Tuesday's Political Agenda: Government on KRS, Nitras to Announce Gender Parity in Sports Federations and Access to School Sports Facilities, Trzaskowski to Sign Tram Line Agreement, Investigative Committee, Conferences

At 8:00 AM, a press briefing will be held in front of the Chancellery of the Prime Minister with the participation of PiS MPs Marcin Horała and Waldemar Buda.

At 10:00 AM, the investigative committee on envelope elections will hear testimony from the former CEO of Poczta Polska, Przemysław Sypniewski, followed by the former Vice-CEO, Grzegorz Kurdziel.

At 10:00 AM, a press conference of the Civic Coalition parliamentary club will take place in the Sejm, with the participation of MPs Izabela Leszczyna, Monika Wielichowska, Adrian Witczak, and Grażyna Kulig, among others.

At 11:00 AM, a government session will commence. The agenda primarily includes a draft law concerning the National Council of the Judiciary. Ministers will also address a draft regulation on the establishment of the Ministry of Industry and hear information from the Minister of Agriculture and Rural Development regarding the current agricultural situation.

At 11:30 AM, the Mayor of Warsaw, Rafał Trzaskowski, will sign an agreement for the construction of a tram line to Dworzec Zachodni (Western Station), which will connect Ochota with Wola. A tunnel under the station has already been built. The event will take place in the Transport Operations Hall at the Wola Depot.

At 3:00 PM, a session of the Sejm's Committee on Physical Culture, Sport, and Tourism will be held, focusing on information from the Ministry of Sport and Tourism regarding the ministry's plans and current operations, including a presentation by the ministry's leadership. As reported by Przegląd Sportowy, the Minister of Sport is expected to announce, among other things, the introduction of gender parity in the boards of Polish sports federations. It is heard that the ministry intends to propose that 30 percent of seats on the board of each sports federation in our country be occupied by women, and this will be mandatory. If this information is confirmed, it will lead to a true revolution in many sports federations.

Minister Nitras is also expected, according to Przegląd Sportowy, to announce a program aimed at opening up school infrastructure – sports equipment is to be made available for youth to use. The ministry intends to allocate significant funds, among other things, to enable children and youth to use school sports facilities freely and free of charge outside of lesson hours and on days off from educational activities. No one will be turned away from closed doors.

After 4:00 PM, the Sejm's Health Committee will review the motions submitted during the second reading of the draft amendment to the Pharmaceutical Law – in practice, this is a project concerning the over-the-counter "morning-after" pill.

Gawkowski on the KRS Bill: We Need to Start a Major Cleanup Where the Legal and Constitutional Coup in Poland Began
- We need to start a major cleanup in a place that was the beginning, one could say, of a legal and constitutional coup in Poland, because PiS treated the KRS [National Council of the Judiciary] act as a de facto takeover of control over how judges are appointed. I remind you that this assault on the KRS was about the fact that instead of judges electing judges, which is meant to ensure the independence of the judiciary from the legislative branch, PiS transformed it into a system where politicians, MPs, elected the judges of the KRS. There might be no other way than to introduce such an embargo. I, and my political circle, the Polish People's Party (PSL), are considering this. - We are conducting very broad consultations regarding housing. We want to present a program that consists of three elements, affecting both supply and demand, in two parts: social construction and support for borrowers. There is a proposal for a 0 percent interest rate to cover large families with at least 3 children, as well as less fortunate individuals who wish to participate in the costs of social construction, for example, in social housing associations - stated Krzysztof Hetman on the program "Gość Radia Zet".

- This is the "Coalition of October 15th". Various proposals have been submitted. My circle proposed 1.5 percent, Prime Minister Tusk's circle proposed 0 percent, and The Left is in favor of building rental apartments. We are trying to combine all these demands - he added.

And what then? Will it say the budget was illegal, and are we supposed to comply with such a ruling? Generally, I am not a proponent of us going into any wars with state institutions today, but rather of us organizing them - he continued.

Therefore, this system was used illegally in Poland. This is an action plan that Poles have been waiting for, an action plan that citizens supported during the October 15th elections, but also one that they have demanded for many years, fighting in the streets, protesting, demanding the independence of the judiciary and the prosecution service. The action plan consists of a set of laws that must be adopted by our parliament. They concern the status of the National Council of the Judiciary, the Constitutional Tribunal, the Supreme Court, and also the status of common courts, the separation of the Ministry of Justice from the Office of the Prosecutor General. I intend to convince that if we do all of this, Poland should not be subject to Article 7 of the Treaty, that there is no need to maintain the procedure against Poland if we are all committed in Poland to restoring the rule of law – said Adam Bodnar.

