At 12:00 PM, a government session will commence. The agenda primarily includes a draft bill on special rules for the preparation and implementation of strategic and key investments related to state defense and public security needs, as well as the establishment of protection zones for certain closed areas.

Ministers will also address a draft amendment to the act on public healthcare services – the so-called act on saving district hospitals – and a draft bill on the certification of public procurement contractors.

At 3:00 PM, Prime Minister Donald Tusk and Finance Minister Andrzej Domański will meet with representatives of the automotive industry.

President Andrzej Duda and his wife Agata Kornhauser–Duda will pay a state visit to Estonia. At 10:15 AM Polish time, the official welcome ceremony will begin, followed by a joint photo, an entry into the guestbook, and an exchange of gifts. At 10:35 AM, the presidents' one-on-one talks will commence, followed by plenary talks at 10:55 AM.

Szymon Hołownia, the Poland 2050 presidential candidate, continues his visit to the Lesser Poland Voivodeship. At 12:30 PM in Dobczyce, a press briefing will be held, and at 6:30 PM, an open meeting with residents of Andrychów is scheduled.

At 6:00 PM in Turek, an open meeting will be held with the participation of PiS Vice-Chairman Mateusz Morawiecki.

– Responsibility [for the international financial crash] lies with Donald Tusk to the extent that he is passive, and Poland holds the presidency of the European Union… Poland is somehow holding this presidency symptom-free – said Mariusz Błaszczak in an interview with Karol Surówka on "Sygnały Dnia" (Signals of the Day) on PR1.

– If they are helpless, then so be it. But one must not be helpless. One must be active. If the Law and Justice party were in power, an EU-United States summit would be held, President Andrzej Duda has very good relations with President Donald Trump – he continued, after the host pointed out that neither Donald Tusk nor the Polish EU presidency would be able to do anything if Donald Trump decided everyone should pay tariffs.

– A reset is an attempt to create German-Russian relations and push the United States out of Europe, creating something in the nature of an alternative to the North Atlantic Alliance could be called a reset – Mariusz Błaszczak said on PR1.

– What is the answer to this? It is precisely the pro-investment policy of the Polish authorities, the Polish government, which is absent in Donald Tusk’s actions, and rearmament, rearmament utilizing Polish-American and Polish-Korean relations, not Polish-German ones, because what the European Commission is proposing will be ruinous for Poland – he continued.

– There is such a plan, at least that's how we assess it, of Donald Tusk and his deputy, Rafał Trzaskowski. If, God forbid, Trzaskowski were to become president, this plan will be put into action. It's a plan intended to lead to the collapse of healthcare finances, and then to the privatization of hospitals – said Mariusz Błaszczak on PR1.

– Sławomir Mentzen holds extreme views, Karol Nawrocki holds moderate views, therefore Karol Nawrocki will be the best candidate and the best president – Mariusz Błaszczak stated on PR1.

– Perhaps we need to, to use a harsh word, debunk certain myths that are emerging here. Firstly, the program will include strict price caps. This means that subsidies will be available to individuals with the lowest incomes. We are talking about people who today cannot afford to take out a bank loan and buy their own apartment, but, let's emphasize, not an apartment from a developer, because a myth has also grown here that this will stimulate the market. – I understand the Prime Minister’s message in this way, that he wants to talk to representatives of this industry about how they identify these risks for this branch of the economy, which is also significant in Poland. We are happy, we are proud of the fact that… We don’t have our own car brand, there isn’t a Polish car brand, but we are a significant player in the automotive market when it comes to the supply of various types of components – stated Maciej Berek in “Graffiti” Polsat News.

– The Minister of Interior and Administration was preparing such a project [regarding limiting 800+ to only the employed]. We don't have it on the government's work agenda yet, in terms of a review date, however, the project was being prepared, it has been developed. It turned out that it requires a bit of purely legal work, it wasn't that simple at all – stated Maciej Berek in "Graffiti" on Polsat News.

– Of course, I also understand the essence of your question, that you are asking if Poles' lives will improve because of this commission [on abuses of power against activists in the years 2016-2023]. For many other matters too, life won't improve – stated Piotr Zgorzelski on RMF FM.

– I am neither a spokesperson nor an ambassador for this commission. I am trying to take a middle path and show the essence of why it's worth for this commission to start its work, without being some particular enthusiast, because only today have we actually figured out what it's all about – he added.

