Monday's Political Agenda: Błaszczak's Morning Press Conference

At 10:00 AM, a press conference will be held in the Sejm with the head of the PiS parliamentary caucus, Mariusz Błaszczak, and MP Michał Moskal.

07:55

Sawicki:

Sikorski did not react to Kułeba's words

- Honestly, I'm not very interested in the head of the Ukrainian Ministry of Foreign Affairs, because he is a nationalist and this is not the first time he has spoken such words towards Poland – stated Marek Sawicki in the 'Rozmowa o 7' [Conversation at 7] program on RMF FM radio.

- However, I am concerned about the condition of Minister Sikorski, because while at this Campus, Minister Sikorski did not react when Mr. Kułeba equated the Volhynia massacre with Operation Vistula, when he demanded, so to speak, a de facto revision of borders – the politician from PSL continued.

- I am also concerned that the youth who participated in this campus did not react appropriately. He should have been booed at the very least, or the youth should have stood up and demanded that this guest leave – he noted.

Bodnar Announces Presentation of Three Laws on the Judiciary. A Date Has Been Set
- This is an excessive accusation [that the Prime Minister legalized a neo-judge at the Supreme Court]. The Prime Minister admitted to a mistake, I think that needs to be emphasized. It is rare for a Prime Minister in such a loud and strong situation to openly say: 'yes, I admit to a mistake', and such a declaration took place a few days ago - said Adam Bodnar in an interview with Dominika Wielowieyska on Poranek TOK FM. - However, the question of what will happen to judges appointed by the National Council of the Judiciary after 2018 is a separate matter. Later this week, I will present the assumptions for draft laws that will concern both the status of judges and the future Supreme Court, and it can also be said that a correction needs to be made regarding the act passed by the Sejm, i.e., the act on the National Council of the Judiciary - he explained. "Please wait until Friday" - The foundation of all these proposed changes is the issue of verifying the status of judges. […] Will they lose their status? I think please wait until Friday. It will be a very comprehensive and very detailed solution - he noted. He added: - Everything will be prepared in such a way that the laws - I hope - will be adopted and ready for the signature of the President, who wants to cooperate in resolving the rule of law problem.

Judicial Reforms Too Slow? Bodnar: Within Current Systemic Conditions, the Government is Doing All it Can
- Around 80 court presidents have been dismissed. Secondly, in September, the first cases concerning the lifting of immunity for judges involved in the 'hejt' (hate campaign) scandal will be heard by the Supreme Court - Adam Bodnar said on TOK FM's Morning Show, responding to accusations that judicial reforms are progressing too slowly, particularly concerning disciplinary proceedings against appointees of the previous minister. - Thirdly, the National Prosecutor's Office, the Department of Internal Affairs, is conducting highly advanced investigations. Fourthly, through the participation of so-called ad hoc disciplinary ombudsmen, it has been possible to block a whole series of these significant, serious, and one might say political disciplinary cases against judges - he continued his enumeration. - I believe that within these systemic conditions, and I constantly emphasize the role of the President, the Ministry of Justice and the government are doing all they can to implement changes in the justice system - he added.

08:26

Bodnar:

Decisions of the Supreme Court's Extraordinary Control and Public Affairs Chamber Should Not Be Respected by the Administration
- Yes, I do think so - said Adam Bodnar on TOK FM Morning, when asked if the decisions of the Supreme Court's Chamber for Extraordinary Control and Public Affairs should not be respected by the administration. - Considering also that within the chamber itself - this is very interesting - we have three judges, three individuals, who state that they will not adjudicate until legislative changes: Mr. Bosek, Judge Żmij, and Mr. Księżak - he continued. When asked how the finance minister would act if this chamber ruled that the National Electoral Commission's (PKW) decision regarding PiS's financial report was unfounded, he replied: - In that case, from reading the Electoral Code, as I have read it, it follows that the matter returns to the PKW, and it is primarily the PKW that first decides what it can do with such a resolution from the Chamber for Extraordinary Control. I believe that regardless of what the PKW decides, it will keep in mind that the functioning of the chamber should be viewed with considerable skepticism.

