At 12:00 PM, a government session will take place. The agenda includes, among other items, a draft amendment to the resolution approving the Civil Protection and Civil Defense Program for 2025-2026, and one of the projects from the so-called deregulation proposals.

Ministers will also address a draft amendment to the law on the functioning of hard coal mining and the personal income tax act, as well as a draft amendment to the act on the extraction tax on certain minerals.

At 1:00 PM, the official opening of Krynica Forum 2025 will take place with the participation of, among others, the Head of the President's Office, Paweł Szefernaker, the Head of the Chancellery of the Sejm, Jacek Cichocki, and the Marshal of Małopolska, Łukasz Smółka.

"It's clear that Together understands absolutely nothing about local governance. Because if this type of ban on serving more than two terms is maintained, then it will make 100% of all local government officials dependent on major political parties," said Rafał Trzaskowski in an interview with Marcin Fijołek on Polsat News's "Graffiti."

"However, if this ban is not in place, the decision is in the hands of the citizens. And that is what is most important today. We all know that PiS introduced this provision out of spite, because they dislike local government officials. Because if they wanted to be fair, they should have started with themselves and introduced such bans for MPs and senators," he continued.

- Of course not. This matter needs to be explained very thoroughly, to the bone, why this plot was sold. This plot was sold, as I understand it, by KORW. Of course, it is supervised by the Ministry of Agriculture, but as I understand it, as I heard MP Telus, there is no signature of the minister there - stated Zbigniew Bogucki on PR3.

- This matter must be explained thoroughly, to the bone. CPK invariably remains a key, developmental project, primarily for the President, but also for PiS. If not the most important, then one of the most important for Polish development, but also for Polish security - he continued.

- Donald Tusk, as Prime Minister, lost the vote. He was in the minority regarding this project, the President's project, essentially a civic project. It passed its first reading, even though Donald Tusk wanted it rejected, and it's a real, huge scandal that Donald Tusk didn't want this investment at all - stated Zbigniew Bogucki on PR3.

- Truly, if citizens want to replace their commune leader (wójt), mayor (burmistrz), or president (prezydent), they simply do it. Years of democracy in Poland, years of local government functioning, have shown that this happens and that local government enjoys much greater trust than politicians in the Sejm or Senate, and that citizens know perfectly well whether someone deserves to have their term extended or not - said Rafał Trzaskowski in "Graffiti" on Polsat News.

- Yes, I think so, just like last year, we will participate in this march. It's not a march of nationalists, but a march of Polish patriots - said Mariusz Błaszczak on "TOK FM Morning," when asked if Jarosław Kaczyński would march in the Independence March together with nationalists.

- They [the organizers] may present themselves as nationalists, but it is an abuse to state that this is a march of some political group - he continued.

- I too am puzzled by the fact that we haven't yet heard the former head of KOWR's stance. All of this needs to be clarified, and we will clarify it - Mariusz Błaszczak said on TOK FM, when asked if he believed Robert Telus or KOWR regarding the land plot under CPK.

- The situation is indeed very strange, which is why our two parliamentarians have been suspended and this matter, which is multi-faceted [...], has not surfaced amid inflation and various audits - he continued.

- The entire clarification process will involve the establishment of a team, and parliamentarians will submit their explanations. The team will essentially adjudicate the matter and present its position - he went on to say.

- What defense of chairs is this? If the residents of Warsaw decide that someone new is needed, they will simply make that decision - said Rafał Trzaskowski on Polsat News’s “Graffiti,” when asked if he feared that supporting the abolition of term limits would be perceived as defending his own position.

- If a coalition is formed, it will be a programmatic coalition, which is why we are starting with the Law and Justice program. Moreover, President Jarosław Kaczyński sent 10 programmatic points to the leader of Confederation, Sławomir Mentzen - Mariusz Błaszczak said on TOK FM, when asked about a PiS coalition with Confederation.

- Unfortunately, Sławomir Mentzen rejects the programmatic agreement. There is no point in forming a coalition if there is no common programmatic message - he continued.

- Our ambition is a solo government of Law and Justice - he added.

