Thursday's Political Agenda: Senior Marshal Appointments, PSL Club Meeting, Glapiński's Conference, and General Promotions

At 12:00, the Presidential Palace will host a ceremony where President Andrzej Duda will present general nominations to officers of the Polish Army, Military Counterintelligence Service, State Protection Service, Border Guard, and Prison Service.

At 15:00, NBP President Adam Glapiński will hold a press conference dedicated to assessing the current economic situation in Poland.

Today, as announced by Marek Sawicki, President Andrzej Duda is scheduled to present appointments for the Senior Marshal of the Sejm and the Senate. Furthermore, the first meeting of the PSL club has been convened for 15:00, where MPs may learn the shape of the coalition agreement.

Müller:

Talks on Government Support to Begin Monday

- In reality, when we talk about coalition talks regarding support for the future government, they will likely begin on Monday. We will present our programmatic offer, our program for how the next government could function, and we will look for individuals who are ready to support the program we present. Informal talks have already taken place some time ago - stated Piotr Müller in an interview with Dariusz Ociepa on Polsat News' "Graffiti".

08:24

Müller:

After Formal Designation, We Will Present the Government's Potential Program

- What we will do now, after the formal designation, because today there was an announcement of designation, but after the formal designation, we will present the potential program of Prime Minister Morawiecki's government, for which we will appeal for support to the remaining members of parliament - stated Piotr Müller in "Graffiti" Polsat News.

08:27

Müller:

If We Don't Undertake This Mission, We'll Be Unfair to Voters

- Let's remember that Poles entrusted us with the victory in the election, but they also said clearly: look for coalition partners. If we don't undertake this mission, we will be unfair to our voters. We will be able to say with a clear conscience: we tried, but the programmatic offer was not acceptable to the other political forces - stated Piotr Müller in "Graffiti" on Polsat News.

08:33

Müller Asked About Appointing Head of KNF: Prime Minister Has Not Yet Decided

- Whether such a decision will be made – I don't know. The Prime Minister has not yet decided on this matter, neither on the fact of whether he will appoint the Chairman of the KNF, nor who he will be, if he decides to appoint. Second thing – even if such an appointment were to happen, I don't understand the panic from the opposition. That is, are they afraid of a person who will supervise the financial market, because they will be associated with PiS, appointed by PiS? - stated Piotr Müller in Polsat News's "Graffiti".

08:49

Czarnek on EU Treaty Change Proposals: 'They Are All Justifiably Contrary to the Polish Constitution'

- They all [proposals for changing the creation of treaties in the European Union] are justifiably contrary to the Polish constitution, but that is not a big deal, because the rulings of the Court of Justice of the European Union are also contrary to the Polish constitution, and subsequently the proceedings of some Polish courts in accordance with these rulings, which are not sources of law in Poland. So the confusion regarding the regulations of European Union law is already so terrible - stated Przemysław Czarnek in a conversation with Michał Rachoń on the TVP Info program “Jedziemy”.

- They were very confusing from the very beginning, because the regulations themselves, which are created in the treaties, have such a general form that is subject to such powerful overinterpretations, that one could always expect this, that today we can truly only expect that if Tusk were the Prime Minister of the Republic of Poland, this type of situation, some one-time consent for a qualified majority instead of unanimity in foreign policy, would certainly happen - he added.

08:50

Czarnek:

A Constructive Vote of No Confidence Cannot Be Granted to a Government Not Yet Possessing a Vote of Confidence
It is not possible to grant a constructive vote of no confidence to a government appointed even by the president after 14 days, because a vote of no confidence is granted to a government that is endowed with a vote of confidence, and a government appointed by the president in the first step after 14 days will be a government that is appointed, but not yet a government endowed with a vote of confidence, because it will be waiting for that vote of confidence after the Prime Minister's exposé – stated Przemysław Czarnek on TVP Info. - How on earth, then, can a constructive vote of no confidence be granted to a government that does not yet possess a vote of confidence? This is absolutely illogical. One must read the entire constitution, not just individual provisions in isolation, because when one reads individual provisions in isolation, such a possibility indeed exists theoretically, but within the overall structure of the constitutional provisions, it is absolutely mutually contradictory. A constructive vote of no confidence is granted to a government that is endowed with a vote of confidence, and this vote of confidence must be revoked – he added.

08:51

Czarnek on the Opposition: If They Gain Power, They Will Be Able to Break Constitutional Law

- I would not downplay this threat in the sense that these are people who, theoretically, appointed Constitutional Tribunal judges in 2015 in advance. That is, going beyond the scope of the Sejm's competencies, which was then ending its term in 2015. Let's remember, the whole crisis began with them brutally breaking the rule of law by appointing judges for a period for which the Sejm, which was ending its term, could not appoint these judges. So, if they did it premeditatedly while losing power, do you think they won't be capable of breaking constitutional law if they gain power? They are the ones who are not respecting the rule of law; it is we who have demonstrated rule of law and democracy - stated Przemysław Czarnek on TVP Info.

08:57

Kamiński on PiS: If Someone Crawled Out of the Sewer, They Should Wash Themselves First, Then Lecture Others on Personal Hygiene

- For 8 years, PiS trampled on political customs in Poland. If someone, and I'll say this brutally, crawled out of the sewer, they should wash themselves first, and only then lecture others on the rules of personal hygiene. This isn't about Ms. Witek personally, but about the entire PiS political camp - stated Michał Kamiński in an interview with Bogdan Rymanowski on the "Gość Radia Zet" program.

