Monday's Political Agenda: Inaugural Sessions of the Sejm and Senate, Civic Platform's National Council, Prime Minister Nomination

At 9:00 AM, the Civic Platform's National Council will convene in Warsaw.

At 12:00 PM, Senior Marshal Marek Sawicki will open the first session of the 10th-term Sejm. Newly elected deputies will take their oaths and make their first important decisions, including the election of the Marshal of the Sejm. The first session of the 10th-term Senate will commence at 4:00 PM, featuring oaths and the election of its Marshal and Deputy Marshals.

President Andrzej Duda will participate in these sessions. At 11:45 AM, he will lay wreaths before plaques dedicated to John Paul II, the late President Lech Kaczyński, Marshal Maciej Płażyński, in honor of deputies who fell during World War II, and commemorating the victims of the Smolensk catastrophe. At 3:50 PM, he will lay a wreath before the plaque commemorating senators of the Second Polish Republic who were murdered, fell, went missing, or died during World War II and the post-war period of repression. Additionally, he will deliver speeches during both sessions.

Also, today, President Andrzej Duda will officially nominate the Prime Minister - as announced, this will be Mateusz Morawiecki. The Constitution stipulates that the President appoints the Prime Minister along with the other members of the Council of Ministers within 14 days of the first Sejm session or the acceptance of the resignation of the previous Council of Ministers, and takes an oath from the members of the newly appointed Council of Ministers.

Komorowski:

I had a better opinion of Kaczyński regarding his ability to understand his situation

- I had a better opinion of Jarosław Kaczyński regarding his ability to understand the situation he is in. He clearly has not drawn any conclusions from the lost, recently lost election and the necessity for PiS to cede power. Because he is using the same language of invective that, let's say, did not prove effective during the election campaign – stated Bronisław Komorowski in the "Morning Interview" on RMF24.

07:52

Komorowski:

Appointing Sawicki as Elder Marshal Shows the President's Growing Sense of Responsibility for Poland

- I don't think [appointing Sawicki as Elder Marshal was meant to encourage the PSL to talk to PiS]. It shows, firstly, a growing sense of responsibility for the course of affairs in Poland. If the President had appointed, I don't know, Antoni Macierewicz, or the former Deputy Marshal, there would likely have been a very serious risk that these gentlemen would concoct something in the final moments – said Bronisław Komorowski on RMF24.

07:53

Komorowski:

I Think Duda Will Try to Initiate Some Form of Cohabitation

- I think he won't [Andrzej Duda block everything]. I think he will try to initiate some form of cohabitation with the new government. In my opinion, he is also drawing conclusions, he likely has some political ambitions regarding the role played within the PiS environment, or post-PiS – stated Bronisław Komorowski on RMF24.

07:53

Komorowski:

Witek's Candidacy for Deputy Speaker is a Controversial Idea

- I don't like [Elżbieta Witek being elected to the presidium of the new Sejm]. In my opinion, it's such a provocative [idea]. She will be a candidate, about whom it is essentially known that the new parliamentary majority will not want to vote for her, and therefore PiS will be able to say: look, they didn't give us a deputy speaker. While it's known that they will get a deputy speaker without any hesitation if they nominate someone less controversial than Ms. Witek, who until recently was the Marshal and left a negative impression, at least on the opposition MPs and parliamentarians – said Bronisław Komorowski in RMF24.

07:54

Komorowski:

I hope TD, and especially PSL, will be a moderately conservative anchor in the new coalition

- I'm quite comfortable with these ideological differences [within the coalition]. Because I hope that TD, and especially PSL, will be such a moderately conservative anchor within the coalition of democratic parties – stated Bronisław Komorowski on RMF24.

07:57

Müller:

We are nominating Marshal Witek

- For now, we do not foresee such a scenario [nominating another candidate for Deputy Marshal of the Sejm]. There is no such alternative discussed at all within our parliamentary club. We are nominating Marshal Witek - stated Piotr Müller in "Rozmowa Piaseckiego" on TVN24.

08:03

Müller:

Everyone knows that forming a government with this parliamentary makeup is extremely difficult

- We will do everything possible for this to happen. Everyone knows that forming a government with this parliamentary makeup, as it is now, is extremely difficult. This is because we believe that the party which received the largest support in these elections, and because the president entrusted us with this mission, we should try [to form a government]. This is a kind of honesty towards our voters, who decided that we should hold the reins - stated Piotr Müller in "Rozmowa Piaseckiego" on TVN24.

08:09

Müller on Government Formation: The 2 Weeks + 2 Weeks Scenario is Most Probable

- I am rejecting any scenario at this moment. That is not to say that the base scenario I spoke of, which is 2+2, 2 weeks + 2 weeks, will happen 100%, but it is a scenario that results from the Constitution and is possible. I accept it as the most probable scenario, but I do not rule out that at some stage we will decide otherwise - stated Piotr Müller in 'Rozmowa Piaseckiego' on TVN24.

08:42

Biejat:

Today Leaders Will Decide on a Two-Day Sejm Session and a Resolution on Constitutional Tribunal Judges
- This is one of the government's biggest tasks, to bring order to the rule of law, and it won't be simple, as we have many accumulating problems with the Constitutional Tribunal, with the National Council of the Judiciary, with the Supreme Court. Indeed, ideas are emerging in the public sphere concerning the adoption of a resolution that would reverse the election of these substitute judges. In my opinion, this is one of the ideas for the first step. The point here is for the Sejm, by its resolution, to repeal the previous Sejm resolution - stated Magdalena Biejat in an interview with Marcin Fijołek on Polsat News's "Graffiti" program. - Before today's Sejm session, leaders will meet and make all these crucial decisions [regarding Constitutional Tribunal judges and a possible two-day Sejm session], so I, like you, am also waiting for their decision - she added.

08:43

Sawicki on Parliamentarians' Immunities: 'Certainly Limit Them'
- Certainly limit them - said Marek Sawicki in an interview with Bogdan Rymanowski on the program "Gość Radia ZET," when asked if the new parliament should abolish immunities for MPs and senators. - Immunity cannot protect an MP from any crimes, including common crimes. [...] Immunity also cannot be any kind of protection in various civil proceedings between an MP and other citizens, whereas immunity should cover political activity, meaning the MP's statements from the Sejm tribune, their direct activities related to protecting citizens' rights and interests, and parliamentary interventions - he continued.

