At 13:00, a press conference will be held by PiS chairman Jarosław Kaczyński, PiS parliamentary club leader Mariusz Błaszczak, and MEP Beata Szydło.

– In a democratic state governed by the rule of law, the principles of political party financing are determined by statute. And the statute states under what circumstances a political party is entitled to subsidies and when it is not. The National Electoral Commission (PKW) passed a resolution to accept the report, and from a legal perspective, for a lawyer, this situation is clarified by the provisions of the statute – the Ombudsman, Marcin Wiącek, stated in "Rozmowa Piaseckiego" on TVN24.

– Let us remember the circumstances under which the PKW made this resolution. In the context of a huge crisis in the judiciary, the PKW faced a certain conflict of values that it had to resolve. Because on the one hand, it has a statute that unequivocally states what it should do in such a case. On the other hand, we have a whole series of rulings from European courts concerning judges appointed since 2018 – the Ombudsman continued.

– This is a resolution that, despite all the dilemmas and the conflict of values facing the National Electoral Commission (PKW), states that the PKW is accepting the report. Furthermore, on the same day, the PKW sent a letter to the Minister of Finance indicating the need to unblock the subsidy. Therefore, it testifies to the PKW's intention to accept this report and to bring about the legal consequences that the Electoral Code associates with the acceptance of a political party's report – stated Marcin Wiącek in the "Rozmowa Piaseckiego" (Piasecki's Conversation) program on TVN24.

– If the Minister of Finance intends to act differently [than the National Electoral Commission believes], they should issue a ruling, a decision, a document that could subsequently be subject to judicial review. I believe it is unacceptable in a democratic state for the decision on party financing to be made by a minister, a politician. The financing system is based on the principle that funds for political parties should be allocated based on legislation with the participation of independent bodies – stated Marcin Wiącek in the "Piasecki Conversation" on TVN24.

– My approach is that it's important for anyone to win, as long as it's not Trzaskowski. I have an extremely negative opinion of this man and a very negative opinion of the way the current coalition governs – Krzysztof Bosak said in an interview with Grzegorz Kępka on Polsat News's “Graffiti.”

When asked if these words were an indirect endorsement of Karol Nawrocki, he replied: – No. I support Sławomir Mentzen. It is clear that Sławomir Mentzen is the Confederation's candidate and, in my opinion, has the most appropriate program from the perspective of the challenges facing our state and would be best suited for this position among the candidates.

– If the National Electoral Commission (PKW) passed a resolution [regarding the financial report of the PiS committee], which it was obliged to do, as directly follows from the Electoral Code, meaning the earlier delay was unlawful, then the Minister of Finance should simply carry it out – said Krzysztof Bosak in “Graffiti” on Polsat News.

– However, if the Minister of Finance acts differently now, it will be grounds for criminal charges, of course, probably not now, but after the change of government. So the Minister of Finance is in a rather difficult situation – he assessed.

– The resolution […] by the PKW is likely directly contradictory to the Prime Minister’s expectations and to the resolution adopted by the government itself. This shows what kind of country we are already living in – politicians holding the most important state offices must consider whether, if they do what the Prime Minister expects, they will not have to leave the country once their Prime Minister loses power – he continued.

– I don't set them off because I can choose not to, not because I have to, so I am against framing everything that surrounds us legally. I assure you, we will introduce this [fireworks] ban, I will even vote for it, the only problem is that 80% of Poles will not observe this ban – Marek Sawicki said in an interview with Grzegorz Osiecki on "Sygnały Dnia" PR1.

– We don't have the police or other services that we could deploy and that would monitor who exactly set off fireworks on a given night or evening, because if there's a gathering of 30 or 50 or 150 people [...] no one will admit who set it off anyway – he continued.

– I believe that the rules of the game in politics should be equal for all parties. I not only believe that every party should receive this money and, possibly, there should be no mechanism for withdrawing subsidies, but at most, there should be a mechanism for returning improperly spent funds […]. The entire mechanism of withdrawing subsidies is a deep anachronism – Krzysztof Bosak said on Polsat News's "Graffiti".