08:28

Sawicki:

PiS Has Faced What Was Inevitable
No, that was a bad decision by the National Electoral Commission (PKW) because the PKW did not take into account all the expenses that PiS incurred for conducting this campaign outside of the electoral fund, the electoral fund account. In my assessment, this is no more than 1/10th of what PiS used - stated Marek Sawicki in the "Rozmowa o 7" (Conversation at 7) program on RMF FM radio. It seems that today there is a need for a serious debate in the Sejm and a reconstruction of both the Electoral Code and the law on political parties, because conducting various types of election campaigns, including, for example, Mr. Mentzen's recently launched campaign, all indications are that it is happening seemingly not illegally, but also outside the law - continued the PSL politician. PiS has faced what was inevitable. Every party that meddles with the electoral code, that meddles with the electoral ordinance, always receives the biggest blow and suffers defeat from its own changes. So, it is clearly visible that PiS draws no lessons from history - he emphasized.

08:29

Sawicki:

There Will Be No Joint Presidential Candidate

- There will be no joint candidate, so to speak, of today's parliamentary democratic majority. Secondly, it is not true that the only candidate considered by the Third Way is solely Szymon Hołownia. Let's wait. Others are not revealing their candidates yet, apart from Mr. Mentzen. When the time comes, we will talk about candidates - stated Marek Sawicki during the 'Rozmowa o 7' program on RMF FM radio.

08:44

Bodnar:

If an Arrest Warrant Was Issued for Kuczmierowski, Extradition Requests are a Natural Consequence
- The prosecution has a whole set of measures at its disposal to bring a wanted person to the territory of the Republic of Poland for proceedings. Since an arrest warrant has been issued [for Michał Kuczmierowski], a natural consequence is the filing of requests for - depending on where the person is located - a European Arrest Warrant or extradition - said Adam Bodnar in the TOK FM Morning show.

09:03

Mentzen:

My Non-Election Campaign is Underway
I cannot even conduct an election campaign, by force of law, because it hasn't started yet. Consequently, it's impossible to conduct it. I am currently conducting my campaign as the sole candidate, the only one who has signaled that I would like to be president. Therefore, for now, I am the favorite - stated Sławomir Mentzen on RMF FM. At this moment, it is financed from my own funds. Yes [I pay myself], because I cannot conduct an election campaign. No, my general, non-election campaign, I don't have to account for it to anyone - he continued. At this moment, my non-election campaign is underway - he emphasized.

09:12

Mentzen:

The National Electoral Commission should also reject PO's report. It's a scandal that Germany finances political events in Poland.

- It's good that the National Electoral Commission rejected PiS's report, but it should also reject PO's report. It's a political event [Campus Polska Przyszłości] - stated Sławomir Mentzen on RMF FM.

- Previously, during the election campaign, Campus took place with German money, where politicians of the current ruling coalition convinced people to vote for them. What was that, if not a political event? It's a scandal that Germany finances political events in Poland - he continued.

09:29

Leszczyna on Abortions Performed by Doctors:

I Appeal for Compliance with the Current Law.
For years, and certainly during the last 8 years when PiS was in power, we have probably forgotten what the law in Poland actually is. The law does not state that it concerns an immediate, sudden threat, a threat that causes, I don't know, significant harm or disability to the woman. It clearly states: if the woman's life is endangered, the doctor has the right to terminate the pregnancy. I appeal to doctors and expect from gynecological and obstetrical departments only this: that they will finally comply with the law that has been in effect in Poland for over 20 years – stated Izabela Leszczyna on the program “Guest of the Morning” on TVP Info.

09:30

Leszczyna on the Government's Guidelines Regarding Abortion:

A Doctor's Certificate, Concerning Specialist Doctors.