08:44

Biejat:

Today We Are Submitting a Bill Legalizing Abortion Up to 12 Weeks of Pregnancy
My opinion on this ruling is well-known, I believe the ruling was shameful, it was a scandal. I believe it was an attempt to corner Polish women, bypassing democratic procedures. Nevertheless, the ruling exists, and unfortunately, I believe it cannot be reversed without reversing all previous rulings, and citizens' trust in the rule of law requires these rulings to be upheld. Our political task is to introduce laws that will regulate the issue of abortion – stated Magdalena Biejat in the program "Graffiti" on Polsat News. Today, we are submitting a bill legalizing abortion up to 12 weeks of pregnancy, and we are submitting a bill to repeal Article 152 of the Penal Code, which concerns punishment for assisting with abortion, so that no friend, no parent, no doctor fears they are helping – she added.

08:49

Sawicki on the Topics of His Sejm Speech: Current Realities of Democracy, 30 Years of Experience as an MP, Seeking Compromise
- I will rather address the current realities of democracy, my 30 years of experience [as an MP], and an attempt to consider what the sovereign, meaning society, expects in these elections, which is to seek paths towards compromise, reconciliation, and rebuilding community - Marek Sawicki said on Radio ZET when asked about his speech at the Sejm session.

08:54

Sawicki:

Morawiecki Will Submit His Resignation to Me
- Yes, I can say this now, Prime Minister Mateusz Morawiecki has decided that he will submit his resignation to me, not to the newly elected Marshal. There is no regulatory provision for this; there is only a provision that the Prime Minister submits the government's resignation during the first session of the Sejm. Whether he does it on the first, second, or third day, if the Sejm session is extended, it has no significance and it is not stated into whose hands - said Marek Sawicki on Radio ZET.

08:55

Biejat on Witek: If Someone Broke the Rules as Speaker of the Sejm, They Must Face the Consequences

- There are three seats for three parties, let's stick to the facts. Each of the democratic opposition clubs has one seat. I believe that PiS deserves this seat because it is the largest club, and that is natural for me - stated Magdalena Biejat on Polsat News' "Graffiti" program.

- I believe that regarding Elżbieta Witek, her candidacy is at least questionable. We are talking about Marshal Witek, who in the last term of office did not demonstrate very well when it came to adhering to the Sejm's regulations, adhering to democratic standards. Elżbieta Witek, on camera, applied double standards towards deputies depending on where they were from, blocked democratic debate, and on camera, applied an illegal reconsideration - she added.

- Ultimately, I will do what we all decide together. This is my personal opinion; I believe that if someone broke the rules while being the head of the parliamentary chamber, they must face the consequences - she continued.

09:02

Sawicki:

It would be wrong to start the term by clubs appointing candidates for key positions to each other
- I want to clearly emphasize that Poland is governed by the Constitution and there is a presumption of innocence until guilt is proven and someone is lawfully convicted by independent courts. Madam Marshal Witek faces no such accusation, no such conviction, and it would be wrong to start this jubilee, the 10th term of the Sejm, by clubs appointing candidates for important positions in the Sejm or its committees to each other. [...] If any proceedings are initiated against Madam Marshal Witek in the future, we will make appropriate decisions in the Sejm - said Marek Sawicki on Radio ZET. - Personally, I am in favour of every club represented in parliament [...] having a Deputy Marshal. Nothing will happen if there is one more Deputy Marshal - he continued, referring to the issue of a Deputy Marshal of the Sejm for Konfederacja.

09:08

Sawicki:

Miller Has the Least Right to Criticize; So Much Political Juggling, I'll Never Achieve That in My Lifetime
- I think that Leszek Miller has the least, so to speak, right to criticize, because so much political juggling as Leszek Miller has behind him, I will never achieve that in my lifetime - Marek Sawicki said in Radio ZET, when asked about Leszek Miller's words that a rotating Marshal of the Sejm is a "juggling trick".

09:10

Tusk:

We Have Reached This Day. We Waited 8 Years for This Moment

- We have reached this day. We waited 8 years for this moment. Not just us, but millions of Polish women and men, for this day when it will be possible again to watch parliamentary debates with peace and confidence, to observe the actions of democratically elected authorities. This is a special moment - stated Donald Tusk during the Civic Platform National Council meeting.

09:10

Kukiz:

I am not a Law and Justice supporter, and I never have been
- I thought we would be running under the name United Right. I am not a PiS supporter, and I never have been. By joining the PiS club, where party discipline applies, I am simultaneously condemning myself to party discipline, as this is stipulated in the regulations - stated Paweł Kukiz in an interview with Robert Mazurek on the program “Morning Conversation” on RMF FM.

09:13

Kukiz Asked If He Will Vote for Hołownia's Candidacy for Sejm Marshal: 'I Will Need to Discuss This Further'
- I will need to discuss this further [whether I will vote for Szymon Hołownia as Sejm Marshal] with Marek Jakubiak and [Jarosław] Sachajko, because they are members of the Kukiz'15 parliamentary club. We need to discuss this with our friends from Law and Justice, and that's it, then a decision will be made - stated Paweł Kukiz on RMF FM.

09:14

Kukiz:

Hołownia Fails to Realize the Role of Sejm Marshal is a Suicide Mission
- It seems to me that Hołownia doesn't realize that aspiring to this role [Sejm Marshal] is Hołownia's suicide mission, but that's his own business - stated Paweł Kukiz on RMF FM.

09:15

Tusk:

The Nation Has Done Its Part, Now Its Representatives Must Fix Poland

- The voters won these elections. You have received your mandates from them, but now they are entrusting us with very specific, hard work. The nation has done its part, and now its representatives must fix the Republic of Poland, its representative bodies, its procedures, and heal democracy. And no one will absolve you of this duty – stated Donald Tusk during the Civic Platform National Council meeting.

09:15

Kukiz:

I will vote to keep the PiS government, despite all my reservations about what has happened
- I will vote to keep this government, to keep the right-wing option, the patriotic option, despite all my reservations about what has happened in various institutions, State Treasury companies, this nepotism, pride, buffoonery, arrogance and so on. I believe that the choice between plague and cholera is nevertheless unambiguous. I will certainly vote for the right-wing option, and there is no doubt about it - stated Paweł Kukiz on RMF FM. - I will vote for the worldview option that is closest to me, and the right-wing option is closest to me. I am not an extreme liberal - he continued. - I will vote for a Prime Minister who represents a right-wing view, it's simple. If the opposition had put forward some right-wing candidate, if such a one existed, then perhaps I would consider whether not to vote for their candidate - he added.