– Second point: I believe that all parties should receive the same amount. The situation where, for example, PO receives many times more than Konfederacja will receive, is simply deeply unfair – he stated.

– If the rules of the game are to be equal, it should be the exact opposite – the larger ones should receive less, because they receive more for their parliamentary offices, and if a party is in power, it has the entire machinery of state administration at its disposal – he argued.

– I don’t really understand our trade unions [agricultural organizations] at the moment, because when there is a need for them to act, for instance, on the issue of increasing farmers' incomes, thus acquiring additional sources from renewable energy production, I don't have them, I don't see them, they don't support me – Marek Sawicki stated in PR1, when asked about the announced farmer protests.

– They have latched onto the Green Deal, they have latched onto Mercosur. Mercosur is currently blocked at the Polish, French, and hopefully Italian and Lithuanian levels, so I don't understand the origin of this activity […]. When the Green Deal was significantly remodeled and softened by the Minister of Agriculture, Czesław Siekierski, in Brussels […], they again want to lead these farmers onto the roads, taking up their time – he continued.

– The issue of Mercosur is not dangerous for now, in my assessment, it will be blocked […]. The issue of the Green Deal has been softened – he went on to say.

– Today, there are 9 bills in the Sejm concerning, among other things, animal protection issues. I will analyze them thoroughly to see what is beneficial for agriculture, what is needed, and what isn't, because where we can alleviate suffering and improve animal welfare, we as farmers have been doing it for years […] where there are all sorts of whims, we will certainly vote against them – said Marek Sawicki on PR1.

– A whim is when dogs kept in the city in small apartments […] are not taken for a walk for 5 days, are confined to twenty-odd square meters […] these animal defenders do not see those who torment animals in cities, they have just latched onto the chains – he continued.

– This issue [dogs on chains] needs to be changed, but for God's sake, not in the direction that suddenly for a dog with a height above 50 cm at the withers, a kennel is to be built by someone who cannot afford it, with an area of 25 square meters […] these are whims – he went on to say.

– Let's treat Mr. Romanowski like any other MP. That's what I said at the Sejm Presidium – we cannot make laws or regulations for one MP – Krzysztof Bosak stated on Polsat News' "Graffiti," referring to a bill introduced by MPs from the ruling coalition, according to which an MP against whom a decision on provisional arrest has been issued will not be able to receive remuneration.

– I got to know Karol Nawrocki as a candidate for the head of the Institute of National Remembrance (IPN). No situation in which I had the opportunity to speak with him was close to what is in this opinion [of Prof. Antoni Dudek] – Krzysztof Bosak said on Polsat News's “Graffiti.”

– In public life, people express extremely different opinions about themselves depending on who has what experiences. Perhaps there are some tensions within the IPN, where Prof. Dudek is on one side, Dr. Nawrocki is on the other, and they are fighting over something – he continued.

– Which members of this electoral commission are changing their minds? Those delegated by Civic Coalition, precisely those delegated by Donald Tusk. […] Nobody can scrape a bar with a rod as melodiously as Donald Tusk – Marek Sawicki said on PR1.

– The question now is, what was the purpose of the National Electoral Commission and those two members delegated by PO […] was it to maintain this political duopoly for the coming months and play in this orchestra of two tenors, Kaczyński and Tusk, who mutually fuel each other with their hatred? – he continued.

– Was there some agreement between PiS and Civic Platform, because I can also surmise that? […]. I know how to read politics and I know that there are no accidents here, that such a decision serves a purpose – he went on to say.

– Marshal Hołownia, in turn, proposes that regarding the Supreme Court, through an incidental bill, we achieve a situation where three recognized chambers, not the unrecognized one, which is not a court, regardless of the origin of the judges sitting in these chambers, jointly decide on the validity or invalidity of presidential elections – said Marek Sawicki on PR1.

– Here again, there's some movement forward, some proposal to solve the problem. And again, we hear from the paleo-judges that they will absolutely never sit in any composition with neo-judges – he continued.

