Thursday's Political Agenda: Trzaskowski in Piaseczno, Sikorski in Chrzanów, Sejm Debates Health Contributions, Floods, Electricity Prices, and a Vote of No Confidence in Leszczyna

The Sejm (parliament) will resume its session at 9:00 AM with a brief procedural vote. At 9:05 AM, the second reading of the government's draft amendment to the special flood act is scheduled. At 10:30 AM, the second reading of both the government's and parliamentarians' draft amendments to the act on aid for persons entitled to alimony is planned. The projects are identical and concern raising the benefit amount from the alimony fund from PLN 500 to PLN 1000.

From 11:45 AM to 2:45 PM, a discussion on projects concerning changes to health contributions will take place. Members of parliament will address two government projects, as well as those authored by PiS and Polski 2050.

At 2:45 PM, the first reading of the government's draft act concerning the extension of electricity price freezes for households into 2025 is foreseen.

In turn, at 4:15 PM, the Sejm will hear a discussion on the motion for a vote of no confidence in the Minister of Health, Izabela Leszczyna.

At 6:00 PM, a block of votes will commence, lasting until 8:15 PM. This will include, among other things, a vote on the election of KO MP Wojciech Król to the National Media Council, replacing the recently dismissed Krzysztof Czabański, and on information from the Minister of Defence regarding a report on irregularities in the functioning of the Smolensk sub-commission.

The final item on Thursday's agenda will begin at 8:15 PM and includes the first reading of the government's draft amendment to the Labour Code, introducing longer maternity leave, including for parents of premature infants.

At 12:30 PM, the Extraordinary Committee for Flood Prevention and Remediation of Flood Damage will convene. During this session, government plenipotentiary Marcin Kierwiński will present information on the government's actions regarding benefit payments and post-flood reconstruction.

Wednesday is the last day of the two-day Sejm session. Resumption of debates is scheduled for 10:00 AM. During its proceedings, senators will consider, among other matters, the government's act on population protection and civil defence.

A press conference by the Minister of Justice, Adam Bodnar, dedicated to "10 Pillars of Efficient Courts" is scheduled for 9:00 AM.

At 1:00 PM, a press conference will be held at the Chancellery of the Prime Minister with the participation of Deputy Prime Minister Krzysztof Gawkowski, Minister of National Education Barbara Nowacka, and Minister for Senior Policy Marzena Okła-Drewnowicz. The topic is the launch of the "Intergenerational School" project.

Candidates in the KO presidential primaries are continuing their meetings. At 1:00 PM in Chrzanów, there will be a meeting with the Minister of Foreign Affairs, Radosław Sikorski. As announced, this will not be the only event with Sikorski's participation scheduled for today. The Mayor of Warsaw, Rafał Trzaskowski, is also organizing his meeting – today in Piaseczno at 6:30 PM.

At 12:00 PM in the Sejm, a press conference will be held by the head of the PiS parliamentary club, Mariusz Błaszczak, Katarzyna Czochara, and "flood victims." At 3:00 PM, Antoni Macierewicz is organizing his own press conference.

At 4:00 PM in the Senate, a meeting titled "What Constitution? Senate Draft Consultations" will take place, attended by the Marshal of the Senate Małgorzata Kidawa-Błońska, Senator Krzysztof Kwiatkowski, and former presidents and vice-presidents of the Constitutional Tribunal.

- I'm telling employed individuals – know one thing: with gross monthly incomes of PLN 10,000, an entrepreneur will pay PLN 315, an employed person PLN 777. With PLN 15,000 – an entrepreneur PLN 440, an employed person PLN 1165. With PLN 20,000 – an entrepreneur PLN 685 and an employed person PLN 1559 - he calculated.

- We would like – and the government once wanted – for those who earn the most to cover part of the health contribution. With monthly incomes of PLN 50,000, an entrepreneur pays PLN 2155, and an employed person PLN 4259. Damn it, we won't agree to that - he emphasized.

Sejm on Health Contributions: Domański Calls Changes a 'Reasonable Compromise'
- I wish to present to you two draft changes aimed at restoring favorable conditions for business development in Poland. These changes represent a reasonable compromise between the expectations of entrepreneurs, budgetary capabilities, and maintaining proportionality in the assessment of contributions for various forms of income-generating activities - stated Andrzej Domański during the Sejm session. Exclusion of Proceeds from Fixed Asset Sales, Reduction of Minimum Contribution Base - The first draft of the bill contains changes that will come into effect from the beginning of 2025. [...] The proposed change provides for the exclusion of proceeds from the sale of fixed assets from the contribution base, which will lead to a reduction in the due health insurance contribution - continued the Minister of Finance. - We also propose a reduction in the so-called minimum health insurance contribution for entrepreneurs paying income tax according to the tax scale, flat tax, or tax card. The minimum base for health insurance contributions will be lowered from 100 to 75% of the minimum wage. Over 900,000 taxpayers will benefit from this change, specifically those with the lowest incomes - he further elaborated. "It is not true that the wealthiest gain the most" - In the next step, to be introduced by a separate act, we foresee further significant systemic changes from 2026. [...] For entrepreneurs settling according to the tax scale and in the form of a flat tax, it is proposed to introduce a two-element base for health contributions - added the Minister of Finance. - The proposed changes [...] will not affect the level of funds available to the National Health Fund. The costs associated with this reform will be fully covered by the state budget. 94% of Polish entrepreneurs will benefit from the changes [...]. We will maintain progression for the highest earners, because it is not true that the wealthiest gain the most from the proposed changes - he emphasized.

Government Drafts on Health Contribution Referred to Committees

Deputies have referred two government draft bills introducing changes to the health contribution to further work in the finance and health committees. The Razem parliamentary group voted in favour of rejecting both laws in the first reading.

The first draft bill includes the elimination of the health contribution from the sale of fixed assets and a reduction in the minimum base for calculating the contribution paid by entrepreneurs.

All deputies from the ruling coalition voted in favour of not rejecting it in the first reading (and thus in favour of referring it to committees).



In the case of the draft bill concerning the reduction of the health contribution for some entrepreneurs from 2026 – which was criticised within the coalition by The Left – 5 PiS deputies also voted in favour of rejecting it in the first reading. The Left parliamentary club mostly voted in favour of referring the bills to committees, but 4 female deputies abstained, and two (Agnieszka Dziemianowicz-Bąk and Katarzyna Kotula) abstained from voting.
