Tuesday's Political Agenda: Government on Cash-Basis PIT, Tusk on EU Commissioner Nominee, Kosiniak-Kamysz on Helicopter Procurement

A government session will commence at 11:00. The agenda primarily features a draft amendment to the Personal Income Tax Act – which offers small-scale business owners the option of the so-called cash-basis PIT.

Ministers will also address draft resolutions concerning the adoption of the "Plan for Rare Diseases for 2024-2025" and amendments to the Council of Ministers' Work Regulations.

As announced, the Prime Minister is also expected to reveal the name of the candidate for the EU Commissioner today, a point he foreshadowed last week.

"I will still discuss the details with President Duda in the middle of next week. We will certainly meet around August 15th, not only for the military parade, but we will also have a face-to-face meeting and discuss this. On Tuesday, during the government session, after I pass on my suggestions and recommendations to Minister Szłapka, who is responsible for preparing the procedure, I will present my opinion on who should be the commissioner and which portfolio is interesting and gives us some real influence in the European Commission," Donald Tusk stated at a press conference.

At 14:30 in Inowrocław, the contract for the purchase of AH-64 helicopters for the Polish Army will be signed in the presence of Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz.

At 10:30, a press conference by Zbigniew Kuźmiuk and Jacek Ozdoba will take place in the Sejm.

Domański:

Health Contribution Reduction Measures Will Certainly Come into Effect in 2025
Health contribution reduction measures will certainly come into effect in 2025. The absolute minimum is to abandon health contributions on fixed assets, meaning, colloquially speaking, on the sale of, for example, cars. We will certainly agree that levying a health contribution on the sale of a car is unjustified. This is the minimum version. We are working [on the optimum version] with our coalition partners. We had a meeting last week with representatives of Poland 2050 – stated Andrzej Domański in an interview with Marcin Fijołek on Polsat News' "Graffiti".

08:16

Domański on the tax-free allowance:

First, I'll present the plan to the Prime Minister.

- First, I will present the plan to the Prime Minister concerning the tax-free allowance, in line with his decision, and I want to state this clearly because I have heard announcements about cuts here. Expenses will be higher year on year, but we must limit the deficit level, and this is stated very clearly and understandably. Key to this process will naturally be maintaining the pace of economic growth, I just wanted to remind you that this year our economy is growing at a rate of 3%, last year our economy, in the last year of PiS's rule, stagnated - stated Andrzej Domański on "Graffiti" Polsat News.

- For now, we are working on the budget for 2025. The decision regarding the tax-free allowance, as well as other expenditure elements, will be made in the next step - the Minister of Finance continued.

08:18

Domański on Increasing the Tax-Free Allowance:

We Want to Implement This in This Term.

- This is our commitment, which was made during the election campaign, and we want, in accordance with the Prime Minister’s decision, to implement this tax-free allowance in this term. As I said, maintaining economic growth dynamics will be key – stated Andrzej Domański on Polsat News’ “Graffiti”.

08:21

Domański Announces Government Session on Next Year's Budget

- On August 27th, we will have a Council of Ministers session that will adopt the budget [for next year]. Yesterday, I met with the Minister of Climate, and we discussed, among other things, energy prices for 2025 and potential support measures - stated Andrzej Domański on Polsat News's "Graffiti".

- There will be concrete solutions included in the 2025 budget - he added.

08:23

Domański on the Subsidy for PiS:

We Must First Wait for the PKW's Decision.

- First, we must wait for the PKW's decision. We know that the ministers, perhaps still yesterday, Minister Bodnar provided further arguments for the PKW. And so, first, we must wait for the PKW's decision, for its justification. I would just like to remind you that my actions have the character of the actions of a Minister of Finance, a more material and technical character, because we verify documents, data, secure and account for funds - stated Andrzej Domański in "Graffiti" on Polsat News.

Primaries Across the Entire Right, or Mentzen's Endorsement. Bosak on Selecting the Confederation's Presidential Candidate
- I have decided that if we have to compete for a spot in the second round, and there will be many right-wing candidates, then within the Leaders' Council, I will urge support for Sławomir Mentzen. However, if it's possible to organize primaries across the entire right, as a group of right-wing commentators and professors initiated yesterday to hold presidential primaries for a free Poland, then I am ready for such a competition, provided that PiS also participates - Krzysztof Bosak said in an interview with Iwona Kutyna on the program "Gość Radia Zet". - We are analyzing the situation in two variants. If we go with the variant of competition within the opposition, competition on the broadly defined right, including PiS, then we will back Sławomir Mentzen. If it's possible to immediately try to reach the second round and the PiS candidates currently being considered would like to undergo verification and competition before the first round, then I am ready to compete with them on fair terms - he continued.

