Wednesday's Political Agenda: PiS MPs' Conferences

At 10:00 AM, a press conference by Łukasz Schreiber and Paweł Szrot will take place in front of the Chancellery of the Prime Minister (KPRM).

At 12:00 PM, a press conference is scheduled in the Sejm with Ryszard Bartosik, Krzysztof Lipiec, and Paweł Szrot.

Pełczyńska-Nałęcz on the Necessary Conversations About Pensionable Age Changes:

It's a Big Question Mark.
- Everyone needs to work as much as they possibly can, and people cannot be forced to work; they need to be motivated in various ways, on the one hand by providing skills. This is very important for seniors, as they often want to work, have immense resources, which is also a great value for society, but they lack digital competencies – said Katarzyna Pełczyńska-Nałęcz in an interview with Marcin Fijołek on Polsat News' "Graffiti". - Given the data I presented, can any serious and responsible person say that never, ever in Poland, until the end of the world and the end of time, will anyone consider and need to think about a decision that the pensionable age will somehow need to be changed? In my opinion, that would be irresponsible. I'm not saying the reform will happen tomorrow or the day after; it certainly won't. But it's a matter, it's a big question mark, and it's this conversation with Poles that needs to be had – she continued.

08:14

Pełczyńska-Nałęcz on Retirement Age and Military Service, Among Other Things:

I Understand Equality in Both Directions.
- I am a woman, and I am very much in favour of equality. And I understand equality in both directions. This is a very broad conversation, also about the retirement age, about military service. I see this equality in access to children after divorces [...] equality means equality; it means equality of duties at home, it means equality in access to work - said Katarzyna Pełczyńska-Nałęcz in Polsat News.

Domański Announces Further Meetings on Health Contribution:

I Want Us to Develop a Government Project Together.

- Tomorrow, we have a meeting at the Ministry of Finance with representatives of Poland 2050. In previous days and weeks, I also met with representatives of Lewica, PSL, and Poland 2050, and I would like us to jointly develop a government project. We, as the Ministry of Finance together with the Ministry of Health, presented our proposals regarding changes to the health contribution in March of this year, proposals that would benefit 93% of Polish entrepreneurs, everyone who settles accounts on the tax scale, a flat tax, and the vast majority of those entrepreneurs who settle accounts as a lump sum – stated Andrzej Domański on Radio Zet.

- I received proposals from PSL and Lewica, I met, among others, with Minister Konieczny, and there is a proposal from Poland 2050. Tomorrow, I want to talk with representatives of Poland 2050 about their proposal, and in the coming days, weeks at the latest, I will meet with representatives of the remaining groupings. And for sure, a joint meeting will be necessary, where we will see what common stance we are able to agree on – the finance minister continued.

When Can the European Parliament Address Wąsik and Kamiński's Immunity? Budka Gives a Timeline
- I think that this [vote on lifting the immunity of Mariusz Kamiński and Maciej Wąsik] will likely be more towards October-November, before Parliament gets going, but I don't know for sure... I will be meeting with the President of Parliament in the first week of September, so we will be discussing the schedule of various activities. Fortunately, here, there's no need to whisper [in someone's ear], there are clear procedures in the EP – said Borys Budka on Poranek TOK FM. - Everyone is equal before the law, and I believe that Mr. Wąsik and Kamiński have no right to hide behind immunity in this matter [the prosecutor's investigation concerning their participation in the December Sejm session]. Immunity related to election to the European Parliament should not cover issues of what happened previously – he assessed.

08:22

Domański Specifies the Date for the Health Contribution Changes to Take Effect:

We Will Definitely Implement This.

- For me, the absolute minimum plan, which I recently mentioned in the Sejm, is to discontinue the collection of health contributions from the sale of fixed assets. This is an absurd situation; we discussed it during the election campaign, and I believe all parties forming the coalition agree on this - stated Andrzej Domański on Radio Zet.

- We will definitely implement this from January 1st. From January 1st, the health contribution from fixed assets, meaning from the sale of a car for example, will not be collected. However, I am very keen for this new solution, developed through dialogue with all parties forming the coalition, to be implemented. We do have certain budgetary limitations, which we are discussing very openly with our coalition partners - he continued.

