The Sejm will resume its session at 9:00 AM with a 2.5-hour voting block, during which, among other things, there will be an attempt to appoint the President of the Institute of National Remembrance (IPN). On Wednesday, the Justice Committee issued a negative opinion on Karol Polejewski's candidacy for this position.

At 11:30 AM, the Sejm will hear a report on the Republic of Poland's participation in the European Union's activities during the period of January-June 2025.

At 1:30 PM, the first reading of the government's draft bill on personal assistance for persons with disabilities will commence, alongside a parliamentary proposal.

At 3:30 PM, the first reading of the government's draft bill concerning specific principles for carrying out tasks related to security and defense investments implemented within the framework of the National Reconstruction and Resilience Plan will begin.

At 3:00 PM, at the 34th Anti-Aircraft Missile Squadron in Bytom, Deputy Prime Minister and head of the Ministry of National Defence, Władysław Kosiniak-Kamysz, will attend the handover of the first serial production Anti-Aircraft Missile and Artillery System PILICA.

This system is the first of sixteen serial systems that, according to the agreement between the Armament Agency and the PGZ PILICA+ Consortium, will be delivered to the Armed Forces of the Republic of Poland.

- Confederation is against destroying Polish companies and against hitting over 2 million Polish micro-enterprises, family businesses, often sole proprietorships, because the consequence of introducing such regulations, which the government wants to implement, where an official comes and tells you: no, your contract with your partner is an employment contract, means for these small businesses, not for large employers, not for concerns, but for these small businesses, that you will have to retroactively return all VAT you deducted on all purchases with interest, that you will also have to pay taxes, not just your employer - stated Przemysław Wipler on Polsat News' “Graffiti”.

- Minister Dziemianowicz-Bąk is acting like a possessed lunatic on this topic. I warn Minister Domański, Minister Berek, and Prime Minister Tusk. - It is a good parliamentary custom for each club to have a deputy marshal - said Henryk Kowalczyk on Radio Zet, when asked about Sławomir Cienkiewicz's remark that "in 2019, as many as 177 PiS MPs did not object to Czarzasty from PZPR becoming Deputy Marshal of the Sejm of the Republic of Poland".

- We respected this custom and regardless of which club nominated a person, we accepted it - he continued.

- Yes, the difference is that he [Piotrowicz] had a conversion, whereas Czarzasty has not, he still espouses views that glorify communism - stated Henryk Kowalczyk in an interview with Radio Zet, when asked about Stanisław Piotrowicz and the fact that, according to PiS, he is a "commie".

- Everyone has the right to change their views, but unfortunately, Czarzasty has not changed his views and continues to glorify the communist era, so that is the difference - he continued.

- It would be worth it - said Henryk Kowalczyk on Radio Zet when asked if PiS would pay young Poles PLN 40,000 for a wedding.

- This idea has appeared, but every idea that has financial consequences needs to have its effects calculated. Of course, the idea is great - he continued.

- Some might be found, they might be modified, because I personally believe that any kind of reward for the first child may not be necessary given financial constraints, but for the third one, oh, that's a good idea, because if we want to support demographics [...] all ways are good - he went on to say, when asked about this and other ideas: PLN 100,000 for the third child, PLN 60,000 for the second, and whether these ideas could be included in the PiS program.

- It all depends on what kind of MPs there will be, because a coalition is really about the MPs who enter parliament - Henryk Kowalczyk said on Radio Zet when asked if PiS would enter into a coalition with Grzegorz Braun if it were necessary to remove Donald Tusk from power.

- Everything depends on what kind of MPs will enter there, because these will be specific MPs potentially supporting this coalition - he continued.

- Not necessarily [Grzegorz Braun will be there], because Braun is a Member of the European Parliament, I don't think he will be a national MP - he added.

- Donald Tusk says some Mr. Yevheniy is behind this, who was convicted by a court in Lviv in February for such diversionary acts. - These kinds of conditions are amusing; let's wait until after the elections, we'll see who has what, rather than already dividing the prime ministerial office now – he continued, when asked if PiS could agree to the Confederation's condition that the party would have the prime minister.

- Yes, this is truly a good solution, because what would have been threatened are, of course, additional costs for Poles - said Henryk Kowalczyk on Radio Zet, when asked if he would congratulate the government on managing to negotiate the absence of a tax on combustion engine cars with the European Commission.

- It wasn't so much that he wanted to, but as if in the name of common policy he agreed to it - he continued, when asked why Mateusz Morawiecki wanted Poles to pay additional taxes on combustion engine cars.

- He had a gun to his head, yes, he was counting on the KPO (National Recovery Plan) being unblocked, as it turns out, the European Commission deceived him - he went on to say.

- From that perspective, yes. Looking from that perspective. However, at the moment when it would have contributed to unblocking the KPO, then perhaps not, because then one must balance losses and gains - he added, when pressed if it was Morawiecki's mistake.

- If the polls indicate this – and there's nothing to suggest they won't – then we'll simply have to sit down and consider whether to create it [a right-wing Senate pact]. It won't be an easy task, in fact, an extremely difficult one – said Przemysław Czarnek during the "Morning Interview" on RMF FM.

