Friday's Political Agenda: Błaszczak's Morning Press Conference

At 10:00 AM, a press conference will be held in the Sejm by the chairman of the PiS parliamentary club, Mariusz Błaszczak, and MP Paweł Hreniak.

08:18

Wieczorek on the PKW's postponement of the decision on PiS subsidies:

There's likely a search for a compromise solution.
- The fact that the PKW [National Electoral Commission] meeting [regarding PiS's financial report] has been postponed again indicates that opinions are divided internally as well. There's likely a search for some kind of compromise solution. The PKW has also, for the first time, asked the government to present our assessment on this matter - Dariusz Wieczorek said in an interview with Marcin Fijołek on Polsat News's "Graffiti". - The truth is that 75% of the subsidy can be taken away by a PKW decision, but it's probably up to 75%. So we'll see, because I feel that from what lawyer Kalisz said as well, that this is the intention, that all these documents need to be examined, and what is 100% credible, in the sense that it was indeed public money spent on the election campaign, that will probably be somehow calculated - he continued. - When we talk about the formal side, only Nowa Lewica's report was accepted without any reservations, so we prepared it professionally - he added.

08:24

Tusk's Thanks Lacked Kamiński," Błaszczak on Prisoner Exchange

- I missed Donald Tusk's thanks in that acknowledgment, thanks for Minister Mariusz Kamiński, because Kamiński was the coordinator for special services, and the ABW at that time succeeded in apprehending a Russian spy - stated Mariusz Błaszczak on "Sygnały dnia" (Signals of the Day) on PR1.

08:28

Błaszczak:

Who reset relations with Putin? Tusk.

- Who was resetting relations with Putin? Well, Donald Tusk was resetting them. Who decided that the SKW signed a cooperation agreement with the FSB, meaning the successor to the KGB? Well, Donald Tusk decided that. Now the narrative is completely different - stated Mariusz Błaszczak on "Sygnały dnia" (Signals of the Day) on PR1.

08:29

Wieczorek on Issuing Visas for Foreign Students:

The Law Will Be Very Restrictive.
- We met with Minister Sikorski. The issue is very serious, and Prime Minister Tusk has been expecting this system to be tightened for many months. This will require legislative changes, and therefore I am already announcing and have also informed Minister Sikorski that we are preparing such changes - Dariusz Wieczorek said on Polsat News' "Graffiti". - This law is practically ready. It will be very restrictive when it comes to issuing visas for foreign students. I reassure you - we very much want these students to come, but our concern is that once they receive a visa, they actually study in Poland at universities - he continued. - I think it's tens of thousands of people who obtained these visas this way over the last few years and disappeared into thin air. There are universities where 95% of students are foreign students. This already raises certain suspicions. Therefore, we have been monitoring some of these universities for many months - he added.

08:34

Błaszczak on PiS subsidy:

We are ready to answer questions.

- We are ready to answer questions. We are awaiting the questions from the National Election Commission (PKW). Our report was examined by an independent auditor, a reviewer. There were no comments regarding our report. We are acting in accordance with the law, but there is political pressure from those who rule Poland today - stated Mariusz Błaszczak in "Sygnały dnia" (Signals of the Day) on PR1.

08:38

Błaszczak:

I hope the PKW follows the path it has taken for the last 20 years

- If we were to go down that path, we could evaluate the actions of, for example, provincial marshals, whether from Civic Platform or the Polish People's Party, who, together with candidates from these parties, participated in rallies that were theoretically non-election-related, but in fact, voters and presented checks, for example, to rural women's circles or Volunteer Fire Brigades. We can go down this path, but if we go down this path, then all political entities should be treated equally. However, I still hope that the PKW will follow the path it has taken for the last 20 years, and everything related to the settlement of election campaigns will be in line with previous rulings and practice - stated Mariusz Błaszczak on PR1's "Sygnały dnia".

08:51

Berek Accuses the Commission of Lacking Communication:

The PKW’s Conduct is Unclear to Citizens.

- I think the PKW’s conduct is somewhat unclear to citizens, and my personal feelings on this are probably not that important. However, I believe there is a lack of clear explanation as to what is actually happening. This is because the PKW has its standard, routine tasks related to elections, but this pre-election situation was non-standard, and I think the attempt to approach it as if it were just a regular review, as is always done after every election, is something that people find incomprehensible. I think a bit more explanation about what is really going on is needed; I think it would be beneficial to at least know the scale of the notifications – stated Maciej Berek in the program "Jeden na jeden" on TVN24.

- I believe the PKW indeed faces a significant task related to restoring the sense of equal opportunities in elections. Because no one who operated and observed the reality of last autumn has any doubts, I think, that the electoral opportunities were not equal – he continued.

