At 11:00 AM, Prime Minister Donald Tusk and Minister of Justice Adam Bodnar will participate in a consultation meeting with legal professionals concerning the "process of restoring the rule of law in Poland."

- I want the Ministry of Development and Technology to be the ministry of Polish entrepreneurs. They are the salt of the Polish economic earth today. Truly, after 8 years of being tormented by our predecessors, they deserve clear, concrete signals of support today, or at least not to be hindered – stated Krzysztof Paszyk on TVN24's "Jeden na jeden" program.

- Reckless decisions and projects today will lead to the destabilization of the labor market. Today, experts clearly, and I agree with them, state that we have an employee's market, Poles have the comfort of being able to look for job offers, and there are plenty of them. However, if we continue to undermine the situation of companies, we will lead to this labor market shrinking drastically - stated Krzysztof Paszyk in "Jeden na jeden" on TVN24.

- A firm no. This is my voice, and also the voice of the PSL. Prime Minister Kosiniak-Kamysz has spoken critically about this project. In its current form, there will genuinely be no consent for this project. Let's sit down and find solutions that are feasible and reconcile, on the one hand, the tightening of access to visas, counteracting what has been happening, but at the same time, not ruining the labor market - stated Krzysztof Paszyk in "Jeden na jeden" on TVN24.

- It’s political rhetoric, she’s wrong [Katarzyna Pełczyńska-Nałęcz on the 0% loan]. It’s political rhetoric, I prefer to focus on specifics. She’s wrong [Szymon Hołownia]. I will be convincing with specifics all the time - stated Krzysztof Paszyk in “One on One” on TVN24.

- I will convince Minister Pełczyńska-Nałęcz and Marshal Hołownia that the housing program my ministry, responsible for construction, is preparing is a very broad program of support for communal housing, local government housing, and for people who cannot afford to pay for housing, and that’s one component. The second, centrally positioned component, responding to the expectations of Mr. Hołownia and the politicians of Lewica, is social housing - he continued.

- This is the result of years of neglect; we have the most expensive electricity in Europe for two reasons. Firstly, because it is the most emission-intensive, and thus burdened with emission fees, as our energy mix is based on coal. Secondly, because our bill is burdened with a series of additional fees related to the transformation process, renovation, including many such fees introduced by the previous government, like the capacity act, capacity fee, quality fee – these are for the renovation of distribution and transmission networks. If we want to go through this transformation process, unfortunately, it costs,” stated Paulina Hennig-Kloska on RMF FM.

- We have a serious problem with the Oder River; we must reduce the amount of pollutants entering it. This year, through the hard work of my team and other ministries, we have managed to prevent a disaster on the Oder twice. We experienced a large bloom of golden algae, but a catastrophe on the Oder was averted – stated Paulina Hennig-Kloska on RMF FM.

- If the Chamber of Extraordinary Control and Public Affairs of the Supreme Court upholds our appeal, and I am convinced that this can happen because it is in line with the law and based on legal regulations, then we couldn't care less whether the rulers recognize the judges in Poland or not. They can even refuse to recognize these 3,500 judges in Poland, and indeed some already do, and we will hold all those who break legal regulations accountable, sooner or later it will happen. We will manage, first we are waiting for the Supreme Court's decision – stated Przemysław Czarnek in the program "Sedno sprawy" on Radio Plus.

Czarnek: If the Minister of Finance Doesn't Transfer These Funds, They Will Commit a Crime

- If the Supreme Court were to issue a ruling favorable to us, the Minister of Finance would have no choice but to transfer these funds. If they fail to do so, they will be committing the crime of neglecting their duties and will certainly be held accountable for it in the future, but let's not prejudge the facts – he continued.

- Mr. Mastalerek currently works in the Chancellery of the President, who was elected precisely because PiS allocated its finances, among other things, to promoting its candidate in two elections during the period Mr. Mastalerek is referring to. Therefore, Mr. Mastalerek, if he wanted to engage in a bit of reflection, wouldn’t be talking such nonsense – said Przemysław Czarnek on Radio Plus.

