The Sejm convenes for a two-day session. The proceedings will commence at 10:00 AM, when MPs will address – as part of the second reading – the bill submitted by Lewica regarding the partial depenalization and decriminalization of acts related to pregnancy termination.
At 12:30 PM, the second reading of the government's draft Electronic Communications Law and its implementing provisions will take place; these projects aim to implement EU law. At 2:30 PM, the second reading of the government's bill to improve the actions of the Army, Police, and Border Guard in the context of the situation on the Polish-Belarusian border is scheduled (its most significant provisions concern the rules for the use of weapons by soldiers and officers).
At 3:30 PM, the first reading of the citizens' bill "Stop Price Hikes from July," sponsored by PiS, will be held. In turn, at 5:30 PM, consideration of the National Prosecutor's request to lift the immunity of Marcin Romanowski and to detain and temporarily arrest the MP is foreseen.
The agenda may be expanded to include an MP's draft resolution on amending the Sejm's Rules of Procedure, which proposes the establishment of a Committee for Children and Youth and the reintroduction of rotational chairmanship and deputy chairmanships in the Committee on Special Services.
At 8:30 AM, the Committee on Justice and Human Rights will convene to consider the Senate's amendments to the amendment of the law on the National Council of the Judiciary. At 3:00 PM, the Committee on Rules, MP Affairs, and Immunity will consider a private prosecutor's request to lift the immunity of Mariusz Błaszczak.
At 8:30 AM, the Senate Committee on Culture and Media will address the amendment of the Copyright and Related Rights Act. The Senate will resume its proceedings at 12:00 PM, but all indications are that this amendment will not be considered during this session.
Today marks the last day of President Andrzej Duda and the First Lady's visit to the United States in connection with their participation in the NATO summit. Around 3:50 PM Polish time, the President will arrive at the Walter E. Washington Convention Center, where he will meet with the media as part of a "doorstep" session. At 4:30 PM, he will participate in a meeting of the North Atlantic Council with invited NATO Partners.
At 8:30 PM Polish time, he will participate in a meeting of the NATO-Ukraine Council at the level of heads of state and government. The closing point of the visit will be a meeting with the media at 11:00 PM.
At 1:00 PM, a press conference is scheduled with the Minister of Justice and Prosecutor General Adam Bodnar and the Minister of Justice's plenipotentiary for court experts, Prof. Tadeusz Tomaszewski. Topic: Proposals for changes to the regulations on court experts.

Three spots in the Constitutional Tribunal will become vacant in December, and one in April of next year. I want to propose that we no longer have a situation where, at the very end, some party nominates someone, because we have already had a politicized Constitutional Tribunal, and it didn't turn out well for us. So, this time I would like us to go in a different direction. I asked 11 organizations, from left to right, from the Jagiellonian Club to the Helsinki Foundation, to Iustitia, to Wolne Sądy (Free Courts), how they see the procedure for selecting candidates for candidates for the Constitutional Tribunal. Everyone responded, and based on that, we have prepared a certain procedure, which, with the participation of prominent figures from the legal world, as well as state officials, will present, if we agree to it, the Sejm Presidium with a group of candidates, 8 candidates, from whom the Presidium will then select 4, who will be presented to the high chamber. The Parliamentary Committee on Justice and Human Rights has voted in favor of rejecting the Senate's amendment to the amendment of the Act on the National Council of the Judiciary (KRS), which would have allowed so-called "neo-judges" to run in elections for the Council.
The bill that emerged from the Sejm stipulated that former judges appointed by the KRS functioning since 2018 would not be eligible to stand for election. The Senate struck out this provision, a move supported by, among others, Adam Bodnar. However, during the parliamentary committee session, the Minister of Justice recommended that MPs reject this amendment – which means a return to the original wording.
"The adoption of the Senate amendment, regardless of the Venice Commission's opinion, was a gesture towards the President, indicating that there would be no restriction on the right to stand for election during the appointment of the new KRS. The ruling coalition hoped that the President would not remain indifferent to the rulings of the European Court of Human Rights (ECtHR), the Court of Justice of the European Union (CJEU), and the deepening crisis each day. That he would share responsibility for the process of repairing the justice system," the Minister of Justice stated during the committee meeting.
"Unfortunately, from the President's public statements, it appears that the President does not see such a possibility," he admitted, quoting the President's doubts regarding the shortening of the KRS's term, which is provided for in the amendment being processed.
"Interestingly, the President had no such doubts when he signed the KRS Act in 2018, when we were dealing with a fully constitutionally functioning body and when there were no doubts about its independence," he noted.
"Regardless, however, of the President's stance and his future decision, it is the duty of parliamentarians to pass the legislation they deem optimal from the perspective of implementing and balancing constitutional values," he argued.
"Given the circumstances, I would nevertheless like to recommend that MPs reject this Senate amendment. My recommendation is an expression of concern and responsibility for rebuilding the rule of law in Poland, because this is a process that will take many more months, but which must take into account the comprehensive nature of the planned changes," Bodnar declared.