08:27

and what needs to change:

For now, we believe this solution is bad."Pełczyńska-Nałęcz on the 'Credit for Start
- We need to consider that a certain path, a sub-path within social housing construction, especially in small towns, in smaller localities, should offer the prospect of acquiring ownership [...] then we retain young people, families [...] so that they don't all flee to large metropolises - said Katarzyna Pełczyńska-Nałęcz in Polsat News. - What is the problem with the 'Credit for Start', with the 0% credit, the problem is, and it's simply visible in the data, that when this program [safe 2% credit] was introduced, housing prices went up, and as a result, all those who did not receive this credit had to pay more, those who did receive this credit had to take out a larger loan [...] the profit was mainly for banks from loans and for developers from housing costs - she continued. - For now, we believe that such a solution is bad. Perhaps one can consider a very narrow approach, but today the project is super broad [...] perhaps some very, very narrow profiling for families, large families, one can consider here, because then we have a target group [...] where the support is such that there will be no increase in housing prices - she added.

08:28

Domański on the Church Fund:

No Delay on the Work

- Another meeting of the team will take place in mid-August. We would like these changes to the Church Fund to proceed without delay. This is still at the stage of consultations [on how exactly it would look], and this team is tasked with developing a solution, not the Ministry of Finance directly - stated Andrzej Domański on Radio Zet.

08:29

Budka:

Tusk Not Interested in Presidential Run
- I don't think it's realistic [for Donald Tusk to run in the presidential election]. I think Rafał Trzaskowski will be the presidential candidate. I realize that on the opposition side, there is no more distinct and stronger politician than Donald Tusk; however, Donald Tusk is not interested in this run. What's more, he has repeatedly pointed to Rafał Trzaskowski in his recent statements - Borys Budka said on TOK FM Morning. - If the Prime Minister asks the national board for an opinion, they know my stance. Just as I led to a change of candidate in 2020 and supported Rafał Trzaskowski, I will repeat my vote - he stated. - There is no rush here. The presidential campaign is next year - he added.

08:32

Pełczyńska-Nałęcz on a six-month vacatio legis for tax changes:

Precisely in the first year of the new government, it would be disadvantageous for taxpayers.
- This is the first year of the new government, and precisely in the first year of the new government, after so many tax errors we found after the so-called Polish disorder, precisely introducing this obligation [at least a six-month vacatio legis for changes in tax law] would be disadvantageous for the taxpayers themselves - said Katarzyna Pełczyńska-Nałęcz on Polsat News.

08:38

Domański:

The Excessive Deficit Procedure Was Launched Due to the Deficit from the Year When PiS Still Governed

- The excessive deficit procedure was launched due to the deficit from 2023, which was the year when PiS still governed. The deficit exceeded 5% then. I'll remind you that when PiS took power, they inherited a deficit of 2.6% from us. When they relinquished power, they left us with a deficit of over 5% - stated Andrzej Domański on Radio Zet.

08:38

Pełczyńska-Nałęcz on the health contribution:

We are ready to concede on certain positions in the name of agreement.
- We are open to dialogue, because we absolutely accept as a dogma that the healthcare system cannot suffer; this is a fundamental matter, and we definitely need to sit down and reach an agreement on this issue. Here, we are ready to concede on certain positions in the name of agreement and a solution. However, the key issue concerns small businesses, whose health contribution was skyrocketed in such a way that their livelihoods were threatened - said Katarzyna Pełczyńska-Nałęcz in Polsat News. - I see this as an absolute minimum necessary step towards a reduction for micro-entrepreneurs, not for all entrepreneurs - she continued.

08:47

Pełczyńska-Nałęcz:

I Would Consider Talks with the EC on Modifying ETS2 Implementation Rules
- For Poland, specifically, additional fees related to someone driving a combustion engine car, when we have a large country, significant transport exclusion, and almost everyone drives a combustion engine car [...] I would consider talks with the European Commission, there is still time for this, to slightly modify the rules for implementing ETS2, in such a way that it happens gradually, over a longer period of time - stated Katarzyna Pełczyńska-Nałęcz on Polsat News.