- I have no doubt that I should begin this meeting with the word 'thank you,' and not just to start this meeting in a good atmosphere, but this heartfelt thank you stems from my deep conviction that without your stance over the years, when the principles of the rule of law in Poland were first infringed and then violated, without your presence, the situation today would be much, much worse - stated Prime Minister Donald Tusk.

- Given that, understandably, this is perhaps the most difficult process, which is the reconstruction of the state of law, without violating the law, we are not a revolutionary government in the sense of that precise definition of revolution, we have committed ourselves to citizens, to ourselves, and also to our partners in the EU, that we will restore the rule of law in Poland, while upholding the highest possible standards of the state of law, meaning without using methods and tools that are in themselves a negation of the state of law and legal order – stated Prime Minister Donald Tusk.

- Among other things, today we will briefly present, and some of you surely know these proposals, projects prepared by Minister Bodnar. Depending on the situation in the parliament and the Presidential Palace, of course, these should bring an end to the most important, most difficult issues, including holding the so-called neo-judges accountable and restoring human justice when it comes to personnel and staffing matters - stated Prime Minister Donald Tusk.

- I want to tell you this as the first recipients of this message. It's important to me that we maintain the maximum level of mutual trust. We can differ in various tactical assessments, but our goal is truly the same, and of course, the test for this is another presidential request for a counter-signature. I will not grant it, and this reflects the situation, our stance - stated Prime Minister Donald Tusk.

- Speaking purely as a Pole, with a certain baggage of experience and a rather specific life story, but also as the Prime Minister, I would prefer these changes to happen much faster, especially in the justice system. I did not come here to complain or present myself as a victim of this situation, but no one is more bothered by this status quo set by the PiS governments than those who are in power today and wish to govern according to the standards of the rule of law – stated Prime Minister Donald Tusk.

- I must tell you, also as a historian interested in the political history of Europe, that the scope of reckoning and also accountability, including the gradual criminal accountability of people who abused power against the people, is the largest in decades, considering all of Europe - stated Prime Minister Donald Tusk.

- Only Nuremberg after World War II and Yugoslavia are incomparable. Apart from that, the reckonings are the largest in all of Europe — the prime minister said.

- I have the impression that the Ministry of Justice is in very current contact and dialogue with civil society organizations, legal organizations, with judges, and prosecutors. I believe that a lot has been accomplished so far. However, naturally, what is most important at this moment is, in a sense, to dot the 'i's and implement legislative changes that will lead to the permanent restoration of the rule of law in Poland - said Adam Bodnar during civic consultations with legal circles.

- Those who rule Poland today distinguish themselves by treating PiS voters, those 7 million 600 thousand people who cast their votes for PiS candidates in the autumn elections, with contempt. We are dealing, in our opinion, with many examples of the denigration of PiS voters; we will not yield to this, we are reacting to these matters. It can be said that due to PO’s origins, due to its policy, Germany will not spit in our face – stated Mariusz Błaszczak at a press conference.

Błaszczak announces filing reports to the prosecutor's office regarding Brejza, Giertych, and Grabiec among others

- In light of this, we have prepared reports to the prosecutor's office concerning the possibility of committing an offense described in Article 237 of the Penal Code, regarding the statements of politicians from the December 13th coalition. I mean Messrs. Brejza, Giertych, Grabiec, Klich, Trela, and Szczerba here; these are gentlemen who passed judgments, these are gentlemen who claimed that crimes had occurred – he continued.

- Let them get a grip and start shooting down objects that fly into Polish airspace, because that is their job. I have no complaints about the army, I have no complaints about the commanders, I have complaints about them. They are unserious people, and meanwhile, beyond our eastern border, who rules Poland, how do they behave – said Mariusz Błaszczak at a press conference.

The Minister of Development criticizes the Minister of Funds, and almost at the same time, the Minister of Climate attacks a prominent PSL politician. These are no longer minor differences of opinion, but divisions on important government policies that have surfaced in the media for not the first time.

Krzysztof Paszyk's morning appearance will primarily be remembered for his criticism of the actions of other ministries – besides Agnieszka Dziemianowicz-Bąk and the idea of a 4-day work week, also Katarzyna Pełczyńska-Nałęcz. The Minister of Development and Technology accused the Minister of Funds that her statements were "political rhetoric" and that she was wrong about the 0% loan program.