- All right-wing forces. It's a matter of mathematics. Why is a Senate pact created? To create a majority in the Senate. If the results from the first round of the presidential elections on May 18th were to be maintained, as they are also roughly reflected in the latest surveys [...], then everything points to the fact that, when calculated mathematically, only a full Senate pact is capable of giving the right-wing a majority in the Senate – he indicated.

- Prime Minister Tusk should come out here immediately and explain why this Mr. Kierwiński, who has been sitting in the back the whole time, is still a minister. Mr. Prime Minister Tusk, almost a week has passed since the attack. I don't know if you know that your minister Kierwiński was asked yesterday on your friendly, controlled, soon-to-be-liquidated television, and he didn't even know how many trains had passed there. You can't even inform yourselves - Paweł Jabłoński said in the Sejm.

- Recent events leave no room for any illusions. Russia is implementing another stage of hybrid warfare, the aim of which is to destabilize our state. I must say this loudly and clearly once again today, because, in my opinion, not everyone has understood the gravity of the situation and the challenge we are facing, even today it was audible. Either they haven't understood, or they didn't want to understand - stated Prime Minister Donald Tusk in the Sejm.

- I don't think "everyone out" [...] [he said it directly like that], but of course Michał Woś has the right to say that, since again, another example, where he didn't take a single zloty, and it was acknowledged that he stole 25 million zlotys [...] he has a different perspective - said Henryk Kowalczyk on Radio Zet, when asked about MP Woś's words "everyone out" in the context of judges, whether it will be part of PiS's program.

- Saying "all judges will be thrown out" is impossible [...] even if the idea can be discussed, it will certainly not be implemented in this formula - he continued.

- Diversionary actions, inspired and directly organized by the Kremlin’s services for many months, have recently crossed a critical threshold. And today, we can speak of state terrorism. The objective of these actions has become destruction, human lives, and the destabilization of the foundations of the Polish state. The blowing up of railway tracks, the destruction of traction, a massive disinformation and propaganda campaign accompanying this, including the words about partisan activity in Poland that resonated in Russia, the assault on our ambassador – all of this has happened in recent days and hours – stated Prime Minister Donald Tusk in the Sejm.

- I have great hope that these were the last words in this series and there will be no further provocations from Sławomir Mentzen - said Przemysław Czarnek in the "Morning Interview" on RMF FM.

When it was pointed out that Jarosław Kaczyński also used harsh terms towards Mentzen, he replied: - However, Sławomir Mentzen started it. That is very significant.

Asked if the older politician should not be more moderate and restrained, he stated: - And the younger politician should be more cultured towards the older politician.

- Russia wants to weaken us at all costs because Poland is too strong today to be attacked directly. Moscow's strategy is clear. According to it, we are to be at odds with Europe, at odds with Ukraine, and most importantly, at odds internally. We cannot allow this scenario, nor any part of it, to be realized. And this depends on ourselves, on all of us - stated Prime Minister Donald Tusk in the Sejm.

- I am once again addressing every Polish woman and every Polish man, and especially everyone in this chamber and in the Presidential Palace. I am not speaking to those who are on the other side, for money or for any other reason. They are lost. I am speaking to those who do not understand, who have been ensnared by lies, who are mistaken. And on the matter of national security in the face of Russian threat, we will either be united, or we won't exist at all. - Excuse me, Madam Marshal, I have two requests. There are 140 votes. Therefore, I ask that you try not to interrupt, and I kindly ask Madam Marshal to speak about the report. There's no need to lecture me; I've been in this chamber for 6 years and I can manage. I ask you to present the commission's report - said Włodzimierz Czarzasty during a debate in the Sejm.
- Madam Marshal, you are not speaking about the report, you are speaking about your own views. Please, really, finish up and state what the commission's report is. This really doesn't look reasonable - Marshal Czarzasty continued.

The situation occurred during Kinga Gajewska's presentation of the Education and Science Committee's report on the bill amending the education law. The MP Gajewska dedicated most of her speech to evaluating decisions in education during the PiS government.

The Sejm has adopted a government draft amendment to the Act on Providing Services by Electronic Means, which transposes the provisions of the EU's Digital Services Act (DSA) into Polish law.

The draft was supported by the ruling coalition (a total of 237 MPs), while the Law and Justice (PiS) and Confederation parliamentary clubs, among others, voted against it (200 votes in total). The Left parliamentary circle abstained.

The government argues that the project creates "a modern system for effectively combating illegal content and disinformation, which will protect users online and ensure transparent operating rules for online platforms." The conservative opposition, in turn, warns that the project restricts freedom of speech and opens the door to introducing internet censorship.

President Karol Nawrocki has already spoken out against the proposed changes. 

- The parliamentary majority has passed a law introducing censorship on the internet. An official appointed by the government will be able to unilaterally choose content to be removed from the network - wrote Mariusz Błaszczak on social media.

- Additionally, a special fund will be established for NGOs that will help identify "inappropriate" content. This is what freedom of speech looks like in Tusk's smiling Poland - he emphasized.