08:51

Berek:

The National Electoral Commission Could Have Prepared Earlier for Deciding on Subsidies for PiS

- One needs to prepare for this task; it was known that this election campaign was unconventional, it was conducted unusually. If someone approached it in such a way that they are only now looking into all of this, saying it's a challenge, then they can indeed feel overwhelmed. But this is a question for the National Electoral Commission, for the National Electoral Office, on how they prepare to handle this type of task – said Maciej Berek on TVN24.

08:52

Berek Responds to Kalisz's Accusations of Offending the National Electoral Commission

- It is not my intention to offend anyone, I am asking a question and presenting my interpretation. I think I am entitled to do so, and I try not to offend anyone. However, I do ask questions and I do cast doubt on certain things, and again. What we are lacking at the beginning are clear answers from the National Electoral Commission (PKW) as to why things are happening this way and not another, what will happen next, what the PKW thinks about all of this, what they are actually dealing with – stated Maciej Berek on TVN24.

08:52

Berek on PKW’s Actions Regarding Subsidies for PiS:

I Don’t See an Active Approach to This Task.

- If the National Electoral Commission (PKW) wanted to delve into these matters, I think it would have received a lot more material. I don't know if it doesn't want to, because I don't know if it has approached the prosecutor's office, it hasn't communicated that it is, I haven't heard about it – stated Maciej Berek on TVN24.

- I don't see, I don't know if this is the case, but I don't see such an active approach to this challenge, which is absolutely fundamental, not only from the perspective of settling these elections, but from the perspective of what I call restoring such standards, equal opportunities, and respect for electoral principles – he emphasized.

08:56

Wieczorek:

Anyone Proposing New Elections Today Wants PiS and Confederation to Rule Poland. It's Madness
- I am calming everyone down. […] Today, anyone who proposes new elections means they want PiS and Confederation to rule Poland. In my assessment, this is madness. Poles would not forgive us for this - said Dariusz Wieczorek on Polsat News's "Graffiti". - Today, Poles cannot forgive what is actually happening externally, and here the Prime Minister is right, these quarrels, this impression that we are arguing, bickering. That's not what it's about. I'm really telling everyone: let's get out of Warsaw, let's see what's most important there. The most important things are prices, economic policy, holding PiS accountable for scandals, and above all, peace and unity within the coalition - he continued. - The voters of the October 15th coalition want this coalition to last. It will last - he assured.

08:57

Paprocka:

Magierowski Remains Ambassador; No One Has Recalled Him
- Ambassador Magierowski, first and foremost, remains an ambassador. No one has recalled him. No one, and I mean Mr. President, who is the only constitutionally legitimate entity to make such a decision – stated Małgorzata Paprocka in an interview with Renata Grochal on the program "Bez Uników" on Trójka.

08:59

Paprocka:

Sikorski Weakens Poland's International Standing
"Minister Sikorski, by misleading the general public by claiming he decides, or co-decides, on ambassadorial appointments – and that's a significant difference – weakens Poland's position on the international stage," Małgorzata Paprocka stated on Trójka, referring to the question of whether Marek Magierowski remains ambassador.

09:00

Błaszczak:

They said there was no democracy, yet they won elections confirmed by the Supreme Court chamber they now question

- If the then-opposition, now the ruling coalition, claimed they would come to power through the streets and abroad, thus through crises. And that is the crowning argument, they said there was no democracy in Poland, and what? They won elections that were confirmed by the Supreme Court chamber, which they are now questioning - stated Mariusz Błaszczak on "Sygnały dnia" (Signals of the Day) on PR1.

09:07

Błaszczak Sets Deadline for Presenting PiS Presidential Candidate
I cannot publicly share our deliberations here, as it would be counterproductive. In the autumn, we will present the PiS candidate for the office of President of the Republic of Poland – stated Mariusz Błaszczak in PR1's "Sygnały dnia".

09:10

Paprocka on Klich Heading the Embassy in the USA:

At Best, It Can Be Called a Grim Joke.
- The President's biggest reservations concern the mission in Washington and the attempt to place the Minister of National Defense there [Bogdan Klich], during whose tenure at the Ministry of National Defense more Polish generals died than during World War II. Considering how important Polish-American relations are, especially in the sphere of military cooperation and security, this can at best be described as a grim joke - said Małgorzata Paprocka on Trójka.

09:16

The Justice Fund Affair: Paprocka on "Hysteria" and "Political Pressure"
- If there were irregularities in the Justice Fund, they should be investigated and accounted for, there is no doubt about that. However, as I say, the level of hysteria and accusations in the media of committing crimes on an extraordinary scale, and then we read the documents and it concerns above all the directing of funds to specific places [...] let the prosecution investigate, let the National Electoral Commission calmly do its job, but as I say, the level of political pressure, the number of press conferences, appeals, and demands directed regarding the National Electoral Commission certainly do not serve this matter in any way, and it is difficult not to have the impression that this is primarily a way of conducting political warfare, because it is known that without subsidies, it is very difficult for any party to conduct its activities - said Małgorzata Paprocka in an interview with Trójka.