- I have always been in favour of changing this [term limit] rule in local government, the one introduced by PiS. I've said it many times, and furthermore, we signed commitments to this effect with the leaders of democratic parties. […] I have never changed my mind on this, because it would be very strange, especially since I myself ensured that there was a unified stance from the Union of Polish Metropolises and the 'Yes! For Poland' Local Government Movement. We had a clear, decisive position from the very beginning, as soon as PiS introduced it - said Rafał Trzaskowski in the "Graffiti" program on Polsat News.

- Of course not [I had nothing to do with it]. It's a classic PiS tactic, namely that when there's a big scandal to explain, a very controversial decision was made at the end of PiS's rule, which is now being investigated by the prosecutor's office. And PiS is desperately trying to find culprits elsewhere, when it's clear that they were the ones making these decisions. What could the Mayor of the Capital City of Warsaw possibly have to do with plots of land somewhere near Łódź? – said Rafał Trzaskowski on Polsat News's "Graffiti," when asked about the sale of a plot of land crucial for CPK (Central Communication Port).

When it was pointed out that the buyer of the land, the company Dawtona, sponsored Campus Polska Przyszłości (Campus Poland of the Future), he replied: - Yes, but these are hundreds of partners of Campus Polska Przyszłości. It's a Polish company that has achieved a lot of success. Thousands of people who supported election campaigns. These are all transparent processes, everything is made public. So this is simply an obvious nonsense, and you can see that a drowning man clutches at straws.

- They, I mean Confederation, very often talk about taxes, about governing the state. They are incapable today of managing their own election subsidy, let alone shopping at Ikea, so I want that to be clear - said Cezary Tomczyk on "Gość Radia Zet".

- We are talking about what has actually happened, and one can try to defend oneself by attacking, but I think that today all of Poland is listening to a police officer we heard earlier on air, who said on air that the deputy leader of Confederation tried to steal a frying pan from Ikea. So it's a stupid affair, ending in an admission of guilt. The fewer such situations, the better, especially since this affects how Poles generally assess politicians, and I would like this assessment to be a little better than it is now - Cezary Tomczyk continued.
 

- It is certainly a justified step, without a doubt. But don't you have that impression, because when it comes to PiS, a conservative party, they very often invoke God, patriotism, and I have the feeling that the more God and patriotism there is in this politics, the more they steal, that it's a kind of veil, a shield, that in the end, when we review all these PiS scandals, because you can look at various governments - said Cezary Tomczyk in “Gość Radia Zet”.

- The number of scandals being accounted for today, people who have fled the country like Mr. Romanowski, or are in custody as in the RARS case, we have indictments against many PiS politicians, and these accusations are proceeding step by step. It's as if it shows that a party that talks about the decalogue, in reality, holds that decalogue in deep disregard. And the commandment "thou shalt not steal" seems not to be the strongest side of the political party that is PiS - Cezary Tomczyk continued.
 

- We shall see. If there’s ever an opportunity for all democratic forces, for the Prime Minister, the President, everyone to walk shoulder-to-shoulder [in the Independence March], then yes. Today, unfortunately, it looks like we will again have an attempt to monopolize this day by one side of the political scene, which doesn’t particularly care for me – said Rafał Trzaskowski on Polsat News’s “Graffiti”.

- But if the march proceeds peacefully, if there are no fascist slogans, chants, and what we unfortunately have had to deal with from time to time, including the destruction of Warsaw. There are signals that the President is to be at this march. If the President is there, I assume it will be very peaceful – and that’s very good, because that’s exactly what it’s about. Everyone has the right to demonstrate in Warsaw, provided they do not break the law – he continued.

Asked if he would participate in the Independence March this year, he replied: - No, I’m not planning on it. But I will, of course, be at all other ceremonies.

- The family has received substitute accommodation. It is around 80 square meters and is equipped. They have also received compensation. The family has decided not to renovate their house, but rather that the Ministry of Defense or the Polish state will build a new home for this family, and so it will be. The Ministry of Defense has also offered additional compensation to this family in the amount of 200,000 PLN, we are awaiting the family's response - said Cezary Tomczyk in "Gość Radia Zet".

- Universal voluntary military training for all Polish citizens who are willing, as I said, will commence in November - stated Cezary Tomczyk on “Gość Radia Zet”.

- Drones are being sent to units of the Polish Army precisely so that the army can acquire, test, and use them - said Cezary Tomczyk on “Gość Radia Zet”.