– Either we have a situation where parliament sets some directions and wants to reach an agreement with the President to obtain a signature on this bill, and at least we will have legal certainty that the presidential elections are conducted correctly, or everyone insists on their own stance, and perhaps in half a year, or maybe a little later, we will have another round table, or perhaps even something worse – he went on to say.

– A bad dancer blames her own skirt, and if something doesn't fit my theory and my view, then of course I can make up all sorts of obstacles. Either we seek agreement, which we as the Third Way propose […] let's move forward and solve matters, because perhaps when there's a new president, it will be possible to arrange things in accordance with the Constitution, or indeed let's prepare for total chaos in Poland in 2025 – he added.

– I would prefer that instead of 150, there were three, five, or perhaps even one, but a proper indictment. […] For half a year, it wasn't possible to draw up an indictment [against Marcin Romanowski]? The same applies to Father Olszewski, the same applies to those two employees of the Ministry of Justice – Marek Sawicki said on PR1.

– If these individuals were in custody for 7 months and left pre-trial detention over a month ago, and we still don't have an indictment to this day, then I ask, what is the prosecution playing at? What are the prosecutors playing at? Why haven't these proceedings, at least concerning a few individuals, reached their conclusion in the first instance court? – he continued.

– Perhaps it's the case that there are people from Law and Justice in the prosecution, very loyal soldiers of Zbigniew Ziobro, and they are meticulously ensuring that the rest do nothing. Perhaps that's how it is, I'm not stating that it is, but I can suspect, because I don't believe that in such important, significant matters, one cannot make progress in a year's time – he went on to say.

– Yes, exactly, like in the United States. What they wanted to win with, they thought was most important, and they made various promises in this regard. In Poland, too, there is a segment of politicians who believe that this is precisely how they will win the presidential election – said Marek Sawicki in PR1, when asked if worldview issues would be important in the presidential campaign.

– No, the presidential election will be about whether we live better or not, and that will be the fundamental question in the presidential election, so security and the economy, these two elements are the most important for voters, and for them they will hold my parliamentary majority accountable – he continued.

– This lawsuit against Minister Ziobro is an addition to an earlier lawsuit that was filed back in June and concerns about 12 people. At that time, I sued my former presidents, prosecutors, and disciplinary spokespersons who conducted either criminal proceedings or disciplinary proceedings against me. This group also includes the so-called judges of the former disciplinary chamber – these are people who, in short, in my opinion, broke the law – said Igor Tuleya in “Bez Uników!” on PR3.

Tuleya: Ziobro is the main person responsible for harassing judges

– Given that Minister Ziobro, as his recent activity shows, is probably in good health, my legal representative and I decided that this list of defendants needed to be supplemented, because in reality, the former minister is the main person responsible for all of this [for violating the law and harassing judges] – he continued.

– I have the impression that the state is indeed acting slowly. I see nothing wrong with helping this state a little within my capabilities, like any citizen. We all have the right to pursue our rights in court, hence this move to settle accounts with these individuals through civil proceedings – he added.

– For practicing lawyers, those who spend a lot of time in courtrooms, such words are no surprise. Because whether it's suspects in preparatory proceedings or the accused, they repeatedly make such declarations and believe that the justice system is unfair. Often, the accused, the defendants, have this line of defense, without prejudging Minister Romanowski’s guilt, of course – stated Igor Tuleya on PR3.

– Analyzing all of Minister Domański’s statements, I sympathize with him. However, he should not disburse these funds because the Electoral Code speaks of the Supreme Court, and the Chamber of Extraordinary Review and Public Affairs is not part of the Supreme Court. It is some kind of special court attached to the Supreme Court, as has been stated by both our domestic courts and European courts. He should not disburse them – stated Igor Tuleya on PR 3.

– The deliberations of some lawyers from the National Electoral Commission (PKW) do not convince me. Well, some things are obvious; either something is black or something is white, either something is good or something is bad. The law is as simple as a flail – stated Igor Tuleya on PR3.

– We have a phenomenon that is simply called high prices. High prices that apply to a great many goods, including essential items, such as the butter that is famous in Poland today, because it's already over 10 PLN, and apparently, you can even find blocks of supposedly better butter, but the price is already approaching 20 PLN – Jarosław Kaczyński said at a press conference.