09:02

Domański:

We're discussing the 'monkey fee,' it could be introduced from 2025

- Regarding 'monkey' bottles [small alcoholic beverage containers], we are in contact with the Ministry of Health. They are particularly bought in the morning hours, which is a negative phenomenon. We are talking about introducing a 'monkey fee' because these alcoholic beverages are relatively cheap - stated Andrzej Domański on Radio Zet.

The Minister of Finance emphasized that such a fee could be introduced as early as 2025, but admitted that "there are no specifics on this matter yet." - Final decisions have not been made. It is not a legislatively difficult change; it could be implemented as early as 2025 - he added.

09:25

Kropiwnicki on Compensation for Rydzyk:

Utterly Bizarre.
"Tadeusz Rydzyk was treated like a golden calf by all the companies. I think he was such a golden calf for PiS, if we could look at it that way, because few people could afford to have damage occurring in 2009, reported in 2020, meaning after 10 years, and in 2023 receive 10 million in compensation. This was damage during the geothermal process, it happened in 2009, but was only reported after 10 years, and suddenly, after the elections, a decision is made that this compensation must be paid, and this is truly an utterly bizarre thing," stated Robert Kropiwnicki on the program "Jeden na jeden" on TVN24.

09:28

"4 Million PLN from PZU": Kropiwnicki on Funds from Companies for the Referendum Campaign
- The company is working on reports, notifying the prosecutor's office in various areas, because truly everything was there, a full spectrum. In my opinion, there were both fraud and scams, there was campaign financing, because it suddenly turns out that the Gazeta Polska clubs received several million zlotys for conducting a so-called referendum campaign during the election campaign. Of course, it coincided with the PiS campaign for parliament, meaning we are talking about the last campaign. However, it was a supposedly referendum campaign, but I think 4 million zlotys went to it from PZU – said Robert Kropiwnicki on TVN24.

09:30

Refusal of Discharge Opens the Door to Claims: Kropiwnicki on the Orlen Situation
- Refusal of discharge opens the door to claims. The company will be able, if it can prove specific damage resulting from management decisions, to face consequences. Based on the Criminal Code, Article 296, in conjunction with Article 306b, where there is such a connection, it carries criminal liability, but it also opens the way to civil claims, meaning compensation for damages, and these could be truly multi-million zloty claims. Companies are analyzing this, and I think we are also awaiting the prosecutors' findings. Approximately 20 criminal proceedings are ongoing in the prosecutor's office concerning Orlen. I hope most of them will end with indictments and subsequently with charges, and it is only then that it becomes a baseless matter allowing the opening of the path to civil claims – stated Robert Kropiwnicki on TVN24.

09:37

"Unlikely Next Year'. Domański on Raising the Tax-Free Allowance

- This is one of the points from the 100 Specifics, and Prime Minister Tusk has tasked me with presenting a plan for its implementation. Next year – unlikely, however, I will certainly present such a plan to the Prime Minister. It still requires work. Yes, we want this allowance to be raised during this term – stated Andrzej Domański on Radio Zet.

11:38

PiS Launches Parliamentary Intervention at the Chancellery of the Prime Minister:

We Want to Clarify Discrepancies.
- Together with Łukasz Schreiber, we are launching a parliamentary intervention at the Chancellery of the Prime Minister. The intervention concerns one fundamental issue: employment at the Chancellery of the Prime Minister. Doubts have arisen, discrepancies between the data that the Chancellery of the Prime Minister makes available in this regard. On Monday, the newspaper Fakt published [...] data indicating that over 30 people were dismissed and over 90 were hired. Yesterday, in minister Grabiec's statement [...] the information was completely different, over 200 people "parted ways with their jobs" – this is a characteristic phrasing – and over 120 were hired. We want to clarify these discrepancies, we want to receive precise information about how many people were dismissed from the Chancellery of the Prime Minister and on what grounds, and how many people were hired at the Prime Minister's Chancellery during the first half-year of Donald Tusk's government - Paweł Szrot said at a press conference.

