Sejm on Mining and Mandatory Medical Examinations for Hunters
The Sejm will resume its proceedings at 9:00 AM with procedural votes, followed by a series of current affairs questions. At 11:15 AM, at the request of the PiS parliamentary club, it will hear a briefing on the "progressive collapse of the healthcare system, the looming bankruptcy of the National Health Fund (NFZ), and the government coalition's ignorance and denial of the dramatic reality in Polish hospitals".
At 12:45 PM, the Sejm will proceed to the second reading of the government bill on mine restructuring. As the proponents state, it concerns "enabling mining companies to gradually liquidate mines with state financial support" and stipulates that "a package of support benefits for sector employees is foreseen, such as mining leave or one-time severance pay".
At 2:15 PM, the second reading of the government bill amending the act on housing cooperatives will commence. Meanwhile, at 3:30 PM, the second reading of a bill submitted by Poland 2050 will take place, addressing so-called "pseudo-meters," i.e., the practice of including the area under partition walls in the usable area of apartments.
At 4:30 PM, the second reading of a government bill aimed at improving support mechanisms for electricity and heat consumers is scheduled. "Micro, small, and medium-sized enterprises will have more time to provide electricity suppliers with information about the aid received related to the application of the maximum energy price in the second half of 2024. This will allow entrepreneurs who have not managed to submit the required forms to avoid the risk of returning the support," the proponents write.
From 5:30 PM to 6:30 PM, the second readings of two draft resolutions are planned. Subsequently, at 6:30 PM, the second reading of the bill on the ratification of the Investment Protection Agreement between the European Union and its Member States, of the one part, and the Republic of Singapore, of the other part, done at Brussels on 19 October 2018, will take place.
At 7:00 PM, a one-and-a-half-hour block of voting will begin, during which Senate amendments to five government bills will be considered. Furthermore, MPs will make a decision regarding information on Poland's presidency of the Council of the EU, a motion to reject at first reading the Poland 2050 bill on mandatory medical examinations for hunters, and changes in the composition of committees.
At 8:30 PM, the first reading of the government bill amending the act on the national cybersecurity system, implementing EU law, will commence. At 10:15 PM, MPs will address two further draft resolutions.
Sikorski in Vienna
Minister of Foreign Affairs Radosław Sikorski will participate in the 32nd OSCE Ministerial Council. The head of Polish diplomacy will speak during the first session of the Council and will also hold discussions with his Swiss counterpart, who will hold the OSCE chairmanship in 2026.
Government Medical Summit
At 12:00 PM, the "Safe Patient" Medical Summit will begin, attended by Minister of Health Jolanta Sobierańska-Grenda, the leadership of the Ministry of Health, the Ministry of Finance, representatives from the Ministry of Interior and Administration and the Ministry of National Defence, representatives of the National Health Fund, local government officials, hospital directors, and representatives of medical self-governments.

We Cannot Claim a Collapse Has Occurred.
"We cannot today claim that a catastrophe, collapse, or bankruptcy has occurred, at a time when we are spending many, many billions of zlotys more each year on healthcare. And this year is, of course, a record-breaking one. With record-low inflation" - Prime Minister Donald Tusk said during the "Safe Patient" medical summit.
"If in '23, you remember what the inflation was, we had an expenditure of 185 billion [...] then in '24 it's 211 billion, and in '25 it's 237 billion. So, in two years [...] with radically falling inflation, the increase in expenditure is from 185 to 237 [billion]" - he continued.
"I'm not saying it's good, because I know that our task [...] is [...] to reflect and then make decisions as quickly as possible on what to do so that there is no feeling of collapse in certain areas, so that there are no reasons, even if they are pretexts, but reasons for shouting slogans that they are bankrupt, that it's the end, a heart attack" - he went on.
"We need to consider how, with the fact that there is more money each year, and of course in '26 there will be more of this money again, it can be felt" - he added.

This Government Should Simply Cease to Exist
- This government should simply cease to exist. This is a fundamental matter, and as for the interpretation of the Constitution, I remind you that the President, according to the Constitution, is the primary representative of Poland abroad.
