Thursday's Political Agenda: D. Brejza Before the Pegasus Committee, Glapiński's Conference

At 10:00 AM, the parliamentary committee of inquiry into Pegasus will question Dorota Brejza, wife of KO MEP Krzysztof Brejza.

At 3:00 PM, a press conference by NBP President Adam Glapiński will be held at the NBP headquarters, dedicated to assessing the current economic situation in Poland.

Leszczyna on Three Key Changes to the Sobriety Act:

We're Finishing Work Today.
- We are finishing our work on this today. We are talking about a law in which we want to limit the availability of alcohol at petrol stations at night, and we are also introducing a regulation there stating that a person selling alcohol has an obligation, if they suspect someone is under 18, not to have the right to check ID, but to have the obligation to check whether the given person is of legal age - said Izabela Leszczyna in an interview with Bogdan Rymanowski on the program "Gość Radia Zet" (Radio Zet Guest). - Of course, we are talking about tightening up all these regulations concerning packaging. Here, we must be compatible with everything that the Ministry of Agriculture is doing in its regulation. Today [...] I am returning to the Ministry of Health, and with the Department of Public Health, we will finalize these regulations - she continued. - This will be [a ban on alcohol sales at petrol stations] between 10 PM and 6 AM - she added.

Sikorski on the exhumation of Volhynia massacre victims:

I hope we have the first sign of future decisions.
- Yesterday we have the first sign, I hope, of future decisions. Apparently, some movement is happening in the Ukrainian Institute of National Remembrance. In this matter, we have national consensus. […] I hope this Christian duty will simply be fulfilled – said Radosław Sikorski in an interview with Renata Grochal on "Bez uników" (No Evasions) on PR3, when asked about the exhumation of the victims of the Volhynia massacre.

08:59

Sikorski on His Clash with Zelensky:

I Can Make Firm Stances. By Their Fruits We Shall Know Them.
- I can indeed make firm stances. By their fruits we shall know them - stated Radosław Sikorski on PR3's "Bez uników" (No Evasion), when asked about media reports concerning a clash between him and Ukrainian President Volodymyr Zelensky.

09:02

Leszczyna:

I'm Retracting My Statement That Eliminating Limits Will Shorten Doctor Waiting Lines
- My predecessors abolished limits in outpatient specialist care. [...] We pay several billion more each year specifically to such specialist clinics. Have the queues for any specialist decreased? No - said Izabela Leszczyna on Radio Zet. - This means that eliminating limits cannot be a simple end in itself, but rather a means to an end, and the goal is greater accessibility, shorter queues - she continued. - I am not retracting the commitment that we must shorten queues and must therefore increase accessibility. I am retracting, in a sense, the idea that eliminating limits is the means capable of achieving this, because I have the example in outpatient care that it does not work - she went on to say.

09:06

Sikorski:

Duda Defined the End of His Presidency as PiS's Last Stronghold
- I genuinely believe that President Duda has defined the end of his presidency as PiS's last stronghold. I think this is detrimental to Poland and also bad for him, because at the end of his term, he could have acted more conciliatorily, especially since we have a war on our borders. Therefore, I believe the president should differentiate between party interests and state interests, and should try to unite people - said Radosław Sikorski in "Bez uników" on PR3.

10:17

Kukiz on Tusk:

In Civilized Countries, Such a Prime Minister Would Likely Resign.
- A few days before September 13th, with those unfortunate words from the Prime Minister [about forecasts not being overly alarming] – to put it mildly, unfortunate, because in civilized countries such a Prime Minister would likely resign, at least PR-wise he would make such a move, but here, again, nothing happened - said Paweł Kukiz in an interview with Jacek Prusinowski on Radio Plus's program "Sedno Sprawy" (The Heart of the Matter). - I hope he fired that imbecile who advised him to make such a statement, at least sidelined him somewhere - he continued.

10:23

Fish Turns Out to Be More Important Than Humans in Leftist Ideology, Says Kukiz on Flood
- Unofficially, I don't have this 100% confirmed yet, but it seems that there were such orders from one of the ministries. I don't want to elaborate at the moment because I don't have [...] 100% certainty. Simply, a recommendation was given to Polish Waters in Nysa, in Otmuchów, not to release water from these reservoirs because they fear that algae will bloom and the fish will die in the reservoir – Paweł Kukiz said on Radio Plus. - Once again, because this is not the first case, fish turns out to be more important than humans in the spirit of this idiotic, leftist ideology – he continued.

10:47

Błaszczak:

PiS Candidate for President Will Offer a Chance for a Second-Round Victory

- The PiS candidate will be someone who will offer a chance for victory in the second round against the candidate of the December 13th coalition, so we are conducting surveys, we are talking, we are holding consultations, but allow me to refrain from publicly discussing the details of these actions – stated Mariusz Błaszczak on the program "Sygnały Dnia" on PR1.