- It's political rhetoric, she [Katarzyna Pełczyńska-Nałęcz] is wrong. It's political rhetoric, I prefer to focus on specifics. He [Szymon Hołownia] is wrong. I will keep trying to convince with specifics - Paszyk said on TVN24's "Jeden na jeden".

Literally a dozen or so minutes later, Paulina Hennig-Kloska hit back at Marek Sawicki, stating that he was ill-informed.

- This is a scandalous statement. Firstly, there are no state budget funds for photovoltaics. All programs that subsidize photovoltaics for citizens, for grassroots prosumer energy, for transformation, are from European funds, and these are earmarked monies. Secondly, there will be funds for biogas plants too; we have sent an application, which will reassure Mr. Deputy [Sawicki], who is clearly ill-informed – Hennig-Kloska said on RMF FM.

This is not the first such situation, by the way – a few days ago, there was a verbal clash between Piotr Zgorzelski and Joanna Mucha. - I'll say it directly, it's such an unwise statement that it makes my teeth ache when I hear it. Ukrainian children are entering the Polish education system, they will learn in Polish, according to the Polish curriculum, and they will learn together with Polish children – stated Joanna Mucha on PR24.

- I would really wish that Mr. Marshal Zgorzelski would answer his phone. I think he could learn significantly more about this process than, as the facts indicate, he learned from some rumors or fake news – she emphasized.

– I must say with satisfaction that we have found, I think I can say this, common ground with all representatives of the legal community. With us today were those who, through these years of violating the rule of law, bravely stood against the authorities when they raised their hand against the rule of law in Poland – stated Prime Minister Donald Tusk at a press conference.

– All are united by one thought, one conviction, that the rule of law in Poland is our common, absolute priority. Without the rule of law, which affects the interests of every citizen, male and female, we will not have satisfaction from the rebuilding of Poland after October 15th – he continued.

- We have talked a lot about what we will do together every day, not only through legislation, but through daily practice, so of course, holding accountable, cleaning this system of people who have betrayed their judicial oath and the principles of decency. But we will also be improving, and this is our shared commitment with the legal communities – improving the entire system, whether through digitalization, IT, or shortening and simplifying procedures – stated Prime Minister Donald Tusk at a press conference.

- There are many ideas and concepts, behind which actually lies this vision of a justice system that is accessible and friendly to people, much faster, and much more efficient, in order to save people's money, suffering, and time – he continued.

- This insinuation, or frankly, a statement made precisely in the presence of foreign media and the President of Lithuania, that Polish services and the Polish government are cooperating with Russian special services, at a time when war is ongoing, at a time when, together with Lithuania among others, we are preparing this defense line, the Eastern Shield, when trust in Poland is absolutely crucial for us to be able to build a secure border together with all of Europe, for Poland, for Lithuania, for Europe, the President [Duda] is uttering, spouting such nonsense - stated Prime Minister Donald Tusk at a press conference.

I cannot comprehend how this could have happened at all

- I will say it very frankly, because I cannot comprehend how this could have happened at all. The fact that the President sometimes compromises himself as a person during his various foreign missions, we have all gotten used to that. But this matter is not the President's private affair, nor a matter of his personal reputation. There isn't much to repair there anymore. The problem is that what he said severely harms Poland's interests, that it directly impacts Poland's security, so it was not only very unwise and unserious, not for the first time, but it also results in very concrete damages - PDT continued.

- 12 times under PiS rule, the prosecution acted in the same way. It has nothing to do with classified information, the disclosure of which could be dangerous for security. These are materials that serve as evidence that a given person was engaged in espionage activities. In the case of Mr. Rubcov, I will not go into details, but these secret things, in this instance, involved presenting him with what was found on his computer as evidence - he emphasized.

- I've never used this argument, but today I will use it for the first time and with full conviction. It's thank God it's only 333 days left - stated Prime Minister Donald Tusk at a press conference.

