, to comment - Jarosław Kaczyński stated in a conversation with journalists in the Sejm.

- I know that a lot of emotions are stirred up, for example, the first issue that comes to mind, which is the matter of the pilot program regarding catering in hospitals and the decision to make what was the subject of the pilot program a standard - said Prime Minister Donald Tusk during the 'Safe Patient' medical summit.

- Yes, it was our predecessors who had a good idea to conduct a pilot program that would allow for the establishment of a certain standard and enable the creation of a nutritional standard that will, as a standard, apply everywhere, not just in selected places - he continued.

- And the pilot program is also for optimizing expenditures. No one will profit inappropriately for what they provide concerning patients' health and illness in Poland; we must also be aware of that - he went on to say.

- These benefits are something that is possible, it is possible despite the propaganda that is currently directed against mining. Mining is quite openly, directly returning in the USA, quietly, although politicians and economic specialists say one thing, often maintaining their old views, and do another, because mines, including hard coal mines, not just lignite, are already being launched or are in the process of being launched - stated Jarosław Kaczyński at a press conference.

- In short, mining has a future because it is simply cheap energy, and cheap energy is the future of the economy in all fields, including the most modern ones - continued the PiS chairman.

"We cannot today claim that a catastrophe, collapse, or bankruptcy has occurred, at a time when we are spending many, many billions of zlotys more each year on healthcare. And this year is, of course, a record-breaking one. With record-low inflation" - Prime Minister Donald Tusk said during the "Safe Patient" medical summit.

"If in '23, you remember what the inflation was, we had an expenditure of 185 billion [...] then in '24 it's 211 billion, and in '25 it's 237 billion. So, in two years [...] with radically falling inflation, the increase in expenditure is from 185 to 237 [billion]" - he continued.

"I'm not saying it's good, because I know that our task [...] is [...] to reflect and then make decisions as quickly as possible on what to do so that there is no feeling of collapse in certain areas, so that there are no reasons, even if they are pretexts, but reasons for shouting slogans that they are bankrupt, that it's the end, a heart attack" - he went on.

"We need to consider how, with the fact that there is more money each year, and of course in '26 there will be more of this money again, it can be felt" - he added.

- This government should simply cease to exist. This is a fundamental matter, and as for the interpretation of the Constitution, I remind you that the President, according to the Constitution, is the primary representative of Poland abroad. That is the first point, so he has far-reaching powers here, many powers of a very specific nature; some of his powers out of the 30 main, indisputable ones, relate to foreign service and foreign policy, but above all, the one I mentioned here - stated Jarosław Kaczyński at a press conference.

- This policy should be coordinated, but this government does not want to coordinate, because it is in no way capable of accepting democracy, accepting the law. It is simply a government of people who have not yet culturally matured, and I fear that it will take a few generations for them to mature, meaning their children or grandchildren, rather great-grandchildren, to such democratic awareness - he continued.

- The entire politics of Mr. Żurek is politics not only of breaking the law, but simply of not recognizing it. I hope he will be held accountable for it, but not before the State Tribunal, but perhaps before a specially appointed court. But perhaps simply within the framework of currently applicable regulations, because these regulations are really very, very strict. Although they do not contain, and today nowhere in Europe, this punishment exists, meaning the death penalty, only life imprisonment - stated Jarosław Kaczyński at a press conference.

- The President vetoed [the gag law], he has already presented his own proposal. It should be adopted very quickly. However, contrary to what you are saying, we are offering a choice. This instruction states - either if someone wants to, they can vote against an attempt to challenge the veto, or they can vote by abstaining, which effectively means the same thing, because that is also a vote against, so it's just a matter of a certain viewpoint. It cannot be for rejection - stated Jarosław Kaczyński at a press conference.

- This is something that resembles the 'Alternative' operation from 2012-2015. There will be many more of these conferences; there were 30 back then, now there will certainly not be fewer, and perhaps more. Before Christmas, there will be a Warsaw conference, concerning matters of Warsaw. At each of them, we will want to hear the views of people who are knowledgeable in these matters - stated Jarosław Kaczyński at a press conference.

- Today is a great day for the Polish Army, a great day for the security of the Polish State. The end crowns the work. We are witnesses, as well as co-authors of this event, and you are the direct implementers of something that has been an ambition, an endeavor for 12 years, and even earlier a dream of all those who want to build a secure Poland. Thank you all very much for executing the implementation agreement, its first stage, so efficiently; 15 Borsuks for the 15th Mechanized Brigade in Giżycko are a fact, and they will soon reach our soldiers - said Władysław Kosiniak-Kamysz in Stalowa Wola during the handover of the first Borsuk IFVs to the army.

- Borsuk will serve our army, we need it very much, but I wish it would become our export product. Today, the most well-known product from PGZ on the world stage is Piorun, manufactured in Mesko in Skarżysko-Kamienna, but I believe that the task will be taken up with great attention and care and fulfilled by President Adam Leśkiewicz, President Bąk, President Karabuła, the entire management board, and all employees of PGZ, Huta Stalowa Wola, so that Borsuk becomes our export product - said Władysław Kosiniak-Kamysz in Stalowa Wola during the handover of the first Borsuk IFVs to the army.