The Sejm rejected the candidacy of Karol Polejowski for the President of the Institute of National Remembrance (IPN), as proposed by the Institute's College.

The vast majority of the ruling coalition opposed the candidacy – a total of 227 MPs. Exceptions were two MPs from Civic Coalition (Jakub Rutnicki and Piotr Borys) and one MP from the Polish People's Party (Urszula Nowogórska), who voted 'for', alongside the Law and Justice (PiS) and Confederation clubs. However, those supporting this candidacy only garnered 201 votes.

- Decisions concerning Poland will be made by Poles. Nothing about us without us. Regarding peace, all negotiations should be conducted with Ukraine's participation - wrote Prime Minister Donald Tusk on social media.

- If a politician, and I don't want to name historical figures here, a politician who attacked the opposition in an extremely brutal manner and continues to do so, insulted them, and also led to the complete destruction of the normal justice system in order to attack the opposition using legal and criminal methods, calls for unity, then please forgive me, but this cannot be taken seriously at all - said Jarosław Kaczyński in a conversation with journalists in the Sejm, when asked about the appeal for unity.

- Unity, yes, but without Tusk - he continued.

Earlier, Prime Minister Donald Tusk said in the Sejm: "on the matter of national security in the face of the Russian threat, either we will be united, or we will not be at all.".

- During our presidency, a representative of the German Ministry of the Interior stood up and said he was pleased that the discussion was heading towards accelerating work on implementing the migration pact, meaning our interests were not only not being pursued, but goals contrary to our interests were actually being pursued during the Polish presidency. - said Szymon Szynkowski vel Sęk at a press conference.

- The same applied to climate issues. Unfortunately, it was not only a presidency of missed opportunities, but also a presidency in which many matters went against Poland's interests. We can say that the migration pact and climate goals were accelerated, these are good examples. - I rarely see such a great missed opportunity as during Poland's presidency. Poland's presidency was a great missed opportunity for the Republic - said Mateusz Morawiecki at a press conference.

- We consider this a marketing ploy by a man who slept through the weekend when, at 8:58 PM, residents alerted [authorities] that an attack had occurred, then police arrived, and as Minister Kierwiński stated, found nothing because it was late and dark. - Poland's stance is clear; firstly, even if Poland appears somewhere, it's 'nothing about us without us,' meaning nobody will decide for us what our involvement and participation in anything is – said Adam Szłapka in an interview with Grzegorz Kępka on the program "Gość Wydarzeń" on Polsat News, when asked about the American peace plan.

- We should all care for this peace to be lasting and just [...]. Ukraine must be at the table, it must decide what the solutions for Ukraine are – he continued.

- First and foremost, it cannot be the case that Russia is the beneficiary of this situation – he went on to say.

- It's quite difficult for me to comment, because I think this is not yet the final shape, even from the American side, these 28 points - said Adam Szłapka in Polsat News, when asked about the provision concerning European fighter jets stationed in Poland from the American plan.

- Poland will decide what Poland's commitment is, not imposed solutions - he continued.

- Regarding the stationing of European armed forces, installations, or fighter jets, let's remember that we are in NATO and our allied fighter jets, including European ones, are already stationed in Poland, so this is no great discovery - he went on to say.

- I wouldn't read it that way - he added, when asked if there wasn't an unannounced implication that since fighter jets are stationed in Poland, they are not stationed in countries like Latvia, Lithuania, Estonia, Romania, and that this weakens the eastern flank of NATO.

As he pointed out: - In recent years, over 50 people have been arrested who were trying to organize some diversionary actions. So the services are really working very efficiently.

- I thank Szymon Hołownia for his work. The change in the Speaker of the Sejm position is proof that the ruling coalition has a stable majority. The Democratic side won the elections on October 15th and will govern based on the will of the voters for at least 2 years. These will be good 2 years for Poland. I will be the guardian of parliamentary rights and the democratic order of the state as described in our Constitution - stated Włodzimierz Czarzasty in his address.

- The political problem lies not in the constitutional regulations, but in the actions of circles that want to break these constitutional principles. - A new bill has already been sent to the Sejm, which will supplement medical procedures performed by the National Health Fund (NFZ) with PLN 3.6 billion from the Medical Fund. This is a solution that will allow us to close this year well, so that everything works properly - said Adam Szłapka in "Gość Wydarzeń" on Polsat News.

- The bill has urgent status, it should quickly pass through the Sejm and receive the president's signature - he added.

"Frankly, I don't have much information. We have media information that the President is thinking about convening a medical summit. I don't know what a 'medical summit' means in this context" - Adam Szłapka said on "Gość Wydarzeń" on Polsat News.

"The President doesn't really have the tools to deal with it. The tools here lie with the National Health Fund (NFZ) and the Ministry of Health. And it will be the NFZ and the Ministry of Health that will look for solutions so that there are no bigger problems" - he stated.

In his opinion: "So far, in situations like this, when the President got involved, it was rather pure politics. [...] I wouldn't want health issues to also become such pure politics."