08:58

Kamiński:

The Days When the Sejm's Rules and Work Were Tailored to Kaczyński's Whims Are Over

- The days when the Sejm's rules and work were tailored to Jarosław Kaczyński's whims are over. I looked with indignation at the fact that the Marshals would suspend sessions for several minutes so that the party leader would deign to arrive in the chamber. All MPs waited simply because the leader had to get from Żoliborz - stated Michał Kamiński on the program "Gość Radia Zet".

08:59

Kamiński:

Confederation Should Have a Representative in the Sejm Presidium

- I believe that Confederation should have its representative in the Sejm presidium. You are not asking me what my colleagues think, but what I think. On many points, my point of view in various opposition configurations can be a minority one, because everyone has a minority view on some matters - stated Michał Kamiński on the program "Guest of Radio Zet".

09:02

Kamiński:

President Duda Incites Political Corruption

- The President of the Republic of Poland incites political corruption. After the elections, President Andrzej Duda could, colloquially speaking, play dumb and pretend not to know the election results. But after all the leaders went to him and very clearly declared that their parties did not want to work with PiS, the president knows that the person to whom he entrusts the mission of forming a government will only be able to realize this mission through political corruption - stated Michał Kamiński on the program “Guest of Radio Zet”.

09:08

Sawicki on the Government-Forming Mission: I am Convinced Morawiecki Will Quickly Resign from This Proposal
- I am convinced that the Prime Minister will very quickly resign from this proposal and this mission [of forming a government], because Prime Minister Mateusz Morawiecki, if nothing else, knows how to count - said Marek Sawicki in an interview with Beata Michniewicz on "Trójka Political Salon."

09:13

Borowski:

Full Disgrace Won't Happen if Morawiecki Pulls Himself Together
And here it is [disgrace on the part of the President]. The only remaining question is whether it will be finalized. Because senior Marshal Sawicki mysteriously stated that perhaps Mr. Morawiecki will accept the mission, but immediately return it – stated Marek Borowski in the program "Rozmowa Piaseckiego" on TVN24.

A full disgrace won't happen if Morawiecki, shall we say, pulls himself together. He'll run around to his colleagues for a bit. He'll realize that he's unable to present a cabinet, you know, to the President – he continued.

09:14

Sawicki:

There Should Be a Sejm Marshal and Five Deputy Marshals
- These issues [how many deputy marshals there will be, candidates for this position] are not fully resolved in my assessment, this is a matter for the leaders and the entire coalition and negotiating teams. Every club participates in these Sejm negotiations, so this matter has not been closed yet [...]. In my opinion, if we have six clubs today, there should be a marshal and five deputy marshals [...] everyone should have one - said Marek Sawicki on Trójka.

09:14

Borowski:

The President is a Prisoner of His Term, His Future is Limited to Being the Future Head of PiS
"Regarding the President, he is a prisoner of his current term, after which he has no chance of any decent job after his term ends, except for some role within PiS as its leader, for example, its president," Marek Borowski said on TVN24.

09:15

Borowski:

It Would Be Better If the Sejm Speaker Served the Entire Term

- It would, of course, be better if the speaker served the entire term, there's no doubt about that. But we know that such cases have happened. In the European Parliament, for example, so we didn't invent this. The second thing, and the second point of my statement, is that in my opinion, it would be best if the leaders of all four parties were in the government – stated Marek Borowski on TVN24.

09:16

Borowski:

I Understand the Impatience, but Coalition Talks Aren't Moving Too Slowly; We Must Remember There Are Four Parties

- I understand that there is impatience, but absolutely not [the talks are not going too slowly]. It's going relatively quickly anyway. We have to remember that there are four parties. Each ran with its own program; there are common elements and elements that are, let's say, not necessarily different, but distinct. So these talks have to take time, but they are not taking too long at all – Marek Borowski said on TVN24.

09:21

Sawicki on Rotation of the Sejm Marshal Position: It Will Likely Be a Subject of the Coalition Agreement
- It will [sharing the term by two Sejm Marshals] likely be a subject of the coalition agreement. If there is a parliamentary majority that agrees on a specific way of shaping the Sejm presidium, it has every right to do so. I recall very few terms, perhaps only the last one, where Ms. Elżbieta Witek was the Marshal for the entire duration, whereas in other terms we had changes, sometimes even three Marshals - Marek Sawicki said on Trójka. - If various situations allow for the exchange of a Marshal, then if democratic parties reach an agreement among themselves and immediately inform the public about it, it is better than if they were to keep it somewhere in secret - he continued.

10:21

Tusk:

The man who planned an attack on me and my family testified that he acted under the influence of TVP Info, Wiadomości, and TV Republika

- I have just left the courtroom in Sopot. The man who planned an attack on me and my family testified that he acted under the influence of TVP Info, Wiadomości, and TV Republika. More of a victim than an attacker - Donald Tusk wrote on Twitter.

10:24

Bielan:

Talks to Secure a Sejm Majority Haven't Started Yet
The Prime Minister will be supported by the entire caucus, our caucus in the Sejm. However, how many additional votes he will manage to secure, and whether, most importantly, he will manage to secure at least close to 40 MPs who would ensure a majority in the Sejm, only time will tell. I cannot answer that; I am not responsible for these talks in the Polish parliament. As far as I know, they haven't started yet. I think the leadership of the parliamentary caucus on the one hand, and the candidate for Prime Minister, i.e., the designated Prime Minister Mateusz Morawiecki, on the other – stated Adam Bielan in an interview with Jacek Prusinowski on Radio Plus.