- If a specialist deems it necessary. A specialist who is appropriate for the pregnant woman's condition. If this specialist doctor deems that the pregnancy poses a threat to the woman's health, then according to the current law, which PiS did not change for 8 years, a healthcare facility that has a contract with the National Health Fund for a range of medical services, including pregnancy termination, must perform the termination procedure based on such a certificate – stated Izabela Leszczyna on TVP Info.

"The Law Speaks of Health, Not Just Physical Health." Leszczyna on Psychiatrists' Certificates

- The law does not speak of physical health, the law speaks of health. We have a lot of problems with mental health, everyone is talking about it, about the lack of psychiatrists, about the lack of hospital beds. However, when we say that mental health is equally important and a diagnosed mental illness by a specialist doctor, I suddenly hear that psychiatrists will be issuing certificates to women so they can terminate their pregnancy. What world are we living in, do we have the right to question the competence and the fact that a doctor takes the Hippocratic Oath – she continued.

09:30

Leszczyna:

Current Abortion Guidelines Stem from the 1993 Act
I would like to clarify one thing, exactly as the editor said. The provision from the Act on Family Planning, Protection of the Human Fetus, and Conditions for the Interruption of Pregnancy, this act comes from 1993. This provision clearly states that a doctor has the right to terminate a pregnancy when the life or health of the pregnant woman is threatened, and this word 'or' is very clear and is applied in legal and legislative practice, meaning both conditions can be met, but one of them is entirely sufficient – said Izabela Leszczyna on TVP Info.

09:37

Mentzen on the Right to Veto:

This is a Very Strong Negotiating Argument.

- In Poland, the president has the right to a veto, they just don't use it. If I am president, I will use this right. It is a very strong negotiating argument. Having the right to a veto allows you to bargain a lot from the other side - stated Sławomir Mentzen on RMF FM.

11:01

Błaszczak on Subsidies:

What Doesn't Kill Us Makes Us Stronger.

- Indeed, it is true that what doesn't kill us makes us stronger. And our message is the realization of people's demands. We have always been faithful to the program that was accepted by our voters, and we were and still are known for keeping our commitments. That is why now we have no other choice but to appeal to the people and work with the people - stated Mariusz Błaszczak in an interview with Łukasz A. Jankowski on Radio Wnet.

- It will be more difficult, because to appeal to public opinion, to organize any political campaigns, you need money, and therefore it will be harder. An imbalance has been deliberately introduced on the Polish political scene to destroy the opposition party. This has nothing to do with democracy - he added.

11:02

Błaszczak on continuing Kaczyński's mission:

This is the best solution.

- I believe this is the best solution. Because difficult times have arrived, and well, dividing ourselves is something that is dangerous. It is dangerous for Poland, because when a massive attack is launched on the opposition, unity and cohesion must be maintained. We must move forward, we must defend Poland, we must look after Poland. These are truly extremely dangerous challenges for the future of our country - stated Mariusz Błaszczak on Radio Wnet.

11:02

Błaszczak:

If the proposal comes, I am ready for such actions

- If such a proposal is made, then I am of course ready for such actions. I have some experience in this matter, specifically within the parliamentary club. Of course, I am ready, but this must all be a decision of the Law and Justice congress - stated Mariusz Błaszczak on Radio Wnet.

11:03

Błaszczak:

In the Situation Poland Finds Itself, We Must Unite, Not Divide

- [Mateusz Morawiecki's role] will be appropriate to his political position, his high and significant political potential. After all, this is completely obvious. I emphasize again that in the situation Poland finds itself in, we must unite, not divide. We must utilize all opportunities to fight for Poland - stated Mariusz Błaszczak on Radio Wnet.