- Together with Minister Bejda, Minister Gołota, and the entire team responsible for promoting the Polish defense industry, we will make every effort to ensure this happens, to promote Borsuk worldwide - Kosiniak-Kamysz continued.

- The best proof of this is the SAFE program, a European program where Poland will receive 185 billion zlotys, or 44 billion euros. We are the country that will receive ⅓ of the European funds for armament. 150 billion euros for all of Europe, almost 44 billion euros for the Polish arms industry. We estimate that 89% of these funds will go to Poland, to Polish state-owned and private facilities - said Władysław Kosiniak-Kamysz in Stalowa Wola during the handover of the first Borsuk IFVs to the army.

- This is an extraordinary process not only for the army and its transformation, but it is a focus on the flywheel that the Polish arms industry is intended to be. This is a chance to be the strongest developing arms industry. We are currently the 3rd largest NATO army and we have ambitions for the armament system produced in Poland to keep pace with the Polish army - Kosiniak-Kamysz continued.

- There's a saying: only truth is interesting. I have the impression that there wasn't much truth today, unfortunately, Mr. Prime Minister. Because we are meeting, and this must be said clearly, in this group, only because President Nawrocki met with representatives of the Supreme Medical Chamber and medical circles two weeks ago, and we are here only because, Mr. Prime Minister, you have not met with medical circles for 2 years of collapse in healthcare, and this is a fact, and this must be said very clearly - said Zbigniew Bogucki during the "Safe Patient" medical summit.

- I was hoping that you would present today, you spoke about how the patient is key. I had such hope that you would present the key to ensuring the patient truly finds themselves, so to speak, at the center, but there is no prescription. It is the exact opposite. Because the letter from the minister dated October 29th assumes a cut in healthcare spending by over 10 billion zlotys, and you are returning to limits - said Zbigniew Bogucki during the "Safe Patient" medical summit.

- You are returning to limits when it comes to glaucoma, you are returning to limits when it comes to, for example, tomography for cancer patients. You are returning to limits when it comes to specialist services. You are returning to limits when it comes to free medications for children, pregnant women, and the elderly. You are returning to limits, even though your former Minister of Health, Mr. Arłukowicz, together with Mr. Nitras, announced that there would be no limits - said Zbigniew Bogucki during the "Safe Patient" medical summit.

- Poland's healthcare system is no longer just sick, it's not just in the emergency room. Unfortunately, today it is in deep intensive care. To get it out of intensive care and at least onto the rehabilitation ward. - It doesn’t matter what party stamp is on these projects that were introduced, they exist. If someone gave free medications to seniors and children [...] I also know life, nobody will object to that, but you know very well how much it costs and what a field for abuse it is – he continued.

- So I told my people: don’t try to discuss discontinuing this program, because it will not cease to exist. But try to construct it in such a way that there is no cosmic, excessive consumption or storage of medications by people in Poland – he went on to say.

- As you know, yesterday the Monetary Policy Council made a decision. We lowered interest rates, another time by 25 basis points. The atmosphere was very uplifting and pleasant. Everyone agreed, almost everyone, that this is a huge success for the Monetary Policy Council, the National Bank of Poland, and our monetary policy consistently pursued for so long, sometimes subjected to criticism, yet it has turned out that from the very beginning to the end it was right - said Adam Glapiński at a press conference.

- Today, inflation is at 2.4% according to the latest estimate, which is minimally below the midpoint of our target, which is 2.5 +/- 1. It is completely in line with the NBP's target. We are very pleased with this; it's a moment to pop champagne. Importantly, core inflation has also fallen very sharply, which we have been waiting for for a long time. - Today, we can all enjoy price stability. This also confirms that the actions of the National Bank of Poland (NBP) in recent years were entirely justified and appropriately calibrated. - It stated that the appropriately restrictive monetary policy of the NBP contributed to the return of inflation to the target and that this was achieved with limited macroeconomic costs. - Let's move on to yesterday's decision by the Monetary Policy Council. At the December meeting, the Council decided to lower rates by 25 basis points. This rate currently stands at 4.0. - Tomorrow we will be voting on the issue of the presidential veto concerning cryptocurrencies. Actually, I can say this - the president appealed to me to address his proposals, therefore, we will deal with one veto tomorrow, and the second one in two weeks. Consequently, cooperation between the president and the Sejm continues - stated Włodzimierz Czarzasty at a press briefing.

- The hospital in Kielce [Provincial Integrated Hospital - editor's note] is precisely an example where, in my opinion, it is not about the hospital having financial problems, which is why it has suspended admissions, but rather about a kind of demonstration. It's worth noting that the director of this hospital is a former deputy minister of health from the previous government… - said Jakub Szulc in "Kropka nad i" on TVN24.

- But is he trying to demonstrate by not admitting patients until the end of December because he wants to show his support for the previous government? - asked Monika Olejnik.

- If we are talking about a situation where the National Health Fund owes money for over-performance, pays current invoices on time, and has paid nearly PLN 600 million for these invoices, and the hospital decides to limit admissions because the Fund has not paid PLN 10 million for some services - then I'm sorry, that really doesn't look good… - replied the NFZ deputy president.
