President on Energy Prices
At 12:00 PM, President of Poland Karol Nawrocki will participate in an expert meeting at the Presidential Palace concerning electricity prices.
As announced yesterday by Paweł Szefernaker, the President will present another initiative outlined during the election campaign. "In accordance with his promise, before the first 100 days of his presidency are up, the President of the Republic of Poland will present a bill to lower energy prices by 33%" wrote the Head of the Presidential Cabinet on X.
Sejm on Ziobro and Asylum Suspension
The Sejm will resume its proceedings at 9:00 AM with the first reading of a government bill regarding the gradual phasing out of coal mines with state financial support.
At 4:00 PM, MPs will address the Council of Ministers' motion requesting the Sejm of the Republic of Poland's consent to extend the temporary restriction on the right to apply for international protection at the state border with the Republic of Belarus.
At 5:30 PM, a two-hour voting block will commence, during which a vote on the motion for the Sejm to consent to the criminal prosecution, detention, and temporary arrest of MP Zbigniew Ziobro is most likely to take place.

President Karol Nawrocki has signed the legislative initiative "Tani prąd -33%" (Cheap Electricity -33%).
- I have launched a legislative initiative that is essentially based on 4 strategic points [...]. I am proposing not just a shield, but this time, as the President of Poland, I am proposing a real sword to cut these burdens from the bills, Polish bills, bills of Poles for electricity – burdens that Poles should not bear, and today, as we know, Poles are paying double for the energy transformation - the president said in his address.
- This strategy is based on 4 pillars, primarily on the elimination of additional fees, thus the elimination of the RES fee, the capacity fee, the cogeneration fee, and the transition fee. These fees simply need to be cut from electricity bills - he continued.
- The second pillar is limiting the costs of certificates, the third: reducing distribution fees, and the fourth: changing the rules for balancing the system so that its costs are covered only by entities causing its imbalance - he went on to say.
- We must also return to the 5% VAT rate for electricity. This was successful during the anti-inflation shield, and this is the direction my legislative proposal outlines. The effect of all these changes will be that Polish families will be able to save over PLN 800 annually on household electricity bills - he added.
- The Polish state budget will not lose out from this, as funds from the ETS will simply be redirected. For those who adhere to the primacy of European solutions, which I am certainly not, I remind them that this move is consistent with the European Union's climate policy. As of 2024, 100% of funds from the ETS should serve to finance the transformation - he emphasized.

- Today, a meeting took place at the Chancellery of the Prime Minister involving the Minister of Health, Jolanta Sobierańska-Grenda, and the Minister of Finance and Economy, Andrzej Domański – it was announced in a statement from the Ministry of Health.
As a result of the meeting, actions were agreed upon aimed at providing additional support to the National Health Fund (NFZ) amounting to PLN 3.5 billion.
In total, the support for the National Health Fund in 2025 has so far amounted to over PLN 32 billion. The planned support will be sufficient to secure the financing of services until the end of 2025.

Marcin Kulasek was asked on the program "Gość Radia Zet" why the New Left would not support the project proposed by Razem concerning a cadastral tax.
"The Razem party [...] started with us, had the opportunity to take responsibility for the country's fate together with us and implement their party's program, realize it with the help of the government, together. [...] They decided to be in opposition with PiS and they have their own projects," said the Minister of Science.
"Rome wasn't built in a day, the budget isn't made of rubber, I know something about that," he continued later in his statement.
"Everything is clear, but in the end, I'll return to this once more: the Razem party is now on the other side of the force, it's in opposition, it often votes with PiS [...] we are working [...] on our own bill, it will be our bill and we will want to introduce it to the governing coalition as well," he continued, after the host pointed out that a cadastral tax generates money for the budget, not funds that need to be taken out of the budget.
Marcelina Zawisza commented on Marcin Kulasek's statement.

Prime Minister Tusk must understand that he is not a king, but the head of government, and this means the duty to cooperate with the president elected by Poles. This is a response to a recording by Prime Minister Donald Tusk. In it, the head of government stated that the president did not sign the nominations, and therefore 136 people will not receive their first officer nominations before November 11.

In a series of votes, the Sejm granted consent for the criminal prosecution, detention, and pre-trial arrest of Member of Parliament Zbigniew Ziobro.

MPs from Civic Platform (KO), the Polish People's Party (PSL), Poland 2050, and The Left unanimously voted to lift Zbigniew Ziobro's immunity. Members of the Razem parliamentary club also voted alongside the ruling coalition.
Confederation MPs were divided on some votes. Some of them voted for or against lifting immunity depending on the specific offense alleged by the prosecution, while others abstained.
In some votes, MPs associated with Nowa Nadzieja supported lifting Ziobro's immunity, while those from the National Movement abstained.
Although Razem MPs voted to lift Ziobro's immunity, they did not participate in the vote to consent to the arrest and temporary detention of the former Minister of Justice.
Besides Law and Justice (PiS), MPs from Confederation of the Polish Crown and members of the Free Republicans club (with the exception of Paweł Kukiz, who did not participate in the votes) voted against lifting Ziobro's immunity and consenting to his arrest and temporary detention.