11:44

Błaszczak poses questions to the government:

Was there a political decision not to shoot down this object?
- A week ago, a drone, or even several drones, which Russia uses to shell western Ukraine, entered Polish airspace. What was the reaction from the Polish military? The appropriate one – the Commander of the Operational Component of the Armed Forces informed the public, he stated that he had informed his superiors on this matter, and for a week now, the search for the drone or drones has been ongoing - said Mariusz Błaszczak at a press conference in the Sejm. “Kosiniak-Kamysz locked himself in a closet, Tomczyk and Bejda went on a trip” - What happened regarding the reaction of the politicians of the December 13th coalition? It was either barely noticeable or highly unsatisfactory. Prime Minister Donald Tusk stated that perhaps a drone entered, or perhaps it didn't, or perhaps two drones entered. Władysław Kosiniak-Kamysz locked himself in a closet and said nothing on the matter - he stated. - And what did Deputy Minister Tomczyk do? He said the situation was under control. Together with Deputy Minister Bejda, they went on a trip to the United States, to Texas, to receive the first unit of the F-35 aircraft, ordered when I was the Minister of National Defence in January 2020 - he continued. “One can infer that a political decision was made” - If Iranian drones, which are used by Russia, entered Polish territory, they naturally still pose a threat. This is undoubtedly a dangerous weapon. We are dealing with a disregard for this matter by those in power - he assessed. - Therefore, we decided to ask a question during the session of the National Defence Committee [...] - why was this drone not shot down by the Polish Army? From what we could hear from the statement of General Klisz, the operational commander, the Polish Army has everything needed to shoot it down. I confirm – yes, such weaponry is part of the Polish Army's equipment. Therefore, one can infer that a political decision was made not to shoot down this object. If so, an explanation is due to the Polish public as to why the December 13th coalition government made such decisions - he emphasized.

Nowacka Announces New Subjects Starting Next School Year

- Another change that is coming is that new school years will no longer have the subject of History and the Present in high school. Starting next year, it will be the subject of Civic Education. In the coming weeks, there will be pre-consultations and consultations regarding the curriculum for this subject. It is already prepared, I have seen it, and it is a harbinger of changes, as it approaches how young people acquire knowledge in a completely different way. We are emphasizing competencies and connections between subjects. In 2025, another subject will also be introduced, Health Education, and the curricula for that are also almost ready and are based on the exact same philosophy – stated Barbara Nowacka at a press conference.

14:46

Nowacka responds to the protest at the school in Mielec:

I am saddened by attempts to politicize schools.

- I wanted to tell you that when I started working at the ministry, I promised schools freedom from the party's muzzle. Depoliticizing the education superintendency, giving teachers autonomy, the right to decide how they teach, what extracurricular activities they conduct with young people. I will keep that promise, and I am extremely sorry that there are attempts to politicize schools by various organizations of Mr. Rydzyk, part of the episcopate. School is not a place for political rallies and demonstrations, and attempts to spoil September 1st, I consider simply inappropriate, and I will not allow school to become an element of party struggle – stated Barbara Nowacka at a press conference.

14:47

Nowacka on Integrating Ukrainian Children into the Polish Education System:

We Made a Difficult and Brave Decision.

As you know, this year is also special for youth and children from Ukraine. After 4 years, with some of them often being outside the system, we have made a difficult and brave decision, which is to fully integrate Ukrainian youth into the Polish education system, linked to the 800+ benefit. In Poland, school attendance is compulsory. Until now, Ukrainian children could study remotely in Ukrainian schools. At the moment, we want them to be safe and seen by Polish schools, so that since they are in Poland and receive Polish benefits, they learn the Polish language and Polish history – said Barbara Nowacka at a press conference.

Former Head of Strategic Reserves Agency Arrested in London

The former head of the Government Agency for Strategic Reserves, Michał K., has been arrested in London, the National Public Prosecutor's Office announced.

On Saturday, the District Court in Warsaw issued a European Arrest Warrant for Michał K., as well as an Arrest Warrant covering the United Kingdom of Great Britain and Northern Ireland.