08:55

Bosak on the scenario of primary elections on the right:

I am ready to represent PiS voters to the best of my ability.
- PiS does not have a good candidate, it does not have a candidate who could fight for re-election, therefore the idea of broad, open primaries of all right-wing, democratic opposition parties, from Confederation, through PiS, Solidarna Polska, other parties, like Polska Jest Jedna, or independent, patriotic, civic circles, such an idea may be justified, but it would require the interest in this project from the biggest player, who is predicted to be a sure bet for the second round, regardless of who they put forward, namely PiS - said Krzysztof Bosak in Radio Zet. - If PiS wanted to extricate itself from its dilemma about who its presidential candidate will be in this way, and not through nomination by party authorities, then I am ready for such a competition and also to represent PiS voters to the best of my ability in the presidential elections - he continued.

09:01

Bosak:

The government's portrayal of Duda as a vetoing president hindering governance is untrue
- The president has signed a mass of laws, let's add that too. In my opinion, the government's portrayal of President Andrzej Duda as a vetoing president, who is preventing them from governing, is simply untrue. I'll give a simple example: we believe that President Andrzej Duda signs far too many economic laws that lean left, increasing taxes, complicating regulations, and implementing new burdens - Krzysztof Bosak said on Radio Zet. - Yesterday, for example, we strongly opposed the law on the so-called '0% loan', which we are convinced, like most real estate market analysts, will only further inflate property prices - he continued.

09:07

Bosak:

I Expect a Decision from the National Electoral Commission Unfavorable to PiS
- I expect [the members of the National Electoral Commission] to make a decision unfavorable to PiS, PiS will appeal it to the Supreme Court, exactly the same way we did when the National Electoral Commission, dominated by PiS appointees, made a decision unfavorable to us based on a ridiculous pretext about a single roll-up incorrectly displayed in Poznań, and the case got stuck in the Supreme Court for years because the Supreme Court stated that it would first ask for an opinion from the Constitutional Tribunal, the Constitutional Tribunal did not respond, and we have a deadlocked judicial system. And the same can happen with the subsidy for PiS - said Krzysztof Bosak on Radio Zet. - The Ministry of Finance then pays out the subsidy if the matter is not legally settled - he continued.

09:15

Bosak on the Confederation Congress: Those Who Assumed It Should Be at the End of July Misinterpreted the Regulations
- To my best knowledge, there is no provision in the statute that imposes such an obligation on us. There is information that after the first congress, which has not yet taken place, congresses should be held every 5 years. However, when we convene the first congress is a decision of the Confederation authorities. I believe such a congress should have already taken place because we have been working with these initial authorities, elected during the party's registration, for a long time. Nevertheless, the statute does not dictate that it must be now or in a month. In my opinion, those who assumed it should be at the end of July simply misinterpreted the statute's provisions - Krzysztof Bosak told Radio Zet. - The court will assess this now. If the court orders us to convene a congress urgently, there will be no problem doing so. We can elect the exact same authorities we have again, and those who want this congress to happen will likely be disappointed because they think it will change something - he continued.

09:37

Can Poland Afford a 300,000-Strong Army? Siewiera: This is the Right Direction
- Of course, yes [an army of 300,000 soldiers is realistic]. I believe this is the right direction, a difficult thing to achieve, of course. Difficult to achieve in the coming years, but if we consider the active reserve, if we consider the personnel reserves that the army can draw upon from citizens who have completed professional military service, or other forms of active military service, I believe this is a goal we should strive for – stated Jacek Siewiera in the "Morning Conversation" on RMF FM.

09:39

Siewiera on Prisoner Exchange:

We Did Not Directly Participate in the Negotiation Process.
- In such negotiations, we must be aware that the party conducting these negotiations also has the widest range of negotiation possibilities; that was the American side. In the case of partners like Norway, Slovenia, or Poland, we were participants, enabling, providing certain arguments, such as, for example, the release of Mr. Rubtsov and his handover to the Russian side. However, we did not directly participate in the negotiation process itself – said Jacek Siewiera in RMF FM.

11:16

Ozdoba Announces Filing a Complaint with the Prosecutor's Office Against a Judge Ruling in the Romanowski Case
- The panel was supposed to be expanded, and one of the judges who was to rule on this case recused herself because she was a subordinate, which is obvious and raises no doubts. However, Mr. Krzysztof Chmielewski, a judge known for his political activity, decided to take on this case ad hoc and recuse another judge, because he felt like it, without any legal basis, without any procedure. We are dealing with the possibility of a crime being committed by Judge Krzysztof Chmielewski, and in this regard, a notification for the prosecutor's office has been prepared and will be filed – stated Jacek Ozdoba at a press conference.