10:24

Bielan:

Kaczyński's Departure from Politics Today Would Be a Major Blow. We Need Greater Consolidation

- The departure of President Kaczyński from politics today would be a major blow to us, and certainly what we need today, after these elections, is greater consolidation, as much unity as possible, and leadership, and I am counting on such leadership from Jarosław Kaczyński - stated Adam Bielan on Radio Plus.

10:34

Pekao Analysts: A Combination of Fiscal Easing and More Restrictive Monetary Policy Should Support the Zloty

10:53

Bielan:

This campaign saw greater threats to Polish democracy, which the National Electoral Commission and the prosecutor's office failed to address
I want to tell you that in this campaign, we faced much greater threats to Polish democracy, which the National Electoral Commission (PKW) and the prosecutor's office did not react to. These are primarily so-called mobilization campaigns, organized with enormous resources, which in my opinion come from the West or from abroad. This is already a violation of Polish law, as funds outside the electoral committee's expenses influenced the course of the campaign in Poland and the election results in Poland. We are talking about many millions of zlotys spent in the final weeks of the parliamentary campaign, and this is a real threat to Polish democracy - stated Adam Bielan on Radio Plus.

11:06

Zgorzelski:

PiS's 'Chochel Dance' Around the PSL Will End on November 13th

- On November 13th, when the democratic majority jointly elects the Marshal, this 'chocholi taniec' (chochel dance) by PiS around the PSL will end - wrote Piotr Zgorzelski on Twitter.

11:06

Kamiński:

The 3-Opposition-List Formula Worked, It Gave Us a Majority. In Local Elections, Such an Agreement Will Happen in Many Cities

- I don't think so. The 3-opposition-list formula worked, it gave us a majority, it gave us a majority in the Senate, where we didn't exactly have one list, but we reached an agreement. When we talk about local elections, I not only don't rule it out, but I am convinced that in local elections, such an agreement will happen in many cities - stated Michał Kamiński on the program 'Gość Radia Zet'.

11:12

Kamiński:

Ziobro is counting on power in PiS falling to him like a ripe apple
- I want to say very clearly that Ziobro is incomparably more dangerous than various funny teddy bears in PiS. The funny teddy bears in PiS won't ruin anything anymore. But Ziobro is still young, determined, has strong political backing, has people, and chooses his collaborators well. He can wait, act long-term. He is clearly waiting for the escalating crisis in PiS - stated Michał Kamiński on the program „Gość Radia Zet”. - In my opinion, Ziobro is counting on power in PiS falling to him like a ripe apple. They will quarrel amongst themselves so much that they will recognize they need a strong person, and the only such person who can handle it is Zbigniew Ziobro, and he is counting on that - he added.

School Buses Arrive in Ukraine
PARTNER CONTENT

Bank Gospodarstwa Krajowego (BGK) has been supporting Ukraine since the very beginning of Russian aggression. One of the projects being implemented is emergency aid, made possible through the bank's cooperation with the European Commission (EC) and the International Solidarity Foundation (ISF). This support has enabled, among other things, the delivery of 100 school buses to Ukraine.

In March 2022, BGK proposed to the EU to repurpose funds from the European Commission's Team Europe Initiative, originally intended for COVID-19 vaccine exchange for Eastern Partnership countries, towards emergency aid for Ukraine. The European Commission agreed to this idea, and to date, aid worth EUR 25.3 million has been provided. The humanitarian aid funding comes from previously unutilized resources for supporting the socio-economic impact mitigation of the Covid-19 pandemic.
We are pleased that we could utilize a portion of the aid that was allocated for vaccines. Following an agreement with the European Commission, we were able to provide extensive support to Ukraine, as evidenced by today's buses. We must support Ukraine in its fight for independence - says Beata Daszyńska-Muzyczka, CEO of BGK.
Special Support for the Youngest The war in Ukraine has severely impacted the education system, affecting approximately 5.7 million school-aged children and leading to the destruction or damage of over 2,800 educational facilities. Therefore, the project partners, recognizing this critical situation, decided to provide tangible support to Ukrainian students. By collaborating, the EC, BGK, and the International Solidarity Foundation (ISF) aim to ensure safe and reliable transportation for Ukrainian students, enabling them to access quality education.
We see with what responsibility, with what readiness Ukrainians are thinking about the future of their country after the war. There is perhaps no greater symbol of this future than school buses for children. Children are the guarantee of Ukraine's victory in this war, and they are the guarantee that Ukraine will be the country that Skovoroda and Stus dreamed of: a country of free and proud citizens - says Rafał Dzięciołowski, President of the International Solidarity Foundation.
How it Works? The EC acts as the donor, BGK as the implementing partner closely collaborates with the EC and coordinates the expenditure of funds, while the ISF is responsible for organizing the aid – from procurement to delivery to Ukraine. The assistance involved assessing needs, then purchasing goods and delivering them to Ukraine. In the initial phase, essential items included food, hygiene products, and medical supplies. As needs evolved, the scope of aid expanded to include psychological support for veterans' families, as well as the purchase of ambulances and medical equipment. The primary recipients of humanitarian aid were Ukrainian hromadas (municipalities), hospitals, schools, and fire departments. It was to these entities that the Foundation delivered aid through its long-standing contacts. BGK's Involvement BGK's mission is the sustainable socio-economic development of Poland. BGK's involvement in development aid allows for the pooling of public funds from donors and the mobilization of private capital. The bank's engagement in building modern aid instruments for developing countries also creates opportunities for Polish companies to engage in international markets.