– “Mr. Editor, I was very close to the entire situation. It’s not that I was afraid; I was more than certain that had I not called for a break and effectively asked Mr. Roman Giertych to leave the rostrum, an insurmountable boundary in the Polish Sejm could have been crossed,” Piotr Zgorzelski said on RMF FM.

– “Yes [the use of physical force], in my opinion, it was very close. I saw it like perhaps no one else, because I was separated from Mr. Giertych and the MPs who were surrounding him constantly by, I don’t know, a meter. [A mob mentality] kicked in, and truly my repeated attempts when I addressed him: ‘Mr. Giertych, please leave the rostrum,’ were solely due to the fact that I wanted him to leave that rostrum because a misfortune could have occurred,” Piotr Zgorzelski continued on RMF FM.

– Answering the question, I say the National Electoral Commission (PKW). To courts, administrative courts, common courts, only in this way. We know today that the chamber [of Extraordinary Control and Public Affairs], which PiS and Mr. President consider the appropriate chamber for validating elections, is not recognized by all European institutions – and whether we like it or not, we are within the legal system of the European Union – as possessing the quality of independence – stated Piotr Zgorzelski on RMF FM.

– Today, the judiciary is too infected by so-called neo-judges to speak of an efficiently and well-functioning judiciary, and that is why I said not to the chamber whose very existence is questioned, but to other chambers – he added.

– I cannot say in detail what is being implemented at this moment. However, I am aware of the matter itself, this issue is known to me; taking responsibility for the security of Rzeszów airport, its protection, is a matter that was previously discussed at the allied level. No, this is not a withdrawal of troops – stated President Andrzej Duda at a press conference in Estonia.

– The fact that there has been a two or three-day dip in stock market sentiment does not change the situation in the global arena and does not constitute a significant factor influencing the state of our economies. What the results will be? We will only see that in the future, what they will be for the United States, what they will be for Europe – said Andrzej Duda at a press conference.

Duda: Cultivating Euro-Atlantic Ties is in the Interest of Both the EU and the USA

– I constantly repeat that for me, Euro-Atlantic ties, not only those directly related to military security but also economic ones, form the foundation of security not only in Europe but also in the Euro-Atlantic space. Which means to a large extent also global security, and I believe it is in the interest of both Europe and the United States to cultivate these relationships – he continued.

– We are returning to a state that once existed. Yes, this 3% is a state that once existed. It is also an increase of 1% from the current threshold, to which everyone committed themselves in 2014, and I don't think it's unrealistic; on the contrary, I believe it is an absolutely realistic proposal, I would even say logical and worthy, and I believe it should be established as a minimum – stated Andrzej Duda at a press conference.

– This visit, beyond its strictly state-level, diplomatic, and in a sense symbolic dimension, has a very strong practical dimension from my point of view. It is a preparation for two very important international events that await us in the near future. The first of them, in chronological order, is the summit of the Three Seas countries, which will take place in Warsaw on April 28 and 29, so in effectively three weeks, and we will discuss issues of infrastructure development in our part of Europe – said Andrzej Duda at a press conference.

– The second such major event we are preparing for is the NATO summit in The Hague, which lies ahead of us – he added.

– US troops are staying in Poland! In accordance with the decision made at the NATO summit in Washington, the nature of the mission in Jasionka is changing. – In my assessment, Mentzen is at his peak right now, from which he will begin to decline. It’s impossible to maintain such popularity two months or a month and a half before an election with such absurd demands, such an inconsistent campaign, and such a distancing from the people – said Szymon Hołownia at a press conference.

– I am convinced that overtaking Mentzen and Nawrocki was, and has been since the beginning, my goal, it is within my reach, and now all that is needed is hard work, persuasion, showing, and traveling – he continued.

– Today, I filed a lawsuit under election law against Sławomir Mentzen’s election committee, concerning his statement during the last Sejm session where he accused me of inviting illegal migrants to the Polish Sejm – Szymon Hołownia said at a press conference.

– This is a lie from beginning to end. We have meticulously verified all invitations and individuals who participated in the Christmas Eve for people in crisis, which I organized two months after becoming Marshal, because it’s my custom. In the first year, there was a Christmas Eve for people in crisis, there were homeless individuals, people with disabilities, sick people, and people with migration experience – he continued.

– I believe that the Sejm should be a place, and the Marshal of the Sejm should be a state official, who opens the Sejm to the most needy among us, and I will not allow any political liar to tarnish this idea. I state clearly and unequivocally: the Sejm is a place open to all who are legally residing in Poland, who wish to be present in the Sejm of the Republic of Poland – he went on to say.

