Monday's Political Chess Match: Morawiecki's Expose, New Prime Minister Election, and Constitutional Tribunal Rulings on the Supreme Court Act and Ziobro's Motion

At 10:00, Prime Minister Mateusz Morawiecki will present the Council of Ministers' action plan in the Sejm, seeking a vote of confidence – the so-called expose. The debate is scheduled to last until 15:00, at which point a vote will take place.

Following the vote, should a vote of confidence not be secured, a recess will be announced regarding the nomination of candidates for the new Prime Minister. At 16:30, the election of the new Prime Minister will occur, with the vote scheduled for 18:45.

At 11:00, a ruling from the Constitutional Tribunal is scheduled to be announced. This ruling, initiated by the Prosecutor General, concerns the constitutionality of EU regulations based on which the Court of Justice of the EU imposed periodic financial penalties on Poland for disregarding rulings related to the Turów mine and the Disciplinary Chamber of the Supreme Court.

At 12:00, a hearing is scheduled, at the President's request, concerning the amendment to the Supreme Court Act. In practice, this act, which partially reverses judicial reforms, was necessary to unblock funds from the KPO (National Recovery Plan). However, Andrzej Duda refused to sign it at the beginning of the year. The hearing was scheduled multiple times but was postponed due to a lack of the required number of judges.

ORLEN Enters Carbon Dioxide Storage Project in Norway

ORLEN Group is acquiring a 50% stake in the Polaris license in the Barents Sea, which will be used for carbon dioxide storage. This is the result of an agreement between PGNiG Upstream Norway and the license owner, Horisont Energi AS. The transaction will contribute to the development of the concern's new business line related to the reception and management of industrial CO2 emissions. Polaris is one of the most advanced carbon dioxide storage projects on the Norwegian Continental Shelf.

– We are launching another project that will strengthen ORLEN's position as a regional leader in the energy transformation. CO2 capture and storage will be of significant importance for the implementation of the Concern's Climate Policy. It will also allow us to offer a new type of service related to carbon dioxide emission management. In the face of high CO2 allowance prices, CO2 storage will be crucial for maintaining the competitiveness of certain industries in Poland and other EU countries. We are already observing significant interest in the possibility of using this type of service. This makes today's transaction even more important, thanks to which ORLEN Group will acquire shares in the Polaris license in the Barents Sea, where carbon dioxide can be injected. This project will strengthen our competencies and know-how in the field of subsea CO2 storage, which we will also be able to use in Poland – says Daniel Obajtek, President of the ORLEN Management Board.

Under the agreement between PGNiG Upstream Norway (PUN) from the ORLEN Group and Horisont Energi AS, PUN will acquire a 50% stake in the Polaris license and gain operator status. This will allow it to leverage its experience in field operations gained during its more than 15-year presence on the Norwegian Continental Shelf. The transaction is the result of a letter of intent signed by the companies in September this year and still requires approval from the Norwegian administration.

The capacity of the geological structures of the Polaris license, attributable to PGNiG Upstream Norway's share, is currently estimated at a total of approximately 100 million tons of carbon dioxide, which should enable storage operations for up to 25 years. The preliminary schedule assumes that, if the assumed storage capabilities are definitively confirmed, carbon dioxide injection could begin at the turn of 2028 and 2029. Part of the stored CO2 will come from an ammonia production plant that Horisont Energi plans to launch as part of a separate project called “Barents Blue”. The remaining capacity of the deposit will be made available to external entities.

– The Polaris project has the potential to contribute to industrial-scale emission reductions and demonstrates the rapid development of the CCS industry in Norway and Europe. Polaris will also play an integral role in the “Barents Blue” clean ammonia project – says Bjørgulf Haukelidsæter Eidesen, CEO of Horisont Energi.

CO2 capture and storage or utilization is one of the solutions by which ORLEN will reduce emissions associated with its refining, petrochemical, and upstream activities by 25% by the end of 2030. According to ORLEN's strategy, by 2030, the concern will have the capacity to store or utilize 3 million tons of carbon dioxide annually. This potential will be used not only to reduce its own emissions but also to provide carbon management services to external entities. These services will primarily benefit industries where CO2 emission reduction is technologically impossible. These include cement plants, metallurgy, and the chemical industry, especially fertilizer production. Another ORLEN initiative related to CO2 management is the construction of a maritime terminal for CO2 transshipment, which will then be transported by ships and stored under the Baltic Sea. The investment is to be implemented as part of the ECO2CEE project, which was recently added to the European Union's list of Projects of Common Interest. This list includes projects of regional significance, important for the implementation of the EU's energy and climate policy.

The Norwegian Continental Shelf is one of the key foreign markets where ORLEN Group operates. Thanks to the Baltic Pipe pipeline, the concern can supply Poland with over 8 billion cubic meters of Norwegian gas annually, with a growing share of its own production. By the end of 2030, the concern intends to increase gas production from its Norwegian fields to over 6 billion cubic meters per year. In November this year, PGNiG Upstream Norway completed the acquisition of shares in KUFPEC Norway, which will allow it to acquire stakes in 5 already producing fields. The acquisition will enable the company to increase its natural gas production to over 4 billion cubic meters annually from 2024.