11:14

Kamiński:

In a way, EU reform must be fundamental, otherwise Ukraine cannot be admitted to the EU
In a way, EU reform must be fundamental, otherwise Ukraine cannot be admitted to the European Union. A referendum, of course, why not. If there is a re-education of the veto right and other fundamental institutional changes, then the decision should be accepted in a referendum, stated Michał Kamiński on the program “Gość Radia Zet”.

11:19

Kamiński:

If I Were Prime Minister, I Would Certainly Offer Sikorski the Role of Foreign Minister

- Radosław Sikorski should hold a position where he can best serve the Republic of Poland. If I were Prime Minister, I would certainly offer Radosław Sikorski the position of Foreign Minister. If I were Prime Minister, but as you know, that is not a threat to me - stated Michał Kamiński on the program 'Gość Radia Zet'.

KGHM Summarizes Book and Supply Drives for Animals in Need
PARTNER TEXT A record number of books collected among employees of KGHM Polska Miedź S.A. will enrich libraries in Lower Silesia and the Copper Company's Reader's Club. In turn, kilograms of pet food, as well as animal accessories, including blankets and quilts so essential during the autumn-winter season, will go to shelters through foundations dedicated to homeless animals. KGHM has summarized a two-week volunteer initiative conducted across all company branches nationwide. KGHM employees symbolically and literally shared their goodwill, donating nearly 1800 books in total, including works of popular, historical, and scientific literature, as well as guides, handbooks, and the most popular children's stories and comics. The volunteer campaign will support the collection of the Reader's Club at KGHM, and will also enrich the company's partner libraries in cities such as Legnica, Polkowice, Gaworzyce, and Wińsk. "The crew of the copper company has once again proven that nothing is impossible for them. We broke the record from the previous book drive, when we received over 1500 publications. We promote reading, but we also do not forget about those in need who can only count on people. We are currently delivering donations to shelters for homeless animals, also collected by KGHM employees," said Sylwia Jurgiel, spokesperson for KGHM Polska Miedź S.A. The collection of books and supplies for animals in need is already a tradition at the copper company. Special bins and containers for gifts were placed in all KGHM branches. Employees also take on the roles of volunteers and are involved in transporting "gifts of the heart" to 6 facilities in Lower Silesia. Food packages, both dry and wet, blankets, quilts, animal cages, and other necessary accessories are transported to shelters. Employees of Lubinpex and Zagłębie Lubin companies from the KGHM Capital Group also joined the initiative. It is worth noting that the KGHM Reader's Club library already boasts over 800 books. Employees of the copper company readily reach for popular publications, but the top 10 also include books published by KGHM, which were co-created by the staff. Albums about mountains and with Easter recipes have a high number of downloads. Both books are available to everyone, not just employees of the copper giant, and can be downloaded from the KGHM website. To the mountains with KGHM. Safely on the trail with the Polish Copper Family Easter with KGHM That's not all. The copper company's collection will be supplemented this year with publications featuring employees' original recipes for Christmas, which the Polish Copper Family will share with others. Volunteer initiatives are an important element of KGHM's pro-social activities in the Copper Basin. In total, in 2022, several dozen drives for those in need, social initiatives related to promoting foster care, or projects promoting an active lifestyle were successfully carried out. In the first half of 2023 alone, 163 actions took place with the participation of 1134 KGHM volunteers. Of these, 35 projects were implemented by companies from the KGHM Capital Group.

Gasiuk-Pihowicz:

PiS Clearly Shows Why Duda's Two-Week "Gift" Was Given – To Hastily Appoint Their Own People to National and EU Positions

- Ladies and gentlemen, PiS is clearly showing why these two weeks were a gift from Duda. It was to secure positions for their cronies, their people, and as we know, according to PiS, the best positions are in that much-hated EU. For two years, the PiS government was unable to fill the position of a judge at the Court of Justice of the EU. Perhaps because PiS did not recognize the CJEU's rulings, perhaps because in the long run, they intended to lead Poland out [of the EU]. But now that Poles have so clearly said stop to Polexit in the elections, PiS has thought, maybe it's worth having their own mole in the CJEU. Maybe it's worth having their own people in the court of first instance, and they are hastily putting forward weak candidacies of people politically connected to them – stated Kamila Gasiuk-Pihowicz at a press conference in the Sejm.

- What kind of candidates do we have? We have a theology graduate who heads the Centre for Canon Law at the University of Warsaw. An expert from Ordo Iuris, a person with no practical experience in applying European law, never a judge, never a lawyer. On the other hand, she did advise the Prime Minister's Office, the Senate Chancellery of the Republic of Poland, and the Ministry of Science and Higher Education. Her husband, however, is a former PiS minister and currently a neo-judge at the Supreme Administrative Court – she continued.

ORLEN Among Europe's Top 500 Largest Companies

In the prestigious "Fortune 500 Europe" ranking, ORLEN has secured the 44th position, confirming the concern's strong standing in the region. The list was compiled by the renowned American magazine "Fortune" based on company revenues in 2022.

