Friday's Political Agenda: Siemoniak, Bodnar, and Klimczak on Road Safety, PSL Event in Lublin

At 9:00 AM, a press conference will be held at the Chancellery of the Prime Minister with the participation of the Minister of Interior and Administration, coordinator of special services Tomasz Siemoniak, Minister of Justice Adam Bodnar, and Minister of Infrastructure Dariusz Klimczak. The Minister of Finance acts solely and exclusively based on legal regulations. To be more precise, he acts based on resolutions, decisions, and information coming from the National Electoral Commission (PKW). The Ministry of Finance has not even been officially informed of this motion [Supreme Court] and the Ministry of Finance is not a party to this in any way – stated Andrzej Domański in the program "Jeden na jeden" on TVN24. If decisions are made by the Supreme Court, they will be sent to the PKW, not the Ministry of Finance. And based on such decisions, the PKW will make its decisions and resolutions, and those will then go to the Ministry of Finance. We will act 100% in accordance with the law based on information and decisions from the PKW – he continued. In 2016, we had an exactly analogous situation when the payment of subsidies for Nowoczesna was also suspended. So, at the moment, representatives of PiS are employing complete hypocrisy and forgetting that we dealt with exactly the same situation in 2016 – added the Minister of Finance.

Domański Announces Government's Second Step on Lower Health Contribution:

Entrepreneurs Can No Longer Wait.

Entrepreneurs can no longer wait. This discussion about the health contribution has been going on for a very long time, too long, and I am convinced that at the next government meeting, decisions will be made regarding a lower health contribution in 2025, but also in 2026 – stated Andrzej Domański in the program "Jeden na jeden" on TVN24.

We took the first step, and that first step was to abandon the health contribution on fixed assets. Now it's time for the next steps. This second step will be to lower the minimum health contribution, which is currently paid on a base of 100% of the minimum wage. We will lower this to 75% – he continued.

This will be the second step, affecting approximately one million of the smallest entrepreneurs who have really low incomes. Very importantly, it will also affect those entrepreneurs who do not generate income, as such situations also occur. We want this to be effective from January 1, 2025. The project is ready, and we want it to pass through the Sejm as quickly as possible – added the Minister of Finance.

The government is expected to adopt an amendment at its Tuesday session.

We want this health contribution for entrepreneurs to be lowered, primarily for those earning less, but not exclusively. - We estimate that this solution, which is currently on the table and which we will work on for a little while longer, but these are truly the last days, it will cost PLN 4.6 billion from the budget perspective, in its entirety. - Intensive work has been underway for two months involving the Ministry of Justice, the Ministry of Infrastructure, and the Ministry of Interior and Administration. Today, at 9 AM, the three of us – Minister Siemoniak, Minister Klimczak, and myself – will present a package of changes concerning road traffic,” stated Adam Bodnar on TOK FM.

- Certainly, these changes can be summarized with one slogan: "stop road thugs.” We must do everything in our power so that the Polish state does not blame itself for further deaths that occur. There will be an absolute toughening of penalties,” he continued.

- There will also be the introduction of a new type of offense, so-called "road homicide.” It will be formulated in such a way that certain circumstances, such as a gross violation of speed limits, exceeding any permissible limits, or driving a vehicle while banned from driving, if they result in a fatal outcome, will constitute a separate offense with separate penalties,” he emphasized.

Even a Lifetime Driving Ban: Government Unveils Proposed Changes to Traffic Regulations
- I am grateful to Minister Siemoniak and Klimczak for enabling us to create a working group that has developed comprehensive proposals for changes concerning road safety. […] In the coming weeks, an intensive legislative process will take place, aimed at ensuring these proposals undergo full social consultations and are then adopted by the government and parliament - said Adam Bodnar at a press conference. The Minister of Justice listed the following proposed changes to the regulations:
  • introduction of stricter penalties for offenders driving vehicles while under a court-imposed ban. If someone breaks it, a lifetime driving ban may be imposed
  • the issue of driving under the influence of intoxicating substances or alcohol. If a driver has between 0.5 and 1.5 permille of alcohol in their blood or is banned from driving, the court may order the forfeiture of the vehicle. Above 1.5 permille, the court has this obligation. Additionally, the possibility of suspending prison sentences is to be restricted
  • driving bans should not be cumulative, but should run from the end of the previous ban
The Head of the Ministry of Interior and Administration, Tomasz Siemoniak, spoke about further changes:
  • a new type of offense: organizing and participating in illegal car races. As Siemoniak assessed, a "severe penalty" could be the obligation for services to provide insurers with information about vehicles participating in illegal races, which would allow for an increase in premiums for these individuals. Fines of up to PLN 5,000 are foreseen for individuals participating in or organizing such gatherings. Additionally, the court will be able to order the forfeiture of the vehicle
  • higher sanctions for grossly dangerous, reckless driving
  • a new offense - so-called drifting, dangerous sudden acceleration of a vehicle
In turn, the Minister of Infrastructure, Dariusz Klimczak, announced, among other things, the following proposals:
  • a two-year probationary period for young drivers - including lower speed limits outside built-up areas (80 km/h) and on highways (100 km/h), and a zero alcohol limit. For a twofold commission of "the most drastic" offenses, the probationary period will be extended by 2 years
  • driving during a period of license suspension will result in a permanent suspension of entitlements and the possibility of acquiring them only after 5 years
  • elimination of the possibility of reducing penalty points for the most serious offenses