10:48

Błaszczak on the lifting of Romanowski's immunity:

It was a summary court, he was prevented from presenting his arguments.
We dealt with something akin to a summary court because Minister Romanowski was prevented from presenting his arguments. On social media, on Sunday, politicians from the December 13th coalition presented the following information: that Minister Romanowski's immunity would be lifted. It even turned out later that the motion was not signed by National Prosecutor Korneluk, meaning they feared it would be challenged – said Mariusz Błaszczak on PR1.

10:50

Błaszczak on the Merger of Sovereign Poland with PiS:

Unity is the Most Important Goal.
The most important thing is to achieve the goal, and that goal is unity, because unity is a guarantee that we will resist the encroachments of the December 13th coalition. This is the most important goal, and I am deeply convinced of it, I know that the will of our voters is unity. It is the merging of both environments, because there is strength in unity – said Mariusz Błaszczak in PR1.

Former MP Janusz P. Detained by CBA. "Suspicion of Significant Fraud"
- This morning, CBA agents detained Janusz P. and Przemysław B. in Lublin, and Zbigniew B. in Biłgoraj. The investigation, conducted jointly with the regional branch of the prosecution in Wrocław, concerns a justified suspicion of significant fraud as defined in Articles 286 and 294 of the Penal Code – informed Jacek Dobrzyński, press spokesman for the Minister of the Interior and Administration and coordinator of special services, on social media.

15:07

Glapiński:

Current Inflation Level Exceeds NBP Target, But Sources Are Mostly Independent of Monetary Policy
- The current level of inflation exceeds the NBP's inflation target, but we are aware that the sources of this growth are overwhelmingly independent of monetary policy. The NBP has no influence on administrative and regulatory decisions concerning energy prices. Similarly, we have no influence on decisions regarding public sector wages - said Adam Glapiński at a press conference. - However, we must carefully monitor whether these factors do not pose a risk to medium-term inflation prospects - he continued.

15:13

Glapiński on Inflation Levels in the First Half of the Year:

One of the Greatest Achievements of Polish Monetary Policy in Decades.
- Importantly, the current acceleration of inflation is incomparably smaller than that recorded in 2022-2023; we must always remember this. After the shocks of the pandemic and the war, lowering inflation to the NBP's target in the first half of this year, while minimizing GDP fluctuations, was undeniably a huge success - Adam Glapiński said at a press conference. - This was one of the greatest achievements of Polish monetary policy in recent decades. It would not have been possible without the swift and decisive increase in interest rates in 2021-2022 - he continued.

15:19

Glapiński on GDP Data:

This is the Scale of Poland's Economic Miracle.
- This is absolutely spectacular. Polish GDP from the pre-pandemic period to today is 13.1% higher, and all others in Europe, you can see how it looks. The entire eurozone is at 3.9%, and we are at 13.1%. Countries in our region that have adopted the euro are dramatically weak compared to us; Germany is essentially unchanged. German GDP is the same as before the pandemic, while ours is 13.1% higher. This is the scale of this Polish economic miracle - said Adam Glapiński at a press conference.

15:29

Consumer Inflation at the End of 2024: Glapiński on Current Forecasts
- Available forecasts indicate that by the end of the year, the consumer inflation rate may remain around 4.5 to 5.0 percent. [...] As for expectations for 2025 [year], they depend in particular on decisions regarding protective measures for energy prices. Again, not from the bank, not from any other factors, these are administrative, governmental decisions – said Adam Glapiński at a press conference.

15:56

Glapiński on NBP Employees:

They Should Receive High State Orders, Yet They Face Something Entirely Different.
- There's a certain regret among NBP employees, particularly perhaps at the managerial level. [...] There's an underappreciation of the work done by the National Bank of Poland employees. An incredibly large effort has been made in these years to combat inflation. Incredible achievements have been made, legally speaking, various legal solutions have been found, and bold decisions have been made - said Adam Glapiński at a press conference. - In my opinion, these National Bank of Poland employees who are most involved, the department employees, should receive some high state orders and be honored forever, yet they face something entirely different. They have simply been associated with difficult times in which people lived, and they are being slandered - he continued. - What is happening at this moment in that committee, etc., is utterly unheard of. Instead of creating a special committee that would praise the achievements of the National Bank of Poland and its efficient actions in a special way [...] there's some committee where, in a vulgar, simplistic way, some completely unprepared people [...] insult the bank's employees - he went on to say.

16:03

Glapiński on Defense Spending and its Impact on the Budget Deficit:

They are Necessary.