"ORLEN's high position among Europe's largest companies demonstrates the new business opportunities we have gained through our mergers with Energa, LOTOS, and PGNiG. As a large, multi-energy group built on sustainable financing and a stable balance sheet, we have become a significant international player. This gives us, among other things, a better negotiating position when entering into contracts with the largest entities in the market. Thanks to diversification of its operations, the ORLEN Group is developing its competitive advantages and has the potential to implement investments that strengthen the energy security of Poland and the region," says Daniel Obajtek, President of the Management Board of ORLEN.

With revenues of $62.3 billion in 2022, ORLEN is the highest-ranked Polish company in the Fortune ranking. The concern operates in 9 core markets – Poland, the Czech Republic, Germany, Lithuania, Slovakia, Hungary, as well as Canada, Norway, and Pakistan, with Austria to follow soon. The ORLEN Group's offering reaches over 100 countries on 6 continents. The concern possesses modern, integrated assets capable of processing over 45 million tons of crude oil of various grades annually, and its retail sales are conducted through the largest network of over 3,150 petrol stations in Central and Eastern Europe. ORLEN is also a significant player in the electricity market in Poland, with a capacity of 5.1 GW, including 1.7 GWe in modern gas sources and 0.8 GW in RES. In the exploration and production sector, the Group has its own reserves of oil and gas (2P), which at the end of 2022 amounted to nearly 1.3 billion boe.

ORLEN is the first fuel and energy concern in the region to declare achieving full emission neutrality by 2050. Investments are to primarily support this goal. In 2022, a record sum of PLN 19.6 billion was allocated to the implementation of the concern's largest investment program to date. This year, it is expected to increase to as much as PLN 36 billion. According to the updated strategy, by the end of this decade, the concern will invest over PLN 320 billion, of which approximately PLN 120 billion (i.e., about 40%) will be designated for green investments, including offshore and onshore wind power, photovoltaics, biogas and biomethane, biofuels, electromobility, and green hydrogen. It will also develop modern petrochemicals and secure nuclear energy.

"Fortune" is one of the most important business publications in the world, valued for its in-depth analysis of featured topics. The magazine's specialty is its rankings of the largest companies, published for almost 70 years. This year, for the first time, a list covering only European entities has been released. Since 1995, the "Global 500" ranking has included companies from around the world. In the last such compilation, ORLEN ranked 216th, marking a leap of 208 places compared to the previous edition. This placed it among the five fastest-growing companies in the ranking. ORLEN was also the only company from Poland to be included in this list.

Czarzasty:

This is a very difficult coalition of formations with differing opinions on many issues
- This is a very difficult coalition of four structures, four formations, which have differing opinions on very many issues, therefore arranging all of this to be stable is not easy - Włodzimierz Czarzasty told journalists in the Sejm. - PiS says this maliciously and senselessly, without knowledge, and we, on the other hand, know how to come to an agreement, I say this with a smile and great empathy. [...] There are different opinions on many issues, for example, on all those matters related to legal and human rights issues, we know that we are simply at odds in these matters and we simply have to arrange it so that we can stably form a government - he continued.

12:00

Tomczyk:

All decisions made by PiS, which lost the election, contrary to its democratic mandate, will be either reversed or frozen

- What the female MPs have spoken about, namely the issue of judges who, at the last minute, are to be appointed to the most important European courts by a Council of Ministers decision, is just one of the elements that we see and which will unfold today at 11 AM. But we also have elections to the KNF ahead of us, in order to stop all these Misiewiczes and Pisiczes in state-owned companies. And I would like everyone who is watching us today to be aware of this. People associated with PiS should have the awareness that this will truly achieve nothing, that all these decisions that are being made today contrary to Polish law. All these decisions that are being made contrary to the democratic mandate, because PiS lost the election, will either be reversed or frozen – said Cezary Tomczyk in the Sejm.

12:00

Tomczyk:

Ministers and State Treasury Company CEOs Making Unlawful Decisions Will Face Disciplinary and Likely Criminal Charges
It is not as if the nation has spoken on the matter of who should govern Poland and that this has no consequences. Well, the consequences are very serious. We have waited for a change of government for the last 8 years, and we will endure another two or three weeks, and I am speaking here about us as the entire civil society. But if these people who, without a social mandate, are today making various decisions that will impact the state budget in the future, believe that these decisions will be upheld, they are profoundly mistaken. So, please, once again. I appeal to all PiS ministers. To all the people watching us today from state treasury companies, not to undertake any actions that bear the hallmarks of a prohibited act. But also not to undertake any actions that have consequences for these companies, or for the state budget. Because these decisions will be reversed, and the people who made these decisions will be held accountable disciplinarily and likely criminally by the future independent prosecutor's office – stated Cezary Tomczyk in the Sejm.

Kosiniak-Kamysz:

Everything is Moving in the Right Direction. Program Agreement, Division of Duties, Government Formation
We have already had these admissions. This confirms the thesis that everything is moving in the right direction. A program agreement, a division of duties, the formation of a government. I am only asking our voters for patience, and this is very important, not through our fault. Because I know how many people want the change to happen already. Unfortunately, the decisions that have been made, the nomination for Prime Minister, do not make it quick and dynamic, but we are ready, the program is ready, we are finalizing the last details. The new Sejm term begins on Monday. We are also ready to select the Marshal of the Sejm and the Senate. All personnel decisions regarding the composition of the Council of Ministers will be presented by the Prime Minister - stated Władysław Kosiniak-Kamysz during a statement to the media.