09:17

Kukiz on Kaczyński's Speech: The Form Was Korwin-like, Too Radical
- I listened to Jarosław Kaczyński's speech the day before yesterday. While I largely agree with the diagnosis of the situation itself, I found the form of that speech to be too radical at certain moments, what I would call, Korwin-like. I'm not saying Kaczyński is like Korwin, I'm just saying it was too radical. You won't gain an electorate by absolutely insulting the electorate of the other side - stated Paweł Kukiz on RMF FM.

09:20

Sawicki on Abortion: My Impression is that The Left and Civic Coalition Want to Play This Card Until at Least the Presidential Elections. We Propose a Shorter Path
- I just want to clearly state that regarding the Constitutional Tribunal, Law and Justice also annulled previous resolutions, even though the Sejm had already respected rulings of the Tribunal on this matter. No, we do not want to follow PiS's path, but in this specific case, it is a constitutional way out. However, regarding the abortion compromise, I would encourage us to follow the path proposed by my political environment, that is, Third Way broadly understood [...] let's return to the law from 1993, perhaps modified, adopt it in the Sejm, we have the appropriate majority for it, and since there is also a presidential project, we can consider the presidential project - said Marek Sawicki on Radio ZET. - I think so [the president would sign the re-enacted abortion compromise] [...] every newly enacted law, until the Constitutional Tribunal rules on it, has a presumption of constitutionality. [...] Considering the fact that we are dealing today with two proposals to ease abortion restrictions, I have the impression that both The Left and Civic Coalition wish to play this card at least until the presidential elections, rather than resolve this issue. We propose a shorter path, where through an abortion compromise, followed by a referendum, this can be settled in one year. If it is truly as The Left and Civic Coalition claim, that 80% of society supports their concept, then why are they afraid of a referendum - he continued.

09:20

Tusk:

Dispute over Candidates Who Flagrantly Violated Good Manners Has Become the Essence of a Crawling Attack on Democracy

- In the last few hours, a discussion has flared up concerning not the Marshal of the Sejm, as that did not evoke any fundamental emotions, but the Deputy Marshals of the Sejm. In short, the dispute around these potential candidacies, which have become notorious in recent years for circumventing rules, regulations, and violating good manners, has in a sense become a personal symbol, and also the essence of this crawling attack on democracy, which we have witnessed, and in a sense, been victims of during these 8 years of PiS rule - stated Donald Tusk during the Civic Platform National Council.

09:24

Tusk:

If Witek's candidacy is confirmed, it will be the first test for all democrats

- If it is confirmed that Marshal Witek will run, then this will be the first trial, the first test for all democrats who take their seats today. It is not easy and not pleasant. To stand firmly on the side of truth, on the side of principles. Do not expect any reward or applause for this, but the matter is of absolutely fundamental importance – stated Donald Tusk during the National Council of Civic Platform (PO).

09:27

Sawicki:

No Polish Politician Has Federalized the EU Like Kaczyński
- No Polish politician, apart from Jarosław Kaczyński and Law and Justice, has federalized the European Union in such a way. Jarosław Kaczyński negotiated the Lisbon Treaty, Lech Kaczyński signed it. Issues of financial federalization, meaning common taxes, common loans, debt mutualization, payments [dependent] on vaguely defined rule of law – all of this was approved by PiS, and in the name of PiS, by Prime Minister Mateusz Morawiecki. So, politician Jarosław Kaczyński, who backed federalization, is today frightening us by claiming we supposedly face a loss of sovereignty. This is truly dishonest – Marek Sawicki said on Radio ZET.

09:28

Tusk:

Hitler and Stalin Cared About the Appearance of Legality in Their Actions

- Democracy protects nations from violence, from war, from a minority imposing its will by force on a majority. Sometimes in democracy, Europe's history knows these events and paid the highest price for them. We know these cases where legitimate, elected people, parties holding power, used the very mechanisms of democracy, the principle of legality itself, against the essence of democracy. These are the worst chapters in Europe's history. You know how much Hitler and Stalin cared about the "legality" or the appearance of legality in their actions - stated Donald Tusk during the Civic Platform National Council meeting.

09:28

Tusk:

There is no democracy when even democratically elected authorities are unaccountable

- Today must be the first moment when we must very clearly say – we have not forgotten this, we will draw consequences from it. There is no democracy when even democratically elected authorities are unaccountable. If people see that in Poland democracy means that one can do a lot of harm, strike at the very heart of democracy, and then everyone will pretend that nothing happened, we would be starting these 4 years, which are meant to be and will become, I am deeply convinced, one of the most beautiful chapters in the history of the Republic of Poland, in the worst possible way – stated Donald Tusk during the Civic Platform (PO) National Council meeting.

09:29

Tusk:

No Room for Compromise with Evil

- There is no room for compromise with evil. There is no room for compromise with people who break the rules. We will build a compromise, just as we built a wise and, surprisingly quickly achieved, compromise that cemented different parties for this future coalition – stated Donald Tusk during the National Council of Civic Platform.

09:34

Tusk:

Difficult Months Lie Ahead

- Difficult months lie ahead. I don't need to, and I won't, overwhelm you today with these obvious facts that are causing concern worldwide. The geopolitical situation will be as difficult in the coming months, and perhaps years, as it is today, or perhaps even more so. War is not an abstraction and it is not a history lesson - stated Donald Tusk during the Civic Platform National Council meeting.

09:37

Tusk to Kaczyński: The Era of Political Terror and Poison in Public Life is Ending Because You Lost
Jarosław Kaczyński, as he steps down from the political stage after these elections, a few dozen hours ago, said that terror will reign in Poland and the country will be poisoned, this is a more or less literal quote. Jarosław Kaczyński, the era of political terror and poison in public life is ending because you lost – stated Donald Tusk during the National Council of Civic Platform (PO).

09:46

Tusk Announces KO Candidates for Deputy Speakers of the Sejm

- I will be recommending that we elect MPs Monika Wielichowska and Dorota Niedziela as Deputy Speakers of the Polish Sejm - stated Donald Tusk during the National Council of Civic Platform. The candidate for Deputy Speaker of the Senate is Rafał Grupiński.

09:50

Tusk:

I Expect Toughness, Courage, and Extraordinary Determination from You in the Fight to Restore the Proper Standing of Institutions Like Local Government, Free Courts, and Free Media

- This task not only requires our constant concentration, but there are also tasks ahead of us. These also demand full mobilization at the local government level. Rebuilding local government is as important as rebuilding Polish democracy. It is no coincidence that free media, local government, the constitution, and free courts were the institutions, the values, that PiS attacked from the very beginning with extraordinary ruthlessness. That is why I will expect toughness from you, not ruthlessness, but toughness, courage, and extraordinary determination in the fight to restore the proper standing, the proper meaning of such institutions as local government, free courts, and free media. You cannot slow down here for a moment. You cannot step back a single step – stated Donald Tusk during the Civic Platform National Council meeting.