– I will not allow anyone to lie with impunity, neither about myself, nor about the guests of the Sejm, nor about the Sejm of the Republic of Poland itself. Because the proceedings are under election law, I believe you can expect a swift resolution to this matter – he added.

– At my meetings, I primarily have my own voters, undecided ones, but I also have voters who, as we saw yesterday in Nowy Sącz, are Grzegorz Braun’s, incredibly active, and Sławomir Mentzen’s; they can’t talk to their own candidates, so they come to talk to me – Szymon Hołownia said at a press conference.

– I sit with them, I talk for 2-3 hours, I don’t ride away on a scooter. I see there is a huge area for persuading people in Poland that there is hope, and I will do it until the last hour, until the last minute before the election silence – he continued.

– These are not new decisions. This is a decision that was actually made in July 2024 in Washington at the jubilee NATO summit. At that time, the allies jointly decided that the mission of providing support to Ukraine, military aid, as well as logistical security, which includes the role of the hub in Jasionka, would be more under the control of the Alliance than a coalition of willing nations with the USA, Poland, or other countries. That it would be a NATO operation, which would be secured by individual allies designated by NATO command – said Władysław Kosiniak-Kamysz at a press conference.

As he continued: – The process of implementing this decision began immediately after the summit. That is why in December, together with Minister Pistorius, we welcomed German soldiers who deployed their Patriots in the vicinity of Jasionka Airport. […] The next stage is the arrival of Norwegian soldiers with their air defense system, whom I visited at the beginning of April.

– Today we are indeed hearing about plans to relocate American soldiers, and it's not just about Jasionka, it's about Europe, about very serious shifts of the American contingent within the European continent, and let's draw conclusions from this. The conclusion is clear: if you can count, count on yourself – said Szymon Hołownia at a press conference.

– Today, of course, we need the presence and support of Americans, American soldiers are wonderful […] they are and I want to say this clearly, they will be present in Poland in very many places […]. However, in Jasionka, Germans are already serving with their Patriot batteries, there will be, as I understand it […] some reshuffling – he continued.

– It is not the case that Jasionka will be left defenseless, it is not the case that Jasionka will not be covered, Patriot batteries […] are still there as part of allied commitments. For Ukraine, for the support of Ukraine, this does not mean any radical change. This is a symbolic change. I would not like to see such symbols, but alas, sometimes politics is apparently arranged that way, but this is a more symbolic than real change when it comes to Polish security – he went on to say.

– Jasionka remains safe, Ukraine continues to be supported and should be supported, the process of talks that are meant to lead to a ceasefire is ongoing, I hope that the American military presence in Poland will be continued – he added.

– We no longer need more signals to build different security formats in Europe at triple speed as quickly as possible – said Szymon Hołownia at a press conference.

– We have experience in creating battle groups at the European Union level, we have Eurocorps, we have various tools that, combined with the activation and restart of arms production capabilities in Europe, should give us a completely different security position in a few years than we have now – he continued.

– We should clearly point out, because we don't need such statements, the saboteurs that we have in Poland. I will remind you that one of the presidential candidates said that the decision to impose tariffs by Donald Trump is, and I quote, "understandable" – said Szymon Hołownia at a press conference.

– If a presidential candidate says that a decision which cost the Polish economy several billion zlotys, considerable stock market turbulence, and the dramatic situations of many Polish companies is understandable, then perhaps he should become president of that penguin island Trump placed tariffs on, but not aspire to the office of President of the Republic, because the interest of the President of the Republic is to care for the Polish economy, and only then the American one – he continued.

– We are fighting and will continue to fight this year, in the budget for next year, for a dormitory for one zloty. We have already had preliminary discussions, the project has been costed, it amounts to over 700 million zlotys, and we will push it. Just as we pushed the health contribution […] we will push the dormitory for one zloty in the same way – said Szymon Hołownia at a press conference.

– Our task is not to complain, but to seek solutions or actions, as well as your recommendations, regarding my actions on the European stage, which will protect us or at least reduce the negative effects of these high tariffs. I don't want to talk about a tariff war, although some people do use that phrasing – stated Prime Minister Donald Tusk during a meeting with representatives of the automotive industry.

– This is the world of my dreams [in which there is a dormitory for one zloty]. Compare, dear young voters, the world of my dreams and the world of Sławomir Mentzen's dreams. He is probably a very skilled TikToker, but in my opinion, when it comes to the content he presents in politics, he fully deserves the title of a political patostreamer who wants to destroy our lives, not build them. Such experiments never end well for people – said Szymon Hołownia at a press conference.

