At 9:00 AM, the Warsaw Regional Court will host a hearing concerning statements made by Ryszard Czarnecki, who compared Róża Thun to "szmalcowniks" (black marketeers during WWII). The lawsuit was filed by the Member of the European Parliament.

At 10:00 AM, a closed-door session of the Verification Committee for Warsaw's reprivatization will take place. A press conference by committee members is scheduled for approximately 11:00 AM.

- A new, broad program offer is coming. We already mentioned this during our congress in Katowice, our program convention. At this moment, the ideas that were put forward there, and are also being submitted during meetings and our tour of Poland, are being put down on paper. Because we heard from very many people that they are fed up with this blackmail, hearing that they cannot waste their vote and must go vote for PO, because to the left of PO there are many lists and each of them risks whether it will enter or not into parliament. – Social surveys show that support for a left-wing list is currently in the double digits, so in my opinion, the issue of these technical, organizational solutions is truly secondary. The fundamental question is: will we manage to end the duopoly, will the Polish political scene look like we are eternally condemned to choose between PiS or PO, or will people have a chance to vote for such candidates, male and female, whose programs are closer to them – stated Adrian Zandberg in an interview with Piotr Gociek on "Sygnały dnia" (Signals of the Day) on PR1.

- It's literally a matter of days. I think we will present these lists to you within a few days. The work is currently in the final stage, being finalized, and then, I promise, we will be at your disposal and will gladly show you their shape and the composition of these lists – stated Adrian Zandberg in an interview with Piotr Goćka on "Sygnały dnia" PR1.

"I believe that this apology was an important element of political standards that should be present in Poland. The second stage is to change the regulations and clarify all situations so that there are no doubts as to in which situations who should bear the costs," said government spokesman, Minister Piotr Müller, on Radio Jedynka.

As for another opposition force, as I understand it, they are still considering whether they want to participate in such an agreement. According to sources speaking to 300POLITYKA, the Law and Justice (PiS) party is set to hold its election convention on September 7th, where its electoral program for the autumn parliamentary campaign is to be unveiled. Our informants emphasize that this is the most probable date, though it may, of course, change. A few days ago, Professor Paruch suggested a similar timeframe on Polish Radio, stating that the program presentation would likely occur shortly after the summer holidays.

- The comprehensive program, modeled on the one from 2014, will likely be presented at the beginning of September, after the holiday season concludes. The reason is simple – to ensure the program's message is as effective as possible. We are currently in a bit of a holiday mode - said the head of the Center for Strategic Analyses.

Another of our contacts admits that it is in the interest of the United Right camp to have the shortest possible campaign – a point also recently made by President Andrzej Duda in an interview with Bogdan Rymanowski, when he announced the elections at the earliest possible date. The PiS campaign will therefore kick off at full speed after the holiday season. It will be intense, but significantly shorter than in 2015 – when Ewa Kopacz and Beata Szydło truly began their nationwide campaigning even before the summer holidays.

- The program will be broad in scope and deep in its coverage. It will detail certain issues quite specifically, presenting a holistic vision for four years of governing Poland. Not a partial or fragmented one. In this regard, it will be modeled on the 2014 program, but it will also include an assessment of what has happened in the five years since 2014. That program was written when PiS was heading towards power, having a real prospect of winning the elections, as PiS was preparing to take power in Poland back in 2014. – It's unprecedented for a Marshal to use a public plane like a private jet. He's becoming a kind of Sheikh of Podkarpacie. His explanations told us nothing new. We demand the passenger list, we demand the detailed purpose of individual trips. We already know today that this list is not complete, that there were other flights not included in this record. We will be checking this in detail – said Robert Kropiwnicki during a press conference in the Sejm.

President Andrzej Duda will sign the decree concerning the announcement of parliamentary elections as early as Tuesday, according to information obtained by 300POLITYKA. The State Electoral Commission's opinion on the draft decree has already reached the Presidential Chancellery, as reported today by Magdalena Pietrzak, the head of the National Electoral Office, via this link.

- I won't hide the fact that I would like the campaign to be as short as possible. I think Poles, voters, and everyone in general expect as much peace as possible. A campaign is never a period of peace; it's always a period of a certain political clash. That's its nature. I believe Poles want this clash to be as minimal as possible. Therefore, a date as soon as possible, and I indicated, I proposed in what I presented to the State Electoral Commission, October 13th - President Andrzej Duda said on Friday in an interview with Bogdan Rymanowski on Polsat News.

„Legislative [consultations in Podkarpacie]? Very diverse. Let's remember that the Marshal is also a Member of Parliament. He must meet with voters. He cannot meet them in Warsaw, because he is a Member of Parliament for Podkarpacie. The Marshal is for everyone, but he is a Member of Parliament for Podkarpacie. „It's a very short time now. I think a few dozen minutes. The President recently declared that he wants the document within his purview, which is the decree calling the elections, to be ready. Once we receive the positive opinion from the National Electoral Commission regarding October 13th, the President declared that such a document will be prepared immediately at the Presidential Palace. It is, of course, being prepared, and the President will sign this document. It will then be sent to the government for publication. The entire machinery will then be able to formally commence” - stated Minister Błażej Spychalski on TVP2.

