Friday's Political Agenda: Sejm Votes on Incidental Law, Kosiniak in Opole, Israeli Education Minister Visits, Banaś Before Committee

Friday marks the final day of the 26th Sejm session. At 9:00 AM, a voting block is scheduled, which will include a vote on the so-called "incidental law" project, as well as a project to amend the law on the execution of the parliamentary and senatorial mandate – sometimes referred to as lex Romanowski.

Following the votes, at 10:30 AM, the first reading will take place for a draft amendment to the Labour Code, concerning employers' obligation to present proposed remuneration in job advertisements for the positions they are offering.

At 1:30 PM, the Sejm will address – in its first reading – a parliamentary project to amend certain laws aimed at limiting the abuse of pre-trial detention and protecting the rights of individuals held in pre-trial detention.

At 11:30 AM, a meeting will be held between the Marshal of the Senate, Małgorzata Kidawa-Błońska, and the Israeli Minister of Education, Yoav Kisch.

On Friday, Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz will visit the Opole Voivodeship. A meeting with local government officials is planned for 4:00 PM, followed by a press briefing at 4:45 PM. Later, at 6:00 PM in Łosie, a meeting with residents will take place with the leader of the Polish People's Party.

At 11:00 AM, the Sejm's Committee on Regulations, Parliamentary Affairs, and Immunities is expected to issue an opinion on the request from the District Prosecutor's Office in Warsaw to consent to the criminal prosecution of MP Mateusz Morawiecki. Yesterday, the former Prime Minister announced his resignation from his immunity.

At 12:00 PM, the Pegasus special parliamentary committee will question the President of NIK (Supreme Audit Office), Marian Banaś, followed by the Director of the NIK Department of Order and Internal Security, Tomasz Sordyl. The second hearing will continue at 3:00 PM in a closed session.

– Last year, we already introduced the first amendment to this act and adopted the principle that we link the 800+ benefit to the obligation to attend school […]. I believe that this demand [to limit 800+] is justified, we have been discussing it since autumn at the Ministry of Interior and Administration and we began work on it in December – said Tomasz Siemoniak on TVN24.

– We also see the specific situation of migrants from Ukraine, which involves them traveling to Ukraine, traveling to other countries, and I think that the demand for these benefits to be given to individuals who pay taxes in Poland and have social and health insurance is not an excessive demand – he continued.

– There are unemployment benefits, there is the possibility of looking for work, and we will certainly find some solution for these special situations, for these sensitive situations – he added, when asked about situations where someone cannot work, for example, because they have children with disabilities.

– In order not to add any emotions to this matter, because one could similarly ask about the school obligation, why do we mandate school attendance? We are taking various rational steps to address the fact that solutions intended for a few months, temporary ones, have been in place for years – said Tomasz Siemoniak on TVN24, when asked what he would reply to Szymon Hołownia, who wrote on social media in the context of plans to limit the 800+ benefit that “Ukrainian mothers are being made hostages of the election campaign.”

– There will be a discussion within the government, I don’t want to preempt such a discussion… I think we will sit down at the table and establish this absolutely on a substantive basis. The leading ministry here is the Ministry of Interior and Administration, because we deal with foreigners in Poland… Of course, the Minister of Family, Labour and Social Policy absolutely has a right here, because the issue of social policy and the 800+ benefit itself falls under her purview – he continued.

– I am calm about the outcome of this discussion, and I certainly agree with you, Madam Editor, that it is not worth making this a campaign issue – he added.

– There is no final decision. The anniversary is significant, important, likely the last round number or one of the last where living Auschwitz victims will be present at the ceremony. Sejm Decides on 'Incidental Law'; The Left Votes Differently Than the Coalition

220 MPs supported the draft of the so-called 'incidental law', while 182 MPs voted against it, and 20 – including 18 MPs from the Left parliamentary club – abstained. The Razem parliamentary group, however, voted with the coalition.

According to the passed amendment, in matters of confirming the validity of elections for the President of the Republic of Poland and supplementary elections to the Senate of the Republic of Poland announced in 2025, the Supreme Court composed of 15 judges with the longest service as a Supreme Court judge shall be competent.

Members of Parliament voted to approve a draft amendment to the law on the exercise of the mandate of a Member of Parliament and Senator. The proposal concerns regulating the legal situation of a Member of Parliament or Senator against whom a decision on the application of temporary arrest has been issued.

The proposed solution extends the scope of the law on the exercise of the mandate of a Member of Parliament and Senator to situations where a decision on the application of temporary arrest has been issued against a Member of Parliament or Senator, but the application of this restrictive measure has not commenced, for example, due to the parliamentarian hiding from law enforcement agencies.

The draft was supported by 236 MPs, with 203 voting against.