10:22

Płażyński:

We Lacked 2% to Govern Because We Focused Too Little on Presenting Our Vision for Poland. We Focused Mainly on Tusk and Civic Platform.
- It seems to me that we lacked that 2% to govern precisely because we focused too little in the last two weeks of the campaign on presenting the vision for Poland that we have [...] for some reason, we really focused mainly on Tusk and Civic Platform, on how they governed in the last two weeks of the campaign, which is important, but that should be, in my opinion, one leg [...] but the natural second leg is to show, in turn, how it is now and what exactly we want to do in four, in eight years - said Kacper Płażyński on Radio Wnet.

10:42

Kaczyński on PiS Candidate for Deputy Speaker: We Will Not Nominate Anyone Other Than Witek

- We will not nominate anyone other than Elżbieta Witek. This is an undertaking completely contrary to the practice hitherto applied. We will not reconcile ourselves with such a situation - said Jarosław Kaczyński when asked by a Polsat News reporter about the PiS candidate for Deputy Speaker of the Sejm.

11:05

Kaczyński to Journalists: The State Has Its Own Knowledge, and I Have Mine

- It is not known whether [Morawiecki's attempt to form a government] is doomed to failure. The state has its own knowledge, and I have mine - stated Jarosław Kaczyński in a conversation with journalists in the Sejm.

11:17

Sasin:

I Remember Moments in Polish History Where Natural Coalitions Formed, Only for Completely Different Governments to Emerge Later
I remember moments in Polish history where natural coalitions formed, only for completely different governments to emerge later. Not to look too far, but in 2005, for instance, there were coalition talks that ended the way they did. The period of discussions about forming a parliamentary majority is still ahead of us, if – and I think this will be the case – the President upholds his announcement and designates Mateusz Morawiecki as Prime Minister. The Prime Minister will then undertake this mission and attempt to form such a majority, but what happens next, time will tell – stated Jacek Sasin in a media statement.

11:17

Sasin on Kukiz: It's Not Like We're Completely Parting Ways
Well, he's not really leaving, because Paweł Kukiz didn't join the club, so there's nothing to leave from for now. Paweł Kukiz is a politician who ran on the Law and Justice ticket, but he is not a member of Law and Justice, he did not act within Law and Justice. Certain ideological and programmatic similarities, convergences united us. If Paweł Kukiz believes that he will be able to better fulfill his mission in the format he has announced, then well, it must be respected, but as I said, he is not leaving the club – stated Jacek Sasin in a media address. From what I've heard from Paweł Kukiz's statements, he announced that he will be close to Law and Justice, he will support us, so I think it's not like we're completely parting ways – he added.

11:18

Sasin on Witek's Non-Selection as Deputy Marshal: It Would Be a Very Bad Start to the Term

- Regarding the candidacy of Marshal Elżbieta Witek, it would be a breach of democratic principles that exist in the Sejm, which state that each parliamentary club delegates its own candidates. I see no reason why such a vote should take place. It would be a very bad start to the term, foreshadowing certain standards - stated Jacek Sasin in a statement to the media.

11:33

The Left Submits Two Abortion Bills to Parliament
- In line with our declaration, with the resolution of the National Council of Nowa Lewica, we are fulfilling our commitment. We are coming to the Sejm today with two draft bills: a draft to liberalize abortion law, which is in fact the fulfillment of our electoral promises. Legal, safe, free, and accessible abortion up to 12 weeks without stating a reason, including pharmacological abortion - said Katarzyna Kotula at a press conference. - We are also submitting a second bill that allows for the decriminalization of abortion and assistance in abortion. [...] We are submitting this second bill for the second time; it has been slightly modified. The aim is that [...] anyone who helps a pregnant person in need of an abortion will not be dragged through the courts and put in prison. The aim is also to remove this fear from doctors, so they are not afraid to help women who need abortions - said Anna Maria Żukowska. - The issue of liberalizing abortion law, of legalizing abortion, was not included in the coalition agreement, but at the same time, all leaders declared that they want to work out solutions to improve the situation of women in Poland here, in parliament. So, starting today, we are commencing work on them; there's no time to wait, not even a single day. We want to start working today on creating a majority in the Sejm and the Senate for these solutions. Starting today, we are beginning to persuade our partners from other coalition groupings about this [...]. We assure you that we will do everything to ensure that at least one of these [bills], but preferably both, are passed during this term - said Magdalena Biejat.

11:38

Kotula on Left's Abortion Bills: I Hope the New Sejm Marshal Agrees to Meet and Discuss These Laws
- We will approach the new [Sejm] Marshal with a request to proceed with these [abortion] bills. I hope the new Marshal, most likely Szymon Hołownia, will agree to meet with us, to discuss these laws, and the broad social consultations [...]. We want to say goodbye once and for all to the 'freezer' that was misused by the United Right over the last four years - said Katarzyna Kotula at a press conference.

11:53

Kaczyński on Tusk: He behaved like a complete lout

- And how much arrogance was there, such unprecedented vulgarity, German vulgarity from Civic Platform? - stated Jarosław Kaczyński in a conversation with journalists in the Sejm.

- And excuse me, but isn't beating wives, drinking, etc., an insult? And who said that, if not Tusk? Yes, of course, about wives in general. He behaved like a complete lout - he continued.

12:18

Duda:

Democracy in Poland Has Never Been Stronger

- Democracy in Poland has never been stronger. It is undoubtedly the strongest in our entire history. Of course, we Poles do significantly differ in many matters of opinion, and we will continue to do so. We often engage in heated disputes, and we will likely continue to do so, as this is the nature of democracy. However, the most important thing is that we resolve these disputes at the ballot box, and that is precisely the essence of democracy - stated President Andrzej Duda in the Sejm.

12:23

Duda:

Mutual respect should be demonstrated by each parliamentary club having its own representative in the Sejm Presidium

- I would also like to appeal to you from this place to respect each other. A manifestation of this mutual respect, and also towards the voters, should be the fact that every parliamentary club, every one, even the smallest, will have a representative in the Sejm Presidium designated by itself. This should be a good and constant parliamentary custom - stated President Andrzej Duda in the Sejm.