09:27

Kamiński on the Prisoner Exchange:

Our Condition Was the Handover of Poczobut to Poland. Tusk's Team Gave the Russians an Agent Without Gaining Anything.
- Negotiations on the prisoner exchange between Russia and the West have been ongoing for at least a year and a half. As the coordinator of special services, I held talks with the Americans on this matter. I proposed handing over to the Russians agent Pawel Rubcow, arrested by us in February 2022, who used the alias Pablo Gonzales, an agent of the GRU. Our condition as part of the prisoner exchange was the handover to Poland of Andrzej Poczobut, sentenced to 8 years in prison in Belarus, and a Russian national identified as W., who possessed a Pole's Card and was sentenced to 12 years in a labor camp for cooperation with Polish services. Tusk's team gave the Russians their most valuable agent in return for nothing. Shame! - Mariusz Kamiński wrote on Twitter.

09:35

Wąsik:

Tusk Sold Poczobut

- Tusk sold Andrzej Poczobut. Rubtsov is free, Poczobut is in prison. This is a great scandal and a shame for the Polish State - wrote Maciej Wąsik on Twitter.

10:26

Błaszczak:

We Will Demand the Dissolution of Teams in Bodnar's Prosecutor's Office. The Authorities Should Stand with Border Defenders
- Today, in one of the newspapers, we can read that in Adam Bodnar's prosecutor's office, charges are being filed, investigations are being conducted targeting defenders of Poland's borders. This is proof of the hypocrisy of those in power, who on one hand speak of support, of supporting soldiers and border guards, but these are just words, because their actions are going in the completely opposite direction. Most of these cases, undertaken by Adam Bodnar's prosecutor's office, originate from complaints by activists and are cases that undermine the morale of soldiers and border guards - said Mariusz Błaszczak at a press conference. - We will consistently demand that the teams that have been established in Adam Bodnar's prosecutor's office be dissolved. In a situation where we are dealing with cases, even those concerning which we can speculate about the circumstances, the Polish authorities should always consider Polish soldiers and Polish border guards, meaning they should stand with the defenders of the borders, not with the aggressors - he continued.

10:34

Błaszczak on the Government's Work on the Civil Defence Act:

Everything Created in the Ministry of Interior and Administration Can Be Assessed as a Legal Flop.
- In the local government election campaign, the coalition government of December 13th heavily emphasized the issue of civil defence, attacking Law and Justice. We then presented a draft law that originated during the Law and Justice governments, a project concerning precisely civil defence. In April of this year, the then Minister of Interior and Administration announced that the government's draft would be presented within a month. In May, Donald Tusk also spoke about it in the same way. Today is August 2nd, and the coalition government of December 13th has still not adopted the draft civil defence act - said Mariusz Błaszczak at a press conference. - From the drafts to which we have access, it emerges that everything created in the Ministry of Interior and Administration can be assessed as a legal flop. Almost 500 comments were submitted regarding this draft. The fundamental comments concern the fact that adopting this version of the civil defence act would weaken our country's defence capabilities, as it would be an attack on the Polish military - he continued.

14:28

President's Decision Made on KRS Act

President Andrzej Duda has sent the amendment to the KRS Act to the Constitutional Tribunal under the preventive control procedure – meaning it will not come into force until it is examined by the tribunal's judges.

16:57

Myrcha on Duda's Decision:

We Will Not Back Down.
No surprise. President Duda is the "godfather" of the current National Council of the Judiciary (KRS). He doesn't care about changes. He continues not to care about the rule of law and the Constitution. By sending the bill to the politicized Constitutional Tribunal, he takes responsibility for the crisis in the judiciary. But we will not back down - wrote Deputy Minister Arkadiusz Myrcha on Twitter.

18:01

Duda on Prisoner Exchange Operation:

I Unequivocally Deny All Rumors and Gossip.

- I wish to inform all interested parties that in connection with the prisoner exchange operation with Russia in Ankara, carried out by the US authorities (with the support of allies, including Polish authorities), no proceedings have been or are being conducted in the Office of the President of the Republic of Poland regarding the issuance of an act of grace (pardon). Therefore, I unequivocally deny all rumors and gossip that have emerged on this matter - wrote President Andrzej Duda on Twitter.

18:01

Morawiecki:

We Cannot Forget About Poczobut
We cannot forget about Andrzej Poczobut. The entire political class should speak with one voice on this matter. His release is in Poland's national interest! - wrote Mateusz Morawiecki on Twitter.

19:46

Bartoszewski on Benefits for Poland from Prisoner Exchange Between Russia and the West:

They Won't Be Public.
- No, there are likely other benefits [for Poland] [than thanks from the USA], but these benefits will not be public – said Władysław Teofil Bartoszewski in an interview with Dariusz Ociepa on Polsat News's "Gość Wydarzeń" program, referring to the prisoner exchange between Russia and the West.

