Wednesday's Political Agenda: Sejm Debates Presidential Bill on State Security Threat Response, Supreme Audit Office President on CEPIK Fund Management Audit

The Sejm will commence its three-day session at 10:00 AM. At the outset of the proceedings, a second reading of the government's draft bill concerning special solutions related to the Republic of Poland's preparation for and presidency of the Council of the European Union in the first half of 2025 is scheduled.

At 12:30 PM, the Sejm is set to hold a second reading of a parliamentary draft bill amending the Electoral Code. At 2:30 PM, a first reading will begin of the presidential draft bill on the actions of state authorities in the event of an external threat to state security. At 4:30 PM, a first reading of a parliamentary draft bill amending the act on civil law transactions tax is planned.

At 11:00 AM, during a joint session of the Sejm's Committees on Digitization, Innovation, and Modern Technologies, and Infrastructure, the President of the Supreme Audit Office (NIK) will present information on the results of the audit of the Central Register of Vehicles and Drivers' IT system, as well as the management of the CEPIK Special Purpose Fund.

At 1:00 PM, during a joint session of the Sejm's Committees on European Union Affairs and Foreign Affairs, the first readings will take place of government draft bills on the ratification of the Partnership Agreement between the European Union and its Member States, of the one part, and the members of the Organisation of African, Caribbean and Pacific States, of the other part, done in Apia on November 15, 2023, and on the ratification of the Advanced Framework Agreement between the European Union and its Member States, of the one part, and the Republic of Chile, of the other part, done in Brussels on December 13, 2023. The draft bills will be justified by the Minister of Foreign Affairs.

The regulations introduce a temporary ban on presence in a specified area of the border zone, for a period of 90 days from the date the ordinance comes into force.

As a result of inter-ministerial consultations and public consultations, including with local entrepreneurs and local government officials, the comments and postulates, particularly regarding the reduction of the border zone area subject to the temporary ban on presence, have been taken into account, and this zone has been reduced to the bare minimum.

Based on the provisions of the ordinance, the zone will cover a 60.67 km stretch of the border with a ban on presence, located within the territorial scope of the Border Guard posts in Narewka, Białowieża, Dubicze Cerkiewne, and Czeremcha.

For a section of approximately 44 km, the area covered by the ban is 200 meters from the state border line. However, for a section of approximately 16 km, located in the vicinity of nature reserves, the zone will be wider, extending to about 2 km.