12:25

Duda:

Unfortunately, those in power, regardless of their political option, too often forget this obvious fact

- It is worth remembering that in a democracy, those who hold power today or will hold it tomorrow will eventually find themselves in opposition. Unfortunately, those in power, regardless of their political option, too often forget this obvious fact - stated President Andrzej Duda in the Sejm.

12:26

Duda:

Poland is Our Shared, Great Commitment

- We should appreciate the last 30 years of freedom, when we can finally fully decide for ourselves, about the most important matters for Poland, about the direction in which our homeland will develop. The great dream of entire generations of Poles has come true and is being fulfilled before our eyes. This dream is today a great commitment for us. Poland is our shared, great commitment – stated President Andrzej Duda in the Sejm.

12:29

Duda:

I Declare Readiness to Cooperate with the Newly Elected Parliament

- As the President of the Republic, I declare my readiness to cooperate with the newly elected parliament. My most important message from the very beginning of my term in office, since 2015, has been and continues to be cooperation, and once again, cooperation on matters most important to Poland. The doors of the Presidential Palace are always open to all who are willing to undertake such cooperation – stated President Andrzej Duda in the Sejm.

12:33

Duda:

I will stand guard over the most important achievements of the last 8 years. These have been good 8 years for Poland and for Poles.
I would like to clearly state that I will stand guard over the most important achievements of the last 8 years. These have been good 8 years for Poland and for Poles. With a positive balance, during which, despite dramatically difficult challenges such as the crisis caused worldwide by the coronavirus pandemic and Russian aggression against Ukraine, we managed to maintain the stability of the financial system, our currency, and managed to preserve jobs - stated President Andrzej Duda in the Sejm.

12:34

Duda:

I Will Not Agree to Any Attempts to Limit, Undermine, or Question the President's Constitutional Powers

- I will not agree to any attempts to limit, undermine, or question the president's constitutional powers - stated President Andrzej Duda in the Sejm.

12:36

Duda:

I Will Not Agree to Any Circumvention or Bending of the Law

- The constitutional order must be maintained. I will not agree to any circumvention or bending of the law. I have always defended and will continue to defend the two most important Polish values, for which generations fought - freedom and solidarity - stated President Andrzej Duda in the Sejm.

12:37

Duda:

I Invite Everyone to a Coalition of Polish Affairs; I Will Act in This Spirit Until the End of My Presidency
Before the 2020 elections, I appealed to build a coalition of Polish affairs around the most important issues for Poland, such as family, security, work, investments, and the dignity of Poland and Poles. I want to state clearly from this place that such a coalition of Polish affairs is still very much needed by Poland. It could be a governing coalition, though it doesn't have to be; it could take the form of a broad parliamentary coalition focused on key issues for Poland. I would like it to also be a coalition comprised of local government officials, social and non-governmental organizations, and everyone for whom the good of our homeland lies particularly deeply at heart. I invite everyone to join the coalition of Polish affairs, and I will act in this spirit until the end of my presidency – stated President Andrzej Duda in the Sejm.

12:43

Duda:

I Won't Hesitate to Use Presidential Veto or Refer Bills to the Constitutional Tribunal. The Political Camp I Come From Has Learned This Many Times
If I deem that a particular solution raises serious substantive or legal concerns, I will not hesitate to use the presidential veto or refer a bill to the Constitutional Tribunal. The political camp I come from has learned this many times, even in relation to high-profile, media-covered bills over the past 8 years – stated President Andrzej Duda in the Sejm.

12:43

Duda:

A Presidential Veto Cannot Be an Excuse for Failing to Fulfill Promises

- However, I would like to state clearly to all political formations from this place. A potential presidential veto cannot be an excuse for failing to fulfill your announcements and electoral promises. I take my words extremely seriously, and you too have made promises to Poles; I very much ask you to fulfill them - stated President Andrzej Duda in the Sejm.

12:48

Duda:

I Would Like to Repeat the Handshake Gesture After My Speech

- Just as in 2019, so today, after concluding my speech, I would like to repeat the gesture of shaking hands with all of you MPs, by symbolically extending my hand to those seated in the front rows of the Sejm. Let this be a symbolic end to the campaign period, let it become a good tradition in our parliament. Let us begin every first sitting of a new Sejm with a handshake - stated President Andrzej Duda in the Sejm.

12:49

Sawicki:

On behalf of us all, I extend thanks to Polish women and men who fulfilled their civic duty by participating in the parliamentary elections
- As the senior marshal, on behalf of all of us, the newly elected members of parliament, I extend thanks to Polish women and men, both at home and abroad, who, with great commitment, and at times with sacrifice, fulfilled their civic duty by participating in the parliamentary elections, thereby empowering us and obligating us to take care of the common good, the Republic - said Marek Sawicki during the Sejm session.

12:51

Sawicki:

I hope the new term will allow us to rebuild a sense of national community

- I express the hope that the new term will allow us to rebuild, starting with ourselves, a sense of national community, which so many voters opted for – said Marek Sawicki at the Sejm session.

12:54

Sawicki on President's Words: They Offer Hope That Respect for the Principle of Cooperation Between Authorities Will Allow Poland to Be Changed According to the Nation's Expectations

- I thank Mr. President Andrzej Duda [...] for his words, which offer hope that respecting the constitutional principle of cooperation between authorities will allow us to change Poland according to the nation's expectations - said Marek Sawicki during a Sejm session.

13:00

Sawicki:

Let's Strive for Our Country to Return to the Vanguard of European Values
- The format of our presence in the European Union, negotiated 20 years ago, has given current and future generations the opportunity for social and economic development. Let us therefore strive for our country to return to the vanguard of European values, which, rooted in Christian heritage and inspired by the traditions of Athenian democracy and Roman law, constitute a solid foundation for rebuilding and strengthening the community of nations, a Europe of homelands - said Marek Sawicki at a Sejm session.

13:04

Sawicki:

Let Alleged Constitutional Contradictions with EU Treaties Not Be an Obstacle
- Let not alleged contradictions between the Polish Constitution and the treaties establishing the European Union, as formulated within the walls of the Constitutional Tribunal, be an obstacle in these efforts [to fully participate in European prosperity] - said Marek Sawicki at a Sejm session.

13:07

Hołownia:

Adjournment of the session will definitely happen

- I myself proposed [the resolution concerning substitute judges], so I am not thinking about having another day of the session. It's just that we won't manage to do everything today. Tomorrow we will have to meet again, and probably next week again, to fulfill all the duties that the constitution and the Sejm's rules impose on us. So, the [session] will definitely be adjourned – said Szymon Hołownia in the Sejm.

