Thursday's Political Agenda: Sejm on Deregulation and Wind Turbines, Sikorski in Brussels, Trzaskowski and Mentzen on the Road, Nawrocki at AmCham

Sejm Debates Deregulation, Wind Turbines, and Housing Price Transparency

The Sejm will resume its session at 9:00 AM with a series of topical questions. At 11:15 AM, it will hear a current information report, requested by Poland 2050, concerning ongoing investments in national energy and government actions to lower energy prices.

At 12:45 PM, the first reading of a government bill aimed at deregulating economic and administrative law and improving the principles of economic law development will commence. This project, authored by the Ministry of Development and Technology, headed by Krzysztof Paszyk of PSL, is intended, according to its proponents, to simplify the process of starting a business and its subsequent development.

At 2:15 PM, MPs will review information on Poland's participation in EU activities during July-December 2024 (when Hungary held the presidency of the Council of the European Union), along with a committee draft resolution on the matter. At 4:30 PM, the second reading of a parliamentary draft resolution commemorating the 500th anniversary of the Prussian Homage, authored by PiS, will take place. Finally, at 5:00 PM, the second reading of a government bill amending the act on monuments and heritage conservation is scheduled.

At 6:00 PM, the first reading of the government's so-called "wind turbine law" will begin. The most significant change involves the repeal of the 10H rule introduced in 2016, thereby reducing the minimum distance for wind turbines from residential buildings from 700m to 500m.

The last substantive item on the agenda, at 7:45 PM, is the first reading of a bill proposed by Poland 2050, aiming to introduce transparency in housing prices.

Sikorski in Brussels with NATO Ministers

Today, Minister of Foreign Affairs Radosław Sikorski embarks on a two-day visit to Brussels, where he will meet with his NATO counterparts. Topics to be discussed will include the current security situation, preparations for the NATO summit in The Hague, the NATO-Ukraine Council, and discussions with the EU's High Representative for Foreign Affairs and Security Policy, Kaja Kallas.

Kosiniak-Kamysz Meets Kallas

Deputy Prime Minister Władysław Kosiniak-Kamysz will participate in an informal meeting of the Foreign Affairs Council (FAC). The arrival and doorstep of the Minister of National Defence are scheduled for 7:30 AM. A working session on EU military support for Ukraine will begin at 9:00 AM. – Mrs. Prosecutor, and every prosecutor, is not independent in handling a case; they have the support of their colleagues from the district prosecution office, and I believe that with the appropriate support, all procedures will be followed – he continued.

– I truly have no influence on whether one prosecutor or another handles a given case; this is decidedly the competence of the National Public Prosecutor and, of course, the heads of individual prosecution units, and we really try hard to separate this, because it would be detrimental if I were now trying to seek out or assign prosecutors to specific cases – he went on to say.

We could get caught in the crossfire because other member states with whom we have good trade will suffer – she continued.

KO Club Files Criminal Complaint Against Kaczyński, Czarnek, Macierewicz, and Others for Alleged Offenses

– It is worth remembering, as you observe these scenes of what I would call aggression or madness from PiS politicians, that the case which has driven them to this madness is a very serious criminal matter. – I wanted to remind you of one sentence [...] from recordings that were revealed 5 years ago [...]. There are sentences by Jarosław Kaczyński: "I am ready to testify in this court that this work was done for us, meaning for Srebrna. I will testify to that, because it is true, you have strong arguments in the form of this board resolution." And these words indicated that Jarosław Kaczyński was aware that he simply owed Mr. Birgfellner, and this debt was never repaid. And such an action, we call it fraud in the Penal Code – he continued.

– In connection with the testimony of Ms. Barbara Skrzypek, a second thread of this case has emerged [...]. I think our team will also deal with it. Namely, the thread of using Mr. Kaczyński's position to secure a loan of 300 million euros – he went on to say.

– I would like to present to you a scene where Prime Minister Donald Tusk calls the president of some state bank, PKO BP, and orders him to grant a 300 million loan to a company he owns. Imagine what you would write, what you would say, how outraged you would be by such a reality. Meanwhile, here we are dealing with practically unquestionable evidence – he added.

– What angered Jarosław Kaczyński in Barbara Skrzypek's testimony was a short fragment where she confirmed that he met with the president of Pekao S.A. regarding this loan, because it corresponds with Birgfellner's testimony and, in my opinion, constitutes sufficient evidence to charge Mr. Kaczyński with exceeding his powers under Article 231, paragraph 2 of the Penal Code, i.e., exceeding his authority, because a member of parliament, a politician, a chairman cannot use their public function to arrange a loan for their companies – he pointed out.

– This charge is punishable by imprisonment for up to 10 years, hence we see this agitation – he said.

[…] Inflation is also pushed up by administered prices for cold water supply and sewage services […] the effects of raising excise duty on cigarettes and tobacco […]. With this basket, with this data from the Central Statistical Office, there isn't 5.4% inflation […] but 4.9% – he continued.

– New CSO data also changed the core inflation, which is even more important to me. It can be assessed that in the first quarter, core inflation decreased to near the upper limit of the NBP's target deviation, i.e., 3.5%. And such a level of core inflation […] it was 4.1%, now it is 3.5% – he went on to say.

– The inclusion of this new data […] along with lower global crude oil prices […] also leads to a revision of the projected inflation path for the coming quarters. […] We were supposed to have 4.8% at the end of the year […] currently, according to calculations […] it comes out to 4.2%, a significant difference. […] It will remain elevated all the time because the target is 2.5% +/- 1%, but it will be significantly lower than one might have expected, considering the earlier CSO data – he added.
