Thursday's Political Agenda: National Electoral Commission on PiS Subsidy
Today, the National Electoral Commission (PKW) is expected to announce its decision regarding the acceptance or rejection of the financial report submitted by the PiS committee from the recent parliamentary elections. Previously, the commission had postponed its resolution on this matter twice. Following its last session in July, it requested additional, detailed information from NASK and RCL. The issue of subsidies and grants for political parties is closely linked to the financial report. Should the report be rejected, signifying irregularities in campaign financing, PiS will face a financial penalty. At 10:15 AM, the head of the PKW, Sylwester Marciniak, will make a statement to the media. Subsequently, at 11:00 AM, a press conference will be held in the Sejm by the chairman of the PiS parliamentary club, Mariusz Błaszczak, along with Rafał Bochenek and Zbigniew Kuźmiuk.

The Only Chance for Politicians to Understand That Public Pennies Are Sacred. Leszczyna on Cutting PiS Subsidies

- Absolutely yes [I am for cutting PiS subsidies]. This is the only chance for politicians of all options to understand that public pennies are sacred, that being a minister means being a high state official, and at the moment when one becomes a candidate for MP, they have no right to use anything, not even a service car, to drive them to an election picnic – stated Izabela Leszczyna in the "Piasecki Conversation" on TVN24.

07:38

Leszczyna:

PiS Should Be Punished, They Should Lose All Their Subsidy

- Kaczyński sent a letter to Ziobro, they knew all about it. Truly, it's a massive scam, a disgusting affair, an absolute violation of democratic principles. PiS should be punished, they should lose all their subsidy – stated Izabela Leszczyna in "Rozmowa Piaseckiego" on TVN24.

07:56

Leszczyna:

We Should Revisit Decriminalization
I believe we should revisit the issue of decriminalization, because truly, we were only a few votes short, and let's carry out this educational work with our colleagues. As for the liberalization of abortion – I fear we'll have to wait a bit longer for that – stated Izabela Leszczyna in "Rozmowa Piaseckiego" on TVN24.

Pełczyńska-Nałęcz on Budget Details:

Over PLN 4 Billion for Housing Construction.
- We have already secured over 4 billion in total for housing construction in the budget, which is more than 50% higher than last year. However, as I also stated very clearly yesterday, we have a reserve dedicated to housing construction, amounting to 1.6 billion. And now, these funds will be disbursed based on how we implement the reforms that are currently within the government - said Katarzyna Pełczyńska-Nałęcz in an interview with Tomasz Terlikowski on RMF FM. - We know that over a billion is 100% secured for social housing construction. However, reforms are underway concerning this 1.6 billion, and in these reforms, we, as Polska 2050, are clear: yes to social housing construction, and every zloty should go towards it. We will not vote for, nor will we support – because it is simply bad public policy, and this has nothing to do with jabs at anyone – the 0% Credit program - she declared.

08:57

Pełczyńska-Nałęcz:

0% Mortgage is Bad Public Policy. It Won't Pass Parliament
- Why is the 0% mortgage bad public policy? [...] It leads to an increase in housing prices. This PiS version of the program has led [...] to a rise in housing prices, even in the largest metropolises [...] by a dozen percent. [...] As a result, other people who buy without this assistance have to pay more, and those who buy with assistance have to take out larger loans. [...] Who profits? Banks, which offer larger loans, and developers, who raise housing prices - explained Katarzyna Pełczyńska-Nałęcz in the "Morning Interview" on RMF FM. - Stimulating housing through a 0% mortgage causes construction to grow in large metropolises, while people are siphoned away from smaller towns. For these people to stay in smaller towns, that's precisely what social, municipal housing with a path to ownership serves for - she added. - If the 0% mortgage doesn't pass through Parliament - and it won't, because Poland 2050 doesn't have the votes - then these funds will go towards social housing - she stated.

09:03

Pełczyńska-Nałęcz:

I Don't Know Why the PSL Continues to Push for the 0% Loan

- Why is the PSL, which I understand has access to the same data as the minister, continuing to push this [0% loan] project? - Tomasz Terlikowski asked in the "Morning Interview" on RMF FM.

- I don't know - replied Katarzyna Pełczyńska-Nałęcz.

09:18

Petru on the 2025 Budget:

Bursting at the Seams.

- As a good coalition partner, we will vote for this budget, but I wouldn't personally want to be in Mr. Domański's shoes. I believe he acted very bravely by accepting such a budget. It's very close to the edge, meaning all the indicators, everything is bursting at the seams, but it's holding together – a very high debt, a very high deficit. Inflation that is optimistic from the finance minister's perspective, economic growth that is optimistic from the finance minister's perspective. There is no room for a slight deterioration of the indicators – stated Ryszard Petru in an interview with Marcin Fijołek on the program "Graffiti" on Polsat News.