15:49

Nowacka Announces Support for Technicians and Vocational Schools
Youth from these types of schools, from technical colleges, are the youth I assess as the most ambitious, because they have both a trade in hand and acquired qualifications, and truly every path to a professional future is open to them. The Ministry will cooperate extensively with entrepreneurs, vocational schools, the labor market, and the economy so that Polish schools are based on innovation – said Barbara Nowacka at a press conference.

18:53

Berek on Tusk’s Controversial Counter-Signature:

The Prime Minister Explained and Closed the Matter, I Won’t Add Anything.
- All the voices and signals that have come in have been noted. We are trying to respond to them. There will be meetings on this matter to clarify this situation [the Prime Minister’s counter-signature on the President’s decision regarding the so-called neo-judge] - said Maciej Berek in an interview with Beata Lubecka on Gość Radia ZET. - I must say, and please accept this directly: the Prime Minister addressed this matter at a press conference, he explained it. I cannot imagine adding, supplementing, correcting, or elaborating on anything at this moment. It was presented by the Prime Minister, and I ask you, ladies and gentlemen, to allow us to leave it as it was presented by the Prime Minister. - he stated. “The Matter Was Explained by the Prime Minister, I Will Not Add Anything to It, Nor Will I Elaborate on It” - The Prime Minister emphasized that there was no deal [between the Prime Minister and the President], that all these suspicions are unfounded. […] He addressed this suspicion, this concern. Nothing of the sort happened - he continued. When further pressed on how the situation arose where the Prime Minister co-signed the President’s decision to appoint the so-called neo-judge as chairman of the assembly of judges of the Civil Chamber of the Supreme Court, he replied: - This matter was explained by the Prime Minister, and I will not add anything to it, nor will I elaborate on it. […] The Prime Minister clarified, presented, and closed this matter last week with his statement at a conference.

19:25

Berek:

No decision yet on the allocation of housing funds
- When I hear objections to the 0% mortgage, I wonder if the objection stems from the fact that the previous solution, called the 2% mortgage, had such a negative impact on the market, driving up property prices in some major urban centers - and this is something that was negative and must not be allowed to happen again - or if we are objecting to the project currently being worked on by the Ministry of Development and Technology, which is formatted, tailored, and conceived entirely differently - said Maciej Berek in Gość Radia ZET. - In the budget treasury, there are 4 billion 200 million zlotys for housing support in total. The division of these funds […], their dedication to individual legislative solutions, will only happen later. We are in the process of this discussion. We have a forum called the Economic Committee of the Council of Ministers, we have already discussed these housing-related matters once. We will discuss them again this week - he continued. "No decision has been made yet, we will make it in September" - No decision has been made on this matter yet. There is neither zero nor any other amount, because we are still discussing it - stated the minister. - We will make this decision in September, because by September 30th, the budget will have to be submitted to the Sejm in its final version. And before this final decision, we will also have to decide how the funds for housing are dedicated to individual sub-goals - he indicated.

20:06

Kaczyński on Fundraising:

For Now, Above Our Expectations.

- I must admit that I was not entirely decided here, what to think, how it would go, but for now at least it is above what we expected, so it is good here, but when it comes to this decision - stated Jarosław Kaczyński on wPolsce24 television.

- It is so blatantly contrary to the law, to the principle of equality, of treating all political entities, it is imposed, we know the course of the meetings themselves - continued the PiS leader.

As he said: - One man shone there, and it wasn't the chairman of the PKW (National Electoral Commission), but prof. Balicki, a representative of PO (Civic Platform), and a principle was adopted, quite openly, that simply what is credible as a statement from a PO representative, in the sphere of finance, a financial representative, is unbelievable in the case of our representative.

20:11

"From 10 Years to Life Imprisonment": Kaczyński on "Forcible Change of State System"
I am deeply convinced that [the lawlessness] will be accounted for, also in criminal proceedings, because here fundamentally, if you take it all together, because there were many more of these events, with a forceful change of the state system. This is described in the Penal Code, here there are really very severe penalties, up to life imprisonment, from 10 years to life imprisonment, and I would like and assume, because I cannot be certain, that this is how it will be classified - stated Jarosław Kaczyński on wPolsce24 television.

