President on Energy Prices

At 12:00 PM, President of Poland Karol Nawrocki will participate in an expert meeting at the Presidential Palace concerning electricity prices.

As announced yesterday by Paweł Szefernaker, the President will present another initiative outlined during the election campaign. "In accordance with his promise, before the first 100 days of his presidency are up, the President of the Republic of Poland will present a bill to lower energy prices by 33%" wrote the Head of the Presidential Cabinet on X.

Sejm on Ziobro and Asylum Suspension

The Sejm will resume its proceedings at 9:00 AM with the first reading of a government bill regarding the gradual phasing out of coal mines with state financial support.

At 4:00 PM, MPs will address the Council of Ministers' motion requesting the Sejm of the Republic of Poland's consent to extend the temporary restriction on the right to apply for international protection at the state border with the Republic of Belarus.

At 5:30 PM, a two-hour voting block will commence, during which a vote on the motion for the Sejm to consent to the criminal prosecution, detention, and temporary arrest of MP Zbigniew Ziobro is most likely to take place.

Kosiniak-Kamysz Meets Italian Defence Minister

Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz will meet with the Italian Minister of Defence Guido Crosetto. Around 12:25 PM, following bilateral talks, statements for the media by the defence chiefs of Poland and Italy are scheduled.

- We have immunity, behind which Zbigniew Ziobro stands today. This immunity, I am absolutely convinced, will be lifted today, and then let him explain himself before a court, because that is the stage where one can prove their innocence, and every Polish man, every Polish woman would have to go through the same procedure normally - said Cezary Tomczyk in "Polityczne Graffiti" on Polsat News.

- For Mr. Ziobro to be able to prove his innocence, naturally assuming the presumption of innocence, he must stand before a court - Cezary Tomczyk continued.

- In a country where politicians become judges and judges become politicians, nothing can be certain. This is a very serious situation. The government, Donald Tusk, decides who goes to prison, how prosecutors are to act, the prosecution has been illegally taken over, and the courts have been devastated - stated Piotr Gliński on RMF FM.

- I don't know [what Zbigniew Ziobro will do] because Zbyszek Ziobro does not contact me, but I think the authorities know, at least from what I know. Yesterday, Minister Ziobro was in the media, saying the situation is dynamic - he continued.

- This man issued some decree, and I don't believe there will be a fair court, and no one in Poland believes in a fair court - stated Piotr Gliński on RMF FM.

- And I received a signal yesterday that I will win the lottery. Everyone can choose their line of defense, and many people in detention centers and prisons believe they are innocent. This is a simple matter; one only needs to prove their innocence in court, and the prosecutor's task is to prove the guilt they are postulating before the court. This is how a normal procedure works. - stated Cezary Tomczyk on Polsat News' "Polityczne Graffiti."

- In Tusk's state, anything is possible. Didn't you see what was done with the forceful, brutal takeover of public media? Who entered by force? Didn't you see who was drilling locks at the prosecutor's office? They are capable of doing anything - stated Piotr Gliński on RMF FM.

- Thanks to this liquidation process [...] we managed to make very significant savings in public media. We managed to change the management system - said Marta Cienkowska in a conversation with Jacek Żakowski on "Poranek TOK FM," when asked about the results of the audit in public media.

- We saved 586 million last year. [...] Compared to the previous year. And these savings stem from, for example, a reduction in management staff, which was too bloated during the Law and Justice era. [...] There were various pathologically constructed contracts and a subcontracting system - she continued.

- I will answer you right away. I also prepared this for our conversation; it's information from 40 minutes ago, that currently, we have a total of 5,731 people registered for this training since yesterday. That's in essence, 23 hours, who have registered for this training, so it's a very large number, because so far, over, for example, 2 years, if we're talking about various trainings, it was tens of thousands of people - said Cezary Tomczyk in "Polityczne Graffiti" on Polsat News.

- What we presented yesterday is a complete system concerning training, and I would like us to differentiate between two things, as it is often confused, especially on the internet. The first part is defensive training, which covers training in civil defense as well as basics like survival or paramedical elements related to the military. So, these are trainings without weapons; these are trainings that concern how the head of a family could behave in a threat situation and what one needs to know about basic security matters - the Deputy Minister of Defense continued.

