Thursday's Political Agenda: Blinken Meets Duda, Tusk, and Sikorski; Sejm Discusses KRS and NIK Activities

Today, U.S. Secretary of State Anthony Blinken is visiting Poland. At 12:30 PM, he will meet with President Andrzej Duda, and at 2:05 PM with Prime Minister Donald Tusk. A meeting with Foreign Minister Radosław Sikorski is also planned.

Earlier, at 10:00 AM, the head of the Polish government and Minister of Sport and Tourism, Sławomir Nitras, will meet with medalists of the XVII Summer Paralympic Games.

The Sejm will resume its proceedings at 9:00 AM with current affairs questions, and at 11:15 AM – at the request of Lewica (The Left party) – with a current information session regarding proposed changes to the rules for calculating length of service.

At 12:45 PM, the first reading of the government's draft bill on amending certain acts related to the provision of de minimis aid will take place. At 2:15 PM, the first reading of the bill proposed by Konfederacja (Confederation party) to amend the Labour Code and certain other acts is scheduled – the project concerns the extension of maternity leave for mothers of premature babies.

At 3:45 PM, MPs will address the report on the activities of the Supreme Audit Office (NIK) in 2023. The head of NIK, Marian Banaś, will speak among others. Subsequently, at 5:15 PM, the Sejm will hear information on the activities of the National Council of the Judiciary (KRS) in 2023. As part of this item, an address by the Chairperson of KRS, Dagmara Pawełczyk-Woicka, is planned.

At 9:00 AM, ceremonies titled "We Chose Freedom" will begin in the parliament, marking the 35th anniversary of the appointment of Tadeusz Mazowiecki's government. The event will be opened by the Marshal of the Sejm, Szymon Hołownia, and the Marshal of the Senate, Małgorzata Kidawa-Błońska.

At 11:00 AM, Deputy Prime Minister Władysław Kosiniak-Kamysz will participate in a ceremonial gathering on the occasion of Land Forces Day. An address by the Minister of National Defence is anticipated.

A statement from the First President of the Supreme Court, Małgorzata Manowska, regarding the government's and the Ministry of Justice's plans for so-called "neo-judges" has been published on the Supreme Court's website. The First President of the Supreme Court described them as "repressions."

- As the First President of the Supreme Court, with over 30 years of service in the judiciary, I express my outrage at the announcement made public on September 6, 2024, in the presence of Prime Minister Donald Tusk by the Minister of Justice, who also serves as the Prosecutor General, an announcement that constitutes an attack on the independence of the judiciary - reads the statement.

Manowska on Government Plans: They Can Only Be Compared to Repressions Faced by Judges under the Communist Regime
Commenting on Adam Bodnar's proposals, presented after last week's meeting with representatives of the legal community, she stated:

- The very announcements of these repressions by the government towards judges constitute a brutal attack on judicial independence, and their implementation will mean the destruction of the justice system. These repressions could affect a group of over 3,000 judges who have successfully passed the legally defined promotion procedure.

In Manowska's assessment, "the announced actions can only be compared to the repressions faced by judges during martial law by the communist regime."

- The institution of "self-criticism" proposed by the government is clearly reminiscent of the period of Stalinist terror and it is a disgrace that it would be applied to judges appointed to office in accordance with the provisions of law passed by Parliament - wrote the First President of the Supreme Court.

According to Małgorzata Manowska, Prime Minister Donald Tusk "is trying to intimidate the First President of the Supreme Court by initiating criminal proceedings for applying statutory provisions" and "is trying to prevent the election of presidents who lead the work of the chambers of the Supreme Court."

Furthermore, in her opinion, the Prime Minister "is pressuring independent courts by announcing a drastic reduction in the budgets of judicial institutions that stand in the way of his authoritarian aspirations, and is announcing lawbreaking to achieve his political goals."

Distraction from the December 13 Coalition's Crimes: Destroying the Rule of Law, Eliminating Pro-Development Initiatives like CPK. Kaczyński's New Statement

- What we are observing today, in the context of the actions of politicized state services, including the prosecution, is another planned political and media operation aimed at distracting from the crimes and abuses of the December 13 coalition: the destruction of the rule of law, the elimination of important pro-development initiatives such as CPK, Atom, Agroporty, the deprivation of citizens of social programs, collapsing companies, mass layoffs, dramatically rising living costs, and the reduction of necessary expenditures on national defense - wrote Jarosław Kaczyński in a statement concerning "the current political situation in Poland and the actions of the December 13 coalition government".

"All matters that are currently preoccupying the media were subject to action by the appropriate authorities during the Law and Justice government. Therefore, Tusk and his pro-prosecution office have discovered nothing new. At the moment doubts arose, the Polish State fulfilled its duties, also towards individuals from our political environment, because we operate on the principle that there are no equals and more equal, no sacred cows. This is the exact opposite principle to what guides the current ruling coalition. Contrary to their own declarations, cases involving serious crimes widely reported in the media, in which key politicians of the current coalition were and are involved, are being 'swept under the rug,' despite evident proof and numerous witness testimonies. This is how the doctrine of impunity for one's own allies looks in practice, Neumann's doctrine.

We cannot trust the current services' actions. They cannot be taken seriously because the services were illegally taken over and are occupied by unauthorized individuals acting on the partisan orders of Tusk and Bodnar. The cases of tortured and harassed women, civil servants, mothers, or a priest are examples of how the current authorities, led by Tusk, are illegally seeking revenge and retribution, among other things, for the cases of Nowak, Grodzki, or Giertych.

We have always been and remain supporters of investigating any irregularities. However, we believe this must be done by independent, objective institutions, and unfortunately, such institutions no longer exist today. Tusk and Bodnar have not only undermined trust in the most important state institutions but have devastated them.

All of Tusk's actions are aimed at covering up all anti-Polish decisions that are harmful to our citizens. His media tricks are transparent and obvious, and they are intended to distract Poles from this government's decisions that negatively impact the daily lives of Poles. Tusk is counting on Poles falling for it once again. We will not allow it! As a constructive opposition, we will hold the current coalition accountable and watch them closely every day, while also presenting a real alternative to these governments, which are fatal for our Fatherland.

This coming Saturday in Warsaw, we will protest against the abuses of this government! Only through activity and mutual solidarity can we effectively oppose this government.

In the second area, we requested specific documents [...] from state institutions so that they would be transferred to us. Our work will consist of checking the documents, seeing where, in which places, it is clearly evident that the law was broken, and confirming this in witness testimonies - he continued. Committee Report Ready in a Year at the Earliest - If this happens, then the committee will prepare a report, based on which it will recommend to the Sejm, for example, either bringing the President [of the NBP] before the State Tribunal, or we will decide, for example, that the evidence is insufficient.