09:19

Petru's Sharp Criticism of The Left:

A Party That Blocks Everything Is Not Needed in Government.

- We have informed the Ministry of Finance many times about such a proposal [of introducing the health contribution from July 1st]; they have calculated it, they are aware of it. However, the Minister of Finance does not make this decision; this decision will be made by the coalition leaders, and I understand there is resistance from The Left. It is insignificant in that the opposition, likely both PiS and Konfederacja, will vote for this health contribution, which everything indicates. – said Ryszard Petru on Polsat News.

- Therefore, we can easily manage without The Left's votes, but it would be better if The Left rose to the occasion and understood that blocking everything will lead to its, as it were, disappearance, annihilation, because a party that blocks everything is not needed in any government. – he stated.

- I would very much like to do this [lower the health contribution for employees], but because money has been spent on the 'babciowe' (granny bonus) and widow's pension, there is no room for a reduction for everyone; it really cost 30 billion, both of those. [...] A reduction will occur for employees when the public finance deficit falls below 3%; there was an agreement, as it were, from Minister Domański on this proposal. – he continued.

09:44

Sasin on the PKW's Ruling:

The Only Legally Sound Decision is to Accept PiS's Financial Statement.

- We don't know what the [PKW] decision will be, but we continue to hope that the National Electoral Commission will resist the pressure being exerted upon it and make a decision that is in accordance with the law. There can only be one legally sound decision, which is to accept the financial statement we have submitted. As indicated by the auditor's report, which found no irregularities, and on the other hand, if a different decision were to be made, it would be difficult to reconcile with illegality, because any other decision would be an unlawful one – stated Jacek Sasin in an interview with Roch Kowalski on PR24.

09:50

Sasin Responds to Allegations Regarding Gadget Purchases During the Campaign:

I don't know this company or Mr. Jabłoński.

- As far as I know, MP Szczerba notified the prosecutor's office, let the prosecutor's office investigate. I am the first person who is probably most interested in clarifying this matter. Because for two or three weeks now, I have been the target of uncalled-for attacks on this issue, and I say this and will repeat it, I have been saying it from the beginning: I do not know this company [Berm], I do not know Mr. Jabłoński, I truly saw what he looks like for the first time yesterday. I did not recommend this company anywhere; it has cooperated with State Treasury companies, and operated more broadly in the public sphere for over a dozen years, including extremely actively during the PO government's tenure – said Jacek Sasin in an interview with PR24.

10:38

National Election Commission Convenes Regarding PiS Subsidies:

A Hot Day Looms.
- There are no elections, yet the National Election Commission (PKW) is in the media spotlight. A very hot day is expected today, and not just because of the temperature – said Sylwester Marciniak at a press conference. - In 15 minutes, another meeting of the PKW will begin, aimed at reviewing the financial reports of election committees – he stated, later adding that the report in question concerns the PiS committee.

10:39

Marciniak:

We've Been Flooded with Letters. Not a Day Goes By Without Another Arriving, Even Last Night
- We, as the National Electoral Commission (PKW), as the National Election Bureau (KBW), have been flooded with letters, as every ministry and every MP, or even MEP, felt obliged to send letters, often dozens of pages long, and this without any request or demand from the PKW, as stipulated by the Electoral Code regulations - said Sylwester Marciniak at a press conference. - In this way, there isn't a day that goes by without another letter arriving, even today during the night, and today we have a PKW meeting where we should review all these allegations - he continued. - In contrast to one of the PKW members, before the deliberation, before the collegial body makes a decision, I will not present a position on individual documents - he added.

10:44

Marciniak:

A Ruling Could Be Just, Yet Unlawful, or Even Unfair
- The ideal situation would be – to paraphrase the name of the committee – to resolve the matter not only in accordance with the law, but also justly. However, there is also a possibility that the ruling will be just, yet unlawful, or even unfair – said Sylwester Marciniak at a press conference.

10:46

Marciniak:

I hope PKW members are aware their decision will have a huge impact on the state of democracy in Poland
- I hope that the members of the National Election Commission (PKW) are aware that their decision will have a huge impact on the state of democracy in Poland, as they are deciding not only on the amount of subsidies, but also on the complete deprivation of political parties of their funding - said Sylwester Marciniak at a press conference.