- There is a second path that we announced, which is of fundamental importance to the military; it is reserve training, and these are already military trainings, specialist trainings. So, the basic course for military training is 28 days, and this is either voluntary basic military service, or "holidays with the army," or training from the outset assuming that someone will become a reservist after the training - Cezary Tomczyk continued.

- I agree that trust in public media is non-existent. And that's precisely why we so desperately need this media act. [...] This act, and the changes we are proposing, will depoliticize media, remove it from party influence, provide stable financing, and ensure the independence of media company authorities - Marta Cienkowska stated on TOK FM.

- The President, if he is a responsible person... - she continued, when asked if the President shares this view.

- It is very difficult to get to him [...] he is, after all, a very busy man - she went on, when pressed about whether she had spoken with the President.

- When the situation arises where we have completed social consultations, inter-ministerial consultations, and the bill passes the Sejm, because for now, there's nothing definitive to discuss. We have the initial assumptions, I know what I want to achieve - she added, when asked, "should we appeal to the President to grant the minister an audience to discuss the media act?"

- I would like to show the President a bill that has been consulted with societal expectations, first and foremost - she emphasized.

- I have sad news for our opponents, who are destroying Polish public life and Polish politics. We will continue this, and very soon, because there will be a whole series of programmatic meetings - stated Piotr Gliński in RMF FM.

- Against me? [...] No, I have very good relations with the Prime Minister. I have been given concrete tasks to carry out, concrete goals to achieve [...] when I summarized the things that have been accomplished over the last three months, these 100 days, it's really not bad - said Marta Cienkowska on TOK FM, when asked, 'Is Tusk plotting against you?'.

- Can one count on a fair trial in Poland today? Do those who accuse, I mean the prosecutors, have legitimacy to do so today? - Zbigniew Bogucki said on the WP program "Tłit".

- In both cases, the answer is negative, because it is not true that one can count on a fair trial, because, for example, Minister Żurek wants to politically appoint judges to rule in specific cases, [...] and the prosecutors working on this case, [...] are presenting documents, charges, these are people appointed by a person who is not the National Prosecutor. I am talking about Mr. Korneluk - he continued.

Asked if he believes Zbigniew Ziobro should return to Poland, he replied: - One can submit to a process and verification in any matter, and everyone should do so when they can count on a fair trial. In this case, Minister Zbigniew Ziobro cannot count on a fair trial.

When pressed whether he thought it would be better for Ziobro to stay in Hungary, he stated: - This is not a matter of my assessment as the head of the Presidential Chancellery. This is a matter of my assessment as a lawyer. That is your opinion [that he should stay in Hungary]; I am talking about the pathological situation in Poland regarding the justice system.

"Not every citizen is accused and prosecuted by a prosecutor from the National Public Prosecutor's Office. Not everyone faces charges of a political nature. Not everyone faces charges of the kind that, in the case of Minister Ziobro, he allegedly transferred PLN 14 million from the State Treasury for the renovation of a prosecutor's office, which is a State Treasury unit, and for this received charges of acting to the detriment of the State Treasury. What is illegal? That we transfer funds from the State Treasury to the State Treasury?" - said Zbigniew Bogucki in the WP program "Tłit".

"There is no breach of public finance discipline there. There is no action contrary to the law, because that law allowed it. We are dealing with a political vendetta" - he assessed.

- That's an interesting question [whether President Karol Nawrocki would pardon Zbigniew Ziobro], because it's a question about a future and uncertain event. That is, the question of whether an innocent person can be pardoned. Today, there are no charges yet, no indictment, no non-final verdict, no conviction - said Zbigniew Bogucki on the WP program "Tłit".

- A prerogative derived directly from the fundamental law, the Constitution of the Republic of Poland, an exclusive prerogative of the President of the Republic of Poland, and thus an act of grace, has no limitations. No limitations - he emphasized.