14:27

Prosecution Sought Judge's Recusal in Romanowski Case; Court Denied Request
- The District Court in Warsaw today [...] did not grant the prosecution's request for the recusal of Judge Przemysław Dziwánski from hearing the appeal against the refusal to impose pre-trial detention on MP Marcin Romanowski - informed attorney Bartosz Lewandowski. The prosecutor - after filing an appeal against the court's decision on the refusal to impose pre-trial detention on the PiS MP - subsequently filed a request for the recusal of the judge assigned to the case, arguing "reasonable doubt as to his impartiality". - The judge's private preferences and sympathies may outweigh the integrity required in resolving the case - stated the prosecution.

14:41

Jaki:

They Are Trying to Destroy the Opposition Through Anti-Democratic Methods

- With foreign money and interests, one can support an election campaign, and it's not about the program, but about funds for the Fire Brigade, 800+ picnics, etc. That's the problem. So we want to clearly state that all these facts I've just described have one common denominator. They are trying to destroy the opposition in Poland through anti-democratic methods, while simultaneously turning a blind eye to the fact that we have a ruling coalition in Poland on German steroids – stated Patryk Jaki at a press briefing.

19:27

Sikorski:

The Poczobut Case is a Matter of Our Constant Concern
- I would like to emphasize that the case of Andrzej Poczobut, our compatriot, and indeed the repressions in Belarus, is a matter of our constant concern. However, let's remember who controls the prisons and indeed all of Belarus - unfortunately, it is Lukashenka, over whom the Western world, the world of democracy, has very limited influence - said Radosław Sikorski during a Q&A on YouTube.

19:38

Sikorski:

Poles Must Be Assured That Defense and Diplomacy Matters Are in Competent Hands
- I believe that when Russia threatens Poland, unfortunately, we must take it seriously, because it previously threatened Georgia, it threatened Ukraine, and unfortunately, words turned into deeds. I am pleased that on this matter we have the agreement of the government and the opposition, the government and the president on high defense spending - said Radosław Sikorski during a Q&A on the YouTube channel. - Like few nations in Europe, we know that every country has an army: either its own, or a foreign one. One's own is cheaper. I believe that defense matters, international security, as well as diplomacy, because diplomacy is, in a sense, our first line of defense, are currently what Poles must be assured are in competent hands - he stated.

19:53

President Boycotts Consequences of Law He Himself Signed: Sikorski on Ambassador Dispute
- It's not that some other officials are going instead of ambassadors. No, the people going are those who were nominated as ambassadors by the Ministry of Foreign Affairs, who have received the approval of the host country and a positive opinion from the Sejm's Foreign Affairs Committee. The only thing they are missing is the president's final signature - said Radosław Sikorski during a Q&A on YouTube. - The president has fallen into his own trap, because under the previous government, he codified the constitutional norm, which states that the president nominates ambassadors, into law. Previously, these were informal agreements, but now, according to the law, the Foreign Service Convention recommends candidates, where during the PiS era the ruling camp had an advantage, and elections have their consequences, and today the president sometimes gets outvoted - he continued. - The president has not yet signed a single recall or appointment, because he is boycotting the consequences of the law he himself signed. This is indeed unnecessary and does not help in conducting diplomacy, but what can I do if not comply with the current law? I hope that Mr. President will finally acknowledge the consequences of the law he himself signed - he added.

20:06

Szejna:

PiS Has Turned Draining the Polish Budget into an Olympic Discipline
- Law and Justice has turned draining the Polish budget for their coalition partners, for various associations, foundations, into what I would call an Olympic discipline, and they are truly excellent at it. They should receive a gold medal, but with that gold medal, some of them should unfortunately end up in prison – said Andrzej Szejna on TVN24's "Fakty po Faktach".

20:07

Sikorski Announces: I Will Be at Campus Alongside Ukraine's Foreign Minister
- I will be there for two days [at this year's edition of Campus Polska Przyszłości]. In the afternoon of August 27th and until the afternoon of August 28th. I hope I'm not revealing a Campus secret if I say we will be a two-person panel with the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba, whom I invited - said Radosław Sikorski during a Q&A session on YouTube.