- Conventions like these were written in completely different times, when hybrid warfare, when the use of migration as an element intended to influence the fate of other states was either unknown or not as widespread. Because this type of tool utilization has been happening for hundreds of years, and we must adapt these tools to the current situation. That is why Prime Minister Donald Tusk is appealing. There were many in Poland who negated this decision. He decided to suspend the possibility of applying for asylum. - said Cezary Tomczyk in “Gość Radia Zet”.

"I rule it out. [...] If I have any influence on this party in the future, I will always be against merging and running on a single list" - said Włodzimierz Czarzasty in an interview with Marcin Zawada on the Onet Rano program.

"We are so different from PO that I cannot imagine mixing these genes. I'll give you an example: [...] I would never admit Giertych to the party. Can you imagine Roman Giertych being in the Left party? Anything is imaginable, but not this. [...] These are two worlds. A world of tolerance, a world of intolerance. A world of openness and a world of lack of openness" - he continued.

- I am always in favor of consolidating left-wing circles. But a full consolidation: with Razem, with Ms. Senyszyn, there is no problem. We don't dig such pits between ourselves or ditches that couldn't be filled - Włodzimierz Czarzasty said on the Onet Rano program.

- If someone tells me: you have a different narrative - well, we have a different narrative, because Adrian Zandberg, with whom I am friends, has a different attitude towards the government. I believe that if not this government, then the alternative to this government is a government of Konfederacja with PiS. There is no other alternative, because I can't really imagine Razem, Konfederacja, and PiS together - he continued.

- I will certainly strive for this [a single list for the left]. Whether I succeed is another matter - he added.

- I said what I said, but the position of The Left is this: we supported the initiative [from the PSL regarding the abolition of term limits in local government] to go to committee, after a long conversation and a long discussion. Now we will watch what happens in that committee. We’ll see what happens in that committee, we’ll see what the final shape of this bill will be, and then the caucus will make a final decision on this matter - stated Włodzimierz Czarzasty in the Onet Rano program.

- Today, Minister of Justice and Prosecutor General Waldemar Żurek submitted a motion to the Marshal of the Sejm, Szymon Hołownia, requesting the lifting of the parliamentary immunity of MP Zbigniew Ziobro. This motion also concerns consent for the arrest and temporary detention of the MP - stated Prosecutor Anna Adamiak at a press conference.

- The offenses described in the motion are primarily to involve exceeding authority and failing to fulfill duties as a public official, specifically in connection with holding two positions. These are so-called official offenses; however, the findings made in this proceeding resulted in the cumulative qualification of these actions with other offenses - said Prosecutor Anna Adamiak at a press conference.

- These concern offenses against property, offenses involving taking actions within an organized criminal group. The prosecutor has established, based on evidence, that Mr. Zbigniew Ziobro founded and led an organized criminal group - she indicated.

- I wanted to address the CPK scandal, because that's what everyone is rightfully calling it right now. As you may remember, and this is not the only case of its kind, PiS, after losing the election, together with President Duda, appointed Mr. Morawiecki's government for a 2-week period, with old, somewhat new ministers. Even then, everyone suspected that the intention was to finalize or complete certain deals. The CPK scandal is a particularly unpleasant confirmation of this. This plot of land, 160 hectares, intended for a future airport and communication hub, was sold to a private lessee by the PiS government precisely during the period between the lost election and the handover of power on December 13 - stated Prime Minister Donald Tusk during a government session.

- The lessee had been trying to purchase the plot for years. There were various objective reasons, not solely related to CPK, why this was not possible and they were refused. On October 19, 2023, the Minister of Agriculture in the PiS government gave his consent. The key formalities, 6 documents in various offices, and the notarial deed were completed within 24 hours, between November 30 and December 1. This must be particularly impressive to Polish farmers who are trying to buy land or make land exchanges. You know how long that takes. 24 hours, 6 documents, a notarial deed, and the sale of 160 hectares. The government's plenipotentiary for CPK, Mr. Horała, received a letter on November 24 from the then-CEO of CPK stating that a scandal was unfolding. He did not react. Perhaps because so many people from PiS were involved in this process - he continued.