Duda:

I'm glad we're showcasing something that has recently become obvious to us – the constant cooperation and coordination of the Polish Army and individual services

- I am pleased with today's ceremony and immensely pleased with its composition. It also demonstrates how our thinking about the Republic of Poland's security is changing, how it is evolving. We have generals here not only from the Polish Army, but also generals from other service formations, we have military counterintelligence, we have the Border Guard, we have state protection, and finally, we have the Polish prison service. This is, in essence, the core of the Republic of Poland's security, which we see so perfectly, especially in recent times, in the face of the threats that life has presented and created. Fortunately, outside the borders of the Republic of Poland, to which we must respond today – stated Andrzej Duda during the awarding of general promotions.

- Hence today's broad participation of the Prime Minister and ministers responsible for individual departments and spheres of state activity concerning security. But I am glad that we are showcasing something that has recently become obvious to us, and most importantly, has also become a reality, because if anyone knows, it's you gentlemen who know this best, you have implemented it in practice. The frequent, and essentially constant, excellent cooperation, coordination, and collaboration of both the Polish Army and individual services, soldiers, officers, commanders, the ability to act together, the ability to cooperate, and the ability to share responsibilities in various areas, in different places, and in different situations – he continued.

- Since 1989, there has been no doubt, the Republic of Poland has not found itself in such a specific security situation as it is in, which we all know perfectly well since February 24, 2022, since Russia attacked Ukraine, since a full-scale war, one might boldly say, has been raging beyond our eastern border, where Ukraine is defending itself against Russian aggression. On the one hand, we are supporting Ukraine, but on the other hand, we are supporting it not only by sending aid in that direction, but also by accepting those who are seeking refuge here from the war. Those who arrive, but obviously, we must also combat the resulting threats, and we are doing so. Simultaneously, we are observing, acting, and drawing conclusions from what is happening beyond our eastern border. This necessitates obvious modernization efforts, both in terms of equipment for the Polish Army and Polish services, but also in educational, structural, and every other aspect – he added.

President Appoints Senior Marshals of the Sejm and Senate:

I am pleased to entrust this mission, that the new parliament is beginning its work. This is a new chapter in the history of the Republic of Poland.
- Thank you very much for accepting these nominations, which are very important in the democratic process, at this moment when literally in the coming days the new parliament is to begin its activity [...]. I am enormously pleased that such experienced parliamentarians, politicians, but above all people possessing personality traits very needed at this moment, such as the gentlemen marshals, have undertaken this very important mission - said President Andrzej Duda during the ceremony of appointing the senior marshals of the Sejm and Senate. - We all know perfectly well that the public expectations are that the deliberations of our parliament, both of its chambers [...] will begin in a calm, dignified manner above all, I have no doubt that this is exactly what our compatriots expect, that everything will be conducted in accordance with the standards adopted in both chambers and that are the foundation of our democracy, based on constitutional and regulatory norms - he continued. - Both gentlemen marshals, you have excellent parliamentary experience, and I have no doubt that, also enjoying great authority in both chambers, you will excellently carry out this task. I am pleased to entrust this mission, I am pleased that the new parliament is beginning its work, this is always some new chapter in the history of the Republic of Poland, but I hope it will be the next chapter of good times for Poland. We have a special situation today, it requires great focus, in many cases it also requires calm, joint work on the political scene, both parliamentary and also outside parliament, within the executive branch. I deeply believe that now and in the coming years [...] in this way we will be able to implement these important issues related primarily to Poland's security on the international stage - he went on to say. - I will be [...] in both of these chambers on the first day, November 13th, in just a few days. [...] I will also be an observer, but at the same time, in a sense, a participant in the execution of this important mission by you gentlemen. I am pleased and proud that I could present these nominations to these gentlemen - he added.

Glapiński:

There Is No High Inflation in Poland

- We have decisively defeated the hydra of high inflation during this historic time. I hope it doesn't return quickly, but I don't want to predict anything. There is no high inflation in Poland. Global shocks led to this inflation, as in almost all countries of the world, and all European ones - stated Adam Glapiński at a press conference.

Glapiński:

Yesterday the MPC decided to keep NBP interest rates unchanged

- As you know, yesterday the Monetary Policy Council (MPC) decided to keep the National Bank of Poland's (NBP) interest rates unchanged. I will present to you the most important arguments that the Council took into account when making this decision. To begin, I would like to remind you, because it is worth recalling, that in September and October we significantly adjusted the NBP's interest rates, lowering them by a total of one percentage point. This action was necessary because economic growth and demand pressure turned out to be lower than we expected, lower than our projections and forecasts anticipated, and inflation decreased very clearly - stated Adam Glapiński at a press conference.

Müller:

The Base Scenario is Presenting the Government's Composition in Two Weeks, and Seeking a Vote of Confidence Two Weeks Later

- Regarding the presentation of the composition of the new Council of Ministers, we are giving ourselves two weeks for this. Certain changes are likely to appear – stated Piotr Müller at a press briefing in the Sejm.

We would like this vote [on the vote of confidence] to take place. But of course, whatever the Prime Minister's decision will be, we will inform you after these two weeks. We would like to form a government, so the base scenario is that after two weeks we present the composition of the Council of Ministers, and after another two weeks, we ask for a vote of confidence – the government spokesperson added.

