Wednesday's Political Agenda: Sejm Debates Budget, Duda Visits Głuchołazy and Nysa, Kosiniak-Kamysz on Military Tankers, Nawrocki in Mysłowice, Senate Session Begins

On Wednesday, Karol Nawrocki, the PiS-backed presidential candidate, will visit Mysłowice. A march through the city (traditional miners' wake-up call) is planned for 6:30, followed by laying flowers at the commemorative plaque and the monument of St. Barbara at 7:45, and a press briefing will begin at 8:00.

At 8:30, a press conference will be held in the Sejm with Mariusz Błaszczak, Przemysław Czarnek, and Zbigniew Bogucki.

At 11:30, a contract signing ceremony for the delivery of several hundred tankers for the Polish Army will take place at the Ministry of National Defence headquarters. Władysław Kosiniak-Kamysz is scheduled to give a speech.

Also at 11:30, a press conference will be held in the Sejm with Monika Rosa and representatives of the State Commission for Combating the Sexual Exploitation of Minors Under 15. The topic will be the prevention of pedophilic content and products.

Wednesday marks the start of the Sejm session. Procedural votes will commence at 10:00, followed by the second reading of the draft budget law for 2025 at 10:05. The second reading of the amendment to the aviation law is scheduled for 16:00.

At 17:00, the second reading of the government's draft law on healthcare benefits financed from public funds will begin. The second reading of the government's draft law on the Agricultural Protection Fund is planned for 18:30, and the second reading of the government's draft law on vocational and social rehabilitation and employment of disabled persons will take place at 19:45.

At 11:00, the Sejm's special services committee will hold a closed-door meeting, during which, among other things, it will hear information from the National Public Prosecutor regarding the prosecutor's office's work related to the use of Pegasus software.

At 13:00, the Rules, MP Affairs, and Immunity Committee will consider the requests from the Chief of Police for consent to bring Jarosław Kaczyński, Anita Czerwińska, and Marek Suski to criminal responsibility.

At 15:00, the Foreign Affairs Committee will provide an opinion on nominations for ambassadors to Albania, Indonesia, the Republic of Lithuania, and the Republic of Rwanda.

Wednesday also marks the beginning of a three-day Senate session, during which members of the upper house of parliament will address, among other things, the law on extraordinary measures to limit electricity prices and changes to health contributions. The debates will begin at 11:00.

Also on Wednesday, President Andrzej Duda will visit areas affected by flooding in the Opole Voivodeship. Around 15:00, the President will meet with the military at a temporary river crossing in Głuchołazy, and around 18:00, a statement to the media is planned in front of the Municipal Office in Nysa.

Jarosław Kaczyński did not appear at the session of the parliamentary committee for regulations, parliamentary affairs, and immunities. His position was presented by Zbigniew Bogucki, who read a statement by the PiS chairman from a piece of paper. Below, we present fragments of this statement.

The chairman of the committee's session did not allow Komosa to cite the proposed content of the apology. He pointed out that there is no procedure for concluding a settlement in parliamentary proceedings concerning the lifting of immunity.

The Committee on Regulations, Member Affairs, and Immunities, during its session on December 4th, voted in favor of granting consent to bring Jarosław Kaczyński to criminal responsibility for an offense related to damaging a wreath during the Smoleńsk monthly commemoration. The same decision was made regarding the motions concerning MPs Marek Suski and Anita Czerwińska. The Chief of Police had requested consent to prosecute.

The committee also supported the motion for the Sejm to grant consent to bring Jarosław Kaczyński to criminal responsibility in a case where Zbigniew Komosa accuses him of striking him in the face during the Smoleńsk monthly commemoration.