When pressed whether the president could pardon Ziobro today, he replied: - The President has an exclusive prerogative. [...] He couldn't use it today because Minister Ziobro has no charges today, and you know that.

- I'm only asking because you say he could at any time - replied Patryk Michalski.

- At any time when proceedings are underway, proceedings in a situation where any charges have been presented. To my best knowledge, and you know this perfectly well, Minister Ziobro has no charges today - replied the Head of the Presidential Chancellery.

- Do you assume that this parliament will not want to work rapidly and very quickly on ensuring that Poles, according to the president's bill, have 30% lower bills? That means you are assuming bad faith from Donald Tusk, Minister Andrzej Domański, and this coalition. And I still want to believe - said Zbigniew Bogucki in the WP program “Tłit”, responding to the remark that President Karol Nawrocki had promised to lower electricity prices within the first 100 days, and yet he is only now submitting a bill that still needs to pass through the Sejm and Senate.

As he indicated: - November 14th marks 100 days. The president is submitting a bill. This bill can be rapidly processed by the Sejm. There will be excellent solutions there.

- If the majority coalition wants to lower Poles' bills by 33%, as the president says, then it will do so - he added.

- We are appealing to Mr. Speaker [Szymon Hołownia]. Mr. Speaker, if you are a man of honor, a man with empathy, and a man who acts based on and within the boundaries of the law, you, as the second person in our state, as the person who chairs the work of the Polish parliament, I would like you to look at this motion - stated Michał Wójcik at a press conference in the Sejm.

- On page 158, the doctor directly refers to Zbigniew Ziobro's health condition. He says: procedural actions - there is consent, but there is no consent for pre-trial detention, for depriving a person of their liberty - he continued.

- The president is submitting this project [concerning a 33% energy price reduction] today, before the 100-day mark. And it’s not about being a day ahead or a day behind. If this government fulfilled its promises with the same dedication as the president does, we would be a happy country - said Zbigniew Bogucki on the WP program “Tłit”.

President Karol Nawrocki has signed the legislative initiative "Tani prąd -33%" (Cheap Electricity -33%).

- I have launched a legislative initiative that is essentially based on 4 strategic points [...]. I am proposing not just a shield, but this time, as the President of Poland, I am proposing a real sword to cut these burdens from the bills, Polish bills, bills of Poles for electricity – burdens that Poles should not bear, and today, as we know, Poles are paying double for the energy transformation - the president said in his address.

- This strategy is based on 4 pillars, primarily on the elimination of additional fees, thus the elimination of the RES fee, the capacity fee, the cogeneration fee, and the transition fee. These fees simply need to be cut from electricity bills - he continued.

- The second pillar is limiting the costs of certificates, the third: reducing distribution fees, and the fourth: changing the rules for balancing the system so that its costs are covered only by entities causing its imbalance - he went on to say.

- We must also return to the 5% VAT rate for electricity. This was successful during the anti-inflation shield, and this is the direction my legislative proposal outlines. The effect of all these changes will be that Polish families will be able to save over PLN 800 annually on household electricity bills - he added.

- The Polish state budget will not lose out from this, as funds from the ETS will simply be redirected. For those who adhere to the primacy of European solutions, which I am certainly not, I remind them that this move is consistent with the European Union's climate policy. As of 2024, 100% of funds from the ETS should serve to finance the transformation - he emphasized.

- The agreement concluded with the owner, based on which the plot returns to the State Treasury's resources, does not end the matter. [...] The control, which is to last 2 weeks, is intended to clarify, establish all doubts, and show the decisions and actions taken concerning precisely these plots. The control will last until November 13th, which is exactly 2 weeks, and I believe we will meet to summarize it and discuss everything that has been established - said Stefan Krajewski at a press conference.

- However, we already have the first findings from the control and, consequently, the first decisions that have been made, the first actions - the Minister of Agriculture emphasized.

Two Notifications to the Prosecutor's Office

- Firstly: it has already been established that the then Deputy Minister of Agriculture, Rafał Romanowski, exceeded his authority or failed to fulfill his duties. Therefore, today I have signed a notification to the prosecutor's office to investigate what was undertaken. The control has established, there are specific statements, that the minister interfered with the actions of officials and substantive departments - he continued.

