Sejm to Discuss Road Traffic Law Amendment and DSA Implementation

The Sejm will resume its session at 9:00 AM with a series of current affairs questions. At 11:15 AM, at the request of Konfederacja, it will hear a briefing on current matters, including the use of funds from the Medical Fund, with a specific focus on financing rare diseases.

At 12:15 PM, the second reading of the government's draft amendment to the road traffic law is scheduled. According to the amendment, drivers operating a vehicle despite having their license suspended will face the revocation of their driving privileges. Children under 16 will be required to wear helmets when riding bicycles or electric scooters, and it will be possible to obtain a Category B driver's license at the age of 17 (with restrictions).

At 1:45 PM, the second reading of the government's deregulation bill is planned, which will allow heirs to electronically submit applications for entry into the land and mortgage register through notaries. At 2:30 PM, the first reading of a government bill to simplify tax regulations concerning accelerated depreciation is scheduled. The proponents state this will "positively impact greater investment opportunities in municipalities with high unemployment.".

At 3:45 PM, the second reading of the government's bill to ratify the Investment Protection Agreement between the European Union and its member states, on the one hand, and the Socialist Republic of Vietnam, on the other hand, signed in Hanoi on June 30, 2019, will commence. Subsequently, at 4:15 PM, the first reading of a government bill aimed at accelerating proceedings in "francophone" mortgage cases and reducing the burden on courts, while maintaining full compliance with CJEU jurisprudence, will take place.

Between 6:00 PM and 7:00 PM, a recess in the proceedings is planned. Following the recess, the first reading of the government's draft amendment to the Act on the Provision of Services by Electronic Means will begin. - You will recall how the Monetary Policy Council (RPP) at that time, incidentally absolutely on political orders, because we remember how Glapiński operated, acted regarding interest rates. - The last poll I saw showed Civic Coalition leading PiS by 5%. The OGB poll appeared yesterday. And the average poll shows us with about 1.5 to 2 percentage points of advantage. And this is the current polling picture. I don't know in what format the Left, PSL, or Poland 2050 will go into the elections. There are still 2 years until the elections. Coalitions, configurations can be different. The goal is not to lose a single one of these percentage points – stated Adam Szłapka in 'Conversation with Piasecki' on TVN24.

- I always ask the Razem party this question [...] first, I'll say this: some work, others criticize. The question is: what is the alternative to this government? - he continued.

- There is no enemy on the left, there is no other party that is as close to us, apart from PPS and the Labour Union. In my opinion, it is the same for them, they just can't quite say it, but there will be a time for everything - he went on to say.

- A 'one,' of course - said Przemysław Czarnek in the "Morning Interview" on RMF FM when asked what school grade he would give Donald Tusk's government.

- It's already two years and only two years until the elections, that's definitely a very big positive, perhaps one of the few, if any I find. In a certain way, the actions of Prime Minister Kosiniak-Kamysz, also perceived by President Andrzej Duda, as well as by Sławomir Cenckiewicz, the current head of the National Security Bureau, meaning cooperation with the president, that's the positive. - The government assumes, Minister Domański assumes economic growth of around 3.5%. Yet, state budget revenues are expected to decrease by nearly 9 billion compared to the current year. - Public finances managed in this way lead to ruin - he assessed.

- Regarding the Prime Minister's statement that he didn't know how much needed to be spent on defense, how much needed to be spent on the Polish army, in this geopolitical situation, with that statement, Prime Minister Tusk is simply, very clearly, undeniably, absolutely compromising himself - said Zbigniew Bogucki in "Graffiti" on Polsat News.

- Someone who aspired to the role of prime minister and became prime minister, someone who is the head of the largest coalition party, says that before the elections he didn't know how much needed to be spent on defense? This is a complete embarrassment - he assessed.

- If Prime Minister Tusk made a promise to Poles, to his voters, and today he says he didn't know, I believe he is lying. Because every politician, even not of Tusk's caliber as prime minister, knows perfectly well that these defense expenditures are substantial and will continue to grow - he added.