– I will have the opportunity to speak this week with the head of the European Commission, as well as with the prime ministers and presidents of the largest European countries, about potential common EU reactions to these customs decisions – stated Prime Minister Donald Tusk during a meeting with representatives of the automotive industry.

– This is no surprise, Americans warned us about it and assured us that the soldiers who would be withdrawn from the vicinity of Rzeszów and Jasionka would continue to be stationed in Poland and that this in no way means a reduction of American forces in Poland or in Europe – stated Prime Minister Donald Tusk during a meeting with representatives of the automotive industry.

– Today we have an important bill that we wanted to present, which the Council of Ministers has adopted and sent for parliamentary work: a bill concerning strategic and key investments for the security of the Polish state. It will facilitate the implementation of investments crucial for the security of the Polish state – said Władysław Kosiniak-Kamysz at a press conference.

“The investment process takes too long, we have no time to lose”
– The investment process takes too long, sometimes dragging on for over a dozen years. A large part of this process involves the decision-making phase and obtaining environmental permits, water permits, various types of opinions, and decisions that slow down the investment process. We have no time to lose, the risks are very serious; military investments and those related to public safety, the safety of our citizens, must be carried out immediately, they are an absolute priority – he continued.

“We are ending the inability we encountered after taking office”
As the head of the Ministry of National Defence indicated: – We are ending the inability we unfortunately encountered after taking office. […] We are simplifying the entire decision-making procedure. We are dividing investments into key and strategic investments. An example of a key investment is the Eastern Shield, and the production of ammunition in Poland, the establishment of ammunition factories in Poland, is also a key investment. […] We want production lines to be established quickly. We are talking about the production of 155 mm ammunition, but also about a new line for Piorun.

“This will shorten the entire investment process by 2-3 times”
– For strategic investments, where the governor will issue a simplified approval, there will be shorter deadlines, very precisely described, for the entire appeal process. This will shorten the entire investment process by 2-3 times – he assessed.

– In a single decision by the governor, decisions related to administrative construction and architectural actions, and environmental decisions will be integrated. All of this will be integrated into a single decision by the governor, for example, construction for units, land purchase, new training grounds, creation of new sites for exercises, ammunition storage – he explained.

“This is the revolution soldiers, commanders, our citizens are waiting for”
– We also need infrastructure investments to receive the equipment we have ordered. […] Without new airports, warehouses, and hangars, we will not be able to receive the equipment we are ordering, for example, from our American allies – he noted.

– This is a very important legal act. This is revolutionary legislation for investments in Polish security. This is the revolution that soldiers, commanders, and our citizens are waiting for – emphasized the Minister of Defence.

– We'll see if we manage to introduce it, if there will be any further amendments, if we will be polishing this act. It is important because it is the fulfillment of an electoral commitment. I will want to vote "for", of course, but I would also like to bring about a situation where we are sure there are no disproportions in this contribution, that someone earning less pays more. I believe there should be normalcy, if someone earns more, they should pay a higher health contribution. Whether it's a lump sum, a contract for work, an employment contract, or economic activity, all of this needs to be determined, we need to look into it, whether it needs further improvement – stated Grzegorz Schetyna in RMF FM.

– I don't know if it's fuel [holding PiS accountable], it's a necessity. If we don't hold them accountable and build this effectively, people will remember it and won't forgive us. We went into power to restore elementary decency, and that will happen – stated Grzegorz Schetyna on RMF FM.

– I want to tell you clearly and distinctly that there are no unexpected moves here. I am very concerned about some completely irresponsible statements, including those from politicians in our coalition, who, having no idea what they are talking about, speak – said Szymon Hołownia in Andrychów.

– We are safe. In Jasionka, since December, pay attention, since December, there have been German, not American, Patriots. I understand that for some this might be a stab to the heart, but yes, these are German Patriots. As part of this entire NATO program, the British are also participating in the protection of this hub, and there will be other participants too – he continued.

– Regarding American soldiers […] the decision that they would no longer protect this particular infrastructure was made last summer, at the NATO summit. And it was an extra contingent in addition to the nearly 10,000 American soldiers stationed in Poland, an extra contingent dedicated to the Ukrainian project – he further explained.