- The second notification to the prosecutor's office concerns the conscious and consistent actions of the then authorities of the National Support Centre for Agriculture (KOWR), aimed at blocking the transfer of plots for CPK. A lot happened at KOWR during that time, and it is important for the prosecutor's office to investigate everything and act efficiently - he continued.

- At this time today, I was supposed to be elsewhere. I was supposed to be at a place where 136 brave Poles, future intelligence officers from military counterintelligence, from the Internal Security Agency, were to receive their first-degree officer promotions - said Prime Minister Donald Tusk in a recording published on X.

- Before every November 11th, such requests flow to the Presidential Chancellery. These young people, after their studies, after officer courses, go there not for a career. They are patriots. They were all waiting for these first-degree officer promotions - he continued.

- They were supposed to receive their first-degree officer promotions before November 11th. They will not receive these promotions, and I don't know why. This time, the President decided not to sign these promotions. This is a continuation of his war with the Polish government. To be president, winning elections isn't enough - he went on to say.

- Today, a meeting took place at the Chancellery of the Prime Minister involving the Minister of Health, Jolanta Sobierańska-Grenda, and the Minister of Finance and Economy, Andrzej Domański – it was announced in a statement from the Ministry of Health.

As a result of the meeting, actions were agreed upon aimed at providing additional support to the National Health Fund (NFZ) amounting to PLN 3.5 billion.

In total, the support for the National Health Fund in 2025 has so far amounted to over PLN 32 billion. The planned support will be sufficient to secure the financing of services until the end of 2025.

- We are facing the largest healthcare crisis to date. A crisis that the Chairman or President of the Polish Medical Association has described as bankruptcy. A crisis that is currently translating into misfortunes, and even extreme misfortunes, related to the prospect of death or even the actual death of many people, very many patients. In a significant number of hospitals, planned procedures are no longer being undertaken, and there are places where this affects oncological diseases, even advanced ones - stated Jarosław Kaczyński during a PiS briefing.

- We have further evidence that those in power are people who not only drastically break the law, but essentially destroy the achievements of over the last 30 years of independent Poland, in terms of the state and its functioning. They are also destroying individual areas of state functioning, including healthcare, which is particularly important for the safety and lives of citizens - he continued.

- This government should be changed, but since such a prospect is not currently visible, we can only react in one way. We are launching a campaign of meetings outside hospitals, press conferences outside hospitals, because we simply want society, which today is often, unfortunately, effectively misinformed, to know how things truly are - emphasized the PiS leader.

Marcin Kulasek was asked on the program "Gość Radia Zet" why the New Left would not support the project proposed by Razem concerning a cadastral tax.

"The Razem party [...] started with us, had the opportunity to take responsibility for the country's fate together with us and implement their party's program, realize it with the help of the government, together. [...] They decided to be in opposition with PiS and they have their own projects," said the Minister of Science.

"Rome wasn't built in a day, the budget isn't made of rubber, I know something about that," he continued later in his statement.

"Everything is clear, but in the end, I'll return to this once more: the Razem party is now on the other side of the force, it's in opposition, it often votes with PiS [...] we are working [...] on our own bill, it will be our bill and we will want to introduce it to the governing coalition as well," he continued, after the host pointed out that a cadastral tax generates money for the budget, not funds that need to be taken out of the budget.

Marcelina Zawisza commented on Marcin Kulasek's statement.

"How to explain to a bubble that an anti-speculation tax on the 3rd apartment is additional funds for the budget, not a cost to the budget? The bubble is 49 years old and is the Minister of Science." - wrote the chairperson of the Razem parliamentary club.

- To be prime minister, it's not enough to post on X. You also need to know how to govern and put the state above party interests - said President Karol Nawrocki in a recording on X.

- The Prime Minister, in his style, lied and did not explain what really happened. Donald Tusk decided that the heads of special services are forbidden from meeting with the President of the Republic of Poland. In this way, the Prime Minister has once again used the special services in political combat - he continued.