13:08

Sawicki:

I Appeal for the Challenge of Restoring the Rule of Law to be Undertaken with Respect for the Principle of Legality
- There are two foundations upon which the activity of any authority, and especially of parliament, should be based: the rule of law and human dignity. I appeal that the challenge articulated by the parliamentary majority to restore and strengthen the rule of law be undertaken and implemented with respect for the principle of legality - said Marek Sawicki at the Sejm session.

13:16

Sawicki:

I Am Convinced We Will Restore Proper Relations Between the State and Churches
- I am sure that honest intentions to heal Poland's state structure will find support and allies among representatives of all political forces in parliament. I trust that we are able to collectively remember and appreciate the merits of the Catholic Church and other churches on our path to regaining the homeland's sovereignty in 1989, their engagement in building the nation's patriotic spirituality, and their charitable and welfare activities - Marek Sawicki said at a Sejm session. - I understand those who believe that in recent years, the line defined in the provisions of the Constitution and the Concordat [...] differentiating the spheres of intervention between state politics and the Church's mission has been violated, sometimes causing a sense of grievance or a sense of abuse. However, I am convinced that with respect for the principles of a democratic state's functioning, we will be able to restore proper relations between the state and the churches operating in Poland, guaranteeing respect for religious freedom for all believers, and a worldview-neutral character for public institutions - he continued.

13:18

Sawicki:

Europe is Undoubtedly Capable of More Empathy
- Today's Europe is undoubtedly capable of more empathy directed towards distributing food surpluses to our brethren in the further corners of the world who need it, while simultaneously stabilizing the situation in local agricultural markets - said Marek Sawicki during a Sejm session.

13:25

Sawicki:

Let's Remove the Barriers Dividing Us from Those Who Chose Us
- In exercising legislative powers, let us open ourselves to cooperation with experts from the world of science and economy, and with civil society institutions. Let's remove the barriers that divide us from those who elected us, and from the journalists serving them. Let's listen to the nation, not only in the daily context, in parliamentary offices, in social consultations, but also on the most important matters, by honestly resorting to the institution of a referendum - said Marek Sawicki at a Sejm session.

14:11

Morawiecki:

There are several common denominators connecting PiS with the Third Way – including the issue of the border wall with Belarus
The MPs of the Third Way and the Left will also soon have to make decisions, likely about another attempt to impose mandatory relocation of illegal immigrants on us. And here [in the Sejm], I believe, is another common denominator that connects us PiS with the majority of Third Way MPs, and not only. Namely, when that madness from the West passed, which turned out to be temporary. We faced an even more serious, very real blow. An attack from the East. This is Lukashenko's attack, commissioned by Putin, who artificially brought in and instrumentalized tens of thousands of migrants from the Middle East. And we built a wall that was supposed to take 3 years to build – stated Mateusz Morawiecki in the Sejm.

14:11

Morawiecki Invites to a "Coalition of Polish Affairs"

- We obviously have a period of government formation ahead of us now, and I want to invite everyone to precisely such a coalition as the President spoke about. A coalition of Polish affairs, which will take care of social matters, national security, sovereignty, but also of the great projects that we have initiated - stated Prime Minister Mateusz Morawiecki in the Sejm.

14:19

New PO Spot:

The Era of Scammers is Over, Accountability is a Matter of Time.

Today, Mateusz Morawiecki is submitting his government's resignation. The era of scammers has come to an end – this is the message of a new Civic Platform (PO) spot published on social media on Monday.

- Lack of KPO (Recovery Plan for Poland) funds, billions for TVP (Polish Public Television), hell for women, 70 million for elections that have already taken place, an assault on the courts, the visa scandal, the “Willa Plus” scandal, the SKOK scandal, the grain scandal, the email scandal – the narrator lists.

- On October 15th, Poles stopped the reign of scammers. This is the end of PiS’s rule, and accountability is only a matter of time – it is emphasized.

The spot concludes by recalling Donald Tusk’s words from the post-election meeting in Jagodno, Wrocław: “They are no more.”

14:25

Morawiecki:

I Apologize Again for Stumbles and Mistakes, and Propose a Coalition for Polish Affairs

- Thank you very warmly for all that has been achieved. Once again, I apologize for the stumbles and mistakes of the last 4 years, and I propose a coalition for Polish affairs. Poland is worth it, let's fight for Poland – stated Prime Minister Mateusz Morawiecki in the Sejm.

14:29

Morawiecki:

We Are and Will Remain an EU Member
We are and will remain a member of the European Union. We are a country that strongly asserts its presence at the European Union level because we defend Polish interests. We don't want pats on the back; instead, we defend our interests, and that's why, although we differ on so many issues, we often fail to notice that there are indeed these very topics I mentioned that unite us. I at least hope so. I think this could be a decalogue of Polish matters, the most important for maintaining our rapid development path. Our catching up with the richest, because we have caught up with them very quickly in the last 8 years - stated Prime Minister Mateusz Morawiecki in the Sejm.

14:57

PKO BP Analysts: Current Account Balance Surprises Positively
The current account balance for September was a positive surprise – in the month, a surplus of EUR 394 million was recorded on the current account (PKO: -EUR 327 million, consensus: +EUR 125 million), compared to a deficit of EUR 299 million in August. On the goods account, we had our 9th surplus this year – exports fell by 4.3% year-on-year, while imports fell by 14.8% year-on-year. In rolling year terms, the surplus increased to 0.6% of GDP, from 0.3% of GDP after August. For the first time since September 2021, a goods surplus appeared in a 12-month perspective, equal to 0.2% of GDP. In our opinion, this is not the end of external balance improvement – by the end of the year, the current account surplus will exceed 1% of GDP – claim PKO BP analysts.

15:18

265 to 193: Sejm Elects New Marshal

Szymon Hołownia has been elected the new Marshal of the Sejm, with 265 MPs voting in favour of his candidacy. Elżbieta Witek received 193 votes.

15:25

Hołownia Announces the Removal of the Parliamentary "Freezer" and Barriers

- The "freezer" will be dramatically removed from the Marshal's office. The police barriers that disfigure the Sejm will disappear, as enough barriers have already been erected between us - stated Szymon Hołownia in the Sejm.

15:26

Hołownia:

Politics is not violence. Politics is care.
- Politics is not violence. Politics is care. This chamber is not an octagon from an MMA gala, it is a place for meetings and conversation. Poles, with this enormous turnout, have told us very clearly: enough of what was. Not only the party is to change, but politics itself. It started to go wrong from the Sejm, and its repair must also begin from the Sejm – said Szymon Hołownia during a Sejm session.