13:14

Prime Minister Holds Conference and Lies So Much His Subordinate Has to Correct Him. Błaszczak on Domański's Words

- We live in times where a prime minister, driven mad by hatred, holds a conference and lies so much that his subordinate has to correct him. The 100 billion PLN that Tusk spoke of has become 3 billion PLN. Bareja wouldn't have invented this - Mariusz Błaszczak wrote on Twitter, referring to the morning statements of the Minister of Finance.

- 100 billion is the amount that is under investigation. 5 billion PLN is the amount where irregularities have already been identified. Furthermore, over 3 billion PLN is the amount for which reports have already been filed with the prosecutor's office. So we are working, the National Revenue Administration is working, currently controls are underway in 90 units, including 17 ministries, and we are evaluating each one point by point, investigating further... As the Prime Minister said at the conference on Friday, 100 billion is the amount being investigated, 5 billion is the amount for which we know irregularities exist, and for over 3 billion PLN we have already submitted applications to the prosecutor's office - Andrzej Domański said on Polsat News in the morning.

13:23

Kuźmiuk on a Joint Candidate for the Confederation and PiS in the Presidential Elections:

We Are Separate Parties.

- The Confederation's affairs, the choice of the Confederation's candidate, do not concern us; it is a separate political party and it decides who its candidate will be in the presidential elections. Meanwhile, we are preparing our campaign. As you know, various names are being considered, these studies are very in-depth, and in the autumn you will learn who the PiS candidate will be in the presidential elections. Ladies and gentlemen, we are separate political parties, and every political party tries to put forward its own candidate in the elections. Therefore, ladies and gentlemen, the largest political party in Poland will truly not be holding primary elections with other political parties; this is out of the question – stated Zbigniew Kuźmiuk at a press conference.

14:07

Tusk Announces Candidate for EU Commissioner

- A recommendation was presented [at the government meeting] by Minister Szłapka, the minister responsible for European affairs, for the Polish member of the European Commission. It was unanimously and enthusiastically accepted by the entire government. This is the candidacy of Piotr Serafin. Today, he is the head of our representation in Brussels, in the EU. He was my close collaborator for many years, my right-hand man when I was President of the European Council - stated Prime Minister Donald Tusk at a press conference.

14:09

Tusk Announces Consultations with Duda on Commissioner Candidate

- This is, of course, a recommendation, and I confirm it with full conviction. A whole procedure awaits us. I hope that still this week, before the August 15th holiday, I will consult this proposal with President Duda – stated Prime Minister Donald Tusk at a press conference.

14:11

Tusk:

It seems very likely that a Polish commissioner will secure a key portfolio from our perspective
The most likely area for a Polish commissioner to be responsible for is, of course, at the discretion of the head of the European Commission. Here, national states can suggest, negotiate a bit, but the decision is ultimately made within the EC. It's a decision of the head of the EC and the European Parliament. But it seems very likely that a Polish commissioner will secure the portfolio that is key from our perspective, which would be the European budget – stated Prime Minister Donald Tusk at a press conference.

14:20

Tusk:

No Mandatory Pregnancy Register in Poland
- The Minister of Health has informed the government about the final decision: there will be no mandatory pregnancy register in Poland - said Prime Minister Donald Tusk at a press conference. - There will be no obligation to enter pregnant women into such a register without their consent, without their will, without their desire. We want the information about a pregnant woman to be exclusively available to doctors when it is needed to save health, life [...] being in this pregnancy register will be solely with the consent of the interested party - he continued.

14:20

Tusk Announces Presentation of First Report by So-Called "Russian Commission"

- We have jointly decided with General Stróżyk that this report, now with substance, meaning with the commission's substantive findings, has taken us some time because we had to certify all commission members, ensure full access to classified materials, build a work schedule, identify archival and documentary resources that commission members will want to access. All of this has become the content of the commission's 24 meetings so far, and on this basis, this report organizing the commission's work has been built. We will present the first report with the commission's findings on October 29th at a government meeting, and publicly after the government meeting – stated Prime Minister Donald Tusk at a press conference.

14:27

Tusk:

If Money Won Elections, PiS Would Be Unbeatable on October 15th

- Fortunately, it's not money that wins elections. I have no temptation or desire to take away subsidies or state grants from any political party. If money won elections, PiS would be unbeatable on October 15th. If we believe that the National Electoral Commission (PKW) should very seriously analyze all the documentation that has been sent, it is primarily to ensure that there isn't a feeling that one can do anything, any villainy, any abuse, and that there are no consequences for it - Prime Minister Donald Tusk stated at a press conference.