- Strange things happened during those two weeks. We all remember with what extraordinary energy the leading PiS politicians, with then-President Duda at the forefront, shouted “Yes to CPK, yes to CPK”. How much energy and effort they put into it, and at the same time, behind the scenes, how much work they put into completing a complex operation with multiple documents in 24 hours - the Prime Minister emphasized.

- I am not surprised that today this acronym CPK, I will never use it again to describe this large communication investment, the airport, the railway. I will never use this acronym again, because today everyone in Poland reads this acronym as ‘Cały PiS kradnie’ (The Whole PiS is Stealing). CPK means exactly that - the whole PiS is stealing - Tusk added.

- It is a coincidence that today we have finally seen the motion to revoke immunity, to detain, and to impose provisional arrest on the former Minister of Justice, Zbigniew Ziobro. Ziobro is suspected of committing 26 offenses. Offenses committed with the aim of obtaining financial benefits for other persons, as well as personal and political benefits, in agreement with other individuals. He founded and led a criminal group, appropriated or attempted to appropriate property in the form of funds from the Justice Fund. This is the justification for filing the motion to revoke immunity - stated Prime Minister Donald Tusk during a government session.

- For the first time in the history of Poland, I do not rule out that for the first time in the history of Europe, a former Minister of Justice is suspected of such offenses, including leading an organized criminal group - he continued.

- Yes, this is all taking some time. The CPK affair highlights with utmost clarity why this requires such meticulous, sometimes lengthy work. Because according to the principle mentioned by Minister Horała, ironically Minister Horała himself, as he said, 'if you're going to steal, do it according to procedures' - stated Prime Minister Donald Tusk during a government meeting.

- This CPK affair is a very complicated undertaking because various procedures were followed. It is evident from miles away that we are dealing with a scandal. The stench of corruption surrounding this matter is unbearable, but it will take time because no one has ever perfected the principle of 'we steal according to procedures' to such an extent - he continued.

- This is the model we see in many places around the world. This Eastern model, where the state is built and offices are prepared in such a way that politicians can steal with impunity - Tusk emphasized.

- The motion [to lift immunity] also concerns granting consent for the detention and temporary arrest of Mr. Zbigniew Ziobro. The prosecutor made this decision after analyzing the descriptions of the offenses, the evidentiary material, and in the prosecutor's assessment, there is a significant concern that Mr. Zbigniew Ziobro will not participate in procedural actions at the prosecutor's request - said prosecutor Anna Adamiak at a press conference.

- That he will attempt to avoid or in some way limit his responsibility. That there is a fear of fleeing, of hiding, as well as a fear of procedural tampering - she continued.

- I want to say that we will appeal to the parliamentary club, and perhaps even to the parliamentary clubs of the coalition, to expedite the entire procedure through parliamentary channels, which will significantly accelerate it. I am referring to the maximum acceleration of these procedures to prepare new regulations, according to which Polish teachers, for their readiness to work when students are on trips, and in various other situations that are hard to describe, will be compensated. Therefore, I will not propose creating some detailed catalog. Teachers know well that when they are at school, they can be needed at any moment and can find themselves in various situations. This readiness cannot be described in detail in a document, so we must also trust. School is life, not regulations. And that is why I am convinced that all of you, not only from the ministry but also in the Sejm, will apply maximum goodwill and energy to fix this issue as quickly as possible - stated Prime Minister Donald Tusk during a government session.

- I gave my word to teachers, with the full conviction that they are in the right. Therefore, I will be very obliged if we all quickly proceed with this repair - he continued.

- If Prosecutor Waldemar Żurek wants to put a cancer-ridden MP in custody, it is worth familiarizing yourself with the content of the statement, because it is something absolutely astonishing for which Zbigniew Ziobro is to be held criminally responsible in "smiling Poland" - wrote Bartosz Lewandowski on social media.

- The charges look as if they were written solely to create a 'wow effect' and media sensation - emphasized the lawyer.

- Today, the Prosecutor General addressed the Marshal of the Sejm, Marshal Hołownia, with a request to lift the parliamentary immunity of former Minister of Justice, Zbigniew Ziobro. This is indeed an unprecedented situation, perhaps on a European scale. The request is very extensive, containing over 150 pages - said Waldemar Żurek at a press conference.