„The moment the President's signature is affixed, I will officially convey this information at a press briefing” - he added.

"The President wished for this not to be too long a campaign. An election campaign is always a period of very intense political confrontation. We do not need such a confrontation, an intense confrontation, today. We need a substantive discussion about offers for Poland, for Poles" - said Minister Błażej Spychalski on TVP2.

- In line with the promise made in recent days by President Andrzej Duda, regarding his wish to set the election date as soon as possible, I would like to share the information that, following the receipt today by the Chancellery of the President of the opinion from the National Electoral Commission (PKW) regarding the President's request to set October 13th as the date for the parliamentary elections, this opinion from the PKW is a positive one. The PKW raised no objections to October 13th. President Andrzej Duda, just a moment ago, signed the appropriate decree setting October 13th as the date for the parliamentary elections, and this decree has been sent to the Chancellery of the Prime Minister for publication in the Journal of Laws - stated Błażej Spychalski at a briefing in front of the Presidential Palace.

- Nothing is happening that hasn't happened before. I recall the cases of Prime Minister Kopacz, Prime Minister Tusk, Marshal Borusewicz. They also took hundreds, thousands of flights, and it's very difficult to precisely distinguish private matters from public duties. - This is a situation that must have legal consequences, and I believe the prosecutor's office should proactively investigate Marshal Kuchciński as soon as possible - added Witczak.

- Poland's position is so weak under PiS rule that Americans allow themselves this type of pressure and will continue to exert this type of pressure because they have a very weak partner on the other side - said Mariusz Witczak in an interview with Bogdan Rymanowski on the program "Wydarzenia i Opinie" on Polsat News.

- Tomorrow, we expect Marshal Kuchciński to return an additional 60,000 zlotys for the flight to Rzeszów and back, and to resign. I think the matter revealed today settles the issue - stated Cezary Tomczyk in an interview with Katarzyna Kolęda-Zaleska on "Fakty po faktach" on TVN24.

A citizen's bill appeared on the Sejm's website today and has been sent for consultations and opinions to the Legislative Bureau (BL) and the Bureau of Analysis and Studies (BAS). The bill, according to its justification, concerns amending regulations to "ensure legal protection for children and youth against sexual depravity and demoralization."

The proposal will likely be sent for consideration soon. According to the law, the first reading of a citizen's bill in a Sejm session is to be held within 3 months from the date the bill is submitted to the Marshal of the Sejm or the Supreme Court's decision confirming the correctly collected number of signatures supporting the bill.

However, the Sejm is concluding its work for this term, having convened a total of three times, with the last session in September. The MPs on Wiejska Street will deliberate for a total of 5 more days. Citizen's bills are not subject to the principle of discontinuation. Therefore, the bill can be considered in the next term – the first reading takes place no later than 6 months from the date of the Sejm's first session.

"Discrediting. It would be a mistake to treat this case [of Marshal Kuchciński's flights] as isolated, suggesting that here we have an unpleasant deviation named 'Kuchciński' and a healthy PiS. PiS is a pathology. We need to recall the entire string of events. Ms. Szydło, who excessively benefited from privileges and then decided these additional salaries were rightfully hers. Please consider Macierewicz, who treated the Ministry of National Defence as his private fiefdom, and Ziobro, who carried out a personnel revolution and turned the prosecutor's office into a crony-party-ideological arrangement" - said Leszek Balcerowicz in an interview with Katarzyna Kolenda-Zaleska on "Fakty po Faktach" on TVN24.

„The overall picture is that we are dealing with a group that is seizing power in Poland, a group that is extremely immoral. Treating one’s own country as a private estate, lies as the norm, deceiving people, cheating” – said Leszek Balcerowicz in an interview with Katarzyna Kolenda-Zaleska on TVN24’s “Fakty po Faktach”.

The national convention of the SLD has made amendments to the statute of the Democratic Left Alliance, changing the abbreviation from SLD to Lewica – according to the minutes of the mandate and scrutiny commission seen by 300POLITYKA. 167 delegates were eligible to vote. 121 delegates participated in the vote, which constitutes 72% of the delegates eligible to vote. 121 delegates voted 'for', which represents 100% of the delegates participating in the vote.

President Andrzej Duda officially announced the parliamentary elections today, but the campaign will formally commence after the presidential decree is published in the Journal of Laws. The official election calendar will also be published then. Nevertheless, the most important deadlines are already known. The conclusions are obvious: there is little time, especially since it is the holiday season. On the other hand, if the president had waited until the last moment, there would have been even less time for signature collection.

The aforementioned decree should be published this week, because - according to the Electoral Code - it is made public in the Public Information Bulletin and announced in the Journal of Laws no later than the 5th day from the date of ordering the elections.

The deadline for registering electoral committees expires on August 24. The Electoral Code states that a political party's electoral committee is obliged to notify the National Electoral Commission (PKW) of its formation from the day the decree ordering the elections is announced until the 50th day before election day. An analogous provision exists for coalition committees.

Another important date is September 3 - according to the Code, the list of candidates is submitted to the district electoral commission no later than 12:00 AM on the 40th day before election day. An electoral committee may submit one list of candidates for deputies in each electoral district. The list of candidates should be supported by the signatures of at least 5000 voters who permanently reside in the given electoral district.