Glapiński:

We Don't Know What Fiscal and Regulatory Policy Will Be Next Year. Elections Happened, as Every Four Years, and the Policy of This or the Next Government is Unknown.

- Recently, uncertainty about the pace of disinflation in the coming quarters has significantly increased. In general, the word 'uncertainty' written in capital letters is now the main word that can be placed on the facades of all Western central banks - stated Adam Glapiński at a press conference.

- Here in Poland, this uncertainty has a dual dimension. Firstly, it concerns the shape of fiscal and regulatory policy. We are meeting and the report is being prepared during a period of such an information vacuum that we do not know what the fiscal and regulatory policy will be next year. Elections have taken place, as every four years, and the policy of this or the next government is unknown, what shields they will decide to grant and which ones they will not - he added.

Glapiński:

Inflation in Poland is falling, albeit slower. NBP's inflation target will only be reached by the end of 2025

- The latest NBP projection, which was briefly presented yesterday in the communiqué. In the information following the meeting, and tomorrow it will be presented in its entirety to all Polish analysts. And which I am presenting today in a connected speech. This latest inflation shows that inflation in Poland will continue to decrease, although its further decline, as we predicted in previous projections, will be slower than before. The decline in inflation is observed all over the world. It will now proceed more slowly, but it will continue to progress – said Adam Glapiński at the NBP conference.

- The NBP's inflation target, meaning 2.5 plus or minus 1, will only be achieved by the end of 2025 – he added.

15:53

Glapiński:

A Small Increase in Inflation Might Occur
From our projections and close forecasts, it appears that inflation in November will either fall very slightly or stabilize. A small increase might even occur, and uncertainty is growing as we approach the end of the year, and we don't know what will happen from January 1st – stated Adam Glapiński at a press conference.

15:57

Glapiński:

Whatever New Government is Formed, It Must Adopt the Current Budget. We Will Cooperate with Any Government

- Whatever new government is formed, it must adopt the current budget and then introduce an amendment. It doesn't matter what kind of government it is. Whether it's Prime Minister Morawiecki, or Mr. Zandberg's or Mentzen's government. For now, the budget will be as it is. Moreover, we will cooperate with every government in the same way as we have done so far. The NBP is independent, it pursues policy for Poland, for Polish finances – stated Adam Glapiński at the NBP press conference.

16:04

Glapiński:

There is no conflict within the bank's authorities, neither in the management board nor in the Monetary Policy Council
There is no conflict within the bank's authorities, neither in the management board nor in the Monetary Policy Council. Sometimes there is a more or less sharp conflict between one person in one body and the rest. In the case of the management board, which has 9 members, one person might raise some more or less exotic demands towards the rest. It's difficult to call that a conflict - stated Adam Glapiński at a press conference.

PSL-Trzecia Droga Club Elects Leadership; Paszyk Becomes Chairman
- We are extremely pleased to inform you, following the first meeting of the parliamentary club of the Polish People's Party-Third Way, that by the will of all members of this club, I have been elected chairman. I am very grateful for this choice - said Krzysztof Paszyk at a press conference in the Sejm. Paszyk announced that the club's deputy chairmen would be Bożena Żelazowska, Magdalena Sroka, Jacek Tomczak, and Marek Sawicki, and the club's secretary would be Agnieszka Kłopotek. - Today we would like [...] to assure you that we will be open to you. We want to be available, and I personally will also be accessible. We hope that the Sejm of the 10th term will fully open up to media representatives to provide information. [...] This is the first goal we are focusing on today - he continued. - Today we discussed exclusively organizational matters related to the inaugural session of the Sejm - he added, when asked if other topics were addressed at the club meeting.

Fogiel on the Vote of Confidence for the PiS Government: It's Worth Trying

- I believe it's worth trying. It's worth trying, it's worth appealing, searching for MPs who would be united... One cannot give up. The constitution clearly states everything. If it turns out that Prime Minister Morawiecki cannot build this majority, then the opposition will have its time - stated Radosław Fogiel in an interview with Marek Tejchman on RMF FM.

Mucha on whether Glapiński could face the State Tribunal: If there's a violation of the law, then yes
- If we are indeed dealing with a violation of the law, then yes [the President of the National Bank of Poland can face the State Tribunal], but in my opinion, Mr. President Glapiński is simply engaging in political activity, which he cannot do while in the position he holds - said Joanna Mucha on TVN24's "Fakty po Faktach" program. - The procedure for such a motion is significantly simpler than in the case of other offices in the Polish state. I can speak on my own behalf, of course, as this is not an official position, but I believe such a motion could be filed against President Glapiński - she continued.

19:57

Żukowska on the Ministry of Education: It's not secret knowledge that we are fighting for issues that have long interested us, areas close to our hearts
It's not secret knowledge that we are certainly fighting for issues that have long interested us, areas close to our hearts. Tomorrow I will have a press conference with our youth organizations in front of the Ministry of Education regarding how the Polish school system should change. We will see, there is a letter from rectors asking to split the ministry back into the Ministry of Higher Education and the Ministry of Education, as it used to be. Since the scientific community itself demands it, I think it should be done - stated Anna Maria Żukowska in an interview with Bogdan Rymanowski on the program “Gość Wydarzeń” on Polsat News.