- The prosecution indicates that 26 offenses may have been committed, primarily concerning the management of funds from the Justice Fund, but it also includes the non-purposeful expenditure of funds for the renovation of a prosecutor's office, possession, or failure to process official documents. The most serious charge is the creation and leadership of an organized crime group - Waldemar Żurek continued.
 

- Today's Council of Ministers session is particularly and importantly important, with expected draft laws, because the Council of Ministers has adopted a draft law on personal assistance for people with disabilities. This is a long-awaited, first such comprehensive regulation that introduces a permanent, stable, and nationally accessible system of support for people with disabilities - said Adam Szłapka at a press conference.

- The assistant will support a person with a disability in their daily life, in mobility, in doing shopping, as well as in matters related to hygiene, cultural life, and social life. This will be a solution that will be highly tailored to the individual needs of the person with a disability. The scope of assistance provided by a personal assistant will be adapted to the individual needs of people with disabilities. This will range from 20 to even 240 hours per month - the government spokesperson continued.

 

- I want to inform you that today a motion from the President was filed with the Constitutional Tribunal concerning the regulation, the rules of operation for common courts. This is the act issued by Minister Żurek, who in an absolutely unlawful manner attempts to change a statute through a regulation - stated Zbigniew Bogucki at a press briefing.

- In essence, this is an attempt by the executive branch, by Minister Żurek, acting on the mandate of Prime Minister Tusk, as I understand it, to point a political finger to ensure that judges are not randomly assigned in proceedings, as has been the case until now, but are appointed - continued the Head of the Chancellery of the President of the Republic of Poland.

- We will be ready this year, more than that, in November, to open two border crossings. In Bobrowniki and Kuźnica. Regarding Bobrowniki, there are no logistical problems. Regarding Kuźnica, as you know, the road surface on the S19 will not be ready there by the end of the year, so until the end of the year it would apply to vehicles up to 3.5 tons, not heavier, until the work on the road surface is completed - stated Prime Minister Donald Tusk during the Forum on Cohesion and Border Development of the European Union.

- We should open these two crossings in November. Let's say on a trial basis. This means that if it turns out, I want to tell you honestly, that for some reasons, I don't want to simulate them now, we will have to, when I talk about reasons, I mean Poland's security, if it is necessary to close the border, I will not hesitate for a moment - he continued.

- This is truly a scandalous decision, a decision that, as one can surmise, has a completely political justification. This government is completely incapable of governing in virtually all areas of life and, consequently, is undertaking another operation aimed at shifting public attention towards alleged crimes and offenses of Law and Justice - Jarosław Kaczyński said at a press conference.

- Regarding the nature of the accusations leveled against Minister Ziobro, they fit precisely into the modus operandi they have adopted. This is because they are unable to prove that anyone from our party, apart from those we ourselves identified – and indeed there were such individuals, and appropriate legal steps were taken during our government – has actually stolen anything, that people have enriched themselves - he continued.

- Therefore, they have adopted new constructs that have nothing to do with criminal law, or with law at all. The idea is that if someone transfers funds to social institutions, or even transfers money within the budget, from one account, to put it simply, to another account, then this constitutes misappropriation, and thus it is a very serious crime, hence the 150 million zlotys - he went on to say.

- The Fund for Aid to Prisoners and the Post-Penitentiary Assistance Fund (Fundusz Sprawiedliwości) transferred money to various institutions; it had the right to do so. Sometimes it spent money, which is also part of these accusations, for example, on the renovation of the General Prosecutor's Office. It also had the right to do so and also had the right to move money from its bank account to the account from which the services paid for the purchase of Pegasus - he added.

- Here, I believe, we have an additional reason for what has happened. Namely, the fact that this is about revenge. After all, someone uncovered the criminal activity of all these individuals whom today's courts, which are courts only in name, are releasing from responsibility, are dropping investigations, and these cases, these names [...] are also the premises for conducting this operation - he noted.

- Everything that Minister Ziobro is currently accused of would have to lead to a very severe sentence, a sentence of many years. The only problem is that, from a legal perspective, it is simply nonsense and hogwash. But today in Poland, as is known, the law does not apply - he said.

