Wednesday's Political Agenda: Tusk at Crisis Staff Meeting, Sejm on Flooding, Duda's Final Day in the US, Senate Session Begins

At 8:00 AM, a crisis staff meeting will be held in Wrocław with the participation of Prime Minister Donald Tusk.

At 9:15 AM, a press conference by the Marshal of the Sejm, Szymon Hołownia, is scheduled.

At 10:00 AM, Małgorzata Kidawa-Błońska will present letters of appointment to the members of the Polonia Consultative Council to the Marshal of the Senate of the Republic of Poland.

Also at 10:00 AM, the Sejm session will begin. The initial item on the agenda will be the first reading of a parliamentary draft bill on volunteer fire brigades. Subsequently, second readings are planned for bills concerning lobbying activities in the law-making process, the delegation of drivers in road transport, vocational and social rehabilitation and employment of persons with disabilities, personal income tax, and animal feed.

At 5:30 PM, votes will take place in the Sejm, including on changes to the composition of the Pegasus inquiry committee. At 6:15 PM, information from the Prime Minister and ministers regarding the flood and actions taken to prevent its consequences and to mitigate them is scheduled.

At 11:00 AM, the Sejm committee for special services will issue an opinion on the request of the coordinator of special services concerning the appointment of a Deputy Head of the Intelligence Agency. The agenda for the closed-door session also includes, among other things, information from the coordinator of special services and the head of the Military Intelligence Service (SKW) on the results of an audit conducted within the SKW.

At 12:00 PM, at the European Union committee, Adam Szłapka will present information on Poland's preparations for its presidency of the Council of the European Union.

At 3:00 PM, the foreign affairs committee will issue opinions on candidates for ambassadors to Armenia, Finland, Egypt, and countries of additional accreditation: the State of Eritrea, the Republic of Sudan.

At 11:00 AM, a two-day Senate session will commence, during which senators will address, among other matters, the bill on mandatory insurance and information on the activities of the National Council of the Judiciary in 2023.

Wednesday also marks the final day of President Andrzej Duda's visit to the USA. At 4:15 PM Polish time, the President will meet with representatives of Polish media. At 5:00 PM, Andrzej Duda will participate in Unstoppable Africa – Global Africa Business Initiative Annual Forum. At 6:15 PM, a meeting between Andrzej Duda and the presidents of the Baltic states is scheduled.

At 9:00 PM, Andrzej Duda will participate in the UN Security Council Open Debate "Leadership for Peace," and at 11:30 PM, along with his spouse, he will attend a reception hosted by the President of the USA on the occasion of the 79th session of the United Nations General Assembly.

Indictment Filed Against Niedzielski

An indictment has been filed against former Minister of Health Adam Niedzielski. The case concerns an incident from August of last year when the minister disclosed sensitive data of a doctor who had pointed out problems within the e-prescription system. Following this, Niedzielski resigned.

- The District Prosecutor's Office in Warsaw has filed an indictment against Adam Niedzielski, suspected of, on August 4, 2023, as a public official [...] Minister of Health, exceeding his authority [...] by disclosing, through mass media, in violation of regulations, [...] personal data obtained from the Medical Information System concerning health data in the form of types of medications prescribed, of a determined individual, by publishing, from a profile used only by himself on the internet portal X, a post containing such information, [...] thereby acting to the detriment of the victim's private interests.

As added, this offense carries a penalty of imprisonment of up to three years.

What's more, he indeed had these contacts and acquaintances within the Ministry of Foreign Affairs and actually passed on certain information to some officials employed there, which was then relayed to diplomatic missions, and in some cases, this indeed resulted in, or could have resulted in, the issuance or acceleration of visa issuance – stated the National Prosecutor's Office Spokesman, Przemysław Nowak, in a conversation with journalists.

- He is the main suspect, he faces a total of 9 charges related precisely to so-called paid protection, and he has admitted guilt and provided extensive explanations – he added.

The 'Fight' Against Speeding Drivers and the Introduction of 'Road Homicide': An Inter-Ministerial Team to Propose Legal Changes

Revocation of Driving Licenses for Individuals Driving Despite Suspended Permits

- In a situation where a person is stopped while driving and it is found that this person no longer has a valid license because it was suspended for three months, the only penalty is that the suspension period is extended from the moment of discovery. We believe that the regulations should be changed so that this person's license is permanently revoked and they must reapply for it, and this would be the minimum penalty - the Minister of Infrastructure continued.

License Suspension for Speeding Outside Built-Up Areas and the Concept of 'Road Homicide'

- What we have already planned includes, among other things, the fight against those drivers who exceed the speed limit. [...] We have decided to change the regulation so that every driver who exceeds the speed limit by 50 km/h on a single-carriageway, two-way road will also have their driving license suspended. Until now, these regulations applied within built-up areas [...] it turned out that this regulation is effective [...] we would like to extend this regulation to single-carriageway, two-way roads outside built-up areas - Klimczak added.

- We will be proposing to our partners from the Ministry of Justice and the Ministry of Interior and Administration to introduce the concept of 'road homicide' into the code. I know that such a regulation exists in other European Union countries - he pointed out.