– This also applies to dairy products, eggs, meat, certain types of fruits, etc. We are dealing with something that hits the wallets of a very large portion of Poles. It's not significant for the wealthiest segment of society, because the share of these kinds of expenses, food expenses, is very small for this group. High incomes ensure that food can be obtained for a few percent of these incomes – he continued.

– For those who are doing a bit worse, but not necessarily very badly, it is indeed a significant matter, very significant, and currently, this phenomenon is intensifying, and one can assume that this year will be a year of high prices. […] It's not the case that this could not have been prevented in any way. It could have been, the shield could have been maintained, VAT could have been maintained, and various other actions could have been taken – he went on to say.

– [Funds from subsidies for PiS] have not arrived. It is an announcement from the X portal that there are no funds for Tusk’s eye, and there never will be. It turns out, as has already been stated in the media, that right now the eye is the new source of law. This is quite a peculiar situation, but we did not gather here on this matter – stated Jarosław Kaczyński at a press conference.

Right now, the law in Poland has simply ceased to apply, that is how it must be described. This is no longer a breach of the rule of law, I have spoken about this before, but the law has ceased to apply – he added.

– A 30% increase in energy prices, a 30% increase in gas prices. The number of short-term loans taken out has increased by 50%. All of this is the result of the inept government of the 13th of December coalition. The inept government from last year, and we are entering a new year – said Mariusz Błaszczak at a press conference.

The party's politicians, referring to the conference's theme, which was "Tusk's Year of High Prices," used a refrigerator as a prop.

As Beata Szydło stated: – This is the average refrigerator of an average Pole, an average Polish family. Here are products that are used daily […]. Eggs, butter, chicken fillets, tomatoes, milk, and yellow cheese. In recent weeks, the prices of these products have been increasing very dynamically.

– I think more and more Poles are smiling less and less. And they are certainly smiling less and less at the supermarket checkout – she stated.

“Just a Year into Their Rule, the Situation is Repeating Itself”
– It's hard to realize or think that this perspective from 10 years ago is returning to us so quickly. We remember perfectly well, back then too, in 2015, the beginning of the year was the start of an election campaign. When we went to meetings, we met people who primarily told us how much they feared for their future. There were no jobs, high living costs, people had to make dramatic choices: whether to pay the bills or buy prescriptions – she continued.

– 10 years have passed, I think everyone among us thought that time would never return. […] Just a year into their rule, this situation is repeating itself – she added.

– I have no reason to respond to Professor Dudek's opinions. I only know that he is a man who, although he was young then, and it's easier to make mistakes when you're young and lack experience, made many mistakes. I read about his appearances at youth communist conferences in 1987 or 1988, that is, from a time when every discerning person could see that communism was collapsing, not only in Poland but, and this was very important at the time, also in the Soviet Union – stated Jarosław Kaczyński at a press conference.

– One would have to be not only not very moral in the political sense, but also very slow-witted, to do something like that – he continued.

– I am racking my brain right now, not just about the recent period when Mr. Romanowski has been in Hungary, but I don’t think I’ve ever exchanged a single sentence with him in my life – said Jarosław Kaczyński at a press conference.

– We can spend larger sums on this election campaign at the moment, of course in compliance with the law, than the 17 million which we are currently entitled to, so we will certainly be collecting money, and later [even if the subsidy is finally disbursed], although I think that, of course, the contributions will then fall – Jarosław Kaczyński said at a press conference.

– After this court ruling, when all normal people thought that if there’s a Supreme Court ruling, they must give us the money, our income fell very clearly, but please remember that after these statements and this resolution, either we are dealing with some mental state of the current prime minister here, or it follows from this that there will be no money – he continued.

– It's obvious that I didn't exploit anything. The [military] picnic was entirely independent of my speech, and everything that was disbursed would have been disbursed anyway. Therefore, I see no reason to beat myself up about it – Jarosław Kaczyński said at a press conference.

– Whether I was there or not, all the money that was planned for these picnics, which did not have electoral objectives, would have been spent. The state lost nothing from this – he continued.

