PiS Prepares for Election Campaign: Program Convention Expected in Early September

According to sources speaking to 300POLITYKA, the Law and Justice (PiS) party is set to hold its election convention on September 7th, where its electoral program for the autumn parliamentary campaign is to be unveiled. Our informants emphasize that this is the most probable date, though it may, of course, change. A few days ago, Professor Paruch suggested a similar timeframe on Polish Radio, stating that the program presentation would likely occur shortly after the summer holidays.

- The comprehensive program, modeled on the one from 2014, will likely be presented at the beginning of September, after the holiday season concludes. The reason is simple – to ensure the program's message is as effective as possible. We are currently in a bit of a holiday mode - said the head of the Center for Strategic Analyses.

Another of our contacts admits that it is in the interest of the United Right camp to have the shortest possible campaign – a point also recently made by President Andrzej Duda in an interview with Bogdan Rymanowski, when he announced the elections at the earliest possible date. The PiS campaign will therefore kick off at full speed after the holiday season. It will be intense, but significantly shorter than in 2015 – when Ewa Kopacz and Beata Szydło truly began their nationwide campaigning even before the summer holidays.

- The program will be broad in scope and deep in its coverage. It will detail certain issues quite specifically, presenting a holistic vision for four years of governing Poland. Not a partial or fragmented one. In this regard, it will be modeled on the 2014 program, but it will also include an assessment of what has happened in the five years since 2014. That program was written when PiS was heading towards power, having a real prospect of winning the elections, as PiS was preparing to take power in Poland back in 2014. According to the law, the first reading of a citizen's bill in a Sejm session is to be held within 3 months from the date the bill is submitted to the Marshal of the Sejm or the Supreme Court's decision confirming the correctly collected number of signatures supporting the bill.

However, the Sejm is concluding its work for this term, having convened a total of three times, with the last session in September. The MPs on Wiejska Street will deliberate for a total of 5 more days. Citizen's bills are not subject to the principle of discontinuation. Therefore, the bill can be considered in the next term – the first reading takes place no later than 6 months from the date of the Sejm's first session.

Around Two Weeks to Register Committees, Lists by Early September [300POLITYKI ANALYSIS]

President Andrzej Duda officially announced the parliamentary elections today, but the campaign will formally commence after the presidential decree is published in the Journal of Laws. The official election calendar will also be published then. Nevertheless, the most important deadlines are already known. The conclusions are obvious: there is little time, especially since it is the holiday season. On the other hand, if the president had waited until the last moment, there would have been even less time for signature collection.

The aforementioned decree should be published this week, because - according to the Electoral Code - it is made public in the Public Information Bulletin and announced in the Journal of Laws no later than the 5th day from the date of ordering the elections.

The deadline for registering electoral committees expires on August 24. The Electoral Code states that a political party's electoral committee is obliged to notify the National Electoral Commission (PKW) of its formation from the day the decree ordering the elections is announced until the 50th day before election day. An analogous provision exists for coalition committees.

Another important date is September 3 - according to the Code, the list of candidates is submitted to the district electoral commission no later than 12:00 AM on the 40th day before election day. An electoral committee may submit one list of candidates for deputies in each electoral district. The list of candidates should be supported by the signatures of at least 5000 voters who permanently reside in the given electoral district.