15:27

Hołownia:

Parliament will not be anyone's rubber stamp
The Sejm of the Republic of Poland will never again be a point of service for the government, it will not be anyone's rubber stamp - stated Szymon Hołownia in the Sejm.

15:29

Hołownia:

I will propose to the presidium that at the beginning of each session, we have a series of questions from leaders of parliamentary clubs and caucuses to the government.

- I want to reassure the esteemed members of parliament that there will no longer be a need to pretend to have a formal motion, because it will be possible to speak normally. I will propose to the presidium that at the beginning of each session, we have a series of questions from leaders of parliamentary clubs and caucuses to the government, to ministers, so that this communication is streamlined and the dignity of this chamber is not compromised – stated Szymon Hołownia in the Sejm.

15:30

Hołownia:

In the coming days, I will invite the longest-serving parliamentary journalists to help me wisely reopen the Sejm for them again.
In the coming days, I will invite the longest-serving parliamentary journalists to help me wisely reopen the Sejm for them again. We will reinstate press breakfasts with the Marshal, regular briefings – stated Szymon Hołownia in the Sejm.

15:32

Hołownia:

Parliament Will Not Be a Haven for Criminals, a Breeding Ground for Corruption, or a Platform for Contempt
- Parliament will not be a haven for criminals, Parliament will not be a breeding ground for corruption, Parliament will never again be a platform for contempt - said Szymon Hołownia during a Sejm session.

15:33

Hołownia to Duda: After This Vote, No One Can Doubt There is a Majority Ready to Take Responsibility for the Country

- Mr. President, after this vote, no one can doubt that there is a majority in this Sejm ready to take responsibility for the country - stated Szymon Hołownia in the Sejm.

15:36

Hołownia:

Parliament Will Not Be Another Arena for Devastating Polish-Polish War
- Parliament will not be another arena for a devastating Polish-Polish war. Here, all MPs, whether from the ruling coalition or the opposition, will once again be bound by the same standards, and the Speaker's role will be to ensure fair play - said Szymon Hołownia during a Sejm session.

15:59

Hołownia:

I have serious doubts regarding Witek's candidacy
Regarding Elżbieta Witek's candidacy, I have serious doubts. If she is nominated, I will certainly express these doubts in a manner befitting a new Sejm Marshal. However, concerning the vote of the entire democratic coalition, I would very much ask for it to be consistent. Please give us time to make these final arrangements, as the situation is dynamic. We did not anticipate Elżbieta Witek's candidacy for Marshal; she was nominated, and this somewhat alters the entire political landscape of today. But this will be resolved in a few hours - stated Szymon Hołownia at a press conference.

16:01

Hołownia:

Two or Three Commissions to Be Constituted This Week

- All projects that meet legislative requirements will be processed in their due order, however, for this to happen, parliamentary committees must be constituted. Once parliamentary committees are in place, bills can be processed. We will do everything to ensure they are constituted quickly. In my opinion, there is no chance this week; two or three commissions will be constituted this week, I think - stated Szymon Hołownia at a press conference.

16:02

Hołownia:

I Still Stand by My Position That the Sejm Presidium Should Be Expanded by One Deputy Marshal

- I have spoken on this matter many times and I still stand by that position. I believe that the Sejm presidium should be expanded by one deputy marshal so that every parliamentary club in this Sejm has the opportunity to have its representative there - stated Szymon Hołownia at a press conference.

16:36

Duda to Senators: You Are Taking on Shared Responsibility for the State of Our Nation
- By committing to diligently and conscientiously fulfill your duties to the nation, to safeguard the sovereignty of the homeland and the welfare of citizens, and to observe the legal order of the Republic of Poland, you are taking on shared responsibility for the state of our nation. For the content and quality of its laws, for its dignity, strength, security, and prosperous development, for the quality and durability of the bonds connecting Poles at home and abroad – said President Andrzej Duda during the inaugural session of the Senate of the 11th term. - I wish that the awareness of the importance of this task motivates you to diligent work in the plenary hall, in committees, and in electoral districts, as well as in direct contact with voters. I wish that you perform it in a way that will bring the Senate due prestige and authority, built thus far by your predecessors, among whom were many of the most distinguished personalities of Polish public life in recent decades – he continued.

17:13

Tusk:

I Dedicate This Result to President Duda and the (Reluctantly) Departing Prime Minister

- 265 to 193. I dedicate this result to President Duda and the (reluctantly) departing Prime Minister – Donald Tusk wrote on Twitter.

17:22

Błaszczak:

Rejecting Our Candidate Will Show Those Full of Democratic Rhetoric Don't Actually Respect Democratic Principles
We remind you that Marshal Witek, who is our candidate for the position of Deputy Marshal of the Sejm, was the longest-serving Marshal in the Sejm of the Third Republic, holding her office longer than any other Marshal in the Third Republic. The opposition never filed a motion to dismiss Marshal Witek. Marshal Witek possesses a high personal culture and is undoubtedly someone who honorably represents both her voters and the Law and Justice parliamentary club. We are stating this directly: rejecting our candidate will only demonstrate that those who have their mouths full of phrases about democracy actually do not want to abide by the principles of democracy – stated Mariusz Błaszczak in the Sejm.

17:42

Błaszczak:

We Will Not Nominate Other Candidates for the Sejm Presidium

- It is inadmissible that a parliamentary club is told who will represent that club in the Sejm presidium. Our candidate is Marshal Elżbieta Witek, we will not nominate other candidates - stated Mariusz Błaszczak in the Sejm.

17:54

Budka:

KO Club Will Refuse Support for Candidates Undermining Democratic Principles in the Chamber

- For obvious reasons, the KO Club will refuse to support those candidates who undermine the principle of democratic rules in this chamber, and I would like this to be a clear statement for everyone who will be making decisions on this matter - stated Borys Budka in the Sejm.

18:45

Kaczyński on the Opposition: It Was Incredibly Vulgar and Rude

- She was insulted in an incredibly brazen manner [Elżbieta Witek]. She was a very good Deputy Marshal. The opposition was total, it spoke of itself, it broke all the rules of democracy, and moreover, it was incredibly vulgar and rude - stated Jarosław Kaczyński in a media statement.

18:55

Senate Elects Speaker

66 senators voted for the candidacy of Małgorzata Kidawa-Błońska, and 33 senators voted for the candidacy of Marek Pęk.