14:30

Tusk Names Names:

Cenckiewicz's Commission's Main Goal Was Gathering Dirt.
- During our work, I came across a document that shows what our predecessors were really after. Two days after the election, on October 17th, the head of that commission, Mr. Cenckiewicz, approached the leadership of the Military Counterintelligence Service with a request, a request for personnel files of soldiers and officers, and here the names of the heads of Polish services who were in charge when I was prime minister are mentioned, including General Pytel, General Nosek, today's deputy head of the service and at that time also deputy head, Krzysztof Duszę - Prime Minister Donald Tusk said at a press conference. - These were not the only files Mr. Cenckiewicz demanded. He also requested all materials gathered in operational procedures concerning General Mirosław Różański, who was then, two days after the election, a newly elected senator from the then-opposition, from the Third Way, Jarosław Stróżyk [...]. After the elections, this was the main goal of Mr. Cenckiewicz's commission, gathering dirt, potential dirt, documentation that could eliminate these individuals from public life, or perhaps something worse - he continued. - Interestingly, he also requested the file, the materials of an operational case conducted by the former WSI, codenamed "Szpak," and all materials gathered in the personnel file concerning Radosław Sikorski. [...] A few days later, before my government was formed [...] Mr. Cenckiewicz's commission, without actually carrying out any significant documentary work, issued a preliminary recommendation [...] individuals, and names were mentioned here, should not hold any public office [...] among these individuals were [...] Jacek Cichocki, [...] Bartłomiej Sienkiewicz, [...] Tomasz Siemoniak, and my humble self - he went on to say.

14:32

Tusk:

Ukraine has every right to wage war in a way that effectively paralyzes Russia's aggressive intentions
  • What the Russian military, the Russian air force are doing on Ukrainian territory bears the hallmarks of genocide, inhumane crimes, and Ukraine has every right to wage war in a way that effectively paralyzes Russia in its aggressive intentions. Of course, at the highest political level, we are in constant contact. If you ask me if I am surprised by this unconventional, for some unexpected change in the situation on the front, no, I am not surprised, but of course there is no question of consultations where someone in Kyiv would agree with me on which day and where someone will move – stated Prime Minister Donald Tusk at a press conference.

14:52

Tusk:

Approximately PLN 100 Billion is the Scope of Irregularity Investigations

- I know it's easy to simplify like this, but we are saying that approximately PLN 100 billion is the area of irregularity investigation. How much we will prove is already the action, it's the action of the appropriate services, how much was stolen, embezzled, how much was used improperly, in violation of regulations - stated Prime Minister Donald Tusk at a press conference.

14:55

Tusk Asked If He Already Knows Who Will Be the KO Presidential Candidate:

Yes, I know.
"Yes, I know" - said Prime Minister Donald Tusk at a press conference when asked if he already knew who would be the KO candidate for president.

16:35

Kosiniak-Kamysz on the AH-64 Apache Helicopter Contract:

A Breakthrough Agreement, Changing Our Aviation

- Today is a breakthrough agreement, today is an agreement that changes the face of aviation, the air force, it changes the face of the functioning of the Polish army and completes the purchases that are being made. The philosophy of the functioning of the Polish armed forces is cooperation, integration, interconnectedness – stated Władysław Kosiniak-Kamysz at a press conference.

- We are a responsible government and we realize what decisions we are making and what is most important today. There is no more important matter than peace; this is an absolutely necessary task for politicians. The military must be ready for war, for defense, if such a necessity arises. Politicians must do everything to ensure peace prevails, that peace wins. This is our mission, this is the mission of civilized nations in general. This connects us with the United States: a love of peace, a love of freedom, a love of justice, a love of justice. These are shared values; values will not defend themselves. Today, we are taking a milestone step in equipping and transforming with the most modern, best in the world AH-64E Apache attack helicopters in the most modern version – he continued.

Was You the Defender of a Suspect in Russian Espionage? Bogucki Appeals to Kalisz

Important questions for attorney Ryszard Kalisz, a member of the National Electoral Commission (PKW) - wrote Zbigniew Bogucki on Twitter. The PiS MP poses two questions to the PKW member:

1) Were you the defender of Janusz N., suspected of espionage for Russia, detained by the Internal Security Agency (ABW) in 2021 and currently in custody, and if so, are you still his defender?

2) Did you, as a representative, represent the interests of companies with Russian or Belarusian capital in proceedings concerning sanction decisions, when the PiS government was eliminating these companies from the Polish market following the Russian regime's invasion of Ukraine, and if so, in how many such cases were you a representative?