– Certainly, Mr. Doctor Nawrocki coming to power, in the sense of becoming president, will be an element strengthening the fight for the rule of law in Poland. And by what methods? Certainly, methods consistent with the Polish constitution and Polish law. And under what circumstances can parliament be dissolved, as that is a condition for calling new elections? The constitution speaks very clearly on this – stated Jarosław Kaczyński at a press conference.

– If such situations were to arise, I believe that an inquiry into whether society approves of this government would be entirely justified – he added.

– I will therefore not be drawing a salary as an MP, regardless of any such ideas [as the bill introduced by coalition MPs] – he indicated.

– The party will be making a decision in the coming days on whether to put forward a candidate. I believe we should put forward a candidacy – said Adrian Zandberg in an interview with Piotr Witwicki on Polsat News's “Gość Wydarzeń” (Guest of Events).

He explained: – An option is needed for people who are disappointed with this government. […] For those who – like me – critically assess the past year […], clearly the politicians from the ruling coalition are not an option.

– I would like there to be an alternative in these elections for people who hold pro-social, democratic views and who are disappointed with what has been happening over the past year, and with what has not been happening. I will be trying to persuade my party of this – he continued.

– I am, of course, ready for it. However, the party will make the decision in this matter – said Adrian Zandberg in "Gość Wydarzeń" on Polsat News, when asked about his potential run in the presidential election.

– I want the next Sejm to have enough Razem party 'sabers' for the ruling majority to depend on the Razem party – said Adrian Zandberg in “Gość Wydarzeń” on Polsat News.

– Today, we have a government that could have been appointed in this form and with this program, or lack thereof, only because such a situation did not exist. Because this government did not depend on the majority of the Razem party's votes. And the results are that there is a 20 billion deficit in public healthcare, that there will be no real salary increases in the public sector next year, that nothing has changed for a year regarding housing, and the government is actually only looking at how bank profits are growing – he continued.

– In this matter [of money for PiS], I have very similar views to those of the Ombudsman. This situation is a perfect case where something can be unfair but still legal – said Adrian Zandberg on Polsat News’s “Gość Wydarzeń” (Guest of Events).

– We all saw what PiS was up to. The fact that PiS is not being punished for it is unfair. But there are procedures. This rule of law, which we have always spoken about, means something – he continued.

– If the National Electoral Commission (PKW) adopted the resolution it did, and if there is no appeal against that resolution, then public institutions are there to simply implement such decisions. And I say this with absolutely no joy or satisfaction – he stated.

– The Minister of Finance has no reason to act, especially since the resolution of the National Electoral Commission itself is strange, internally contradictory, and inconsistent with previous resolutions of the same commission – said Tomasz Siemoniak in an interview with Monika Olejnik on "Kropka nad i" on TVN24.

– It is a resolution that contradicts previous resolutions and a resolution that contains a second, conditional point, stating "if this chamber exists". […] Standing on the ground of the Council of Ministers' resolution, the position unanimously adopted by the Council of Ministers, there is no legal reason for the minister to disburse this money, and I think these threats, intimidating the Minister of Finance, intimidating the government, will not work – he continued.

– PiS politicians, various individuals from that side of the political scene are competing in issuing various statements, simply trying to intimidate the Minister of Finance. The government will not be intimidated in this matter – he went on to say.

– If I were in the Minister of Finance's shoes, I certainly would not have made such a decision, perhaps the Minister of Finance will conduct some analyses, but for God's sake, how can the National Electoral Commission issue such a resolution after which no one knows what is supposed to happen – he added.

– This is opening the gates of hell. In this matter [presidential elections and the Supreme Court's Chamber of Control], I appeal to everyone for elementary responsibility. We discussed this, among others, with Polska 2050, about their proposal [the so-called incidental act]. To be clear: [...] it is not ideal. But at this point, where we are, there are no longer any ideal solutions. There are less bad and more bad solutions – said Adrian Zandberg in "Gość Wydarzeń" on Polsat News.

– What interests me is that there is stability in the upcoming elections. Because I don't want them to be decided later not at the ballot boxes, but on the street – he emphasized.