19:59

Joński on the Sejm Deputy Speaker for Konfederacja: The Discussion is Open, People Also Voted to Raise the Level of Polish Parliamentary Debate
- All the largest parliamentary clubs should have their own deputy speakers; as for the deputy speaker from Konfederacja, the discussion is open. I believe that people also voted for us to raise a certain level of debate in the Polish parliament and for the Polish parliament to be represented with dignity. I believe that not everyone can hold the office of deputy speaker, because Konfederacja could just as easily nominate individuals whom no one at this table could accept - said Dariusz Joński on TVN24. - Yes, a lot also depends on [the specific candidate], but also on the agreements of the leaders [...]. I wouldn't want to get into disputes [...] the presidium isn't made of rubber either, that's the truth; however, I recall how Konfederacja voted on the election of a deputy speaker for Lewica in 2019. They did not support it - he continued.

20:06

Mucha:

Good Standards Mean Each Faction Elects Its Own Representative to the Presidium
- I think people also voted for us not to be like PiS, that we would introduce good standards into Polish parliamentarism. In my opinion, these good standards consist of each faction electing its own representative to the presidium. Therefore, in my opinion, if we are raising the bar for parliamentarism, it's not about me not liking this speaker, or someone else not liking this speaker, and therefore not electing them. Each faction designates the person who is to be its representative - said Joanna Mucha on TVN24.

Jaki:

They Want to Silence All Critics of the Migration Pact by Staging Show Trials with Prominent Politicians
- Therefore, people like us, who regularly expose the absurdities of this state and criticize these new treaties, must be silenced in some way, because they see that they are unable to silence us through democratic methods, so they want to use methods borrowed from communism, which they want to introduce precisely through this new European state. This is the first reason - stated Patryk Jaki in an interview with Danuta Holecka on the program "Gość Wiadomości" on TVP Info. - The second reason is that the foundation of this future European state is to be precisely this intensified migration, why? Because they know very well that all these migrants who are joining Europe, and are meant to join in a much greater degree than before, will be voters for the Left. These migrants, for the most part, do not vote for conservative parties, and therefore, by playing with the lives and security of all European residents, they are trying to gain support. And in this way, by staging such show trials with prominent politicians, they want to silence all critics of the migration pact, which presumably Tusk's entire team will soon agree to. And these are the two things behind this absurd action, because how can someone be put in prison for liking an online post - he added.

20:52

Jaki:

This all looks like a setup between a criminal and a judge from Iustitia

- In this new world, you are good if you support this new communist European state, you are bad if you don't. And whether you are truly a good or bad person, whether you are fighting for a just or unjust cause, is absolutely irrelevant. That's precisely why a criminal can become a good person here, and individuals who defend the interests of the Polish state are bad characters because they oppose this communist project – stated Patryk Jaki on TVP Info.

- Mr. Gaweł is a person who has been convicted of many different kinds of crimes. He defrauded dozens of people, forged documents, and was sentenced to unconditional imprisonment, then fled the European Union. He is wanted by arrest warrants precisely for this reason, but for the European Parliament, such a person can be considered good if they serve the communist cause – he continued.

- This all looks like a setup between a criminal and a judge from Iustitia, who, as we know, are not actually judges, but rather PO [Civic Platform] judges from Tusk's camp, who are politically involved along with political adherents of communism – he added.

Jaki:

Poland, Without European Bureaucracy, Could At Best Organize an LGBT or Gender Festival

Seeing the Germans' determination to push this through, I believe it may not take long, and we must be prepared to defend Poland in this final step, because this is truly a matter of Polish independence. Either we retain the right to make decisions, the right for Poles to be citizens in their own country, or we hand over to the Germans, without a single shot fired, what they have always dreamed of, namely real power in Poland, because that is exactly what is written in this treaty – stated Patryk Jaki on TVP Info.

In reality, while reading this new treaty, I wondered what Poland would still be able to do independently, without European bureaucracy, and it turned out that at best we could organize some festival, of course, provided that this festival is about LGBT or gender, because if it's about family policy, some further sanctions could await us – he added.

Polish Labor Costs Near the Bottom: Bulgaria and Romania Cheapest, Luxembourg and Norway Most Expensive
Constantly rising labor costs are increasingly impacting business operations. Employers cover not only salaries, insurance, and taxes, but also bonuses, training, team-building events, and additional benefits. In which countries is it most expensive to maintain an employee, and in which is it cheapest? - data from Polskanatle.pl shows. In 2022, the lowest hourly labor costs in Europe were recorded in Bulgaria (EUR 8.2) and Romania (EUR 9.5). The highest were in Luxembourg (EUR 50.7) and Norway (EUR 55.6). Iceland also made it to the podium (EUR 48.4). The average in this area within the European Union was estimated at EUR 30.5. We ranked near the bottom, in 25th place, with a result of EUR 12.5. Behind us were, among others, Latvians (EUR 12.2), Croatians (EUR 12.1), and Hungarians (EUR 10.7). Lithuania ranked just ahead of us (EUR 13.1). Two main components of labor costs are wages and non-wage costs (e.g., social security contributions paid by employers). The share of non-wage costs in total labor costs for the entire economy in the EU was 24.8%. In 2022, most European Union countries withdrew from support programs introduced in 2020 and extended in 2021 to mitigate the impact of the COVID-19 pandemic on businesses and employees. These programs were often registered as subsidies (or tax reliefs). PARTNER CONTENT