10:52

Marciniak Skeptical About Further Postponement:

I Am a Proponent of Decisions.
- I hope that within a few hours, not a dozen, but a few hours, a decision will be made – said Sylwester Marciniak at a press conference. - Every postponement causes subsequent participants in political life to feel obligated to submit another letter, another video, another photograph, and this can go on indefinitely. I am a proponent of decisions – he added.

11:37

Motion to Lift Dworczyk's Immunity in the European Parliament. Bodnar Makes a Move
- Prosecutor General Adam Bodnar today submitted a request to the President of the European Parliament, Roberta Metsola, for authorization to prosecute Michał Dworczyk, a Member of the European Parliament - the National Prosecutor's Office informed.

The Prosecutor's Office accuses him of two offenses: failure to fulfill his duties (by using an uncertified and unsecured private email account for official correspondence) and obstructing the investigation into the breach of security and unauthorized access to the contents of this account.

11:38

Błaszczak on Potential Withdrawal of Subsidies from PiS:

The Goal is to End Democracy in Poland.
We believe that all indications suggest we are being treated differently than other entities operating on the Polish political scene, which is a scandal. This unequal treatment of political parties is in itself a violation of the law. If we add to this the fact that, despite a positive ruling from the auditor and a positive opinion from the National Electoral Commission, accusations are still being leveled against us, then it all comes down to one thing. The goal is to end democracy in Poland, so that those in power can maintain their rule not through the ballot box, but by dominating the Polish political scene – stated Mariusz Błaszczak at a press briefing in the Sejm.

They, the ruling party, believe they will not win the elections because they govern disastrously. Even the measures they are taking in the form of an electoral budget for 2025, as there will be presidential elections next year, won't help them if they don't destroy the opposition – continued the head of the PiS parliamentary club.

11:38

Błaszczak:

We will demand compensation if the PiS report is rejected
We will demand compensation if the PiS report is rejected. This is because the accusations that the ruling party is leveling against us, we can also level against them, and I spoke about the details during press conferences - stated Mariusz Błaszczak at a press briefing in the Sejm.

12:48

Bocheński on abortion:

It is murder, but it could be a subject of a referendum.
My position on this matter is that, firstly, when it comes to abortion, I believe it is murder and my wife and I would never undergo such a procedure, or whatever it is called. My position is that if this issue were placed on the agenda by citizens for resolution, then the topic of compromise could be a subject of a referendum and public debate – stated Tobiasz Bocheński on Radio Wnet.

12:48

Bocheński on the Approach to Neo-Judges:

The Caste of Old Judges Demands to Maintain Their Position.

- There are no neo-judges, and furthermore, this is a very unfair term for all judges appointed at that time, because they are not political people at all. It's simply unbelievable. The caste of old judges, still educated on communist-era (PRL) textbooks, or pupils of those communist-era judges, demands to maintain their dominant position in the judicial system, resisting and also criticizing young judges, who are not PiS supporters in any way; I bet that 95% of them are people who vote for someone else entirely – stated Tomasz Bocheński on Radio Wnet.

12:49

Bocheński on the Volhynia Issue in Relations with Ukraine:

I See No Reason for Concessions.

- If a Ukrainian politician speaks about Volhynia, they should apologize, and that is my position on this matter. This, of course, has nothing to do with aid to Ukraine during the war, because it is in our interest for Ukraine to bleed Russia dry, but when it comes to our bilateral relations, they must be based on certain fundamental issues. Volhynia was one of the most horrific genocides of the 20th century. I see no reason why we should concede on these matters just because there is a war ongoing, we shouldn't. We should respect ourselves as a state and we should respect our history and respect our victims – said Tobiasz Bocheński on Radio Wnet.

14:28

Bańka Bursts Speculation About Presidential Bid
In reference to information that appeared in the media today, I wish to inform you that I do not intend to run for the office of President of the Republic of Poland. It is a great honor and privilege, but as I announced at the beginning of this year, in 2025 I intend to run for another term as President of the World Anti-Doping Agency. My mission in the coming years is to fight for clean sport - Witold Bańka wrote on social media.

16:35

Morawiecki Announces Fundraising and Legal Action

- The National Electoral Commission's (PKW) decision regarding the PiS financial statement is disgraceful. It fits into the current authorities' political game, the aim of which is revenge and marginalization of the opposition - Mateusz Morawiecki wrote on social media.

As the former Prime Minister emphasized: - This is, of course, about next year's presidential elections. The current authorities want to weaken us because they fear defeat. After all, everyone remembers that in 2023, Civic Platform (Platforma Obywatelska) did not win the elections at all; they lost them by over a million votes.

- You can't beat them? Then liquidate them. We cannot allow this; our entire movement must unite in the face of this attack! - he added.