– If it turns out that half of Poland believes the elections took place, and the other half believes the elections did not take place, if there are doubts about the confirmation of the election results, then this is opening the gates of hell. Whoever doesn't understand this may garner thousands of likes on Twitter among the Strong Together, but they are not a responsible politician – he stated.

– It is a strange situation that for some media, Mr. Romanowski, being prosecuted on suspicion of very serious crimes, has become some kind of hero who makes political statements, gives extensive interviews, and admits that from the very beginning he was deceiving, scheming, and had no intention whatsoever of facing the Polish justice system – said Tomasz Siemoniak on TVN24.

Surveillance Without Court Consent? "Perhaps It Was Like That During PiS Times"

– Absolutely not, because until there was a court decision, how could it be that an MP is under surveillance or an MP is being checked in some way. […] Such claims, which suggest that someone is being surveilled outside of legal grounds, outside of a court decision, these are times of PiS, perhaps it was like that during PiS times – he continued, when asked if this didn't ridicule the police and prosecution.

– Today, Mr. Romanowski is de facto the leader of PiS, and his 50th interview is more impactful than President Kaczyński's antics with Prime Minister Szydło and the refrigerator – he went on to say.

– The Concordat clearly states this: if there are matters that threaten life, health, or property, meaning if, for example, there was a murderer being pursued who ran into a church, then the police must run into the church after him. This is, I believe, obvious to everyone – said Tomasz Siemoniak on TVN24.

– So all these voices, comparing this to the Stalinist or Nazi eras, are so hypocritical, so dishonest towards the actions of police officers and prosecutors, that it reflects poorly on those who spread such narratives – he continued.

– Europe has recovered from Russian raw materials. I don't think anyone has any illusions that Russia is a normal partner with whom an agreement can be reached, a contract can be made, and Russia will keep those contracts, because Russia keeps no contracts, Russia attacks other states – said Tomasz Siemoniak on TVN24.

– This is some kind of bad Russian virus that first engulfed Hungary and Orban, and we see the policy he is pursuing, what he is saying at all; after all, his pro-Russian statements are absolutely scandalous, they truly exclude him from the West. I understand that Slovakia is only at the beginning of such a path, and I believe that Prime Minister Fico and the ruling party will understand that normal business with Russia is impossible – said Tomasz Siemoniak on TVN24.

– Such statements about open doors, I think, are quite embarrassing, and perhaps Orban imagines he will be accepting more individuals from PiS here. However, I believe this is a statement that reflects very poorly on Orban and significantly harms Polish-Hungarian relations – said Tomasz Siemoniak on TVN24.

– Orban is currently destroying this for contacts with PiS – he continued.

– First and foremost, the Ombudsman's report contains untruths. I'm surprised there are such untruths within it […] it mentions that Father O. did not receive any meal, while the court […] stated that he had his own sandwiches and did not want a meal, and meals were offered to him at the detention point – said Tomasz Siemoniak on TVN24.

– I am very surprised that the Ombudsman is endorsing something that is simply untrue – he continued.

– This same court in October stated that the detention was legal, justified, and proper. Let's discuss changing the regulations regarding handcuffs, let's perhaps discuss other conditions in these detention points, let's discuss procedures, but all actions of the officers, whether from the Internal Security Agency (ABW), the police, the prison service, or the prosecutor's office, were absolutely proper and legal – he went on to say.

– If we listen to some members of the National Electoral Commission (PKW), a few months ago they said: it's impossible to disburse funds, then they said they were abstaining, and then that in principle the decision was in the hands of the Minister of Finance. It's a bit difficult to understand what their approach is – stated Adam Bodnar on TVP Info.

– What I see in this resolution is an internal, deep contradiction. Because on one hand, it reads: in execution of the ruling of the Extraordinary Control Chamber, the PKW resolves, and in the second paragraph, it speaks about the fact that in essence, the PKW doesn't know if it's a court or not and that it has some doubts in this regard – he continued.

– I think that after conducting precisely these analyses, we will develop an appropriate concept and the minister will make the correct decision based on it – emphasized the Minister of Justice.
