Tuesday's Political Agenda: Government Continues Flood and Budget-Related Law Discussions, Sejm Addresses Special Flood Act, Duda Meets Barski, Błaszczak Holds Conference

The government session will commence at 12:00. The agenda primarily includes a report on the flood situation and the draft of the so-called budget-related act for 2025.

The Sejm will resume its proceedings at 9:00 with 10-minute procedural votes. Subsequently, the second reading of the so-called special flood act will take place, which is a government draft amendment to the act on special solutions related to flood damage mitigation.

The Sejm will also address, among other things, a government draft amendment to certain acts aimed at supporting entrepreneurs employing Territorial Defence Force soldiers or Active Reserve soldiers, as well as a draft amendment to the act on rural housewives' circles and the act on socio-professional farmer organizations.

At 14:00, the first reading of the presidential draft bill on personal assistance for persons with disabilities will be held. At 15:30, the Sejm will hear information from the Minister of the Interior and Administration on the implementation in 2023 of the "Program for the Modernization of the Police, Border Guard, State Fire Service, and National Security Service in the years 2022-2025".

A voting block of less than an hour will begin at 17:30.

At 10:00, President Andrzej Duda will receive Prosecutor General Dariusz Barski at the Presidential Palace, as informed by the Chancellery of the President. Following this, at 11:00, PAD will participate in the solemn inauguration of the 2024/2025 academic year at the Nicolaus Copernicus University, and around 14:00, he will attend the Warsaw Security Forum conference – together with the Marshal of the Sejm, Szymon Hołownia.

In turn, at 16:00, President Andrzej Duda will meet with the President of Georgia, Salome Zourabichvili, at the Presidential Palace. A meeting of the presidents with the media is scheduled for 16:35.

At 11:00, a press conference will be held in the Sejm by the chairman of the PiS parliamentary club, Mariusz Błaszczak, and PiS spokesperson, Rafał Bochenek.

Also today, a two-day meeting of the Monetary Policy Council begins.

The Matter is Very Serious.

The Ministry of State Assets has responded to an Onet article reporting that beneficiaries of personnel changes at Totalizator Sportowy have included local activists from Civic Platform (PO), Polish People's Party (PSL), and The Left, as well as close associates of leading parliamentarians of the ruling coalition.

- The Minister of State Assets exercises the shareholder rights on behalf of the State Treasury in all shares of Totalizator Sportowy Sp. z o.o. with its registered office in Warsaw. These rights, stemming from corporate shareholder rights, are strictly defined by law – the ministry reminded in a statement published on social media.

However, it was emphasized: - When exercising ownership rights in accordance with the current legal order, the State Treasury does not have the competence to make direct decisions or interfere in the current operations of management boards of companies with State Treasury participation. All matters related to the company's business, including personnel policy, fall within the competence of the management board.

- However, the matter is very serious, and that is how we are treating it in the Ministry. Since Monday morning, we have been analyzing whether the media reports correspond to the actual state of affairs. We have requested comprehensive information on this matter from the Supervisory Board – it was stated.

- If the reports of irregularities are confirmed, we will take action. What actions these will be will depend on the results of our analysis of the actual state of affairs – it was added.

Amendments Submitted to Government Bill: PiS Seeks Greater Aid for Flood Victims
- We have submitted amendments to the government bill. In our firm conviction, the government bill does not offer real assistance to flood victims. This is because the financial aspect of this aid is symbolic. One could even use the word 'mockery' if the government proposes to allocate up to 200,000 Polish zlotys for rebuilding a house. I ask: have they become so detached from reality that they don't know it's impossible to rebuild a house for 200,000 zlotys, or are they joking with those affected by the flood? - said Mariusz Błaszczak at a press conference. - We have submitted amendments to the government bill which include the provisions that were rejected in the Law and Justice party's project, so that the reconstruction of houses and apartments would be financed up to 100% from the state budget – naturally, after the costs have been determined by an expert. We have also included [...] a provision stating that the non-repayable, immediate allowance should be three times the average wage, which is over 24,000 zlotys, so that it becomes a permanent mechanism, a statutory provision - he continued. "This Threatens the Stability of the Justice System"

- This is currently the biggest trouble for Prime Minister Donald Tusk and the Minister of Justice. In truth, unfortunately, this is the biggest problem for society because it threatens, among other things, all proceedings that were conducted with the participation of prosecutors and, above all, the stability of the justice system - said President Andrzej Duda.

- The question is, what will happen to all these individuals, especially dangerous criminals, against whom proceedings are being conducted and who are often convicted of heinous crimes. This is truly a huge social and state problem - he stated.

"The Question is, What to Do to Truly Restore the Rule of Law. Not Some Democracy with a Qualifier, as the Prime Minister Declared"

- The question is, what to do to truly restore the rule of law. Not some democracy with a qualifier, just as there was once a people's democracy, a socialist one; now it's a fighting one, as the Prime Minister declared, but rather that we have a normal, true, honest democracy. And in this democracy, Mr. Dariusz Barski, according to all currently binding regulations and the constitution, was appointed National Public Prosecutor and still is - he emphasized.

- We are fully aware that Mr. Dariusz Barski was not allowed into the National Public Prosecutor's Office, into the building. We are currently considering what actions we can take to restore the rule of law. Among other things, this was the subject of our conversation today - indicated PAD.

- Poland is aware of the threat lurking today at its borders, which is why we are allocating over 4% of GDP to our defense this year, and we have planned 4.7% for next year. We are not spending this money lightly, and these are by no means easy decisions. However, we are making them with full, cross-party agreement from the most important political factions, because we Poles know well the price of military defeat - he went on to say.

- Poland supports the development of European defense policy. Day by day, the farce is becoming more and more visible, ladies and gentlemen, into which Prime Minister Donald Tusk and his associates are falling, and all those who, every now and then, claim that someone is some kind of neo-judge, that some chamber is a neo-chamber, and so on. Because they acknowledge some of the rulings of this chamber when it's convenient for them. When it was convenient for them to acknowledge that the parliamentary elections were held in Poland and it was necessary to confirm their legality and outcome, then everything at the Supreme Court suited them perfectly, and they agreed with the decisions made. The Sejm has passed a law on special solutions related to the removal of flood consequences. 413 MPs participated in the vote on the entire government project. 393 were in favour, 1 person voted against, and 19 MPs abstained.

Failed Attempt to Remove Matysiak from Committee:

The opposition managed to break the quorum during the vote on changes to the composition of parliamentary committees – primarily concerning the removal of Paulina Matysiak from the infrastructure committee. 221 MPs voted "for" out of a total of 227 voting. MPs from the PiS club, as well as part of Konfederacja, withdrew their voting cards, thus breaking the aforementioned quorum.

- Tomorrow is my birthday and I must say I received one of the most beautiful gifts. The attempt to remove me from the infrastructure committee failed due to a temporary lack of quorum. Thank you to everyone who didn't vote for me ;) - wrote the MP on social media.

Before the vote, the Lewica MP suggested that the idea to remove her from the committee was because the government "fears" her "difficult questions regarding transport."

- You certainly won't get rid of difficult questions this way. […] I will continue to work and scrutinize the government with even greater determination, meaning I will work as I have been so far - Matysiak said in the Sejm.