- The government plans a public finance sector deficit of 5.5% of GDP for next year, a very high deficit. Although we remember, we cannot stop remembering, that a large part of it is due to defense spending, which is essential, absolutely necessary, and perhaps decisive for the fate of our state and nation. This spending must happen – stated Adam Glapiński at a press conference.

16:12

Glapiński:

We Have Joined the Exclusive Club of World's Largest Gold Reserve Holders

- The National Bank of Poland, on behalf of all Poles, has already amassed over 400 tons of gold in its reserves. We have surpassed 400 tons; precisely now, we have 420 tons. We are entering, we have already entered, the exclusive club of the world's largest gold reserve holders – said Adam Glapiński at a press conference.

16:24

Glapiński Comments on NBP Monetary Policy Council Votes:

They Don't Reflect Dislike for Government Policy.

- For a long time now, fortunately, as you can see from the voting results, the Monetary Policy Council (RPP) has been voting very harmoniously and purely on substantive grounds. In fact, everyone votes the same, with the exception of Professor Tyrowicz, you are aware of this exception. Professor Tyrowicz has been proposing a rate hike of 2 percentage points for about 18 votes now. In total, she has voted for an interest rate increase 30 times in consecutive votes. I say this in reference to those hotheads who claim in the media that the RPP votes somehow reflect a dislike for government policy, or something to that effect – stated Adam Glapiński at a press conference.

16:25

– National Prosecutor's Office Statement on Sebastian M:

He Declared Polish Prosecution's Actions Against Him Are Politically Motivated.

The National Prosecutor's Office (PK) reported that on October 3rd, a videoconference meeting was held concerning the extradition proceedings for Sebastian M. [suspected of causing the A1 motorway accident in which a three-person family died]. The meeting was attended by a high-ranking official from the UAE Ministry of Justice, the Director of the International Cooperation Office of the National Prosecutor's Office, the leadership of the Department of International Cooperation and Human Rights of the Ministry of Justice, and members of the diplomatic corps of the Embassy of the Republic of Poland in Abu Dhabi.

- The representative of the Emirati side confirmed that Sebastian M. is staying on the territory of the UAE. He also informed that the prosecutor appointed to participate in the extradition proceedings, representing the Polish prosecution in this matter, conducted the interrogation of the wanted person regarding the circumstances indicated in the extradition request – informed the National Prosecutor's Office.

- Sebastian M. did not admit to committing the act which is the basis for the request, stating that the actions taken against him by the Polish prosecution are politically motivated. The execution of this procedural act indicates the formal commencement of the extradition procedure. During the interrogation, the Emirati prosecutor informed the wanted person about the travel ban imposed on him, prohibiting him from leaving the territory of the UAE – reads further in the statement.

The potential resident status in the UAE is not expected to have legal significance in the decision-making process regarding extradition. The Polish prosecution has committed to sending information from the investigation to the Emirati authorities by the end of October 2024, concerning findings relevant to the extradition proceedings.

Cuts to the IPN, Constitutional Tribunal, or KRRiT. Domański: At Least PLN 200 Million in Savings
- There are certain institutions that enjoy so-called budgetary autonomy, including the Institute of National Remembrance (IPN), the Constitutional Tribunal, and the National Broadcasting Council (KRRiT). The Ministry of Finance does not determine the budget for these institutions. They set it themselves, and only now, at the parliamentary stage, can they be – and I am convinced they will be – significantly limited – said Andrzej Domański in an interview with Marek Tejchman on RMF FM's "Popołudniowa rozmowa" (Afternoon Conversation). - We have prepared an analysis for the Prime Minister, indicating where and how much savings can be achieved. It shows that at least 200 million zlotys – that's how much could be saved on expenditures in these very institutions – announced the Minister of Finance.

18:46

Domański:

We Want to Increase the Funeral Benefit, but There Are No Funds for It in the 2025 Budget

- We certainly want this [funeral benefit] increase to happen. There are no funds for it in the 2025 budget, but this postulate remains current and we will pursue it - said Andrzej Domański in the "Afternoon Conversation" on RMF FM.

- I think so [the increase will be in 2026] - he added.

18:55

Domański Declares: From January 1st, Health Contribution on Sale of Fixed Assets to be Abolished
- We have already taken action - I would like to confirm that we are working on eliminating this absurdity, which is the collection of health contributions from the sale of a car, real estate, or land, starting from January 1st - said Andrzej Domański in the RMF FM's "Popołudniowa rozmowa" (Afternoon Conversation). - It will come into effect from January 1st; it has already been included in the government's work register. There is a very clear instruction to proceed with this law very quickly, so that from January 1st, entrepreneurs will not pay the health contribution on the sale of fixed assets without any doubts - he stated. - I make this commitment, it must happen - he declared.