- However, this cannot be an ideological direction. If these are ideological projects that try to equate these unions with marriage, for example, or above all with marriage, then this is simply a solution that is, in short, unconstitutional - he stated.

- Today, within civil law, there are various institutions that allow, for instance, finding out about the health status of that next of kin - he added.

- I am very pleased that we were able to make a decision at our last parliamentary club meeting to invite back our MP, Adam Gomoła, the youngest MP, with whom we have been working recently, he showed his work during parliamentary sessions - said Paweł Śliz at a press conference.

- The President holds normal conversations in order to build a coalition of some good causes. I'm not saying a coalition, in this particular case, with Konfederacja. For example, it was possible to build the "Yes to CPK" coalition - he continued.

When asked whether the president, given the recent visible tensions between PiS and Konfederacja, was entering the game or would merely observe from the sidelines, he replied: - The President does not engage in party politics. That is not the role of the President of the Republic of Poland. However, he must talk, and he does talk, and he wants to talk with all those who wish to address important issues for Poland. This is not just Mr. Sławomir Mentzen, but also other politicians.

- Of course, the President is not passive. This is evident in these meetings - he pointed out.

- We talked with Adam about this for a very long time, we talked and asked many difficult questions. As a lawyer, I formed my position based on this conversation and presented it to the club, which is why the club made this decision - said Paweł Śliz at a press conference, when asked about the affair involving Adam Gomoła and the prosecutor's investigation.

- Adam is solely appearing as a witness in this proceedings. For 1.5 years, law enforcement agencies have not found any evidence to be able to press any charges against Adam. For me, the matter is very thoroughly explained in this regard - he continued.

- The General Assembly of the Constitutional Tribunal, under the chairmanship of Vice-President Bartłomiej Sochański, did not consent to the criminal prosecution of the Constitutional Tribunal judge Bogdan Święczkowski. During the National Future Congress in Łódź, President Karol Nawrocki took the floor and presented a task for the young participants of the event.

- If I were negotiating this agreement, then, of course, my lawyer's instinct would tell me everything needs to be secured in writing, but beyond the written agreement, there are also certain understandings reached between leaders, even during the term of our coalition. - Mr. Śliz is from a completely different party than mine, but I must admit that he is a lawyer. We have too few lawyers in the Sejm and we should keep lawyers as committee chairmen, not get offended because someone said something unpleasant to someone else in a nervous situation – he stated.

- I think that those who had illusions that this coalition would govern better than the previous one, or the previous government, have already lost those illusions. Public opinion polls show this. More than half of Poles believe that the prime minister should change. The aggregate support for the coalition parties is falling, and we have a drift; in almost every significant area, we unfortunately have a drift. - I believe that this change [in the prime minister's seat] will happen naturally. This is a decision within Civic Platform (PO)… That’s how I would expect it to happen [before the elections], everything indicates that. However, to be clear – I haven't discussed this with the Prime Minister on this matter, it is difficult for me to say therefore, and it will be his decision… – said Ryszard Petru in the program "Kropka nad i" on TVN24.

- Radosław Sikorski […]. And then Prime Minister Tusk would move to the position of party leader, meaning he would move to Jarosław Kaczyński's position – he continued.

- I believe there is no indication that a change of prime minister will occur. In my opinion, someone truly... It is quite obvious to me that Prime Minister Donald Tusk will not voluntarily give up the post of prime minister. Speaking of a future Prime Minister Sikorski is, in my view, a game of appearances. - I believe that if we accelerate on entrepreneurship issues, if we accelerate the implementation of our promises, we are capable as a whole coalition of repeating the excellent result from 2023 - said Ryszard Petru on TVN24's "Kropka nad i" (Dot Over the 'i').

- This [presidential patronage over a potential Senate list] was one of the threads of the conversation [between Sławomir Mentzen and Karol Nawrocki]. However, in my opinion, this matter will need to be revisited in 2 years, when we register candidates. We are currently in the middle of the term, and we should be watching the government, which is quietly doing various negative things that harm the Polish economy, the Polish state, and society – said Krzysztof Bosak on TVN24's "Kropka nad i".