- We do not agree with this decision and will pursue legal action. We oppose attempts to destroy Polish democracy. We will fight for it, by independently raising funds for the campaign! No to a monopoly on power in Poland! - he stressed.

17:08

PKW Rejects PiS Financial Report; Marciniak Details Amounts

- The National Electoral Commission (PKW) has decided to reject the financial report of the Law and Justice (PiS) Electoral Committee regarding its revenues, expenditures, and financial obligations, including bank loans obtained and the conditions for their acquisition in connection with participation in the elections to the Sejm of the Republic of Poland and the Senate of the Republic of Poland held on October 15, 2023, due to violations of Article 132 § 5 and Article 135 § 1 in conjunction with Article 199 § 1 and Article 259 § 1 of the Electoral Code - stated Sylwester Marciniak at a press briefing.

- The consequences are as follows: PiS, as a political party, obtained the largest number of mandates, and the subsidy for its electoral committee would have amounted to over PLN 38 million. However, due to exceeding the limit, where the PKW deemed it to be above 1%, this subsidy will be reduced by PLN 10 million, meaning it will amount to PLN 28 million. The consequences are more serious regarding the subsidy for the political party itself, as this party will be deprived of this subsidy for the next 3 years, provided that a complaint can be filed with the Supreme Court against this resolution within 14 days - informed the head of the PKW.

17:24

PKW:

Final Decision on Subsidy Loss to Be Announced Soon

- The provisions of the Electoral Code stipulate that the rejection of a electoral committee's report results in a reduction of the annual subsidy due to a political party by 3 times the amount deemed to have been accepted in violation of the Electoral Code's provisions. This means the annual subsidy due to the PiS party will also be reduced by over 10 million Polish zlotys – stated PKW member Wojciech Sych at a press conference.

- However, another consequence, which does not depend directly on the resolution adopted by the PKW today, is the possibility of the party losing its right to a subsidy for a period of 3 years as a result of the rejection of the annual report of a political party. This resolution has not yet been made, so it is a potential future consequence of what the PKW decided today – he continued.

- The PKW will make a final decision regarding the political party in the near, but future, term, as the annual report has not yet been examined – he stressed.

17:40

The National Electoral Commission on Reasons for Rejecting PiS's Report:

Situations Unquestionably Violating Campaign Rules.
- The National Electoral Commission (PKW) decided by a majority vote that among the materials we have – and we do not have investigative powers, so we must rely on the documentation presented to us by other state bodies – there are certain situations which we are convinced constitute a violation of the rules for conducting an election campaign – said PKW member Ryszard Balicki at a press conference. - We are talking here about a very important element, which is the equality of conducting an election campaign. The equality of chances for all candidates and committees – he emphasized. Military Picnics, Ziobro's Spot, and the Government Legislation Centre - The resolution details several such events, including military picnics, two of which demonstrably involved election agitation, encouraging voting in a specific way. Among them is a spot, which was recognized by the PKW as an advertisement encouraging votes for that electoral committee – the spot of Minister Ziobro – he listed. - It also mentions the amounts disbursed for the remuneration of employees hired by the Government Legislation Centre (RCL), and we have information that these employees were not performing their substantive work, but merely served to conduct the election campaign of the then-head of the RCL. These are the matters that we have deemed as unquestionably violating the rules for conducting an election campaign – he continued.

17:46

Tusk Comments on PKW Decision Regarding PiS Subsidies

- PiS is learning the true meaning of the words law and justice - wrote Prime Minister Donald Tusk.

18:00

Błaszczak:

What happened to PiS today will likely befall Tusk's regime in the future

- Just a moment ago, the National Electoral Commission, by a majority of one vote, changed its name to the Party Electoral Commission. The system of our country is changing, the statutory guarantees for the opposition have been broken. All this is aimed at ensuring that the presidential elections next year are won by the candidate of the December 13 coalition, because that is what the decision of the electoral commission, this party commission, boils down to. I just recall that lies have short legs. What happened to PiS today will likely befall Donald Tusk's regime in the future. He will not rule forever - stated Mariusz Błaszczak at a press briefing.

18:00

PiS announces complaint to the Supreme Court:

Tusk is introducing a Belarusian system

Tusk is introducing a Belarusian system, a regime that does not respect the rights of the opposition, which tries to destroy the opposition in our country. We will appeal this decision, of course, we will file a complaint with the Supreme Court, but we have heard statements from some members of the National Electoral Commission, such as Ryszard Kalisz, which do not bode well – stated Mariusz Błaszczak at a press briefing.

18:17

Hołownia on the National Electoral Commission's Decision:

No One Punished PiS Today, PiS Punished Itself.