19:07

Domański on inflation:

It will grow slightly until the end of this year.
- Most certainly [interest rates] are high, they are among the highest in all of Europe - assessed Andrzej Domański in the "Popołudniowa rozmowa" (Afternoon Conversation) on RMF FM. - Inflation will still grow slightly until the end of the year, after which we expect it to gradually decrease throughout 2025 and 2026, as well as in 2027. So we currently have a slight upward trend in inflation, probably to a level of about 5%, after which the disinflation process will begin […] and I think this inflation will be stable at these low levels for the next 3 years - he stated.

19:22

Domański on Local Government Financing Reform:

The Biggest Beneficiaries are Small and Less Affluent Municipalities.
- Next year, local governments will receive an additional 25 billion zlotys thanks to this act, which the Sejm passed a few days ago - said Andrzej Domański in the "Afternoon Conversation" on RMF FM. - The biggest beneficiaries of this change are precisely the small, smaller, and less affluent municipalities. We have set up this system so that every [...] local government unit, meaning every municipality, every powiat, every voivodeship, is a beneficiary of this change, simply so that more money goes to them - he argued. - We are talking about 345 billion zlotys over 10 years - he emphasized.

19:55

Siemoniak on the Janusz P. Case and CBA's Actions:

This Shows There Are No Sacred Cows.
- The state is acting, the prosecutor's office is acting, the CBA is acting. If the services, if the prosecutor's office suspect that a crime has occurred, they simply act, and it makes no difference who someone is or who they were in the past - said Tomasz Siemoniak in "Fakty po Faktach" on TVN24, when asked about the Janusz P. case. - This shows that there are no sacred cows, and just as those who committed irregularities over the past 8 years are being held accountable, so too are other individuals associated with various political circles in the past - he continued.

20:00

Work Continues on a New Project. Siemoniak on Flood-Related Law Changes
- I also declared in the Senate today that we are working on a further, more long-term project - said Tomasz Siemoniak on TVN24. - There are further ideas, and both local governments and ministries are submitting these ideas. So, work is underway on a new project, and of course, we are also working on what the Prime Minister called 'reconstruction plus,' meaning long-term reconstruction. And of course, future flood prevention issues, warning systems, reservoirs – all of that is also on the table at the moment - he continued.

20:07

"Services, Prosecutor's Office, and the Investigative Committee's Actions Must Be Coordinated'. Siemoniak on Clarifying the Pegasus Case
- The [Pegasus investigative] committee has in recent days gained access to the materials it requested, the materials it expected. I hope the committee members will familiarize themselves with this material – said Tomasz Siemoniak on TVN24. - The actions of the services, the prosecutor's office, and the investigative committee must be coordinated here. The prosecutor's office has a slightly different perspective; its role is to determine who is guilty and hold them accountable [...] the investigative committee must also address certain political responsibility for all of this – he continued.

20:11

Siemoniak on the Liquidation of the CBA:

The Project is Ready.
- The project is ready, of course, it's unrealistic because President Andrzej Duda has very clearly stated that he will veto any project - said Tomasz Siemoniak on TVN24 when asked about the liquidation of the CBA from January 2025. - The project is ready for the collegium for special services to express its opinion on this project in accordance with the procedure, and then the Council of Ministers, the Sejm, the Senate, and the President. However, let's be rational about this matter, if the President's stance is so clear, that also needs to be taken into account - he continued.

20:36

The Prime Minister and the Minister of Justice Are Responsible, Paprocka Says on Chaos Surrounding the National Prosecutor

- The regulations clearly state who the National Prosecutor is. I have no doubts that it is Mr. Prosecutor Dariusz Barski, because not only did the Supreme Court confirm this just a few days ago, and I will only remind you of the statement by Mr. Prosecutor Korneluk to the Polish Press Agency a few weeks ago, when he said that his case would be definitively settled by the Supreme Court on September 27th, and that is exactly what happened – stated Małgorzata Paprocka in the program "Lepsza Polska" on Polsat News.

- Today, the Prime Minister and the Minister of Justice, the Prosecutor General, are undoubtedly responsible for this situation; it is they who decide and they who issue decisions preventing properly appointed individuals from entering the buildings – she emphasized.

20:38

Paprocka on the Judiciary:

The President Wants Responsible Reforms.
This discussion [on the budget act] is ahead of us, when the project will arrive at all, how it will be passed, what it will be like, that is a completely different matter today. Today, the President wants responsible reforms in the judiciary, and I can assure you, because we often hear this argument that some work is not being done because the President allegedly won't accept certain solutions, there hasn't been a parliament with such a [small] number of laws for many, many years – said Małgorzata Paprocka in Polsat News.