19:46

Sejm Elects Deputy Speakers; Witek's Candidacy Fails

Members of Parliament have elected Dorota Niedziela, Monika Wielichowska, Włodzimierz Czarzasty, Krzysztof Bosak, and Piotr Zgorzelski to the positions of Deputy Speakers of the Sejm. Elżbieta Witek's candidacy was defeated in the vote, meaning the PiS parliamentary club – at least for now – will not have a Deputy Speaker.

19:46

Kaczyński:

You try to present yourselves as the democratic opposition, but you have the same right to do so as the democratic bloc of the 1940s. Yet even they, at least formally, didn't declare they would abolish the Polish state.

- Madam Marshal Witek served as Marshal of the Sejm for over 50 months, and it was a truly exceptionally difficult time due to the fact that the opposition declared itself a total opposition, and not only declared it but unfortunately also was a total opposition. Consequently, we witnessed an unprecedented level of aggression, rudeness, and vulgarity here in the Sejm, and Madam Marshal endured it all with angelic patience and immense culture. Even this alone is a sufficient reason to elect her to this position. I'm not even mentioning the general rules that should apply in a normally functioning parliament. However, as you know, you apply the principle of inverting meanings, words, and situations. You constantly try to present yourselves as the democratic opposition, but you have exactly the same right to do so as the democratic bloc of the 1940s. And today, you are even going further than they did, because they, at least formally, did not declare that they would abolish the Polish state. And that is all I have to say - stated Jarosław Kaczyński in the Sejm.

19:54

Sejm Adjourns Until Tomorrow
- The plan is now to adjourn the Sejm proceedings until tomorrow, November 14th, at 4:00 PM. I say 'plan' and not 'order' because this will be a decision of the Sejm Presidium - informed Szymon Hołownia.

20:02

Komorowski:

The President's Decisions Regarding the Senior Marshals of the Sejm and Senate Guaranteed Calm in this Difficult Power Transition Process

To some extent, yes [it was a surprise that Marek Sawicki became the senior marshal]. Although I myself mentioned it in some interviews. Who the president designates as senior marshal will say a lot about the president's intentions. Because designating, for example, Macierewicz or designating, for example, Mr. Terlecki would essentially be an invitation to a brawl. And designating Mr. Marek Sawicki, in my opinion, as well as the senior marshal of the Senate, who is associated with PiS but is a different kind of person. These are decisions that essentially guarantee the maximum possible calm in this always difficult process of power transfer – stated Bronisław Komorowski in the program "Gość Wydarzeń” on Polsat News.

20:03

Komorowski:

Hołownia Fits the Role of Sejm Marshal Like a Glove

- I think it was a very fortunate decision to choose Szymon Hołownia for the marshal's position. So, if you're asking about my impressions, he fits the role of marshal like a glove, because he is brilliant. He is also quick in his reactions and speeches – said Bronisław Komorowski in Polsat News.

20:04

Komorowski:

The President's Cohabitation Idea Came Quite Late, and It Will Be Perceived as a Declaration Made Out of Fear or Necessity. But I Would Still Take It as a Good Sign.

- The President's idea for cohabitation has been presented quite late, and it will be perceived as a declaration made somewhat out of fear, or out of necessity. But even so, I would take it as a good sign. As a good sign, because the worst thing that could happen to Poland is a permanent crisis in the relations at the top of the Polish state's power, which has already happened once – the dispute over the plane, the dispute over the chair – stated Bronisław Komorowski on Polsat News.

20:24

Kierwiński:

We abstained from voting on Bosak's candidacy. His views are not something that qualifies him to be Deputy Speaker of the Sejm
- We abstained when it came to Mr. Bosak, because Mr. Bosak's views, including his behavior last Saturday, were not something that, in our opinion, qualifies Mr. Bosak to be Deputy Speaker of the Sejm - said Marcin Kierwiński in an interview with Monika Olejnik on "Kropka nad i" TVN24.

20:33

Morawiecki Nominated for Prime Minister. Duda: I Will Repeat This Endlessly - These Were 8 Good Years for Poland
Yes, Mr. Prime Minister, I will repeat this once more and I will repeat it endlessly. In my deepest conviction, these were 8 good years for Poland. You were in the government for the entire 8 years, you held the office of Prime Minister for 6 years, and before that you were Minister of Finance and Deputy Prime Minister. Please also convey my heartfelt thanks to Mrs. Prime Minister Szydło - stated President Andrzej Duda during the ceremony of nominating Prime Minister Mateusz Morawiecki for the position of Prime Minister. - I believe that the Prime Minister will form it [the Council of Ministers], as we discussed here, as he assured me, he will find a majority that will support the new Council of Ministers in the Sejm and will be able to continue the development of the Republic of Poland through an agreement not only within the United Right, but in a broader parliamentary agreement - he continued to speak.

20:36

Kierwiński:

We Voted Against Witek and Will Continue to Do So if This Candidacy is Repeated
- There can be no agreement on having a person in the Sejm's presidium who has destroyed Polish democracy, who has broken democratic standards, the Polish Constitution, and is a PiS symbol of the destruction of public debate. That is why we did not vote, we voted against Marshal Witek, and we will do so consistently if this candidacy is repeatedly put forward - said Marcin Kierwiński in "Kropka nad i" on TVN24. - We left room for another candidate from PiS. I hope that PiS will find at least one candidate who simply does not raise discussions or doubts regarding the breaking of democratic standards and the law - he added.

20:36

PiS Without a Deputy Speaker, Even in the Senate

In a vote, the Senate elected Magdalena Biejat, Rafał Grupiński, and Michał Kamiński as deputy speakers. Senator Marek Pęk did not obtain the required majority of votes.

20:58

Kierwiński:

President Duda's Speech Lacked Any State-Oriented Reflection. He Remains a Party President
- He didn't really surprise me with anything, because there was no state-oriented reflection in that speech. I thought President Duda would talk about how to cooperate well with the new government. I thought there would be some reflection, that simply the president made a mistake by designating Mateusz Morawiecki as prime minister. Because today everyone has seen that the arithmetic is on the opposition's side - said Marcin Kierwiński in "Kropka nad i" on TVN24. - The president remains entirely within the logic of being the president of PiS and only PiS. One could say he is a party president all the time - he continued.

21:15

Kaczyński:

There Will Be No Other Candidate for Deputy Speaker. If There's a Change, It Will Come from Them
- There will be no other candidate, I repeat. If there is any change, it will come from them - said Jarosław Kaczyński, when asked by journalists in the Sejm whether PiS would put forward a candidate for Marshal other than Elżbieta Witek. Pressed further on whether PiS was prepared for the absence of a Deputy Speaker in the lower house, he answered affirmatively.