- The EU will grow by an average of 8%, I'm talking about the economy. 8, a maximum of 9%. Poland will grow by 18%. And this is possible, among other things, because there is no consent for corruption in Poland. And I would say perhaps, unfortunately as we can see, with quite numerous exceptions when it comes to politicians, but today in Poland there is still no consent for corruption - stated Prime Minister Donald Tusk during the Forum on Cohesion and Border Development of the European Union.

- Corruption is particularly dangerous when it is organized from the top down - he continued.

- Following this motion, sent by the President to the Constitutional Tribunal, this notification concerns the possibility of Minister Żurek committing an offense, under Article 231 § 1 of the Penal Code. As you can also see, this notification was filed today with the District Prosecutor's Office in Warsaw. We will see if the prosecution is independent, whether it will undertake this proceeding, and whether it will conduct this proceeding - stated Zbigniew Bogucki at a press briefing.

- Yesterday, both Prime Minister Tusk and his spokesperson Szłapka were very active in attacking Law and Justice in the context of the Central Communication Port, and today it turns out that the owner of this manufacturing, processing company [...] issued a statement in which he stated that the Central Communication Port, i.e., the State Treasury, can repurchase this property at any time - said Mariusz Błaszczak at a press conference.

- Such an obligation was included in the notarial deed [...] at the 2023 price. Yesterday, KOWR's statement did not mention this, it even misinformed the public opinion, claiming that it could not be repurchased, that the State Treasury could not repurchase this property - he continued.

- So why today, precisely today, did the National Prosecutor's Office strike at Minister Zbigniew Ziobro? Is it not because yesterday's scandal turned out to be a pseudo-scandal? Is that not what it was about? And why did it turn out to be a pseudo-scandal? [...] Because [...] since December 2023, Donald Tusk's government has done nothing in this matter - he went on to say.

- We will clarify the matter concerning Law and Justice. And did Donald Tusk take such actions towards, for example, an MP who is the president of KOWR? [...] I put forward the thesis that this attack, this absurd attack on Minister Zbigniew Ziobro, is intended to cover up a scandal, which is Donald Tusk's scandal - he added.

- Zbigniew Ziobro repeatedly said honest people have nothing to fear, and one of his closest associates is hiding in Budapest. Whether he is honest, the answer to that question is obvious; if he were honest, he wouldn't be afraid - said Adam Szłapka in "Tak Jest" on TVN24.

- The proof that this matter is truly significant is the behavior of party leader Jarosław Kaczyński. After all, in many very serious matters, they defend Law and Justice politicians to their last breath. I was present at that interview, and they were really referring to what individual forces in Great Britain think on this matter. - said Adam Szłapka on "Tak Jest" on TVN24.

- I would frame this as complicity in this matter. Simply put, Minister Horała, who was supposed to represent the interests of CPK, neglected this matter, did not deal with it, and therefore bears responsibility. I think his responsibility is no less than that of Mr. Telus, and I am curious if he will also be suspended - said Adam Szłapka on "Tak Jest" on TVN24.

This shows the absurdity of these accusations, it shows the determination of this criminal gang that rules Poland today - comments the former Minister of Justice.

"It's impossible to merge our civilization, the Latin civilization, particularly in its Polish version which is very distinctive, with Arab civilization. It's impossible to do it. There are people who claim it's possible in the West, but numerous examples already show that it is mutually exclusive" – stated Patryk Jaki during a debate on migrants at "Krynica Forum 2025".

- If we want to defend ourselves against Russia in the future, and perhaps against other problems, we must have a strong state. - We have about 25 million Poles living outside the country. Another similar number are people of Polish origin. I believe that future policy should be focused on them [...] if we want to build any migration policy - he continued.

- Either we accept that we will be a small state and, consequently, we will be an easier state to attack in the future, or we must actually adopt some policy, a new migration policy - he went on to say.

- I believe we should be proud that Polish culture is attractive enough and there are people who want to identify with it. So, this kind of politics, where you say "throw out all legal [migrants] from Poland," is completely alien to me. I want nothing to do with it - said Patryk Jaki during a debate on migrants at the "Krynica Forum 2025."

- But no one is saying that - replied Ewa Zajączkowska-Hernik.

- I saw your banner, where it was written... - Jaki began.

- Because you brought migrants to Poland, you didn't control who they were, and that's it - replied the Konfederacja MEP.