20:12

We Might Witness the Lifting of Immunity for Another PiS MP," Szejna on Jabłoński
- There is a regulation. According to this regulation, a minister can only decide on the allocation of targeted subsidies, and this concerned humanitarian and development aid [...]. If this humanitarian and development aid was suddenly granted not to the entities selected by the designated and structured commission, but, for example, to entities indicated by Minister Jabłoński’s arbitrary decision, with one of those entities receiving a rating of “0,” then the situation is clear. The Supreme Audit Office has investigated this. The Supreme Audit Office presented a report, and this is an open door, and I hope it is already happening, I am convinced of it, for the prosecution, and perhaps in the future, we will witness the lifting of immunity for another PiS MP – said Andrzej Szejna on TVN24. - Yes, it is obvious that if the prosecution presents these charges and submits a motion, we will have another installment [...] of the PiS’s appropriation of the state – when asked if it concerned Paweł Jabłoński.

20:16

Zgorzelski:

This Augean Stable is Only at the Beginning of its Cleaning
- This Augean stable is only at the beginning of its cleaning. We still have many, many different things ahead of us that will surprise the public opinion, because I've often wondered how it was possible to establish such a methodology of state management over 8 years, where thievery was sanctioned and watered down with such patriotic and God-fearing sauce - said Piotr Zgorzelski on TVN24.

20:20

Szejna on attempts to free Poczobut:

We are negotiating directly with Belarus.
- We have a clearly defined strategy concerning negotiations, not getting involved in between, as PiS suggested, the United States and Russia, but we are negotiating directly with Belarus. This concerns, of course, all political prisoners, primarily Mr. Andrzej Poczobut, it concerns the murder of a Polish soldier on the border, and it also concerns the cessation of hybrid attacks - said Andrzej Szejna on TVN24.

20:25

Zgorzelski on Efforts to Free Poczobut:

The Chinese Side Said They Would Engage Very Strongly.
- As part of my responsibilities in the Sejm, specifically parliamentary diplomacy, I met with representatives of the Chinese authorities [...] to ask them to appeal to their strategic partner, which is Belarus, on two matters: firstly, to cease this hybrid farce, because it has nothing to do with migration, and secondly, to bring about the release of Andrzej Poczobut. The Chinese side said they would engage very strongly in this - said Piotr Zgorzelski on TVN24.

20:44

Siemoniak:

We are in advanced talks with Belarus to release Poczobut

- We have been discussing Andrzej Poczobut for a very long time. Since December, practically since the very beginning of our government. These actions are very advanced; they are bilateral discussions with the Belarusian side, and in this case, I would like to point out that the United States and Russia were parties to this entire situation. So, at the request of the USA, at the initiative of the USA, we handed over one of the individuals who was arrested in Poland. However, whether Mr. Andrzej Poczobut or other Polish citizens held in Russia and Belarus will be released was not our decision in this case – stated Tomasz Siemoniak in the program "Gość Wydarzeń" on Polsat News.

20:48

Siemoniak on the Disclosure of the Russian Influence Commission Report:

It's the Prime Minister's Decision.
I don't want to decide here on behalf of the Prime Minister or General Stróżyk; the Prime Minister will review it and assess the situation. Similarly, General Stróżyk certainly has a perspective on how to present the report's theses or the commission's work directions to the public. The commission has prepared this first report and is continuing its work, of course; it's not as if they have concluded their work – Tomasz Siemoniak said on Polsat News.

20:49

Siemoniak Responds to Speculation About Tusk Running for President:

I Don't Know Where Sawicki Gets His Information From.

- There are no such decisions. There is a lot of speculation. I don't know, with all due respect, I like Marek Sawicki very much, we were ministers together, where he gets such information from, because I simply don't know, there is no such conversation. Likewise, I don't know if there is a decision to be made, or if this candidate would be presented tomorrow or in half a year – stated Tomasz Siemoniak in Polsat News.

20:49

Siemoniak on the Civil Defence Act:

This Bill Will Soon Be in Parliament.

- Tomorrow, the Standing Committee of the Council of Ministers will be working on it. This is the last step before the Council of Ministers. If this bill [on civil defence] passes the Standing Committee, and the project is released, then it is solely the Prime Minister's decision when it will be placed on the agenda. I don't want to make announcements here, however, I believe that the most important issues, which I have been working on together with Prime Minister Kosiniak-Kamysz and Minister Domański, have been agreed upon. And this project, which PiS, for 2.5 years, was unable to move forward even a millimeter, will soon be in parliament – said Tomasz Siemoniak on Polsat News.