- There is no counting on President Duda in the work of rebuilding the Republic of Poland. He will harm until the very end. Therefore, these regulations, the ones that require legislative changes, will of course come into effect under the rule of the new president - stated Prime Minister Donald Tusk at a press conference.

At a press conference, Adam Bodnar discussed the Ministry of Justice's plan for the so-called neo-judges, meaning judges nominated after 2018 by the National Council of the Judiciary (KRS) shaped as a result of PiS changes. As he stated, the most important element of the planned regulations is "the recognition that among the judges appointed after 2018, we have three groups."

"The Green Group"
- The first group, a sort of green group, consists of individuals who didn't really have a choice. They graduated from the National School of Judiciary and Prosecution, completed their traineeship, and had no other KRS to choose from. They underwent evaluation by the KRS and simply became judges of the Republic. […] In the case of these individuals – approximately 1600 people – the law will simply stipulate that these individuals have the status of judges appointed in accordance with the constitution, and therefore there will be no doubts later - he explained.

- However, we have a group of people who decided to pursue promotions after 2018. They decided to go to a higher court, or to become judges in a rather unclear manner, especially judges of the Supreme Court - he noted, adding that in this case, two groups will be distinguished.

"Individuals Building a Non-Democratic Order in Poland." Announcement of Disciplinary Responsibility and a Special Body
- The first group comprises individuals connected by what we have termed a "common undertaking" – that they, perhaps consciously, sometimes unconsciously, sometimes recklessly, participated in building a non-democratic order in Poland, not only because they accepted promotions but also because they later held various positions within the justice system: they became court presidents, disciplinary spokespersons, heads of departments, or even sat on the Supreme Court - he said.

- This will be the goal of this project: that three months after the law comes into force, these individuals will return to their previously held positions. […] The promotion that this person owes to the post-2018 KRS will be revoked - he emphasized, specifying that this concerns 500 individuals.

At the same time, he noted: - These 500 individuals who created a non-democratic order will also be subject to disciplinary responsibility. A special body will be established to function as a collegial disciplinary spokesperson, and these individuals will be assessed from the perspective of violating the principles of judicial ethics.

The Institution of "Active Repentance" and Recognition as "Absolved"
In turn, the third group of judges, as Bodnar stated: - These are individuals who […] received this promotion solely because they had an unyielding desire to advance within the judicial structure. They were aware that this KRS might not be as it should be, but they decided to participate in the competition and advanced higher - he continued, adding that according to estimates, there are 900 such individuals.

- In this case, we are planning to introduce an institution, which I would call "active repentance" – meaning, if they submit a declaration and say: "Yes, indeed, this was our life's mistake," then they will voluntarily return to the court where they previously adjudicated, but nothing further will happen to them. They can start new competitions from the next day and apply to function under new rules - he informed.

- In a certain sense […] we consider them to be absolved - he added.

- We want to remember the truth in Polish-Russian relations, and frankly, today, throwing such statements around, these kinds of comments. The Prime Minister's comments, well, perhaps a sensitive point has been touched. Truly, at the moment when access to case files was granted, it was known what further events could unfold, because it's as if this has been going on for several days – stated Małgorzata Paprocka on the program "Gość Wydarzeń" on Polsat News.

- The most important matter is Polish security and ensuring that information, of all kinds, including that which is subject to proceedings involving security services and the prosecution of such crimes, is not made public. This is what the President was primarily concerned about. Today, this matter undoubtedly needs to be clarified, it must be done through internal proceedings, and the public also has the right to know why such a situation occurred – she continued.

Paprocka: PO Should Apologize for Sweeping Matters Under the Rug

- This is something that is certainly very problematic for PO. I don't want to revisit the topic here. I think PO should rather apologize for attempts to sweep certain matters under the rug, for instance, one of the first decisions was an attempt to repeal the law on the Russian commission, the one that was supposed to investigate influences – she added.

- This conference is an absolutely unprecedented event. Legal circles should raise an alarm here that would be heard throughout Europe, just as the Prime Minister's circles eagerly did before. These proposals are not only unconstitutional, but they directly insult reason – said Małgorzata Paprocka on Polsat News.