- No one punished PiS today, PiS punished itself. They ran a campaign on steroids, and today they've simply been presented with the bill for those steroids. We fund parties in Poland with public money. Public oversight of the honesty of campaign spending is not revenge; it's what fighting doping is in sports - wrote Szymon Hołownia.

19:43

Błaszczak:

Members of the National Electoral Commission Chosen Against the Principle of Proportionality

- The majority also announced that 5 members of the National Electoral Commission were chosen by the December 13 coalition, designated for these positions, contrary to the principle of proportionality. PiS should be represented by 3 representatives, but is represented by 2, which is already a violation of the principle from the outset – stated Mariusz Błaszczak at a press briefing.

19:45

Błaszczak:

We Cannot Function Normally

- We are unable to function normally. Of course, we are unable to function normally, and that is the goal of the December 13 coalition, because if we add to this the completely unrealistic budget for next year adopted by the Tusk government, that's precisely the point - stated Mariusz Błaszczak in "Gość Wydarzeń" on Polsat News.

19:54

Błaszczak:

There is no democracy when there is no opposition

- We are dealing with a change of system in our country, we are dealing with an attack on the opposition. There is no democracy when there is no opposition. And taking away funding from the opposition means destroying the opposition. We do not have support from big business - stated Mariusz Błaszczak in "Gość Wydarzeń" on Polsat News.

19:58

Błaszczak:

No Regime Lasts Forever. Communism Also Fell

- No regime lasts forever. Communism also fell, they too will fall someday. And what they are breaking now is breaking the law. Then they will answer for breaking the law. They are already announcing that they will deprive the opposition of funding - stated Mariusz Błaszczak in "Gość Wydarzeń" on Polsat News.

20:28

Grabiec:

This is not a day of triumph, but of a certain satisfaction – there is a crime and there is punishment
- This is not a day of triumph, although there is a certain satisfaction that there is a crime and there is punishment. This truly gives hope and makes one feel that it was worth fighting for the restoration of the rule of law, so that those who committed crimes, violated the law in the hope of going unpunished, will eventually face consequences – said Jan Grabiec in an interview with Justyna Dobrosz-Oracz on TVP Info's "Question of the Day".

20:50

Grabiec:

The Legal Consequence of Today's PKW Decision Totals Over 103 Million
- The legal consequence of today's decision by the National Electoral Commission (PKW) is in total over 103 million – if the PKW continues to act according to the letter of the law, and there is no reason to believe the PKW will suddenly change its mind and backtrack from its own assessment of the situation – said Jan Grabiec on TVP Info's "Question of the Day". - This is a significant sum, although when we compare it to the billions that were stolen, to the hundreds of millions that went into this election campaign, in various forms: both the pre-campaign of PiS candidates and the election campaign itself, even today, the chairman of the PKW was probably saying that documents are still coming in – he continued.

20:59

Kalisz on PiS's appeal to the Supreme Court:

If Domański is a minister who respects the constitution, he cannot recognize decisions of a non-existent entity.
The Court of Justice of the European Union clearly stated in December last year, by the way, that this chamber is non-existent. That is, this group of judges, both because they are neo-judges and because of the very way this chamber functions as a special court, is unconstitutional and inconsistent with European law, with the treaties, and therefore this chamber does not possess the attribute of being compliant with a democratic state governed by the rule of law, i.e., the principles of the rule of law – Ryszard Kalisz said on TVN24. If Minister Andrzej Domański is a minister of Donald Tusk's government, which respects the constitution and European law, then he knows perfectly well that he cannot recognize decisions of a non-existent entity [the Chamber of Extraordinary Review and Public Affairs] – he emphasized.

21:04

Grabiec:

As Long as the PKW Resolution Remains in Force, I Cannot Imagine Domański Transferring Funds to PiS
- The entire legal system confirms that the Control Chamber is not a court. I don't want to talk about not recognizing a verdict, because if an organ is not a court, it's difficult to talk about a verdict - Jan Grabiec stated in TVP Info's "Question of the Day". - However, I really don't want to anticipate events, I don't want to provoke any legal dispute, because the matter seems so obvious to me that even this Control Chamber, handpicked by PiS, will not have doubts in this case, or at the very least, in the worst-case scenario, will opt for a stalemate, some kind of solution that allows them to evade responsibility in this matter - he continued. - As long as the PKW resolution remains in force, I cannot imagine any minister of finance transferring funds […]. If the minister of finance were to transfer funds contrary to this resolution, in my opinion, they would be breaking the law. I know Minister Domański, I know he is a law-abiding person. I don't think he would want to break the law to benefit PiS - he declared.