19:53

Fabrication. 'No One Spoke to Kamiński About Anything.' Bartoszewski on Former Interior Minister's Post Regarding Poczobut
- The Minister-Coordinator of Special Services should not be commenting on such matters publicly, first of all. A former coordinator and a poor coordinator, he devastated the special services, he knew nothing about them - Władysław Teofil Bartoszewski said on Polsat News. - Even if it were true, which I doubt, one does not discuss such things publicly, who is discussing what with whom on such sensitive matters; it is unserious. And what did Mr. Kamiński do to free Poczobut or anyone else? - he continued. - I think this is a fabrication. The fact that he held talks about prisoner exchange, including Mr. Poczobut, is because if that were really the case, it speaks of state secrets, and that is punishable. In my opinion, this did not happen, no one spoke to Mr. Kamiński about anything - he went on to say.

20:03

Bartoszewski on PKW's Actions Regarding PiS's Financial Report:

Something's Not Right Here, I Don't Know How They're Counting It.
- It's a bit astonishing [the PKW's move to postpone the session regarding PiS's financial report], I'm not speaking as a lawyer, which I am not, but it's indeed, quoting Mr. Mecenas Giertych, it angered people that there were evident irregularities in spending money, they were visible and people observed it, and therefore they say: how is it possible to do such things and not face any consequences - said Władysław Teofil Bartoszewski on Polsat News. - Something's not right here [with the PKW not being able to account for 400,000 PLN], I don't know how they're counting it, but there was evident spending of public funds for completely inappropriate purposes, including electoral ones, because subsidies for various organizations in electoral districts, where only the 'rightful' parties wanted to win, were visible to all citizens - he continued.

20:20

Kamiński on prisoner exchange:

This is no success for Tusk’s government.
- This [prisoner exchange between Russia and Western countries] is no success for Donald Tusk’s government. What would it be a success for? It is, to some extent, a success for the Americans, who achieved their goals, meaning they got their citizens out of Russian prisons – Mariusz Kamiński said on TV Republika.

20:34

Kamiński:

I am shocked that the Poczobut case, initiated by our government, suddenly disappeared from the negotiation table
- I wasn't surprised by the exchange issue itself, although of course I didn't know the exact timing of its execution. A year and a half ago, when I was still the coordinator of special services, I discussed this with the Americans. They had then started negotiations with the Russians, but they also turned to their partners, their allies, asking them to join this initiative. They asked: do you have any of your spies, agents, who are of great interest to the Russians, who are in prison and facing a severe sentence? - Mariusz Kamiński said on TV Republika. - I told the Americans from the very beginning: listen, you have your priorities, which is getting your citizens out of Russian prisons. We have a very valuable agent for the Russians, but we also have our priorities. One of these priorities is Andrzej Poczobut. [...] It is our duty, as a state, to take advantage of this situation. Together we are strong - he continued. - I am shocked, embarrassed, that the case of Andrzej Poczobut, which we initiated, our government initiated, which we put forward for negotiations, has suddenly disappeared from the table. It was real. The Americans weren't hesitant at all about Poland pointing out some of their prisoners whom they wanted to get back, to be released. No, for them it was natural - he added.

20:52

Kamiński:

Sikorski and Tusk had an easy opportunity to free Poczobut. Today we could be welcoming him in Warsaw.
- Who believes that Radosław Sikorski or Donald Tusk think every day about Andrzej Poczobut, about the Polish political prisoner held by the Belarusian regime, in a situation where they had an easy opportunity to get him out of prison, where they had powerful arguments and, despite everything, the sympathy of the Americans? - Mariusz Kamiński said on TV Republika. - I saw the reaction of the Americans when I made this matter a condition for our participation. I am convinced that for the Americans, this would have been obvious. They simply don't remember. For them, Andrzej Poczobut means nothing. It is an absolute lost opportunity - in a situation where it would have been possible, where we could be welcoming Andrzej Poczobut in Warsaw today - he continued.

21:09

Kamiński:

After what this crew is up to, there will be a very harsh reckoning
- This investigation and these actions are pure politics. We are not being charged with anything, but in reality, it is for performing our duties as MPs. For God's sake, this is pure politics. And what a pace of action, the European Parliament's term has just begun, and they are forcefully sending these requests to lift immunity. Hatred blinds them – Mariusz Kamiński said on TV Republika. - There will be a reckoning for this crew, it will come. It will be a very harsh reckoning, after what they are up to. They accused us of abuse of power. We upheld standards, we acted firmly and offensively where necessary. And they are engaging in pure politics. What is happening now is truly unacceptable by democratic standards. And for these actions, they will be held accountable – he emphasized.