– We might even gain from this in the sense that these soldiers, who were not counted among the American soldiers stationed in Poland but were part of the Ukrainian project, will still remain in Poland, increasing the contingent of American soldiers stationed in Poland. They will likely move from Jasionka to Żagań, possibly to Powidz – he added.

– I come to you with the offer of a president who will make us truly stop being afraid. […] You will have someone who will be able not only to talk today about the fact that the health contribution for entrepreneurs should have been lowered, while simultaneously increasing healthcare expenditure, but who, within a year, will develop a systemic change in healthcare together with all political forces, because it will give us a sense of security today – said Szymon Hołownia in Andrychów.

– We don’t need further wars over 5 or 7, or 30 billion. We finally need to make healthcare, which has been in crisis for 35 years and to which we add more and more each year […] finally become a place that gives us a sense of security – he continued.

– A president who will not be a deputy prime minister. Who will not be a deputy party leader. […] Who, from a third angle, will not be a candidate of chaos, whose answer, like some candidates today, is: we need to come and tear everything down – said Szymon Hołownia in Andrychów.

– There is one candidate who says: I will convene the Council of Ministers every week and I will beat into the heads of these ministers how they should act, and if they don’t, I will veto everything. Only someone who has no idea how a state works can say that. Only someone who has no idea about the Constitution and no idea about how things need to be built in Poland today, rather than being a saboteur overturning tables, can say that – he continued.

– Poland cannot develop only in Warsaw – said Szymon Hołownia in Andrychów.

– Today, Poland needs a president who will not be the president of Warsaw, but the president of Poland. A president who is not from Warsaw. I am from Białystok, and this offers a completely different perspective, a completely different way of looking at how our opportunities are arranged today – he continued.

– In 5 years, and this will be one of the most important metrics of my term, we will not only invest 50, meaning 50% of the defense funds, here in Poland, 10, we will become the 10th largest arms exporter, 50, PGZ will become the 50th largest defense group in the world – said Szymon Hołownia in Andrychów.

– I am setting myself the goal, in cooperation with the government, with experts, with teachers, to achieve a reduction in the number of suicide attempts among children and youth in Poland after 5 years of my presidency – he continued.

– Are the Americans leaving Jasionka? Moving to Żagań, Powidz? – Grzegorz Kajdanowicz asked on TVN24's "Fakty po Faktach" (Facts After Facts).

– To bases in Poland. We have indicated, the General Staff has indicated several locations. The Americans will choose those most convenient for them. These are important bases, they know them well. Powidz is known very well by the Americans, we are expanding that base, we are building. We have invested a lot of money there, both we and the Americans. It is, one could say, an American center in Poland – replied Władysław Kosiniak-Kamysz.

– Around 10,000 [American soldiers are in Poland]. These soldiers undergo rotations, a natural process. Sometimes there are a bit more, sometimes a bit less, but we are talking about around 10,000 – said Władysław Kosiniak-Kamysz on TVN24's "Fakty po Faktach".

– If we meet in 2-3 months, will there still be 10,000, or could there be fewer in Poland? – asked Grzegorz Kajdanowicz.

– I believe there will be more American soldiers and more allied soldiers. […] Why do I speak about this in optimistic terms? Because we received such assurances during the visit of Secretary of Defense Pete Hegseth. The President received such assurances about the presence of American soldiers in Poland when he met with President Trump. We discussed this at the National Security Council. So, there are many assurances from various sides. Poland is pointed to as the most loyal ally – replied the Minister of National Defence.

– That’s why you need to think carefully if you really want to choose a guest who wants paid studies, who wants to abolish funeral allowances [...] 800+ and lead Poland to the brink of despair and collapse – said Szymon Hołownia in Andrychów.

– I know it’s cool, that it’s different, “he really told him off,” “he really told him,” but listen, I worked at ‘Got Talent!’ for 12 years. I saw guests who came in that vein, hammering nails into their noses. And “that was strong,” “that was cool,” “let’s give it to him.” We called such guests aliens, yes. There had to be some alien in every episode – he continued.

– A man who ties his wife with a string and suspends her in the garage and that’s their kind of fun and he came to show it, a guest who urinates from a distance, a guest who eats bigos on time – these are all those kinds of phenomena. And we asked them: but why are you even doing this, why did you come here, you won’t win anyway? And he says: what do I care, I’ll be a YouTube star – he went on to say.

– If you want a circus performer, choose him for the circus. If you want a showman, choose him when the jury for ‘Got Talent!’ is choosing, but now we are choosing the President of the Republic of Poland– he added.