20:14

Kaczyński announces expansion of fundraising efforts:

Taking it all together should help.

- First and foremost, the PESEL number requirement will be removed, as it stemmed from internal party regulations, not legal ones. And of course, all the internet-related possibilities for transferring funds online will be ready shortly, and taking all of this together should help - stated Jarosław Kaczyński on wPolsce24 television.

20:17

Kaczyński Suggests Timeline for Presenting Presidential Candidate

- I am convinced that it will probably happen somewhere a bit later in the autumn, although I do not hide that there are also supporters among us of such action, to have it happen when we know who the main opponent, the PO representative, is - stated Jarosław Kaczyński on wPolsce24 television.

- I believe that it would not be a good situation [delaying]. They have an advantage when it comes to media, reaching public opinion, they have much more money - continued the PiS leader.

20:23

Kaczyński announces PiS reform:

Verify the party from the perspective of its members’ activity

We want to carry out a certain reform of the party, meaning a return to those electoral districts that were equivalent to, and situated within the territory of, individual constituencies for the Sejm, and at the same time, carry out a kind of – I don’t want to use words that functioned in the old system, but simply verify the party from the perspective of its members’ activity – stated Jarosław Kaczyński on wPolsce24 television.

20:27

Kaczyński:

We Offered PSL a Deal with the Premiership for Kosiniak-Kamysz

- We offered the PSL a far-reaching agreement after the elections, including the premiership for Mr. Kosiniak-Kamysz. We offered a great deal, because the premiership is truly a lot - stated Jarosław Kaczyński on wPolsce24 television.

- We were ready for this, but the PSL was geared towards entirely different solutions. Konfederacja, on the other hand, fiercely wants to achieve a situation where it becomes the main right-wing party. This is normal in politics, but when there are very serious threats to the country, even to its independence, future, and development, because currently we are dealing with a series of anti-development actions, then... - he continued.

20:27

Kaczyński on withholding PiS subsidies:

This is an honest description of the situation from the PO's side.
I don't think [the subsidy issue] is entirely decided, but it is an element of what could be described as an honest description of the current situation from the PO's side [not paying money regardless of the Supreme Court's ruling], meaning a description of a situation of complete lawlessness – stated Jarosław Kaczyński on wPolsce24 television. "The constitution is not in force in Poland, this is aimed at liquidating our sovereignty" - In Poland, the constitution is essentially no longer in force. Laws are not in force; it's all a matter of the will of those in power, and this is a situation that is extremely harmful and dangerous for the state. It is certainly an element of this entire plan to pacify our country, before achieving the ultimate goal, that is, the goal of adopting these new European treaties, which will in essence radically limit, or simply eliminate, our country's sovereignty – he added.

20:35

Kaczyński Announces Formation of New Body within PiS

- Primarily, we want to create a new body within the party that will more energetically coordinate the various actions of the party, of which there are many, but which are not always adequately coordinated and there aren't many possibilities for coordination. And besides, thanks to this body, give a chance. It doesn't matter what it will be called, because some, like myself, think it should be an executive committee, while others say it should simply be a board – stated Jarosław Kaczyński on wPolsce24 television.

"There will be many young, somewhat hidden individuals." Kaczyński on the new PiS body

- There will be many young people there, of both genders, who are currently a bit hidden, although they are very active and who are leading some young peers, or even younger individuals, to the conviction that we are not a party of an aging generation. This is not true, and we will show it – he added.

20:35

Kaczyński on the Merger with Suwerenna Polska:

We Are Pursuing This Decisively.
"We are pursuing this very decisively [the merger with Suwerenna Polska], we are discussing it with representatives of Suwerenna Polska and I think, at any rate I hope, that it will end successfully, but this is only one element," said Jarosław Kaczyński on wPolsce24 television.
