At the height of the EP campaign, Jarosław Kaczyński announced that PiS was ready to support a commission to investigate pedophilia, not exclusively within the Church, but in all environments. And indeed, the project was drafted by the government approximately two months later. The only issue is that the current term of the Sejm is ending, and the calendar indicates that it is unlikely the commission – in its current form – will be appointed before the autumn parliamentary elections.
The government's draft bill on the State Commission for the Investigation of Acts Against Sexual Freedom and Morality, Concerning a Minor Under 15, was read on July 18 during a Sejm session. Subsequently, the government's proposal was sent to the legislative committee, which met only once in the second half of July, and that was before the aforementioned project was submitted. At present, no further sessions are planned.
The Sejm will convene three more times before the end of its term: on August 9 for a few hours to consider a motion to dismiss the Marshal of the Sejm, at an additional session on August 30, and from September 11-13 for the last session of this term. For the commission to function, some of its members must be elected by the Sejm, as well as the Senate, the President, the Prime Minister, and the RPD. For this to happen, the law must first come into effect, and the current vacatio legis stipulated in the law is 30 days.
Considering the aforementioned calendar, it will be difficult to appoint the commission without convening additional sessions or shortening the vacatio legis. Even if the Sejm were to adopt the project on August 9, the Senate would still not convene until the end of the month, on August 30. In that scenario, the Sejm could elect the commission at the earliest at the end of September – assuming a swift presidential signature – and by then there would be no session. This will be the hottest period of the parliamentary campaign.
It is evident, moreover, that the Sejm is not rushing the proceedings of this project, even though other proposals submitted by PiS – such as changes to the Electoral Code, submitted around the same time – have already been passed. Furthermore, the first session of the commission is convened by the Marshal of the Sejm within 14 days of the appointment of its members. All indications suggest that either PiS will radically shorten the deadlines and pass the project at lightning speed, or the Sejm of the new term will have to start the work from scratch.

That's how the electoral law is structured. If, for example, you wanted to run for Sejm from your constituency, you would have to create 21 lists in 21 constituencies across Poland, put a minimum of 10 people on each list, meaning 210 (of which 30% must be women), gather 130,000 signatures, and cross the 5% threshold. Only then would you have a chance to become a Member of Parliament - Paweł Kukiz wrote in comments on Facebook.
- And I - I repeat - do not have either the time or the resources to perform such a "maneuver". Besides, I have already brought 41 people into the Sejm once, three-quarters of whom turned out to be opportunists and hidden PiS members. So I prefer to put a few dozen certain ideologically driven individuals on the PSL lists rather than create my own lists, on which I would have to have over 1000 people, of whom 900 might turn out to be scoundrels - added the leader of Kukiz'15.

The upcoming week in politics will be dominated by President Andrzej Duda's announcement of the parliamentary elections, as well as the Sejm's consideration of the motion to dismiss Marek Kuchciński from his position as Speaker of the Sejm. The agenda also includes a conference of the left-wing coalition and Kukiz’15's decisions regarding their electoral strategy.
Announcement of Parliamentary Elections. - The moment I receive confirmation from the National Electoral Commission, the elections will be announced immediately. No, it certainly won't be at the last minute - stated President Andrzej Duda in a Friday interview with Bogdan Rymanowski on Polsat News. - I think we can calmly expect it next week - emphasized PAD. The parliamentary elections will take place on October 13th.
Left-Wing Conference and Kukiz's Decisions. On Monday at 1:00 PM, the announced conference of the SLD-Wiosna-Razem coalition will take place, where they will present their election staff and announce Robert Biedroń's decision. Most likely on Monday as well, the alliance between Kukiz'15 and PSL will be announced. - Talks were ongoing, the decision rests with Kukiz’15. They are due to respond on Monday - said Marek Sawicki in an interview with wPolityce.pl. Kukiz himself confirmed that he will run in the elections on PSL's lists, a fact that we reported on 300POLITYCE.
Sejm to Vote on Kuchciński's Dismissal. The Sejm will continue its session on Friday from 3:00 PM, and at 7:00 PM it will address the PO-KO motion to dismiss Marek Kuchciński from his position as Speaker of the Sejm. The discussion is planned to last an hour, and the voting block will commence at 8:00 PM and continue until 9:00 PM. This is unless the Speaker resigns beforehand, a possibility that has been discussed in the last dozen or so hours, although our sources within PiS claim that a change is not currently being considered.

Leaders of the left are scheduled to meet with the media at Plac na Rozdrożu, near the monument of Ignacy Daszyński, on Monday at 1:00 PM. As we understand, Robert Biedroń, the leader of Wiosna, has most likely been chosen as the head of the campaign staff.
Most likely on Tuesday – as we wrote in our weekly preview on 300POLITYKI, after obtaining the required opinion from the National Electoral Commission (PKW), the President will officially announce the election date and the campaign will formally commence.