- Key information concerning state security was denied to the president's representative during the meeting of the collegium for special services. Four of my meetings with the heads of special services were cancelled. It was during these meetings that crucial issues for Poland's security were to be discussed, and decisions regarding officer nominations were to be made - he went on to say.

- However, this did not happen because state interests were confused with party interests. I will not and cannot consent to this. Prime Minister Tusk must understand that he is not a king, but the head of government, and this means the duty to cooperate with the president elected by Poles. Especially on matters of state security - he added.

- Using special services for temporary fame on social media is extremely irresponsible and unacceptable. Soldiers and officers cannot be hostages to the Prime Minister's cynical games. The security of Poles has no party colours, Prime Minister of an unlawful government - he emphasized.

This is a response to a recording by Prime Minister Donald Tusk. In it, the head of government stated that the president did not sign the nominations, and therefore 136 people will not receive their first officer nominations before November 11.

- Because I don't know if this isn't my last time, I will allow myself to say three short words to you after these two years. The Marshal of the Sejm received a standing ovation from the MPs, including those from the opposition.

- A Member of Parliament should set an example, not ignore the law. A few weeks ago, MP Łukasz Mejza was stopped by the police and refused to accept a fine. He was speeding over 200 km/h on the S3 route - wrote Waldemar Żurek.

- I have just signed a motion to the Marshal of the Sejm to revoke MP Łukasz Mejza's immunity – so that he can be punished in misdemeanor proceedings - emphasized the Minister of Justice.

- Zero tolerance for road pirates - he added.

- If politicians from the government thought their anti-state maneuvers would remain hidden, they were mistaken. This time, they haven't encountered a law professor and an old-fashioned intellectual who will always put on a brave face for a bad situation and allow themselves to be humiliated - wrote Krzysztof Bosak on social media.

In a series of votes, the Sejm granted consent for the criminal prosecution, detention, and pre-trial arrest of Member of Parliament Zbigniew Ziobro.

In the vote on granting consent for the detention and pre-trial arrest of the former Minister of Justice, 244 MPs voted in favour, 198 against, and no one abstained.

"This is a very important day for Polish politics, but it is also a clear signal for all of us. The times of sacred cows are over, and someone who broke the law will be held accountable in court," stated Borys Budka on TVN24's "Fakty po faktach" (Facts After Facts).

- Sooner or later, both Ziobro and Romanowski will face Polish courts. Today, everything indicates that Orban's days are numbered, and I believe that a new, democratic Hungarian government will simply do what it is obliged to do - stated Borys Budka on TVN24's "Fakty po faktach" (Facts After Facts).

- The prosecution is working at full speed, I thank the investigation team for a job well done. But there is still a lot of work ahead of us. We will restore the rule of law, we will hold accountable all those who broke the law, and that's it. Today is just the beginning of the journey - stated Waldemar Żurek at a briefing.

- In 2 years, the Tribunal of State. Absolutely the Tribunal of State. You are a scoundrel, that's all I'll tell you - stated Janusz Kowalski at a press briefing in the Sejm.

MPs from Civic Platform (KO), the Polish People's Party (PSL), Poland 2050, and The Left unanimously voted to lift Zbigniew Ziobro's immunity. Members of the Razem parliamentary club also voted alongside the ruling coalition.

Confederation MPs were divided on some votes. Some of them voted for or against lifting immunity depending on the specific offense alleged by the prosecution, while others abstained.

In some votes, MPs associated with Nowa Nadzieja supported lifting Ziobro's immunity, while those from the National Movement abstained.

Although Razem MPs voted to lift Ziobro's immunity, they did not participate in the vote to consent to the arrest and temporary detention of the former Minister of Justice.

Besides Law and Justice (PiS), MPs from Confederation of the Polish Crown and members of the Free Republicans club (with the exception of Paweł Kukiz, who did not participate in the votes) voted against lifting Ziobro's immunity and consenting to his arrest and temporary detention.