- Therefore, Mr. Attorney Kalisz, if you defended/are defending a suspect in Russian espionage or represented Russian or Belarusian companies to help them avoid sanctions, that is your right within the framework of practicing the liberal profession of a lawyer, but in the matter of evaluating the PiS Electoral Committee's report and voting on it, you should definitely recuse yourself - emphasized the PiS politician.

"Math Level KO": Morawiecki Publishes a Meme
Yesterday Mr. Rostowski, today Mr. Domański. The ruling party's outstanding finance experts. Math level KO - Mateusz Morawiecki wrote on Twitter.

Bosak on Joint Primaries for, Among Others, PiS and Confederation:

The Very Fact They Are Commenting on It Shows This Proposal Has Caused Disruption.
- They wouldn't comment on irrelevant proposals at all. The very fact that on the day I formulated this proposal [for presidential primaries on the broadly defined right], they are commenting on it, officially, under their own names, and these are individuals close to Jarosław Kaczyński, shows that this proposal has in a way caused disruption, I think, a positive one – said Krzysztof Bosak in an interview with Bogdan Rymanowski on the program "Gość Wydarzeń" on Polsat News.

19:50

Bosak:

The National Movement has matured to the conviction that primaries within Konfederacja alone bring nothing new
- Through many months of discussions, organizing primaries, and observing the situation within our political competition, we have matured to the conviction, at least within the National Movement, but I think there's a similar conviction in Nowa Nadzieja, that primaries solely within Konfederacja bring nothing new to what we know about the political scene. This is because we had two obvious contenders, Sławomir Mentzen and myself [...] we naturally also have Grzegorz Braun [...] simply conducting this only within our own ranks would move us forward very little - said Krzysztof Bosak on Polsat News.

19:56

"We Didn't Want Anyone from the Outside to Choose Our Candidate'. Bosak on Concerns Regarding Confederation's Primaries
- We had [...] concerns, which I think united us somewhat, about someone from the outside influencing our primaries. This is because it's known that there are candidates who are more beneficial to one side or the other. Among political analysts, there's a conviction that I would be a more dangerous candidate for PiS [...] while within PiS, there's a conviction that Sławomir Mentzen would be a more dangerous candidate for the side that governs Poland - Krzysztof Bosak said on Polsat News. - We didn't want someone from the outside to choose our candidate. I'll remind you what our primary process looked like in the previous primaries. It looked like this: every supporter could sign up to vote by paying a small fee and come to one of the 16 regional conventions to vote. In this process, we did not verify whether someone was truly a supporter of the Confederation - he continued.

20:05

Bosak on Tusk potentially naming a commissioner candidate against Duda's objections:

The EU won't worry too much about it.
- The standard until now has been that each country has its member in the European Commission, and the government of each country has the right to nominate them. [...] I think that if there is a deadlock and the Prime Minister decides to nominate a candidate despite the President's objection, the European Union won't worry too much about it. Let's recall that this is a very new law, a law adopted in the atmosphere of PiS losing power, and this law has no basis in the Constitution - said Krzysztof Bosak on Polsat News.

20:52

Ejchart Responds to Sovereign Poland’s Allegations:

A Political Narrative.

- This has nothing to do with facts [regarding alleged torture of those arrested in the Justice Fund case], this is a political narrative. I understand that it is needed today precisely to introduce another political thread into public opinion, however, it has nothing to do with facts – stated Maria Ejchart in the program "Pytanie Dnia" (Question of the Day) on TVP Info.

20:53

of Priest Michał O:

None of These Allegations Were Confirmed." Ejchart on "Torture

- These were various checks, because the matter is serious, it cannot be taken lightly. I will say right away that none of these allegations were confirmed. These were internal checks, meaning conducted by the prison service, but there is also the institution of the penitentiary judge, meaning a judge who checks, controls, and supervises how punishment and temporary arrest are carried out. There are reports from the penitentiary judge concerning one, two, and three cases, and these allegations are not confirmed – said Maria Ejchart on TVP Info.

21:03

Terlecki:

PiS Congress Must Reopen the Path to Our Victory as Soon as Possible

- Will Law and Justice manage to return to power before this horde of barbarians ruins the Polish economy, destroys Polish education, and buries Polish raison d'état? The PiS Congress must reopen the path to our victory as soon as possible - wrote Ryszard Terlecki on Twitter.

21:42

Hołownia:

We Will Not Support the 0% Loan

- We will not support the 0% loan. We will not support it because it is a proposal for developers, not for people needing housing. And it is a proposal that will lead to one thing: an increase in housing prices. Poland 2050 does not agree to this - wrote Szymon Hołownia on Twitter.
