Tuesday's Political Agenda: Presidential Consultations, Preceded by Mastaler's Appointment as Head of the Presidential Cabinet

Today and tomorrow, at the invitation of President Andrzej Duda, consultations will be held at the Presidential Palace with representatives of individual electoral committees that will be represented in the Sejm of the Republic of Poland of the 10th term. The meetings will be held separately with each electoral committee, in an order consistent with the results achieved by these committees in the elections.

For today, meetings have been scheduled with representatives of the Law and Justice Electoral Committee - at 12:00 PM and the Civic Coalition PO .N IPL Greens - at 2:00 PM.

As announced by Michał Kobosko on Radio Zet, a declaration from three formations regarding a coalition government will be presented today. - We know the calendar regarding the invitations to the President for consultations; we know they begin tomorrow at noon. It is very good that the leaders have agreed that tomorrow [Tuesday] there will be a joint declaration before the consultations begin. Initially, such a joint appearance is planned for 10:00 AM – he said yesterday on Radio Zet.

Before the consultations with the head of state, at 11:00 AM, Andrzej Duda will appoint Marcin Mastaler as the head of the presidential cabinet.

We still haven't heard declarations of full consistency from today's opposition. Let's remember that the most important thing is the Sejm's decision, which will come later through concrete votes. The leaders' declarations are, of course, a certain indicator if they pertain to the future of a particular parliamentary arrangement, but the vote will decide, at the time when the MPs have full authority to make these decisions, and that will only truly happen after the Sejm is sworn in. However, we must remember the provision of Article 154 of the Polish Constitution, which clearly states that the president nominates the prime minister. There is absolutely no question here of nominating based on appeals or expectations from any political option. The president truly has a free mandate to make this decision, just as each of the 460 Polish parliamentarians has a free mandate when later voting on a vote of confidence. The 3W Congress begins on November 27th. This two-day conference is the largest gathering of experts focused on technologies related to water, hydrogen, and elemental carbon.

What is the 3W Idea?

This is a project initiated by BGK in 2021. Its aim is to support the development and build a competitive advantage for the Polish economy based on innovative technologies in the areas of water, hydrogen, and elemental carbon. The 3W Congress, organized by the bank, is a one-of-a-kind event. Last year, it brought together several hundred talented scientists, bold entrepreneurs, ambitious students, as well as representatives from the public sector, non-governmental organizations, and financial institutions.

And what about this year?

The guiding theme of this year's edition is elemental carbon and its related technologies, which are applied in medicine, IT, defense, and the space industry. There will also be discussions on sustainable water resource management and protection. We will also discuss what the future powered by hydrogen might look like and examine solutions used in other countries. We will also present the results of analyses and reports on 3W technologies and the development of the 3W sector. We will showcase the most interesting projects implemented by local governments and discuss the development opportunities for regions that local authorities see through their involvement in 3W projects. During the congress, the final of the Start-up Showdown competition will also take place – for innovative 3W start-ups from the Three Seas region. KGHM Forges Cooperation with Territorial Defence Forces

KGHM has signed a letter of intent for cooperation with the Territorial Defence Forces (WOT) – the copper company and WOT are planning joint communication initiatives and defense training. The agreement also includes cooperation between instructors and promotional activities regarding military service.

"Matters of defense and concern for security are key issues nowadays, including for KGHM. It is worth emphasizing that among the soldiers of the Territorial Defence Forces are also our employees. This cooperation, on the one hand, gives us new development perspectives, and on the other, touches upon the most important values and ethics. We support those for whom the safety of fellow citizens is a commitment and a mission," said Tomasz Zdzikot, President of the Management Board of KGHM Polska Miedź S.A.

"The signing of the agreement with KGHM is a continuation of the cooperation and the implementation of tasks that the Territorial Defence Forces are carrying out in the area of building the state's general defense readiness. The cooperation between WOT and KGHM will primarily have a training dimension. It will also include the exchange of experiences, and in particular, building awareness in the context of threats to the company's strategic infrastructure," said Colonel Krzysztof Stańczyk, acting Commander of the Territorial Defence Forces.

The aim of the letter of intent is cooperation regarding strengthening the defense capabilities of the Republic of Poland and promotional support for the activities of the Territorial Defence Forces. The parties will cooperate, among other things, in the area of training WOT military units with KGHM departments. Activities related to security, including medical rescue, are planned. The copper company will also co-organize and participate in ceremonies and educational projects for local communities with the military.

Recently, the copper company has also established cooperation with the Cyber Defence Forces and the Centre for Veterans of Operations Beyond State Borders.

KGHM is involved in the extraction of copper ore and other valuable metals in underground mines, with exploitable deposits located even below 1000 meters underground. The extracted ore is transported to the company's smelters and processing plants. Safety is a priority and a core value for KGHM concerning its employees, the environment, and the residents of the Copper Belt. The company promotes a culture of safe work based on employee training, the implementation of innovative technologies, and safety management systems.

The copper company also engages in local initiatives related to promoting volunteering and pro-social initiatives, including those in the area of safety, for the residents of the Copper Belt and all of Poland. In October, KGHM and the Veterans' Centre organized the Peace Run in the Copper Belt to celebrate the 70th anniversary of the first participation of the Polish Armed Forces in international missions, in which over 120,000 military personnel and soldiers have participated to date.

The Territorial Defence Forces are the fifth branch of the Armed Forces, alongside the Land Forces, Air Force, Navy, and Special Forces. They were established on January 1, 2017. The mission of WOT is to defend and support local communities. The Formations' tasks directly stem from this. During wartime, the main task of WOT is to cooperate with operational troops, while during peacetime – to support crisis management operations, including counteracting and removing the effects of natural disasters. Due to the territorial nature of the formation, including serving in the area of their residence, soldiers refer to themselves as "Terytorialsi" (Territorials).

The formation is dynamically developing all the time. Soldiers are currently training within eighteen territorial defense brigades. In 2022, three new Territorial Defence Brigades were established: the 18th Warsaw Territorial Defence Brigade, the 19th Bug River Territorial Defence Brigade, and the 20th Przemyśl Territorial Defence Brigade. Directly subordinate to the WOT Command are also: the WOT Training Centre in Toruń, the Communication and IT Centre in Zegrze, and the NCO School SONDA. The formation bases its potential on volunteer soldiers who, upon joining its ranks, do not have to give up their existing activities. For the training needs of TSW soldiers, an innovative three-year training system has been implemented, designed to allow for the reconciliation of personal and professional life with military service.