- We are dealing with a government that doesn't know how to govern. It tolerates brazen thefts, releases people already caught red-handed from criminal responsibility, while fiercely wanting to fight those who do things that hit the criminal world, because here there is absolutely no denying that when it comes to Zbigniew Ziobro, he has delivered many such blows, and besides, they conduct useful social activity, and that's normal - stated Jarosław Kaczyński in the Sejm.

- From the moment the prosecutor's office was taken over by force, it is a group operating illegally, and I believe that it may take some time, but all those who participated in this will answer for it in court, and today will definitely increase sentences - stated Jarosław Kaczyński in the Sejm.

- There is nothing to be happy about, because it doesn't look good at all, but from the perspective of the interests of Polish democracy and the condition of the Polish political system, it is very important for Poles to see that, though it was a very convoluted path and took a lot of time, settlements are becoming a fact - stated Prime Minister Donald Tusk in the Sejm.

- However, waiving immunity for a former minister of justice, a prosecutor general, in the context of 26 charges, including such serious ones as leading an organized crime group, is not a simple, prosaic, or typical matter. It is even incomparable to what Marcin Romanowski or other parliamentarians are being prosecuted for - said Adam Bodnar in TVP Info's "Pytanie Dnia" (Question of the Day).

- Will Zbigniew Ziobro seek political asylum? I'm not inside Mr. Ziobro's head. I don't know. I think it would be better for everyone, including him, ultimately better for him too, if he were to stand before the Polish prosecutor's office and the Polish court - stated Prime Minister Donald Tusk in the Sejm.

- After all, he is one of the authors of these, well, not slogans, but actually sensible things, that we have a prosecutor's office and courts for, and thanks to my work too, the courts and the prosecutor's office are truly independent today, with all the positive, and sometimes negative for me too, consequences. It's worth knowing, perhaps, that during my time as prime minister, my ministers are questioned many times by the prosecutor's office, and no one makes a fuss about it... No one falls into hysterics - the former prime minister continued.

- I will not send any commando units to Budapest, you know that it doesn't work that way. When the opportunity arises, the prosecution will decide, the services have nothing to do with it - stated Prime Minister Donald Tusk in the Sejm.

- Minister Siemoniak is already correcting the president’s words. I am sorry, for obvious reasons, I have not only respect for the institution; my personal feelings towards the man are irrelevant, but I have respect for the institution. He is the President of the Republic of Poland, and I would prefer him not to deviate from the truth and also to know the Constitution, his competencies, the competencies of the Prime Minister and the government. Perhaps he will learn this in the future, but President Nawrocki’s reaction is neither truthful nor justified in any way – stated Prime Minister Donald Tusk in the Sejm.

- The president should learn, and I am not saying this because I am arrogant, what formats are provided for by the Constitution and laws when the president meets with ministers. He has such possibilities as the National Security Council (RBN), the Cabinet Council, and a presidential representative participates in every college for special services. There is no reason, and I will never allow it, for constitutional principles to be violated or even broken. The president is not there to summon ministers or state officials who are subordinate to the government – he continued.

- I am not forbidding anyone anything. I don't know [if meetings were cancelled]. Heads of services, ministers, deputy ministers will meet with the president if the president contacts me with information about the matter and what it concerns – the prime minister emphasized.

- I don't know if you heard that shout. Confederation and Civic Coalition [KO] are one evil, PiS MPs were shouting. Even Confederation MPs had no doubts that Minister Ziobro should be held accountable by the prosecutor's office and the court for the things he has done - stated Prime Minister Donald Tusk in the Sejm.

As reported by the Chancellery of the President, the President of the Republic of Poland, Karol Nawrocki, has refused to sign:

• the Act of October 17, 2025, on the establishment of the Lower Oder Valley National Park,
• the Act of September 26, 2025, amending the Act on collective water supply and collective sewage disposal and certain other acts,
• the Act of September 26, 2025, amending the Act – Road Traffic Law and certain other acts,
• the Act of September 26, 2025, amending the Act on the National Criminal Register, the Commercial Companies Code, the Act on the liability of collective entities for offenses punishable by penalty, and the Act on counteracting money laundering and the financing of terrorism.