- This session of the General Affairs Council proceeded, I believe, in a very good atmosphere. I had the opportunity to present the main points concerning the National Council of the Judiciary (KRS), the Supreme Court (SN), the Constitutional Tribunal (TK), common courts, as well as the separation of the offices of Minister of Justice and Prosecutor General. I also noted that it is very important for us to continuously update our positions on cases pending before the Court of Justice of the European Union (TSUE) and the European Court of Human Rights (ETPCz). This change in our stance is also an expression of our commitment to European values, as well as to our Constitution, meaning we will simply not oppose criticism that arises concerning certain elements of the reforms carried out in Poland in recent years. Further work lies ahead of us; today, the Council of Ministers is adopting the draft law on the KRS, and this will be followed by further actions, especially concerning common courts, the Supreme Court, and the Constitutional Tribunal – stated Adam Bodnar at a press briefing in Brussels.

Müller Urges Government to Halt Education Reforms from Next Year
- We should discuss education in a reliable, calm, and substantive manner. However, today Donald Tusk's team is implementing a reform that essentially involves trimming individual curriculum content with a razor, without any cohesive concept of what this curriculum should look like. The victim of such actions is primarily the history curriculum, [...] particularly recent history. Of course, we can discuss whether the curriculum should be slimmed down, and we generally believe that in some places it should be. However, the foundations concerning our history are mainly rooted in the 19th and 20th centuries. Therefore, if any corrections were to be made to the history program, they should be at earlier stages - said Piotr Müller at a press conference. - Removing figures like Witold Pilecki, Irena Sendlerowa from history, or removing information about the genocide of Poles or German crimes on Polish territory in various places, are attitudes that do not fit into the mature construction of Polish consciousness - he continued. - Many surprising things are also disappearing from these curricula. For example, regarding educating young students about the dangers of hazardous substances, at a certain stage, perhaps only in primary school, alcohol remains, while [...] drugs, doping substances, 'dopalacze' (designer drugs), and some medications disappear. [...] I have the impression that someone in the Ministry of National Education simply received a task: 'cut 20%, you could just as well type this into ChatGPT: "delete 20% of the curriculum, choose randomly"' - he went on to say. - Therefore, we are appealing today to the authorities primarily not to implement these program changes at such a pace, to extend the stage of public consultations in this regard, and not to introduce these changes from next year. This is our call today to the Minister of Education, to do exactly that [...] the same applies to homework [...] here too, we see such an extreme, radical approach - he added.

I assume it has even been published by MP by now, so the entire formal process has been completed. Hołownia Announces Financial Penalties for 7 PiS MPs

The identification of participants in these events leaves no doubt in my assessment. The Marshal's Guard has identified seven MPs from PiS, who, as evidenced by video material which we have watched, and I have seen it, clearly grabbed, pushed, and in some cases, choked the Marshal's guards – stated Szymon Hołownia at a press briefing in the Sejm.

Such behaviour should never have happened. And I hope it will not happen in the Sejm, but the Sejm must also draw very clear and concrete conclusions from such situations. In relation to these 7 MPs, under Article 22b of the Sejm's Rules of Procedure, I have stated and will repeat this today at the Sejm Presidium, because that is the formal requirement [that they flagrantly violated peace or order]. In my assessment, such a violation has occurred, and the Sejm Presidium will decide on the financial penalties that will be imposed on these 7 MPs. I will personally recommend to the Presidium the maximum possible penalty provided for by the next article of the Sejm's Rules of Procedure. This is the deprivation of half of the MP's salary or the entire MP's allowance for a period of 3 months – he continued.

I will recommend to the Presidium and vote for the deprivation of all 7 participants in these incidents of their MP's allowance for a period of 3 months. This concerns MPs Siarka, Dziedziczak, Macierewicz, Bogucki, Gosiewska, Polaczek, and Sójka – added the Marshal of the Sejm.

- In my assessment, there is no hope for improving the situation of women in Poland unless this is brought about by a referendum or by President Duda's epiphany through having him sign this liberalizing bill, which would bring about the 'infamous' and universally unwanted compromise. Do we genuinely want to save some people today? Do we want to boost our poll numbers in an election campaign before the next elections and remind people that we stand for something or for something else.
